Экспериментально давно уже ус­тановлено, что активное электро­магнитное воздействие на ионо­сферу Земли ведет к образова­нию в диапазоне высот 60-600 км устойчивых пространственных об­ластей возбужденной ионосферы с резко измененными радиофизи­ческими параметрами. Подобные искусственные энергетические об­разования (ИЭО) обычно называ­ются "плазмоидами". Иногда они еще именуются "решетками" или "зеркалами".

Эксперименты также показали, что, меняя тип, структуру и харак­тер электромагнитных сигналов, инициируемых наземными ионо­сферными комплексами, можно создавать ИЭО с необходимыми свойствами практически в любой точке ионосферы. При этом искус­ственная дестабилизация ИЭО со­провождается генерацией разно­образных видов вторичного излу­чения, которое может использо­ваться в самых различных целях.

Например, стимулированное ИЭО электромагнитное излучение КВ и УКВ диапазонов обеспечивает це­ленаправленную постановку помех системам связи, навигации и радио­локации в атмосфере и космосе. В свою очередь, генерация сверхниз­кочастотного излучения может оказать крайне негативное влияние на любые биологические объекты, попавшие под его воздействие.

В свя­зи с этим можно предположить, что создание перспективных ПРК на ба­зе подобного ионосферного оружия позволит устранить значительную часть недостатков, свойственных для традиционных концепций огневых средств ПРО.

В первую очередь, это касается резкого снижения требований к точно­сти определения координат цели, а также наведения на цель нового противоракетного оружия, которое, судя по его возможностям, отно­сится к средствам поражения "объемного" действия. При этом созда­ваемая США многопозиционная система РЛС вполне будет способна обеспечить выдачу целеуказания по элементам СБЦ с точностью, дос­таточной для применения такого вида оружия.

Существенным преимуществом новых ПРК является мгновенное пораже­ние цели, так как энергия поражения переносится практически со ско­ростью света.

Что касается зоны воздействия подобного оружия, то, по некоторым оценкам, в случае размещения ионосферных комплексов в северных приполярных районах, она будет простираться по долготе от Атлантиче­ского до Тихого океана, а по широте будет достигать 45 параллели Се­верного полушария.

Обратившись к карте, можно легко убедиться, что северные полярные области являются именно тем направлением, где пройдет подавляю­щая часть траекторий российских стратегических БР в ходе ответных действий СЯС РФ. По этой причине крайне важным является появившее­ся сообщение о строительстве в Гренландии ионосферного комплекса, который по своей мощности будет в три раза превосходить комплекс HAARP в Гакконе.

Если вспомнить, что основным признаком развернутых в Скандинавии и на Аляске экспериментальных комплексов на НФП является наличие па­ры объектов "РЛС - ионосферный комплекс", то в границах указанного направления без труда можно обнаружить две новых позиции перспек­тивных ПРК: гренландскую и аляскинскую. Первая позиция включает находящуюся на этапе модернизации РЛС СПРЯУ в Туле и строящийся там же, в Гренландии, ионосферный комплекс. Вторая позиция состоит из модернизированной РЛС СПРЯУ в Клире и комплекса HAARP в Гакко­не.

HAARP and the Norwegian spiral light
According to Mr. Wilcock, the Dec. 9, 09 Norway spiral light is similar to other spiral lights in Russia in 2006, and in China (first seen in April 2009) that may be attributed to the HAARP technology.

Mr. Wilcock states that the plasma effects exhibited by the Norway light were too dense to have been produced by a failed Russian missile.  He reiterates that HAARP is most probably the cause of the spiral lights.

Researcher Richard Hoagland notes that "just over the hill from Tromso [where the spiral light appeared], lies a high-tech Norwegian 'HAARP antenna farm' -- the EISCAT Ramfjordmoen facility -- specifically designed to broadcast powerful beams of microwave energy high into space ... thereby also creating blatant HD/torsion side-effects in the Earth's highly-electrified upper "plasma" atmosphere (ionosphere)? The original theories behind the HAARP project were developed in the 1950's as the result of atmospheric hydrogen bomb tests.  These tests created localized disruptions of the ionosphere that lasted for some period of weeks or months and possibly years.  Another byproduct of the tests was a brief but powerful emission of high speed particles now known as an Electro Magnetic Pulse (EMP).  Later on It was determined that the resultant stream of high speed Beta particles of the EMP were capable of destroying electronic equipment well outside of the blast zone.  For the purposes of space warfare, the problem then was to recreate the effects of the thermonuclear blast without detonating a bomb.  The final design for a missile defense system proposed introducing high power low frequency radio waves into the ionosphere using a technique called circular polarization.  This creates streams of high speed beta particles that move along the magnetic field lines as well as stream out into space and back again.

Portions of the patent for the system used at the HAARP facility specifically describe it as a missile defense system.  An outlined version of the patent can be found on The Brother Jonathan website, HAARP Patent.  The patent in its entirety can be viewed and downloaded at the US Patent Office website, US Patent 5,038,664.  The text of the patent states, "The plasma will be contained within adjacent [magnetic] field lines and will drift to form a shell of relativistic particles around a portion of the earth".  A breakdown of the technical discussion contained in the patent explains how such an effect is produced as follows.  Electromagnetic radiation of a given frequency, (1800 to 3600 kHz) transmitted to a region of the atmosphere with an altitude of at least 250 km in conjunction with another region of the atmosphere with an altitude of 1500 km receiving electromagnetic radiation of with a frequency of (20 to 1800 kHz) sets up the required field.  This excitation sustained for 20 minutes causes electrons or beta particles to travel back and forth between the two regions at nearly the speed of light.  These two regions then have a natural tendency to spread out creating the shell of relativistic particles.  Another statement in the patent expresses the usefulness of this shell, "...wherein said shell is formed as an anti-missile shield".  It has been shown that an object, such as a missile,  passing through a field of relativistic particles such as that described here will almost certainly suffer significant damage.  Examples of this damage would be burn through of the outer skin, severe damage to electronic components (even those that are shielded) and the possible ignition of explosives such as the warhead trigger.  Most vehicles passing through such a field would probably see all three types of damage.  Far more detailed explanations are contained in the patent.

When operating in missile defense mode the HAARP transmitter broadcasts high power low frequency radio waves in the circular polarization pattern described in the patent.  Any missile attempting to reenter the atmosphere would pass through the region of high speed particles damaging or destroying its electronics and guidance systems rendering the projectile unable to reach its target or possibly causing it to burn up during reentry.  At the very least the trigger mechanism for the nuclear warhead would be destroyed letting the missile crash safely into the water or land without detonating.  Many of the details of this technology can by found in the related documents shown below as well as a search on the internet.  The official website for the HAARP project is at, www.haarp.alaska.edu/

Marshall Smith at the The Brother Jonathan Gazette is the most credible independent source of information on the HAARP project that has been found so far.  His information includes the history of HAARP and detailed but straight forward descriptions of how it works.  Marshall Smith is also the only individual known to monitor the HAARP signal on a regular basis.  His HAARP log for February 1, 2003 indicates that HAARP was operating in missile defense mode starting about 90 minutes before Columbia's reentry and then for about 90 minutes afterward, about 3 hours total.  The following table is his HAARP log for that morning.

So, that is where HAARP is today, a $300 million dollar plus "upper atmospheric and solar-terrestrial physics" observatory -- that may or may not also be a whole lot more. Even if HAARP is exactly what it says it is, is that something good? A key DoD document defines HAARP saying: "The heart of the program will be the development of a unique ionospheric heating capability to conduct the pioneering experiments required to adequately assess the potential for exploiting ionospheric enhancement technology for DOD purposes."
 
Let's break that down. Technically HAARP is a type of device called an ionospheric heater because injecting all that radio frequency energy (3.6 billions watts) into the atmosphere heats it up. The big difference between HAARP and the dozen or so other ionospheric heaters in the world is that HAARP, based on the Eastlund/APTI patents is a uniquely designed phased antenna array. This phasing, or sequencing of the firing of the transmitters/antenna field allows for the focusing ability that sets HAARP apart from its peers. If used for over-the-horizon surveillance it would also have made HAARP a violation of the ABM Treaty, which was still in effect when work on HAARP began, and may be the real reason for the military's calling HAARP a civilian science project in the first place.
 
Heating the atmosphere changes it, so you can make it do things. In this case the amount of heating literally blows the molecules of the air apart. That is what is meant by "ionospheric enhancement." You have to love the use of the word enhancement -- only the military would think that breaking something makes it better! This heating to the point where the molecules are blown apart causes it to give off a "scream" of extremely low frequency (ELF) radio waves that penetrate deep into the earth and deep into the seas.
 
The project was initially funded specifically to do this: to use this ionospherically generated ELF to communicate with deeply submerged submarines and to engage in something earth penetrating tomography to target and monitor enemy underground bases for the manufacture and launch of weapons of mass destruction (WMDs). This heating also turns the "excited region" into a plasma (an electrically charged gas) that goes out into space, possibly destroying anything ! electronic (like an ICBM or a spy satellite) that passes through it.
 
It also changes the shape and radio wave bounce characteristics of the ionosphere, effectively jamming some radio communications channels.
 
And what are DoD purposes? Why, to win wars! to make new weapons or to make existing weapons and personal more effective (which is called a force multiplier). So, simply put, what this quote says is that the DoD wants to know if they can use this technology to turn the atmosphere into a weapon, or use it to improve existing weapons.
 
As I have been asking for almost a decade now, is weaponizing the atmosphere a good idea? What about unintended and unexpected consequences? What happens when the enemy responds in kind? And why is it that the mainstream press is so silent on these issues?

One of the first ideas came mid-decade from Bernard Eastlund, a physicist working for oil-and-gas conglomerate Atlantic Richfield. Arco had the rights to trillions of cubic feet of natural gas under Alaska's North Slope. The problem had always been how to get that gas to the port at Valdez. Eastlund had a better idea: Use the gas onsite to fuel a giant ionospheric heater. Such a facility, he wrote in a series of patents, could fry Soviet missiles in midflight or maybe even nudge cyclones and other extreme weather toward enemies. That's right: weaponized hurricanes.

Arco's executives presented the idea to Simon Ramo, one of the godfathers of the US intercontinental ballistic missile program. Ramo passed it on to the under secretary of defense, who in turn gave it to the Pentagon's advanced research arm, Darpa, and the DOD's secretive science advisory board, code-named Jason. Tony Tether, director of Darpa's strategic technology office, gave Arco a contract to conduct a feasibility study. Arco brought on board none other than Dennis Papadopoulos as a consultant.

Papadopoulos wasn't very impressed. Eastlund's tricks wouldn't work even if the site were in the right place along Earth's magnetic field—which it wasn't. But the ad hoc coalition of radio scientists did like the idea of setting up a new heater in Alaska. In those upper latitudes, the ionosphere intersects with Earth's magnetic field and becomes scientifically interesting.

Luckily, the senior senator from Alaska, Ted Stevens, enjoyed a reputation for inserting projects into the federal budget to benefit his home state, most notoriously a $223 million bridge from the town of Ketchikan to, well, not much of anyplace. In 1988, the researchers sat down with Stevens and assured him that an ionospheric heater would be a bona fide scientific marvel and a guaranteed job creator, and it could be built for a mere $30 million. "He provided some congressional money, some pork money," Papadopoulos says. "It was much less than the bridge to nowhere." Just like that, the Pentagon had $10 million for ionospheric heater research.
