An experimental flight of GSLV Mark III (without the active cryogenic stage), for launching communication satellites of 4 tonne (compared to GSLV's 2.2 tonne capacity), is scheduled for the second quarter of 2013.

Radhakrishnan said the recently launched GSAT-8 was a 6,000 Watt satellite and ISRO was developing a 8,000 Watt GSAT-11 which would be ready in the next two years.

"In five years time, we aim to develop a 10,000 Watt communication satellite which can accommodate 60-70 transponders," he said. GSAT-8 has 24 transponders.

The 10,000 watt satellite will also have the next generation high frequency Ka-band transponders.

ISRO has come a long way since the 1981 launch of its first Geo-Stationary Satellite 'APPLE' which had two transponder and a mission life of two years.

On the targets for this year, Radhakrishnan said ISRO will launch the heaviest foreign satellite -- the French-made SPOT-6 -- in August. This will be followed by Indo-French satellite SARAL for monitoring the environment.

Alongside, ISRO has planned key ground tests for its indigenously developed cryogenic engine for the Geosynchronous Satellite Launch Vehicle (GSLV).

It includes a 1,000-second endurance test for the cryogenic stage and ignition of the cryogenic engine in vacuum. "Success of these tests is a pre-condition for the December launch of the GSLV," Radhakrishnan said.

The delay in developing the GSLV means a delay in India's much touted sequel to the Chandrayaan-I moon mission. ISRO plans to land a rover on the lunar surface to study the earth's only natural satellite.

"Two successful GSLV flights are necessary before the launch of Chandrayaan-II. We do not want to take any chances," Radhakrishnan said.

This also means putting off the Mars mission at a later opportunity. Earlier, ISRO was eyeing November, 2013 for launching its mission to Mars.

"We have three opportunities --- 2013, 2016 and 2018. So, we will come to Mars after sometime," Radhakrishnan said.

The Indian Space Research Organisation (ISRO) announced Mars Mission in 2013 today, which will commence on November 24 next year and will focus on life, climate and geology of the red planet. The space research body would also conduct research on other aspects like evolution and sustainability of life on the planet. ISRO has already submitted the project report to the central government for approval. The Project Director, Mylswamy Annadurai, explained the procedure of both the prominent space missions, Chandryaan-1 and Chandrayaan-2.

India all set to give go ahead for Mars mission
Mysore: India is all set to give the go-ahead for an ambitious mission to Mars, expected in November next year, a top Space Department official said here on Saturday.

"A lot of studies have been done on the possible mission to Mars", Secretary in the Department of Space and Chairman of Indian Space Research Organisation K Radhakrishnan told reporters here.

"We have come to the last phase of approvals", he said. ."And I am sure that, maybe soon, we will be hearing an announcement on the Mars mission".According to ISRO officials, a significant amount of work on the planned Mars mission has been completed and scientific payloads have been short-listed.The project report for Indian Mars Orbiter mission has been submitted for government approval.

The mission envisages launching an Orbiter around Mars using Polar Satellite Launch Vehicle (PSLV-XL). The Orbiter will be placed in an orbit of 500 x 80,000 km around MARS and will have a provision to carry nearly 25 kg of scientific payloads on-board.The tentative scientific objective for the Mars mission will be to focus on life, climate, geology, origin, evolution and sustainability of life on the planet," according to ISRO.

Scientific payloads have been short-listed by ISRO's Advisory Committee for Space Sciences (ADCOS) review committee.Baseline, solar array and reflector configuration of the satellite have been finalised, the Bangalore-headquartered space agency said.

Sriharikota: Satish Dhawan Space Centre SHAR at Sriharikota will launch three satellites atop the home-grown Polar Satellite Launch Vehicle (PSLV-C21) on September 9. It will see the commercial launch of two satellites belonging to France and Japan. The third one belongs to India – a 50 kg Mini Redent Strapon Inertial Navigation System satellite.

This was disclosed by SHAR Director M C Dattan on Wednesday. He said while the French satellite is a 720 SPOT 6 one, the Japanese is a 15-kg Proiteres type. The launch will take place at the first launch pad of the spaceport here at 9.50 am on September 9.

Dattan said that scientists from Japan and France had already arrived to take part in mounting the satellites on the rocket.

He said the PSLV-C20 rocket would be launched in November. It would carry a 410-kg Saral satellite of the remote sensing system - an Indo-French initiative - using PSLV-C20 rocket. It will also put in orbit satellites from Canada, Austria and Denmark countries.
Early next year, ISRO will launch GSAT-14 satellite.

Национальный институт аэронавтики и космоса Индонезии (LAPAN) завершил работы по созданию первого самостоятельно произведенного в стране спутника, который будет запущен в следующем году с индийского космодрома Шрихарикота на одноименном острове в Бенгальском заливе, сообщает в пятницу газета Jakarta Globe.

Главной задачей космического аппарата весом в 78 килограммов, получившего название Lapan A2, станет наблюдение за движением судов в десятках морей крупнейшего в мире Индонезийского архипелага, говорится в официальном заявлении Института.

"Lapan A2 является индонезийским достижением в разработке космических технологий, которое следует за созданием первого индонезийского спутника Lapan-Tubsat, который работает успешно", - говорится в документе.

Запущенный Индией в 2007 году Lapan-Tubsat был полностью разработан специалистами индонезийского института, однако работы по его строительству выполнялись совместно с германским Technische Universitat Berlin.

"На сей раз он (Lapan A2) был полностью построен в Центре спутниковых технологий Института в Ранчабунгуре (Богор, Западная Ява)", - говорится в заявлении Lapan.

Имеющий более чувствительные сенсоры по сравнению со своим предшественником спутник планируется вывести на экваториальную орбиту на высоте в 650 километров, на которой он будет проходить над индонезийской территорией по диагонали 14 раз в сутки.

ISRO to launch met satellite by 2013 New Delhi: The Indian Space Research Organization (ISRO) is planning to launch a meteorological satellite by 2013 to monitor atmospheric characteristics, parliament was informed Thursday.

"ISRO is planning to launch INSAT-3D to monitor atmospheric characteristics like cloud motion winds, vertical profiles of humidity and temperature, total precipitable water, sea surface temperature over Indian Ocean and outgoing radiation," Minister of State in the Prime Minister's Office V. Narayanasamy told the Rajya Sabha.

"The data obtained from this satellite along with ground based observations would help to derive information about climatic conditions, including rain," he said.

 BANGALORE: Indo-French satellite "SARAL" would be launched onboard PSLV-C20 from the spaceport of Sriharikota on December 12, this year, Indian Space Research Organisation Chairman K Radhakrishnan said today.

 "PSLV-C20 will be assembled in about 25 days in Sriharikota and the satellite will be launched on December 12, 2012. As somebody said it's 12-12-12 (launch date)," he said at the Bangalore Space Expo 2012 here.

 Radhakrishnan also said the European space consortium Arianespace would launch India's GSAT-10 communication satellite from Kourou in French Guiana at 2.30 AM (Indian time) on September 22.

 ISRO officials said SARAL is a small satellite mission with payloads -- Argos and Altika -- from French space agency CNES for study of ocean parameters towards enhancing the understanding of the ocean state conditions which are otherwise not covered by the in-situ measurements.

 The satellite has been built by ISRO, which would also take care of the launch services.

 SARAL will provide data products to operational and research user communities, in support of marine meteorology and sea state forecasting; operational oceanography; seasonal forecasting; climate monitoring; ocean, earth system and climate research, the officials said.

Referring to the GSAT-10 communication satellite, Radhakrishnan said, "We are going to French Guiana for the launch because the satellite weighs 3.4 tonnes which cannot be lifted by any of our vehicles -- PSLV or GSLV."

 Officials said GSAT-10 would carry 30 transponders, including 12 in Ku band, along with a GAGAN (GPS Aided GEO Augmented Navigation) payload. GSAT-10 is a Rs 750 crore mission, including launch services cost.

 GSAT-10, which will have a minimum operational life of 15 years, is envisaged to augment the growing need for transponders and provide communication services and augment the existing ones.

Launch of Canadian Satellites by India Delayed Until January

In yet another delay, SpaceRef has learned that the launch of two important government satellites, NEOSSat and Sapphire along with two university built nanosatellites has been postponed from its December 12th launch date to January 12th. No reason has been released publicly for the delay.
The satellites are part of a secondary payload set to launch on India's Polar Satellite Launch Vehicle (PSLV) C20 with the joint Indo-French SARAL satellite as the primary payload.
NEOSSat will be the first space telescope dedicated to the search for near-Earth asteroids. NEOSSat is the result of a university-industry collaboration and will spend half the time looking for these small interplanetary objects that could potentially impact the Earth and cause great damage. NEOSSat will spend the other half of its time searching for satellites and space debris in orbit around the Earth in a research project sponsored by a DND agency, Defence Research and Development Canada (DRDC).
Sapphire is the Department of National Defence (DND) first dedicated military satellite and will upgrade Canada's space surveillance capabilities.
Also launching on the PSLV-C20 rocket are the Canadian built CanX-3b (aka TUGSAT-1) and CanX-3a (aka UniBRITE) nanosatellites. Both of these nanosatellites we're built by the University of Toronto Institute for Aerospace Studies Space Flight Laboratory.

The ongoing "Asia Pivot" by United States is rapidly changing the regional dynamics of the Indo - Pacific region, and nowhere is it more visible than the sphere of cooperation in defence and space research.

Recently Canadian and Australian defence co-operation and ties with India reached unprecedented highs, a chain of event termed as the "Rise of the Anglosphere" by historian Walter Russell Mead.

However, the successive failure of Indian GSLV missions, combined with India's stubborn secrecy and fierce independence in the space sector is giving rise to doubts about the scope of further future co-operations.

Although the failure of this signature launching vehicle is attributed to technical glitches, it is highly symbolic of the greater lack of clarity, purpose and direction in the Indian space program.

The Geosynchronous Satellite Launch Vehicle (GSLV) was originally intended to be India's signature launching vehicle, eventually to launch India's INSAT type satellites, and reduce dependence on foreign rockets.

In the early nineties, with the collapse of the Soviet Union, India was forced to develop independent launching vehicles. India originally tried to buy the technology to build a cryogenic upper stage fr om Russia, but was denied, under pressure from United States and other Western countries.

With the development of indigenous Cryogenic engine, India became the sixth country in the World to posses the technology, which could be potentially used for civilian and military purposes.

Indian GSLV generally uses L40 liquid strap on boosters and old Soviet KVD 1 upper stage. But even though Indian military and ballistic missile programs were successful, as recently evident with the successful launch of Agni V ICBM, its civilian rocket and space program were mediocre at best.

The Polar Satellite Launch Vehicle (PSLV), a launcher vehicle used previously to launch civilian satellites was used as a model of GSLV programs, but it was not successful. Multiple versions of GSLV were launched in the last decade, with more than half of them failing due to technical difficulties. A brief stint of success in 2003- 04 was followed by successive failures.

The vehicle failed to reach orbit, lost control of liquid fuel booster, veered of designated trajectory and had to be destroyed over the Bay of Bengal, or failed to deliver payload in the last four missions. With an unprecedented failure rate, GSLV is gradually on its way to be the costliest misadventure of Indian strategic and space sector. The eighth launch is scheduled in 2013.

The causes of these failures are minor, according to the official bureaucratic rhetoric, and were attributed to minor technical malfunctions. There was no clear response to queries as to why five out of seven launches have resulted in total or partial failure.

The Indian Space Research Organisation (ISRO) is also secretive and tightlipped about capability and weight of the satellites and why India is still unsuccessful in launching communication satellites more than 3000 KG, 36 Transponder class, wh ereas the nearby competitors like Japan and China, not to mention USA, Russia and European Space Agency have already moved on to triple that size.

There is no clarity and accountability when it comes to tax payer's money spent on space research, and no heads roll even when there are repeated failures. The lack of purpose is also evident as India lacks fixed and dedicated plan in the Space sector.

In an interview earlier this year, Dr. K, Radhakrishnan, chairman of ISRO, stated that India's main concern and thrust is in the area of applications and not manned space flights and space stations, unlike Russia, US or China. India with its massive population and democratic set up needs more communication satellite to cater to domestic needs, unlike China which is heavily centralized and controlled.

However that argument and logic falls flat as India is already planning for its second lunar mission in early 2014, Chandrayaan 2, and possibly a manned space mission by 2017.

In January 2011, the U.S. officially removed export controls on several subsidiaries of India's Defense Research and Development Organization and the ISRO. It was a clear signal that the United States would like to chart a new future of space co-operation with India.

American think tank Heritage Foundation also published a report around same time, calling for enhanced space and missile defence co-operation between India, Australia and United States, including satellite defence and interceptors, theatre based missile defence and most importantly future co-operation and joint space programs. However there seems to be lukewarm response and enthusiasm from the Indian side.

India's notorious reliance on Russian hardware is also a major hindrance when it comes to further cooperation with the West. Only with the benefit of hindsight would we be able to determine the trajectory of India's space co-operation with the West, or whether it takes any specific direction, but at this present point of time, it is safe to assume, that without any clear plan, or white paper, India's current space prospects are quite grim, and will continue in the chaotic and headless way for the near foreseeable future.

PUNE: Director of Vikram Sarabhai Space Centre (VSSC) P S Veeraraghavan has said that the Indian Space Research Organisation (ISRO) is well on course to launching its GSLV space mission with indigenously built cryogenic engine in April 2013.

"Most of the systems for the launch are ready and we are now into the final leg of certain tests, which will validate the mission involving indigenous cryogenic engine," Veeraraghavan told reporters on the sidelines of a seminar on 'Aerospace and related mechanisms' here on Thursday. The Thiruvananthapuram-based VSSC is the lead centre of ISRO for development of satellite launch vehicles and associated technologies.

The GSLV mission's first flight, 'D3', using ISRO designed and built cryogenic engine, had failed in April 2010 due to the malfunctioning of fuel booster turbo pump. The launch vehicle was carrying a 2,200 kg GSAT-4 payload.

"We did a thorough analysis of the D3 flight and identified the reasons behind its failure," Veeraraghavan said. "The analysis called for a redesign of certain components in the cryogenic propulsion system and the same has now been addressed and is being put through multiple testing," he said.

"Most tests have been completed except for the high altitude test, which validates the mission of our cryogenic engine. We hope to complete this and launch the GSLV mission by April 2013," Veeraraghavan said.

Asked about the Chandrayaan-2 lunar mission, Veeraraghavan said, "The immediate focus is on the launch of the Mars Orbiter Mission that is expected to happen in October/November 2013. We have to ensure that the launch happens by the targeted slot. Otherwise, we won't get a slot for another two years," he said. India plans to send a spaceship near Mars and collect important scientific information as part of the orbiter mission.

He said, "Chandrayaan-2, which is a joint programme with the Russian Federal Space Agency, has been delayed due to some major reversals suffered by Russia in their launch vehicles, including their mission to Mars, last year. The Russians have decided that they will give a lander, which is the most complex of the Chandrayaan-2 elements, only after flying the same at least once."


Initial plans chalked out under the joint programme, provided for the launch of Chandrayaan-2 by using a Geosynchronous Satellite Launch Vehicle (GSLV), in 2014. It includes a lunar orbiter and a lunar rover to be made by the ISRO centres and a lander built by the Russian space agency.

The mission will use and test various new technologies and conduct new experiments. The wheeled rover will move on the lunar surface and will pick up soil or rock samples for on-site chemical analysis. The data will be sent to earth through the Chandrayaan-2 orbiter.

Veeraraghavan said, "Developing high temperature thermal protection system; new materials with lower weights, higher strength, guidance and control; and air-breathing propulsion system are major challenges in the efforts to reduce the cost of launching a space mission. For now, the cost of launching 1 kg of payload into an orbit is $ 20,000 and very few countries can afford that."

He said, "Ongoing efforts in the US, Europe and India are aimed at reducing this cost initially to $ 2,000 per kg payload and eventually to $ 200 per kg payload. This requires good quality high temperature thermal protection system, particularly for situations like a hypersonic re-entry where the material has to take very high temperature and load."

"The VSSC is working on the next variant of GSLV Mark III launch vehicles that will make India totally self-reliant in the area of launch vehicles, Veeraraghavan said. The centre is further working on development of resusable launch vehicles that can deliver a spacecraft into the orbit and return for a repeat use. This will bring down the cost of space transport."

Nearly 450 delegates from premier research labs, defence and academic organizations and industry are participating in the seminar that will address some of the current issues related to aerospace mechanisms that are critical for satellite launch vehicles, spacecraft, missiles and combat aircraft, among others. The Armament Research and Development Establishment (ARDE) is hosting the event, organized by the Indian National Society for Aerospace and Related Mechanisms (INSARM).

Baba Kalyani, chairman and managing director of Bharat Forge; Prahalada, vice-chancellor of the Defence Institute of Advanced Technology; George Koshy, national president of INSARM; Anil Datar, director of ARDE and several other prominent persons were present on the occasion.

Missions Planned by ISRO

The missions planned by Indian Space Research Organisation (ISRO) in the next one year include - 3 Polar Satellite Launch Vehicles, 1 Geosynchronous Satellite Launch Vehicle, 2 Communication Satellites, 1 Earth Observation (Ocean) Satellite, 1 Meteorological Satellite, 1 Navigation Satellite and Mars orbiter.

ISRO is planning to accomplish Eight missions by September 2013 which include – (i) 2 Polar Satellite Launch Vehicles (C20, C22); (ii) 1 Geosynchronous Satellite Launch Vehicle (D5); (iii) 2 Communication Satellites (GSAT-7, GSAT-14); (iv) 1 Earth Observation (Ocean) Satellite (SARAL); (v) 1 Meteorological Satellite (INSAT-3D); (vi) 1 Navigation Satellite (IRNSS-1A). Two (2) missions, which include PSLV-C25 and Mars Orbiter, are planned for October 2013.
