      Компании Sea Launch и EchoStar Satellite Services L.C.C., дочернее предприятие компании EchoStar Corporation, подписали контракт о запуске с морского космодрома с помощью ракет-носителей "Зенит-3SL" до трех телекоммуникационных спутников. О сроках будущих стартов пока не сообщается.
      "Мы очень взволнованы возможностью запустить новые спутники для Echostar, с которыми имеем давние отношения", - заявил Кейджилл Карлсен (Kjell Karlsen), президент компании Sea Launch.
      Карлсен также сообщил, что к сентябрю нынешнего года будет готов и утвержден в суде план реорганизации компании, которой теперь на 95 % владеет российская РКК "Энергия".

Суд по делам о банкротстве американского штата Делавэр утвердил поданный в мае план реорганизации международного консорциума Sea Launch в рамках процедуры банкротства, предусмотренной статьей 11 Кодекса США о банкротстве.

План реорганизации предполагает передачу 95% Sea Launch компании Energia Overseas Limited (EOL), предприятию ракетно-космической корпорацией (РКК) "Энергия", которая внесет в уставный капитал инвестиции в размере 155 миллионов долларов, а также обеспечит возможности привлечения 200 миллионов долларов на пополнение оборотных средств Sea Launch. Boeing получит 3% в компании, остальные 2% будут переданы Aker.

Russia's Energia To Own 95 Percent of New Sea Launch

PARIS — Commercial launch-service provider Sea Launch Co. expects to receive final U.S. government approval of its post-bankruptcy reorganization plan by September, an event that will trigger the investment by its new Russian owner of $140 million in operating capital and $15 million for a creditors' trust account, Sea Launch President Kjell Karlsen said July 28.

The Delaware Bankruptcy Court managing the Long Beach, Calif.-based company's Chapter 11 reorganization July 27 approved the company's proposed debt restructuring and return to operations.

The new Sea Launch will be 95 percent owned by affiliates of RSC Energia of Korolev, Russia, a large space-system manufacturer that already had been a Sea Launch shareholder and provides the upper stage for Sea Launch's Zenit-3SL rocket.

Energia will replace Boeing Co. as Sea Launch's general contractor, a shift that will require the approval of the interagency Committee on Foreign Investment in the United States (CFIUS), which reviews acquisitions that may have national security implications.

Karlsen said CFIUS representatives have been kept informed of Sea Launch's status and plans throughout the 13-month bankruptcy proceedings. He said he anticipated no serious obstacles that would delay CFIUS approval of the new Sea Launch ownership structure.

Energia has secured $140 million in cash to be invested in Sea Launch as the company refurbishes its sea-based operation after being idle since April 2009. As part of the agreement with the Delaware Bankruptcy Court, Energia also will be setting aside $15 million for Sea Launch's creditors, including Boeing.

In a July 28 interview as he was preparing to leave Wilmington, Del., for what he said he assumed was the last time, Karlsen said Sea Launch's operating expenses are less than $2 million a month. "The Energia investment will last us for quite some time," he said, adding that once it returns to full operation, the company's operating costs will total less than $50 million per year.

Karlsen said Sea Launch, now freed of the substantial debt as a result of the Chapter 11 reorganization, will be profitable with as few as two launches per year, although it expects to ramp up activity to perform four launches in 2012 and five in 2013.

The Sea Launch system includes a command ship and a converted semi-submersible oil platform that has been converted into a launch pad. The company launches heavy telecommunications satellites from a site on the equator in the Pacific Ocean.

Operating from international waters, Sea Launch has been unable to qualify as a U.S. rocket, meaning it cannot bid to launch U.S. government satellites. It also has never launched a Russian government satellite.

The lack of a government regulatory home has made Sea Launch entirely dependent on the state of the commercial satellite industry.

Karlsen said the commercial satellite market follows regular cycles and that it is currently at the top of a cycle that is likely to turn down, perhaps sharply, in the next couple of years.

But with a business model that enables it to remain profitable even at two launches per year, Sea Launch is well-positioned to survive the coming downturn, he said.

Several commercial satellite operators have voiced support for Sea Launch, and four — Intelsat of Luxembourg and Washington; Eutelsat of Paris; AsiaSat of Hong Kong; and EchoStar of Englewood, Colo. — have signed various commitments to use Sea Launch in the next few years.

Karlsen said the company's first post-bankruptcy mission will not be by the sea-based operation, but by Land Launch of Moscow, for which Sea Launch acts as a marketing agent. Land Launch uses the same Sea Launch rocket hardware, but operates from the Russian-run Baikonur Cosmodrome in Kazakhstan. Land Launch specializes in lighter telecommunications satellites.

Land Launch's next mission, scheduled for early 2011, is set to carry the Intelsat 18 satellite.

По его мнению, "решение суда по делам банкротств американского шт.Делавэр стало сигналом для начала большой работы по увеличению доли российских технологий на мировом рынке космических услуг". Необходимо, чтобы все лучшие наработки, которые были созданы в этой области в советский период и в современной России, не только не были утеряны, но и развивались, убежден источник. Вся ракетно-космическая техника, которая эксплуатируется в настоящее время, считает он, "близко не стоит к тем техническим решениям, которые используются в проекте "Морской старт".

Как сообщалось ранее, суд по делам банкротств шт.Делавэр утвердил план реорганизации деятельности международной компании "Морской старт", который предусматривает шаги, необходимые для вывода предприятия из тяжелого финансового состояния.

План реорганизации, в частности, предусматривает, что фирма "Спейс лонч сервисиз", которая ранее занималась финансированием деятельности "Морского старта" путем привлечения кредитов, передала свои полномочия дочернему предприятию Ракетно-космической корпорации (РКК) "Энергия" - "Энергия оверсиз лимитед". "Спейс лонч сервисиз" перевела на счет "дочки" РКК около 25 млн дол неиспользованных средств. Последняя, добавив собственные 5 млн дол, в первую очередь погасила долг (возврат ссуд) "Морского старта" в размере около 19 млн дол. Оставшиеся средства пойдут на поддержание деятельности компании "Морской старт" на время ее реорганизации. Этот процесс надеются завершить до конца текущего года.

Большой оптимизм руководству "Морского старта" добавили заключенные недавно соглашения на запуск в 2012-2014 гг. нескольких космических аппаратов (КА), в том числе трех телекоммуникационных спутников "ЭкоСтар" и аппарата "Эйша-Сат".

Компания "Морской старт" была создана в 1995 г. при участии американской компании "Боинг", российской РКК "Энергия", норвежской "Квярнер" и украинских предприятий КБ "Южное" и "Южмаш". Это - первый в истории коммерческий международный проект создания и эксплуатации ракетно-космического комплекса морского базирования, основная цель которого - оказание услуг по запуску КА с мобильной стартовой платформы в Тихом океане. Первый запуск состоялся в 27 марта 1999 г. После этого проведен еще 31 старт, включая запуск спутника "Интелсат-15" в ноябре 2009 г.

 LONG BEACH - Sea Launch's bankruptcy reorganization plan is not expected to affect the company's operations in Long Beach, where an international crew maintains a giant floating platform and command ship in the port.

The company, which filed for bankruptcy in June 2009, will be 95 percent owned by Russian-based space-system and rocket manufacturer RSC Energia.

The deal was approved by a bankruptcy court Wednesday.

"The only thing that really changes is the name of the owner," said Paula Korn, a Sea Launch spokeswoman. "The company will still perform the same basic services and operations."

Sea Launch has sent 30 commercial satellites into the stratosphere from its floating platform since the late 1990s, when it organized as an international consortium based in Long Beach.

During launches, a command ship manned by a crew of 240 accompanies a former semi-submersible oil platform designed for rocket blast-offs near the Pacific Ocean equator.

Several satellites have also been launched from a land-based affiliate, Land Launch, which operates primarily out of Kazakhstan.

The company does not handle government satellite launches.

When not launching, Sea Launch operates out of a 16.5-acre base on a strip of land in the Port of Long Beach formerly used by the U.S. Navy. About 130 people work permanently in Long Beach, with crews swelling to more than 300 during launches.

the platform has been idle as the company sought to cut costs amid reorganization, with the ship remaining active.

Crews will be assembled in coming weeks as the platform is reactivated in preparation for future launches.

While the company's next launch will be a Land Launch operation from Kazakhstan in early 2011, sea launches are scheduled to begin in the third quarter of 2011, Korn said.

Boeing, which owns about 40 percent of Sea Launch and provides rocket parts and machinery, will relinquish control to Energia, but continue supplying parts.

Sea Launch President Kjell Karlsen said the newly reformed operation will be profitable with as few as two launches per year, though demand is likely to produce four launches in 2012 and five in 2013.

Russia's Energia Overseas has acquired a controlling interest in Californian satellite launch provider Sea Launch after the latter's reorganisation plan was approved by a US bankruptcy court in Delaware.

Reliant on commercial rather than government contracts, Long Beach-based Sea Launch filed for Chapter 11 protection in June 2009, citing knock-on effects from a January 2007 launch failure, cost overruns totalling $119 million and the global economic downturn. The company had begun providing satellite launches from a converted semi-submersible oil rig in 1999.

Under a reorganisation plan filed in May, Energia Overseas increases its Sea Launch stake from 25% to 85% and commits to provide $200 million in working capital, plus an equity investment of $140 million, while the other Sea Launch partners - Boeing, Norway's Aker and Ukraine's Yuzhmash/Yuzhnoye - forego claims totalling $2 billion.

The restructuring clears the path for Sea Launch to resume land launches from the Baikonur space centre in Kazakhstan in the first half of 2011, with sea launches from the ocean-going platform following later that year.

Both the land and sea launches will use the Zenit rocket, the upper stage of which is produced by Energia, parent of Sea Launch's new majority shareholder. Yuzhmash/Yuzhnoye will continue to supply the first and second stages and Boeing the payload fairing, while holding reduced stakes in Sea Launch. Aker - which engineered the launch platform and command ship - assumes a negligible role.

Sea Launch has targeted an average of 4.5 launches a year at sea and two from land. The sea-based missions are more expensive but allow a much greater payload: up to 6,100kg (13,440lb), compared with 3,600kg.

Стоит отметить, что ранее AsiaSat заключила контракт на запуск КА типа AsiaSat в период с 2012 по 2014 г.г. с концерном «Морской старт», которая планирует возобновить запуски с океанской платформы в 2011 году. В AsiaSat говорят, что в рамках этого контракта будет выведен очередной КА оператора.

Эээ... вообще-то речь в заметке на сайте Роскосмоса была про Азиясат 7, контракт на запуск которого с точно такого же Казахстана давеча был подписан с ILS Так что тут ЛЛ ничем не хуже.
