Суда программы «Морской старт» вышли в Тихий океан  

Суда программы «Морской старт» - плавучий космодром Odyssey и командное судно Commander - вышли из базового порта Лонг-Бич (США) в Тихий океан на ходовые испытания перед намеченным на апрель запуском ракеты-носителя «Зенит» со спутником связи EUTELSAT 3B, сообщает Интерфакс-АВН со ссылкой на компанию Sea Launch AG
«Ходовые испытания продлятся до 24 января. Будут проверяться все системы судов, бортовое оборудование пусковой платформы, их соответствие требуемым параметрам», – уточнили в компании.
«Кроме того, во время выхода в море будут проведены тренировки с ветеранами и новичками экипажей судов с тем, чтобы они получили допуски к соответствующим пусковым операциям», – отметили в компании.

В настоящее время суда находятся на расстоянии 50 морских миль от южной оконечности Калифорнии. В ходе одной из тренировочных операций оба судна «припаркуются» друг к другу с тем, чтобы персонал пускового расчета мог перемещаться между ними.
«Первая в 2014 году пусковая кампания для персонала программы «Морской старт» начнется в середине февраля», - сообщили в Sea Launch AG.
Предыдущий запуск по программе «Морской старт» был выполнен 1 февраля 2013 года. Он оказался неудачным, после чего запуски ракет-носителей «Зенит» были временно приостановлены.
29 апреля 2013 года был опубликован доклад компании Sea Launch AG по результатам расследования аварии, согласно которому причиной аварийного запуска ракеты-носителя «Зенит-3SL» стал отказ бортового источника мощности (БИМ). В докладе отмечалось, что других причин аварии не выявлено. После этого, «Зенит» стартовал один раз по программе «Наземный старт» с космодрома Байконур.
Пуски ракет-носителей «Зенит-3SL» осуществляются международным консорциумом «Морской старт», созданным в 1995 году. В 2010 году завершилась реорганизация компании. Штаб-квартира Sea Launch AG находится в Берне (Швейцария). После реорганизации в 2010 году 95% акций компании принадлежат Energia Overseas Limited (EOL) – «внучке» РКК «Энергия», 3% - американской Boeing, 2% - норвежской Aker Solutions.
Ракета-носитель «Зенит-3SL» создана на основе двухступенчатой ракеты-носителя «Зенит-2» разработки ГКБ «Южное» (Украина), разгонный блок ДМ-SL разработан и произведен в РКК «Энергия».
Всего консорциум «Морской старт» выполнил 35 пусков ракет «Зенит-3SL» с плавучей платформы из экваториальной части Тихого океана, в том числе 32 удачных.

PARIS — Commercial launch services provider Sea Launch AG on Feb. 24 announced the resignation of longtime executive Kjell Karlsen as president, saying he is leaving to pursue "other opportunities outside the space industry."
Bern, Switzerland-based Sea Launch is struggling to return to a sustainable launch rhythm from its oceangoing platform in the Pacific Ocean following a 2007 failure that led to Chapter 11 bankruptcy reorganization, its purchase by Russian interests and subsequent headquarters relocation from California to Switzerland.
A February 2013 failure slowed Sea Launch's return to regular flight, but the company has maintained support from customers Intelsat and Eutelsat. The Eutelsat 3B satellite is scheduled for launch aboard a Sea Launch Zenit rocket in April.
Sea Launch's operation in international waters has left it, in effect, without a government home, meaning the heavy-lift vehicle — based on Russian and Ukrainian technology — does not have access to U.S. or Russian government launches.
Sea Launch has used its equatorial launch base to focus on the heaviest telecommunications satellites, in competition with Russia's Proton and Europe's Ariane 5 rockets. 
A Land Launch version of the rocket, with whose owners Sea Launch has had occasionally fractious relations, has been operated on occasion from Russia's Baikonur Cosmodrome in Kazakhstan, a northern location from which it can launch smaller satellites into geostationary transfer orbit.
In a Feb. 24 statement, Karlsen said the increased ownership of Sea Launch by RSC Energia, one of Russia's biggest space-hardware builders and the provider of the Sea Lauch rocket's upper stage, will permit the company "to continue to innovate and create value for the world's satellite operator community. ... I am looking forward to working in a new industry with a new se t of challenges."
In a Feb. 24 interview, Karlsen said he is leaving Sea Launch on good terms and "in excellent hands" to join a friend's company in the Los Angeles movie-licensing industry. "It's been more than 14 years and it's time for me to accept a different challenge," he said. "I really believe at this point that Sea Launch is well-positioned in the market."
Sea Launch Chief Executive Sergey Gugkaev said in a statement that the company regrets Karlsen's departure and wishes him well. "We have a strong leadership team in place with dedicated executives who are ready to assume his responsibilities and duties."

Или как учебная практика для курсантов ракетчиков из разных стран?

Не-а, спасает только глубокая консервация и неоплачиваемый годовой отпуск, но даже на такой вариант нужно несколько миллионов.

Топливо, многочисленные страховки, персонал в порту и на кораблях (500+ человек), штаб-квартиры с высокоплачиваемыми манагерами, офисы в Швейцарии и США, портовые сборы и проч.

Какая запредельная степень нужды может заставить владельца КА взять на себя такие неадекватные политические и контрактовые риски, запускаясь на РН Украинского производства?

EUTELSAT 3B Mission Status Update
March 31, 2014

During the final "dry" roll-out phase of integrated launch vehicle (ILV) processing at Home Port in support of the EUTELSAT 3B mission, a discrepancy in the nominal movement of the cable-mast and the Zenit-2S LV lateral plate occurred while installing the ILV onto the launch pad. This caused mechanical damage to the lateral plate housing located on the inter-stage truss of the LV.  Resolution of this condition will result in a delay to the planned April 15, 2014 launch date.
 
A decision was made to de-mate the Payload Unit and Block-DM-SL onboard the Sea Launch Commander to resolve the issue, establish the root cause and perform additional checks of the interface between the launch vehicle and ground support equipment connectors.
 
Once the above tasks have been completed, Sea Launch will announce an updated schedule and launch day for EUTELSAT 3B.

The EUTELSAT 3B satellite was not powered on during the operation on the launch vehicle and was unaffected. It remains in a safe configuration.

-  РКК «Энергия» и украинские  «Южмаш» и КБ «Южное» сотрудничают по программе запусков ракет-носителей «Зенит» с плавучей платформы в Тихом океане по программе Морского старта. Скажется ли сегодняшняя ситуация на Украине на этом  проекте?

- Я думаю, ситуация на Украине мало  повлияет на перспективы Морского старта. «Южный машиностроительный завод» загружен сборкой «Зенитов», где используется  значительная часть российских компонентов. Разрыв отношений будет означать банкротство днепропетровского завода.  Разве украинцы пойдут на это? Ведь основная доля заказов у «Южмаша» - это ракеты «Зенит». Украинская сторона всегда добросовестно выполняла и выполняет свои обязательства в рамках контрактов, которые мы с ними заключаем.

- Сколько всего планируется стартов с плавучего космодрома?

- Заказы у Морского старта имеются, поэтому  в настоящее время на «Южмаше» в производстве  ещё четыре ракеты.

НПЦ АП потребовал провести полный цикл электроиспытаний РБ DM-SL. В связи с этим с 18 по 22 апреля проводятся операции по сливу керосина с РБ. Далее по графику (основные этапы):
23 апреля – начало электроиспытаний РБ (бригада вылетает 21-го);
3 мая – заправка РБ нафтилом и сжатыми газами;
7 мая – завоз БПГ на СКС;
10 мая – перегрузка на СП;

Boeing Rebuffed in Latest Attempt To Collect on Sea Launch Losses

PARIS — Boeing Co.'s petition to a Swedish court to rule on Boeing's attempt to collect $356 million in back bills from its former Russian and Ukrainian partners in the Sea Launch commercial launch venture has been rejected, and the company on April 23 said it would now take its case to the Swedish Supreme Court.
At a time when other U.S. space companies are reassuring investors and customers that their Russian and Ukrainian suppliers will continue to deliver hardware for cash on the barrelhead, Boeing is trying to pull cash out of the same region with little apparent leverage.
In an April 23 filing with the U.S. Securities and Exchange Commission, Chicago-based Boeing said a Swedish appellate court earlier in the month ruled it could not overturn an earlier decision by the Stockholm Chamber of Commerce. Boeing initially took its case against Energia and Yuzhnoye to the Swedish Chamber of Commerce asking for an arbitration of the dispute as per the companies' agreements surrounding the Sea Launch venture.
The chamber of commerce had said it lacked jurisdiction to determine whether Energia of Russia and Yuzhnoye of Ukraine, two big space-hardware builders, should be forced to reimburse Boeing for its advances to Sea Launch.
Boeing has been at this since 2009. When the chamber of commerce in October 2010 said it had no standing to rule, Boeing sought an appeals court judgment that would turn the chamber of commerce in another direction. The appeals court's April decision, Boeing said, was based on the court's assessment that an arbitrator's decision could not be appealed.
Boeing has since quit its role as Sea Launch's general contractor. Sea Launch went through Chapter 11 bankruptcy and emerged as a Swiss company majority-owned by affiliates of Energia. 
The company, whose rockets are launched from a floating platform in the Pacific Ocean, continues to use Long Beach, Calif., as its home port, but some Russian government officials have suggested the entire operation be moved into Russian territorial waters. Such a move would better position Sea Launch to win Russian government launch business.
In parallel to its work in Swedish legal venues, Boeing in early 2013 filed suit in a U.S. District Court in California seeking the same redress. A trial date has been set for June 26.
"Our current assessment as to the collectability of these receivables takes into account the recent political unrest involving Russia and Ukraine, although we will continue to monitor the situation," Boeing said in its SEC filing.
