В 2010 году Турция планирует вывести на орбиту первый наблюдательный спутник собственного производства. Космический аппарат, получивший названием Rasat, имеет на борту систему фото-съемки высокого разрешения, а также ряд научных модулей турецкого производства. Новый спутник станет первым для страны аппаратом собственного производства.

Изображения с Rasat будут использованы для картографических целей, мониторинга чрезвычайных ситуаций, а также планирования городской застройки.

Запуск спутника планируется провести на базе российских мощностей. В конце августа Исследовательских институт космических технологий Турции подписал соглашение о пусковых услугах с российской Международной космической компанией "Космотрас". Для запуска планируется использовать пусковую базу "Ясный" в оренбургской области.

Арбитражный суд Омской области вчера утвердил мировое соглашение между военным представительством Министерства обороны и омским ФГУП "Производственное объединение "Полет"", являющимся филиалом ФГУП "Государственный космический научно-производственный центр имени Хруничева".

По мировому соглашению омское предприятие должно вернуть военным 79,6 млн руб., переплаченных за заказ на поставку космического спутника связи "Глобус", и 10 тыс. руб. неустойки за срыв сроков выполнения заказа. Напомним, что геостационарный космический аппарат "Глобус-1" (он же "Радуга-1") относится к спутникам связи третьего поколения. Разработан в НПО прикладной механики имени Решетнева (ныне ОАО "Информационные спутниковые системы", г. Железногорск, Красноярский край). Серийно изготавливается на ПО "Полет". Обеспечивает передачу сигналов боевого управления и связи в трех частотных диапазонах. Сейчас в системе военной связи РФ работают четыре таких аппарата.

Изначально Министерство обороны требовало от ПО "Полет" вернуть 79,61 млн руб., переплаченных при заказе "Глобуса", и 126,4 млн руб. за срыв сроков при его выполнении. Минобороны получило спутник примерно на два года позже первоначально оговоренных сроков — в декабре 2008 года (см. "Ъ" от 2 сентября). В ходе процесса гендиректор "Полета" Григорий Мураховский заявлял, что руководство центра имени Хруничева обсуждает с Минобороны условия мирового соглашения. Начальник 100-го военного представительства Минобороны РФ Виктор Шулико это подтверждал. А вчера судье Анатолию Гущину было представлено мировое соглашение, по которому до конца 2009 года "Полет" в три этапа полностью погасит долг в размере 79,6 млн руб. Судья утвердил мировое соглашение и принял решение взыскать с завода 10 тыс. руб. неустойки. После заседания суда представитель Минобороны Максим Куринный назвал "мировое соглашение единственно разумным решением". Помощник генерального директора ПО "Полет" Виталий Щетинин назвал соглашение "весьма приемлемым для предприятия".

Министр связи и информатизации Николай Пантелей сообщил журналистам в Минске, что Беларусь нашла инвесторов для участия в проекте запуска спутника связи, пишет БелаПАН.

"Инвесторы под этот проект фактически определены, но кто они — это коммерческая тайна", — заявил министр. По его словам, сейчас перед Беларусью стоит вопрос не в привлечении инвестора, а в согласовании с международными организациями права на эксплуатацию спутника и присвоении частот для его функционирования. "В этом плане ведется активная работа с Международным союзом электросвязи, международной организацией "Интерспутник", — отметил Пантелей.

Markets for commercial communications satellites, Earth observation spacecraft and their launchers, all remarkably unaffected by the global economic crisis, continue to soar toward yearly double digit growth, generating billions in annual revenues.

Assessments by global market analysis firms are in close agreement about growth across 2008-2009, and for an upbeat picture to continue into 2010 and beyond. Companies out with new forecasts include Northern Sky Research, Euroconsult, Futron and Forecast International.

"No recession here," headlines a major Northern Sky Research assessment of commercial satellite supply and demand.

"Crisis, what crisis," Pacome Revillon, managing director of Euroconsult, said at a recent Paris conference on Earth imaging satellites. "There is no crisis in orbit," he proclaimed.

The latest payload numbers are being equaled on the launcher side. "The world market for expendable launch vehicles (ELVs) is [also] headed for a considerable market upturn," said John Edwards, senior analysts at Forecast International in comments about that firm's new payload forecast out to 2017.

American, European and Asian satellite and booster manufactures and their employees all have significant shares and a bright future in this growth.

But at Cape Canaveral and the Kennedy Space Center, very little of this new business will be launched from the world's foremost spaceport.

Without new Presidential direction on human space goals, KSC is seemingly "moon stuck," facing major layoffs as the shuttle program ends.

And the growth is also detouring around Cape Canaveral's expendable boosters because the United Launch Alliance Atlas 5 and Delta 4 largely priced themselves out of the commercial market, now better satisfied by Europe's Ariane, the Russian Proton and Chinese boosters in emerging markets.

One example of what has happened to the Cape commercial payload traffic is next week's scheduled launch of the Intelsat 14 communications satellite on an Atlas 5. Planned for liftoff November 14, the launch of the 6-ton spacecraft marks the first time Intelsat has returned to the Cape for a launch in 11 years.

The Atlas and Delta programs are blessed, however, with U.S. military payloads, a stable sector expected over the next 10 years to require 161 U.S. launchers worth about $18 billion spread between the Cape and Vandenberg AFB, Calif., says Forecast International. The U.S. Air Force has just awarded ULA a $927.7 million contract for Atlas 5 and Delta 4 launch vehicles, the first time a single contract has been awarded for the two rocket systems since Boeing and Lockheed Martin merged rocket operations in Dec. 2006.

The Cape, however, is preparing for the new commercial ELV activity that SpaceX will bring starting in 2010 with its Falcon launcher.

SpaceX CEO Elon Musk raised eyebrows in October at a major satcom conference in Kuala Lumpur, Malaysia, when he reminded satellite operators that his guaranteed launch service prices are openly published on the SpaceX web site. Such figures are held secret by competitors who use that secrecy to their advantage in deal making, an area where Musk wants far more openness than older entrenched companies desire.

Among three market areas surveyed, the civilian or dual civil/military use Earth-viewing satellite sector is experiencing the most dynamic growth. Thirty-four nations will be involved in satellite observation programs by 2018, compared with only eight in 1997.

Revenues have already reached a billion dollars in 2009 and could quadruple within a few years. "The sector is establishing itself as one of the principal boosts for re-launching global economic growth after the recession," says Euroconsult. About 260 new meteorological and terrestrial observation satellites will be launched in the next ten years. This is double the 128 satellites sent into orbit between 1998 and 2008. Growth to $27.4 billion is estimated for the decade to come, compared to the $20.4 billion in the last ten years. Profits of a billion dollars have been made from sales of data satellites alone in 2009 and the forecasts indicate that in 2018, profits deriving from the business in images will leap to $3.9 billion dollars, an increase of 16 percent every year.

This will also have an impact politically around the world where "green" related environmental monitoring and resource protection programs are increasingly important.

It is an encouraging situation that "reflects the development of a veritable commercial business based on terrestrial observation satellites, the growing number of governmental programmers concerned and an increase in investment in the programs already underway," comments Revillon at Euroconsult. "The growth in sales of commercial data will create earning opportunities for all the players involved: constructors, commercial operators, service providers and government agencies," says Euroconsult.

From the report it emerges that governments are the principal investors in the sector, with about 93 (non-meteorological) observation satellites from the world's principal space agencies headed to the launch pad in the near future. In the meantime, new players are also appearing on the scene.

"Governments have done the lion's share so far but from now on the number of projects either in the hands of private industry or as the result t of public-private partnerships will increase," claim Euroconsult specialists. In short, it is an attractive sector.

The images gathered by this huge number of satellites will find a wide variety of applications: primarily security and defense but also environmental applications, natural disaster management, climate change studies and virtual mapping.

In the communications satellite sector the picture is also bright.

Euroconsult expects the global market value of capacity used for the traditional fixed satellite service market to reach around $13.4 billion in 2018, or $16.8 billion including wholesale revenues from emerging BBS systems dedicated to satellite consumer broadband access. Industry consolidation, which will continue, will be offset by the emergence of new regional satellite systems backed by either private or public investors, says the firm.

Average revenue growth for "regular" capacity leasing of approximately 5 percent is still expected in the next five years, largely in line with previous forecasts as a slowdown in the economic cycle of the satellite sector was already anticipated due [not to the recession but rather] to the end of analog broadcasting in certain markets.

Orbital Wins DARPA Contract for Spacecraft Clusters

WASHINGTON — The Defense Advanced Research Projects Agency (DARPA) awarded Dulles, Va.-based Orbital Sciences Corp. a $75 million contract to develop the final design for a radically new space architecture in which traditional, large spacecraft are replaced by clusters of wirelessly connected orbiting modules.

Dubbed System F6, short for Future, Fast, Flexible, Fractionated, Free-Flying spacecraft, Orbital's design was selected among four competing study contracts issued in 2008 and 2009, according to a Dec. 18 company news release. The new contract is valued at $74.6 million over a one-year period.

Gregg Burgess, Orbital's vice president for national security systems in the company's Advanced Programs Group, said the new space architecture has the potential to transform space systems in much the same way that the Internet changed many aspects of daily life.

"System F6 is not just an incremental improvement in technology, but rather a fundamental transformation of the entire space community," Burgess stated in the news release. "Fractionated and networked architectures could be the answer to recurring problems that debilitate the space sector, including significant cost increases, late deliveries, launch mishaps and on-orbit failures."

Burgess said each of the System F6 modules is designed to work with the others in a cluster to perform tasks once reserved for large, traditional spacecraft while providing the same overall mission capability.

"By allowing the various functions of a spacecraft to be developed and launched separately, this type of 'fractionated' system provides benefits such as reduced overall risk, budgetary and planning flexibility, faster initial deployment, and ultimately greater survivability, including selective replacement of damaged or obsolete elements of a complex spacecraft," the news release states.

Under the terms of the contract, Orbital will be responsible for detailed design and ground testing of the new technologies, architectures and programmatic concepts, including wireless data communications, cluster flight operations, distributed spacecraft computing systems, rapidly relocatable ground systems, and value-centric design methodologies. A flight demonstration is planned for 2013. Partners include Armonk, N.Y.-based IBM and NASA's Jet Propulsion Laboratory in Pasadena, Calif.

ESA Signs New Contracts Worth Over 500 Million Euros

PARIS — The European Space Agency (ESA) has reopened its payment spigot after a three-week moratorium, signing well over 500 million euros ($720 million) in new contracts in the week ending Dec. 18 for three Earth observation satellites and work on a new upper stage for the Ariane 5 rocket and a winged space-plane demonstrator, according to ESA and European industry officials.

The flurry of year-end activity followed an assessment by ESA's finance directorate that the agency's cash deficit, which had been estimated at up to 400 million euros by late 2010, is likely to be much less severe.

ESA officials have concluded that they do not need to take out a loan to cover the shortfall and that if the agency faces liquidity issues next year, they can be handled by less-drastic means as they arise.

As a result, ESA officials have reopened their checkbooks to settle a pile of already-negotiated contracts that been growing since the mid-November moratorium on any new commitments valued at more than 10 million euros.

Among the most significant contracts signed are for duplicate models of the three Sentinel Earth observation satellites being built by ESA and the 27-nation European Union as part of the Global Monitoring for Environment and Security (GMES) program. The contracts were signed with the same companies building the so-called Sentinel A-units.

The Sentinel 1B satellite, carrying C-band radar, will be built by Thales Alenia Space Italy for 128.8 million euros, compared with 229 million euros for the identical Sentinel 1A spacecraft contracted in June 2007.

Sentinel 2B, carrying a superspectral imager, will be built by Astrium Satellites under a contract valued at 98.6 million euros, compared with 195 million euros for the Sentinel 2A spacecraft, contracted in April 208.

Sentinel 3B, carrying an ocean-altimetry mission, will be built by Thales Alenia Space France under a 143.1-million-euro contract. The Sentinel 3A contract, signed in April 2008, was valued at 305 million euros.

ESA Earth Observation Director Volker Liebig said in a Dec. 18 interview that the three contracts could have been delayed until 2010 without affecting the program schedule, but that the prime contractors' price proposals included a Dec. 31 deadline. Meeting that deadline, Liebig said, will ensure that the contractors take maximum advantage of being able to build two sets of instruments rather than one.

Ocean-watching satellite facing delays in Argentina

The launch of a joint mission between NASA and Argentina to measure salt in Earth's oceans could be delayed nearly one year due to trouble at the spacecraft's factory.

The mission is a joint endeavor between NASA and Argentina's space agency, CONAE. NASA's Aquarius instrument will measure ocean salinity levels across the globe to learn new information about the water cycle, a key driver of the world's climate.

CONAE is providing a spacecraft named SAC-D to host the Aquarius payload and six other instruments from Argentina, Italy and France.

Aquarius is an L-band instrument package with a scatterometer and radiometer built by NASA's Jet Propulsion Laboratory and Goddard Space Flight Center.

The 3,100-pound satellite was scheduled to lift off in May 2010, but the official launch date is now undetermined. SAC-D will launch on a Delta 2 rocket from Vandenberg Air Force Base, Calif.

The launch may slip until early 2011, according to industry sources.

"There have been delays in the development of the spacecraft, which is being built by NASA's partner on the mission, Argentina's National Commission on Space Activities (CONAE). NASA and CONAE are reviewing the remaining observatory integration and test schedule, as well as the launch manifest at Vandenberg Air Force Base to determine a new launch readiness date," said Alan Buis, a JPL spokesman.

NASA delivered the Aquarius payload to CONAE in Buenos Aires in June. CONAE is responsible for integrating Aquarius and other instruments on the spacecraft, then shipping the satellite to the United States for launch.

If SAC-D's launch is formally postponed until 2011, there will be just one Delta 2 rocket flight slated for next year. The launcher currently has four more flights on the books, including SAC-D, an Italian radar satellite, the NPP weather observatory and NASA's GRAIL mission to the moon.

Eight Delta 2 rockets successfully launched on military, NASA and commercial missions in 2009.

The next Delta 2 mission is now expected to launch the fourth COSMO-SkyMed Earth observation satellite for Italy.

Роскосмос займется разработкой проекта космического корабля, который будет защищать Землю от астероидов. Об этом в прямом эфире радиостанции "Голос России" заявил глава организации Анатолий Перминов. Как конкретно аппарат будет это делать, не сообщается. Известно лишь, что никакого ядерного оружия использоваться не будет.
Первой жертвой новой системы станет Апофис-99942. "Мне один ученый недавно докладывал интересную вещь, что траектория его (астероида) полета все время приближается к Земле. Он гораздо больше, почти в три раза больше Тунгусского метеорита. Он рассчитал, что где-то в 2030-е годы он точно врежется в Землю", - приводит слова Перминова РИА Новости.

"Мы в ближайшее время проведем закрытое заседание нашей коллегии, научно-технического совета, и посмотрим, что можно сделать. Математические расчеты, которые он (ученый) представил, показывают, что можно сделать в установленные сроки космический аппарат со специальным предназначением, который позволит избежать этого столкновения", - добавил он.

Апофис был открыт в 2004 году и сразу привлек внимание общественности. Согласно первым расчетам, вероятность столкновения этого астероида с Землей в 2029 году составляла 27 к 1000. Позже, однако, выяснилось, что 13 апреля 2029 года Апофис пройдет на расстоянии 30-40 тысяч километров от Земли. Во время второго сближения с нашей планеты, которое состоится в 2036 году (вероятно, именно его имеет в виду Перминов), вероятность столкновения будет 1 к 250000.
