По-моему, полная фигня. Это ж насколько увеличится стоимость спутника, если на него навесить ещё и систему ПРО-ПКО! Вот уж действительно паранойя!
Вы не поняли, на военные КА натовцы уже давно ставят "защиту от лазера". Тут идет речь о системе предупреждения КА об атаке и установке на КА средств для маневра ухода, скорее всего твердотопливных. Это тоже самое как сейчас с орбитальным мусором, но оперативнее. Инфа об угрозе будет идти из системы ПРО\ПКО.
Термин SASA, насколько я понимаю, означает только контроль окружающего пространства и обнаружение угроз, но не уклонение от них и не открытие ответного огня :-)
Понятно. А я уже представил себе спутник, ощетинившийся противоракетами, как дикобраз. Но меня гложут сомнения в эффективности такой системы /как и "противолазерных" штучек/. Те же датчики-камеры сами могут быть ослеплены лазером. Какое тогда уклонение? Лазеру ж всё равно, какую оптику выжигать.

Переводчики с супостатского на русский в очередной раз постарались. Всё на самом деле проще и понятнее. Они собираются ставить на спутники камеры наблюдения и различные датчики внешних воздействий, а их показания включить в телеметрию.

Насколько я понимаю под "защитой от лазера" они подразумевают комплекс пассивных мер, типа максимальное альбедо, улучшеный теплообмен и т.д. Потому как такое заявляется и для связных, где вообще нет оптики.

Выход из строя оптоэлектроники - процесс, конечно, быстрый, но не мгновенный. Привод крышки сработать не успеет, а вот оптическая ячейка, возможно, спасёт. Время срабатывания современных ячеек Керра до 10 в -12-й степени секунды: даже меньше, чем время прохождения команды с датчика на затвор.
Имеете в виду магнитооптику?
А я-то надеялся увидеть в этой ветке альтернативные новости... :wink:

В ближайшее время иранскими ракетами-носителями будут выведены на орбиту спутники «Омид» («Надежда»). Продолжается разработка программы по проектированию совместного спутника исламских государств, который будет выведен на орбиту Ираном. Ведутся работы с целью выведения спутников на более высокие орбиты, и готовится запуск спутника «Месбах» («Факел»). Все это делается несмотря на противодействие со стороны внешних сил.

ВВС США сертифицировали на годность к опытной эксплуатации бортовое оборудование первого спутника HEO-1 и связанных с ним наземных компонентов системы предупреждения о ракетном нападении (СПРН) SBIRS (Space Based Infrared System). Об этом сообщается в пресс-релизе компании Lockheed Martin, которая является главным подрядчиком по программе.
Двухэшелонная система SBIRS предназначена для раннего обнаружения пусков баллистических ракет, определения траектории их полета, идентификации боевых частей и ложных целей, выдачи целеуказания для перехвата, а также ведения разведки на театрах военных действий в инфракрасном диапазоне. Работы по ее созданию были начаты еще в середине 90-х годов минувшего века и должны были завершиться в 2010 году, однако на данный момент на орбиту выведены только два спутника верхнего эшелона на эллиптических орбитах (HEO).
В перспективе верхний эшелон СПРН SBIRS планируется дополнить пятью спутниками на геосинхронных орбитах (GEO), а в состав нижнего эшелона системы должны войти 24 спутника на низких круговых орбитах (около 1000 километров). Однако на данный момент компания Lockheed Martin получила заказ только на два спутника GEO, запуск первого из которых намечен на декабрь 2009 года.
В настоящее время США располагают пятью спутниками DSP (Defense Support Proram) системы предупреждения о ракетном нападении SEWS (Satellite Early Warning System). Спутники развернуты на геосинхронных орбитах и позволяют регистрировать пуски ракет через 40-50 секунд, а также определять траектории их полета на активном участке.
СПРН SBIRS должна заменить SEWS. Она обеспечит обнаружение ракет менее чем через 20 секунд после старта и позволит идентифицировать боевые части и ложные цели на среднем участке траектории.
Как ожидается, до конца текущего года Стратегическое командование США (USSTRATCOM) примет решение о подключении бортового оборудования спутника HEO-1 к действующим сетям вооруженных сил. Двумя месяцами ранее также сообщалось об успешных испытаниях HEO-2, опытная эксплуатация которого должна начаться в конце 2009 года.

По ГСО бродит сломавшийся спутник
Как сообщает Spacenews (http://www.space.com/spacenews/spacenews_summary.html#BM_2), 15 января внезапно вышел из строя телекоммуникационный спутник Astra 5A. Операторы не смогли вовремя отреагировать на неполадки, взять спутник под контроль или увести его на орбиту захоронения и теперь он дрейфует из своей позиции (31.5Е) на восток, угрожая соседним спутникам. Предупреждение об опасности разослано другим операторам и сейчас они оценивают необходимость мер по избежанию столкновения с безконтрольной Астрой. Возможно, что маневр уклонения придется совершить аппарату Intelsat 802 (32.9E).

ФГУП "Космическая связь" (ГПКС) в феврале объявит новый конкурс на изготовление спутников "Экспресс-АМ5" и "Экспресс-АМ6". Для этого предприятие по требованию регулятора должно внести изменения в условия конкурса, предоставив больше преференций отечественным производителям спутников.
Информацию о грядущих конкурсах ComNews подтвердил источник в Минкомсвязи.
Изначально конкурс на создание космических аппаратов "Экспресс-АМ5" и "Экспресс-АМ6" ГПКС планировало провести еще летом 2008 г. Подведение итогов конкурса несколько раз переносилось, а затем, в конце прошлого года, конкурсы были приостановлены до особого распоряжения Минкомсвязи.
"Конкурс, действительно, был приостановлен до особого распоряжения - для уточнения, в том числе, и источников финансирования", - подтвердила пресс-секретарь министра связи и массовых коммуникаций Елена Лашкина. В Минкомсвязи настаивают на изменении конкурсных условий: они должны давать больше преференций российским производителям. В частности, обновленные условия конкурсов на производство "Экспресс-АМ5" и "Экспресс-АМ6" должны предполагать не только механизмы закупки оборудования для строительства спутников у зарубежных вендоров, но и механизмы поэтапной передачи их технологий для производства в России. Кроме того, условия должны учитывать увеличение доли российских предприятий в производстве космических аппаратов, подготовку российских специалистов и ужесточение требований к производителям, в том числе и материальных, к качеству продукции.
Представители ГПКС от комментариев воздержались.
"В последнее время, особенно в связи с авариями на AM11, АМ2 и Kazsat, у российских операторов спутниковой связи появился тренд по переходу на импортные платформы для спутников, - рассуждает генеральный директор "СетьТелеком" Сергей Пехтерев. - Эта тенденция в краткосрочной перспективе привела бы к повышению надежности спутниковой группировки, но в долгосрочной привела бы к утере позиций и дальнейшему технологическому отставанию российских производителей. Поэтому министерство как ретранслятор воли государства, скорее всего, настояло на переходе от импорта спутников к импорту технологий их производства. Конкурс должен помочь передаче современных технологий российским производителям космической техники".

Руководитель Госцентра "Природа" рассказал о планах создания картографических спутников в России.
На проходящей в Подмосковье, в комплексе «Атлас Парк-Отель» III Международной конференции «Космическая съемка – на пике высоких технологий» генеральный директор ФГУП «Госцентр «Природа» Владимир Седельников поделился планами Роскартографии по развитию космической группировки картографических спутников.
Ведущее картографическое ведомство страны пришло к пониманию, что без технологий космической съемки сегодня уже невозможно решить задачу создания и обновления картографической продукции на быстро развивающиеся регионы Российской Федерации.
Предлагаемая космическая система Госцентра «Природа» должна включать 4 спутника: «Картограф» с оптико-электронной аппаратурой для съемки в панхроматическом режиме с разрешением до 1,5 м в полосе 60 км, «Детальный» также с оптико-электронной аппаратурой для съемки в панхроматическом режиме с разрешением до 0,5 м и в многоспектральном режиме с разрешением 1,5 м в полосе 15 км, а также два радиолокационных спутника класса TerraSAR с разрешением до 1 м в полосе съемки до 10 км.
В настоящее время у России отсутствуют на орбите спутники, способные поставлять качественную информацию для высокодетальной картографической съемки территорий. По словам выступавшего на конференции представителя самарского «ЦСКБ Прогресс», единственный отечественный высокодетальный спутник «Ресурс-ДК1» изначально не был рассчитан для стереосъемки и обеспечения точного определения координат объектов на снимке.
Из запланированного в 2008 году объема съемки территории России в 5 млн. кв. км «Ресурс-ДК1» смог поставить только 2 млн. кв. км. По словам В.Седельникова, «Ресурс-ДК1» «не в полной мере обеспечивает потребности Роскартографии, прежде всего из-за сложных метеоусловий».
Создание четырехспутниковой группировки позволит разрабатывать и обновлять геоданные, обеспечивать безопасность на транспорте, картооснову для применения системы ГЛОНАСС и снизить зависимость от иностранных поставщиков космических снимков.

Сразу несколько стран, в том числе Россия, планируют в текущем году вывести на орбиту новые спутники с аппаратурой съемки Земли из космоса.
На проходящей в Подмосковье, в комплексе «Атлас Парк-Отель» III Международной конференции «Космическая съемка – на пике высоких технологий» выступили представители ведущих компаний-операторов спутниковых систем съемки Земли. Согласно приведенным данным, в 2009 году на орбиту будут выведены новые спутники ДЗЗ, а также значительно продлены сроки эксплуатации основных оперативных спутников высокодетальной съемки Земли.
Современный лидер рынка космических геоданных сверхвысокого пространственного разрешения – компания DigitalGlobe (США) планирует в сентябре-октябре 2009 года вывести на орбиту спутник WorldView-2. Согласно данным, представленным на конференции представителем DigitalGlobe, новый спутник с телескопом диаметром 1,1 м будет поставлять снимки с разрешением 0,41 м (для потребителей в России – 0,5 м) в панхроматическом диапазоне и 2 м в многоспектральном диапазоне, однако число спектральных зон будет увеличено с традиционных 4 до 8. В результате точность классификации и правильного распознавания объектов на многоспектральных снимках повысится с 47% до 77%.
Коммерческая эксплуатация WorldView-2 может начаться в четвертом квартале 2009 года, после чего компания DigitalGlobe получит возможность параллельно снимать Землю с помощью трех высокодетальных спутников: QuickBird, WorldView-1/-2. Общая суточная производительность трехспутниковой системы составит беспрецедентную величину 2,7 млн. кв. км с разрешением 0,4-0,6 м.
Эксплуатация уже действующего на орбите спутника QuickBird (запущен в 2001 году с расчетным сроком 5 лет), снимки которого широко применяются в геосервисе Google Earth, продлится как минимум до 2010 года.
Представитель компании-конкурента GeoEye (США) сделал упор на том, что новый спутник GeoEye-1 является сегодня единственным в мире поставщиком цветных снимков с пространственным разрешением 0,5 м и с самой высокой точностью геопривязки около 3 м без опорных точек. Но, учитывая имевшие место проблемы с качеством снимков GeoEye-1, выявленные в ходе орбитальных испытаний, выступавший был осторожен и заявил, что достигнутая на сегодня точность геопривязки превышает 5 м (CE90), требуемые по техническому заданию.
Эксплуатация спутника-пионера в коммерческой метровой съемке Ikonos (запущен в 1999 году, расчетный срок 5 лет) продлится до начала 2011 года. Компания GeoEye планирует запустить новый спутник GeoEye-2 с пространственным разрешением <0,5 м в 2012 году (ранее для этого аппарата было заявлено разрешение 25 см).
По данным представителя компании Infoterra Р. Ланцла (Германия), на конец 2009 года запланирован запуск нового спутника с РСА Tandem-X, который в паре с уже действующим спутником TerraSAR-X обеспечит глобальное картирование топографии земной поверхности для разработки высокоточных цифровых моделей рельефа.
В 2009 году Роскосмос планирует восстановить российскую орбитальную метеорологическую систему с аппаратурой съемки Земли. По данным представителя НПП ВНИИЭМ, уже в конце лета может состояться запуск нового метеоспутника «Метеор-М №1», который кроме метеоданных будет передавать на Землю обзорные многоспектральные изображения с пространственным разрешением 50 м и 100 м, а также снимки РЛС бокового обзора «Северянин». Вместе с метеоспутником на орбиту будет выведен студенческий малый аппарат ДЗЗ «Угатусат», созданный при участии студентов Уфимского государственного авиационного технического университета (УГАТУ).
По словам выступавшего на конференции представителя самарского «ЦСКБ Прогресс», начата работа по созданию нового российского высокодетального аппарата «Ресурс-П» №1 с тремя комплексами оптико-электронной съемки с пространственным разрешением от 1 м до 30 м. Сразу несколько стран, в том числе Россия, планируют в текущем году вывести на орбиту новые спутники с аппаратурой съемки Земли из космоса.
На проходящей в Подмосковье, в комплексе «Атлас Парк-Отель» III Международной конференции «Космическая съемка – на пике высоких технологий» выступили представители ведущих компаний-операторов спутниковых систем съемки Земли. Согласно приведенным данным, в 2009 году на орбиту будут выведены новые спутники ДЗЗ, а также значительно продлены сроки эксплуатации основных оперативных спутников высокодетальной съемки Земли.
Современный лидер рынка космических геоданных сверхвысокого пространственного разрешения – компания DigitalGlobe (США) планирует в сентябре-октябре 2009 года вывести на орбиту спутник WorldView-2. Согласно данным, представленным на конференции представителем DigitalGlobe, новый спутник с телескопом диаметром 1,1 м будет поставлять снимки с разрешением 0,41 м (для потребителей в России – 0,5 м) в панхроматическом диапазоне и 2 м в многоспектральном диапазоне, однако число спектральных зон будет увеличено с традиционных 4 до 8. В результате точность классификации и правильного распознавания объектов на многоспектральных снимках повысится с 47% до 77%.
Коммерческая эксплуатация WorldView-2 может начаться в четвертом квартале 2009 года, после чего компания DigitalGlobe получит возможность параллельно снимать Землю с помощью трех высокодетальных спутников: QuickBird, WorldView-1/-2. Общая суточная производительность трехспутниковой системы составит беспрецедентную величину 2,7 млн. кв. км с разрешением 0,4-0,6 м.
Эксплуатация уже действующего на орбите спутника QuickBird (запущен в 2001 году с расчетным сроком 5 лет), снимки которого широко применяются в геосервисе Google Earth, продлится как минимум до 2010 года.
Представитель компании-конкурента GeoEye (США) сделал упор на том, что новый спутник GeoEye-1 является сегодня единственным в мире поставщиком цветных снимков с пространственным разрешением 0,5 м и с самой высокой точностью геопривязки около 3 м без опорных точек. Но, учитывая имевшие место проблемы с качеством снимков GeoEye-1, выявленные в ходе орбитальных испытаний, выступавший был осторожен и заявил, что достигнутая на сегодня точность геопривязки превышает 5 м (CE90), требуемые по техническому заданию.
Эксплуатация спутника-пионера в коммерческой метровой съемке Ikonos (запущен в 1999 году, расчетный срок 5 лет) продлится до начала 2011 года. Компания GeoEye планирует запустить новый спутник GeoEye-2 с пространственным разрешением <0,5 м в 2012 году (ранее для этого аппарата было заявлено разрешение 25 см).
По данным представителя компании Infoterra Р. Ланцла (Германия), на конец 2009 года запланирован запуск нового спутника с РСА Tandem-X, который в паре с уже действующим спутником TerraSAR-X обеспечит глобальное картирование топографии земной поверхности для разработки высокоточных цифровых моделей рельефа.
В 2009 году Роскосмос планирует восстановить российскую орбитальную метеорологическую систему с аппаратурой съемки Земли. По данным представителя НПП ВНИИЭМ, уже в конце лета может состояться запуск нового метеоспутника «Метеор-М №1», который кроме метеоданных будет передавать на Землю обзорные многоспектральные изображения с пространственным разрешением 50 м и 100 м, а также снимки РЛС бокового обзора «Северянин». Вместе с метеоспутником на орбиту будет выведен студенческий малый аппарат ДЗЗ «Угатусат», созданный при участии студентов Уфимского государственного авиационного технического университета (УГАТУ).
По словам выступавшего на конференции представителя самарского «ЦСКБ Прогресс», начата работа по созданию нового российского высокодетального аппарата «Ресурс-П» №1 с тремя комплексами оптико-электронной съемки с пространственным разрешением от 1 м до 30 м. Australian Defence Force Contracts for Hosted Payload on New Intelsat Satellite
Intelsat, Ltd., the world's leading provider of fixed satellite services, announced today that the Australian Defence Force (ADF) has agreed to purchase a specialized UHF communications payload aboard an Intelsat satellite scheduled for launch in 2012. As part of the "hosted payload" contract valued at approximately $167 million, Intelsat will arrange for the construction and integration of the UHF payload with its satellite. Under the agreement, Intelsat is expected to operate the ADF payload and provide related services for 15 years following the launch.
The payload will be aboard the Intelsat 22 satellite, which will be positioned at 72є East longitude, over the Indian Ocean region, providing a footprint well suited to the communications needs of the Australian military. The satellite, to be built by Boeing Space and Intelligence Systems, will be based on a Boeing 702B bus and will have 48 C-band and 24 Ku-band 36 MHz equivalent transponders, plus a UHF payload with eighteen 25-kHz channels. The UHF band is widely deployed for military satellite communications because of its adaptability to small, mobile terminals used by ground, sea and air forces. The ADF is purchasing part of the UHF payload and has an option to purchase the remainder.
"We are honored that the Commonwealth of Australia chose Intelsat as its partner for this creative program," said David McGlade, Chief Executive Officer of Intelsat. "This contract represents a milestone in the development of hosted payloads to support long-term government needs. As this ADF program demonstrates, every commercial satellite going into orbit creates opportunities for governments to deploy mission-critical capabilities, with significant cost benefits and quicker time to in-orbit operations."
The ADF selected Intelsat to provide the satellite payload following a process of competitive source selection that began in August 2008. The UHF payload will be compliant with U.S. Department of Defense Mil-Std-188-181 and Volna Treaty (Russian) requirements for interoperability.
"ADF needed a cost-effective, near-term solution for reliable UHF tactical communications," said Don Brown, Vice President for Hosted Payload Programs at Intelsat General Corp., a wholly owned subsidiary of Intelsat. "By leveraging the commercial satellite capabilities of Intelsat, the ADF obtained good value for its investment in high-quality communications."
Hosted payload programs offer government customers expedited access to space on an economical basis as compared to standalone military satellite programs. Intelsat routinely launches multiple satellites per year as it maintains its fleet of over 50 spacecraft that span the globe. By working with Intelsat, government planners have access to multiple launches annually in a variety of orbital locations, providing needed flexibility in terms of timing, location, and types and sizes of payloads.

The Japanese government could launch an early warning satellite that can detect missile launches abroad by 2013. It also wants to increase the number of reconnaissance satellites from the current three to four.
The Strategic Headquarters for Space Policy of the Japanese Cabinet Office finalized a five-year space policy plan Monday.
"For the first time, it is stipulated in writing that space technology can be used for national defense," the Nihon Keizai Shimbun wrote. Military use of technology is an unusually sensitive subject in Japan because of its pacifist postwar Constitution.
Discussion on introducing an early warning satellite failed to make progress due to the huge cost of some 500 billion yen (approximately W7 trillion) per satellite. But Japan reached the decision as in the wake of North Korea's launch of a long-range rocket early this month. Tokyo had relied on the U.S. for information about the rocket launch.
Japan also shifted goals to putting space technology to commercial use, the daily reported. Under the new plan, it will launch a total of 34 satellites between 2009 and 2013, double the number it launched over the past five years. Japan aims to expand the market for its satellites, including for GPS and natural disaster monitoring services.
The space plan also includes the launch of an unmanned lunar probe around 2020.

В предстоящие 10 лет на орбиту будет выводиться меньше спутников, которые, однако, будут значительно более мощными, дорогими и функциональными. По оценке американского комитета COMSTAC (Commercial Space Transportation Advisory Committee), в период с 2009 по 2018 год в США в среднем в год будет выводиться на орбиту по 20,8 спутников, против 21,8 спутников в 2008 году и 21 спутника в 2007. Эксперты отмечают, что за 20 спутников число стартов перешагнуло в 2002 году и с тех пор ниже этой отметки не опускалось. Пиковым стал 2006 год, когда в США было выведено 23 спутника - почти по спутнику каждые 2 недели.
С точки зрения суммарной массы спутников, COMSTAC утверждает, что несмотря на рост количества запусков, средняя масса осталось неизменной. По данным подсчетов, за последние 16 лет в год США в среднем отправляли спутников на общую массу 100 000 кг, в текущем году этот показатель составит 116 500 кг.
COMSTAC сообщает, что сохранится тренд по увеличению среднего числа коммуникационных каналов (транспондеров) на один работающий спутник. В 2009 году в распоряжении Штатов будет находиться 993 работающих транспондера. Пиковое значение в 1000 транспондеров было зафиксировано в 2002 году. "Используя сжание данные и мультиплексирование современные спутники могут через 1 транспондер передавать много потоков аудио и видео, поэтому тенденция к снижению числа транспондеров будет увеличиваться", - говорится в отчете.
Также отмечается, что несмотря на увеличение количества стартов по всему мири не происходит активного ввода в эксплуатацию новых стартовых площадок.
В итоге, по прогнозам COMSTAC в ближайшие годы спутниковая индустрия будет тяготеть к двум полюсам - с одной стороны будут происходить запуски космически аппаратов тяжелого класса, преимущественно многофункциональных, а с другой - наноспутников, используемых для тех или иных конкретных нужд. Количество спутников среднего класса будет уменьшаться, ожидает COMSTAC.

Как говорится в сообщении российской компании, контрактными документами предусматривается создание и запуск спутника связи "АНГОСАТ", предоставление для работы спутника орбитальной позиции на геостационарной орбите, выполнение работ по созданию системы цифрового телевидения последнего поколения, радио и Интернета на территории Анголы.
От российской стороны головным исполнителем работ является ОАО "Ракетно-космическая корпорация "Энергия" имени С.П.Королева".
Соглашение было заключено в рамках официального визита президента России Дмитрия Медведева в Анголу.

Оператор спутниковой связи Globalstar получила финансирование на общую сумму около $738 млн., в которую входит ранее объявленный кредит в размере $586 млн. и финансирование от компании Thermo Funding, мажоритарного акционера Globalstar.
Как говорят в компании, данная сумма полностью покрывает производство, доставку и запуск спутниковой сети и наземных средств 2-го поколения системы Globalstar, а также некоторых долгосрочных объектов, относящихся к ускоренной поставке дополнительных резервных спутников 2-го поколения. Помимо этого, полученное финансирование обеспечит компанию рабочим капиталом и облегчит внедрение микросхемного комплекта для спутниковых интерфейсов следующего поколения, которые разрабатываются компанией Hughes Network Systems.
С помощью данного финансирования Globalstar планирует стать первым спутниковым оператором, который развернет группировку 2-го поколения и предоставит IP сеть для мобильных спутниковых терминалов.

Сеть спроектирована таким образом, чтобы минимум до 2025 г. обеспечить абонентов услугами телефонии и передачи данных на скорости до 256 кб/сек. в гибкой конфигурации всех IP протоколов. Планируется, что продукты и услуги будут включать полудуплекс, мультивещание, такие усовершенствованные услуги, как MMS, приложения для мобильного видео, услуги определения местоположения, мультиполосные (с режимом изменения полосы) и многорежимные трубки и устройства передачи данных с GPS интеграцией.

Орбита с "байконурским" наклонением нивелирует преимущества экваториального космодрома.
Т.е. известно, что 2.0 тоже на круговую 1414км, 52 градуса? Всех покрыть все еще не хотят? :wink: Странная они компания все-таки, даже не пытается получить 100% покрытие. Это надо ведь додуматься, чтобы не покрывать Африку, Индию и Китай.

Это не геометрия покрытия. Это наличие наземных станций определяет зоны.

В 2010 году Турция планирует вывести на орбиту первый наблюдательный спутник собственного производства. Космический аппарат, получивший названием Rasat, имеет на борту систему фото-съемки высокого разрешения, а также ряд научных модулей турецкого производства. Новый спутник станет первым для страны аппаратом собственного производства.
Изображения с Rasat будут использованы для картографических целей, мониторинга чрезвычайных ситуаций, а также планирования городской застройки.
Запуск спутника планируется провести на базе российских мощностей. В конце августа Исследовательских институт космических технологий Турции подписал соглашение о пусковых услугах с российской Международной космической компанией "Космотрас". Для запуска планируется использовать пусковую базу "Ясный" в оренбургской области.

Минобороны получит с должника меньше половины

Арбитражный суд Омской области вчера утвердил мировое соглашение между военным представительством Министерства обороны и омским ФГУП "Производственное объединение "Полет"", являющимся филиалом ФГУП "Государственный космический научно-производственный центр имени Хруничева".
По мировому соглашению омское предприятие должно вернуть военным 79,6 млн руб., переплаченных за заказ на поставку космического спутника связи "Глобус", и 10 тыс. руб. неустойки за срыв сроков выполнения заказа. Напомним, что геостационарный космический аппарат "Глобус-1" (он же "Радуга-1") относится к спутникам связи третьего поколения. Разработан в НПО прикладной механики имени Решетнева (ныне ОАО "Информационные спутниковые системы", г. Железногорск, Красноярский край). Серийно изготавливается на ПО "Полет". Обеспечивает передачу сигналов боевого управления и связи в трех частотных диапазонах. Сейчас в системе военной связи РФ работают четыре таких аппарата.
Изначально Министерство обороны требовало от ПО "Полет" вернуть 79,61 млн руб., переплаченных при заказе "Глобуса", и 126,4 млн руб. за срыв сроков при его выполнении. Минобороны получило спутник примерно на два года позже первоначально оговоренных сроков — в декабре 2008 года (см. "Ъ" от 2 сентября). В ходе процесса гендиректор "Полета" Григорий Мураховский заявлял, что руководство центра имени Хруничева обсуждает с Минобороны условия мирового соглашения. Начальник 100-го военного представительства Минобороны РФ Виктор Шулико это подтверждал. А вчера судье Анатолию Гущину было представлено мировое соглашение, по которому до конца 2009 года "Полет" в три этапа полностью погасит долг в размере 79,6 млн руб. Судья утвердил мировое соглашение и принял решение взыскать с завода 10 тыс. руб. неустойки. После заседания суда представитель Минобороны Максим Куринный назвал "мировое соглашение единственно разумным решением". Помощник генерального директора ПО "Полет" Виталий Щетинин назвал соглашение "весьма приемлемым для предприятия".

Министр связи и информатизации Николай Пантелей сообщил журналистам в Минске, что Беларусь нашла инвесторов для участия в проекте запуска спутника связи, пишет БелаПАН.
"Инвесторы под этот проект фактически определены, но кто они — это коммерческая тайна", — заявил министр. По его словам, сейчас перед Беларусью стоит вопрос не в привлечении инвестора, а в согласовании с международными организациями права на эксплуатацию спутника и присвоении частот для его функционирования. "В этом плане ведется активная работа с Международным союзом электросвязи, международной организацией "Интерспутник", — отметил Пантелей.

Markets for commercial communications satellites, Earth observation spacecraft and their launchers, all remarkably unaffected by the global economic crisis, continue to soar toward yearly double digit growth, generating billions in annual revenues.
Assessments by global market analysis firms are in close agreement about growth across 2008-2009, and for an upbeat picture to continue into 2010 and beyond. Companies out with new forecasts include Northern Sky Research, Euroconsult, Futron and Forecast International.
"No recession here," headlines a major Northern Sky Research assessment of commercial satellite supply and demand.
"Crisis, what crisis," Pacome Revillon, managing director of Euroconsult, said at a recent Paris conference on Earth imaging satellites. "There is no crisis in orbit," he proclaimed.
The latest payload numbers are being equaled on the launcher side. "The world market for expendable launch vehicles (ELVs) is [also] headed for a considerable market upturn," said John Edwards, senior analysts at Forecast International in comments about that firm's new payload forecast out to 2017.
American, European and Asian satellite and booster manufactures and their employees all have significant shares and a bright future in this growth.
But at Cape Canaveral and the Kennedy Space Center, very little of this new business will be launched from the world's foremost spaceport.
Without new Presidential direction on human space goals, KSC is seemingly "moon stuck," facing major layoffs as the shuttle program ends.
And the growth is also detouring around Cape Canaveral's expendable boosters because the United Launch Alliance Atlas 5 and Delta 4 largely priced themselves out of the commercial market, now better satisfied by Europe's Ariane, the Russian Proton and Chinese boosters in emerging markets.
One example of what has happened to the Cape commercial payload traffic is next week's scheduled launch of the Intelsat 14 communications satellite on an Atlas 5. Planned for liftoff November 14, the launch of the 6-ton spacecraft marks the first time Intelsat has returned to the Cape for a launch in 11 years.
The Atlas and Delta programs are blessed, however, with U.S. military payloads, a stable sector expected over the next 10 years to require 161 U.S. launchers worth about $18 billion spread between the Cape and Vandenberg AFB, Calif., says Forecast International. The U.S. Air Force has just awarded ULA a $927.7 million contract for Atlas 5 and Delta 4 launch vehicles, the first time a single contract has been awarded for the two rocket systems since Boeing and Lockheed Martin merged rocket operations in Dec. 2006.
The Cape, however, is preparing for the new commercial ELV activity that SpaceX will bring starting in 2010 with its Falcon launcher.
SpaceX CEO Elon Musk raised eyebrows in October at a major satcom conference in Kuala Lumpur, Malaysia, when he reminded satellite operators that his guaranteed launch service prices are openly published on the SpaceX web site. Such figures are held secret by competitors who use that secrecy to their advantage in deal making, an area where Musk wants far more openness than older entrenched companies desire.
Among three market areas surveyed, the civilian or dual civil/military use Earth-viewing satellite sector is experiencing the most dynamic growth. Thirty-four nations will be involved in satellite observation programs by 2018, compared with only eight in 1997.
Revenues have already reached a billion dollars in 2009 and could quadruple within a few years. "The sector is establishing itself as one of the principal boosts for re-launching global economic growth after the recession," says Euroconsult. About 260 new meteorological and terrestrial observation satellites will be launched in the next ten years. This is double the 128 satellites sent into orbit between 1998 and 2008. Growth to $27.4 billion is estimated for the decade to come, compared to the $20.4 billion in the last ten years. Profits of a billion dollars have been made from sales of data satellites alone in 2009 and the forecasts indicate that in 2018, profits deriving from the business in images will leap to $3.9 billion dollars, an increase of 16 percent every year.
This will also have an impact politically around the world where "green" related environmental monitoring and resource protection programs are increasingly important.
It is an encouraging situation that "reflects the development of a veritable commercial business based on terrestrial observation satellites, the growing number of governmental programmers concerned and an increase in investment in the programs already underway," comments Revillon at Euroconsult. "The growth in sales of commercial data will create earning opportunities for all the players involved: constructors, commercial operators, service providers and government agencies," says Euroconsult.
From the report it emerges that governments are the principal investors in the sector, with about 93 (non-meteorological) observation satellites from the world's principal space agencies headed to the launch pad in the near future. In the meantime, new players are also appearing on the scene.
"Governments have done the lion's share so far but from now on the number of projects either in the hands of private industry or as the result t of public-private partnerships will increase," claim Euroconsult specialists. In short, it is an attractive sector.
The images gathered by this huge number of satellites will find a wide variety of applications: primarily security and defense but also environmental applications, natural disaster management, climate change studies and virtual mapping.
In the communications satellite sector the picture is also bright.
Euroconsult expects the global market value of capacity used for the traditional fixed satellite service market to reach around $13.4 billion in 2018, or $16.8 billion including wholesale revenues from emerging BBS systems dedicated to satellite consumer broadband access. Industry consolidation, which will continue, will be offset by the emergence of new regional satellite systems backed by either private or public investors, says the firm.
Average revenue growth for "regular" capacity leasing of approximately 5 percent is still expected in the next five years, largely in line with previous forecasts as a slowdown in the economic cycle of the satellite sector was already anticipated due [not to the recession but rather] to the end of analog broadcasting in certain markets.

Orbital Wins DARPA Contract for Spacecraft Clusters

WASHINGTON — The Defense Advanced Research Projects Agency (DARPA) awarded Dulles, Va.-based Orbital Sciences Corp. a $75 million contract to develop the final design for a radically new space architecture in which traditional, large spacecraft are replaced by clusters of wirelessly connected orbiting modules.
Dubbed System F6, short for Future, Fast, Flexible, Fractionated, Free-Flying spacecraft, Orbital's design was selected among four competing study contracts issued in 2008 and 2009, according to a Dec. 18 company news release. The new contract is valued at $74.6 million over a one-year period.
Gregg Burgess, Orbital's vice president for national security systems in the company's Advanced Programs Group, said the new space architecture has the potential to transform space systems in much the same way that the Internet changed many aspects of daily life.
"System F6 is not just an incremental improvement in technology, but rather a fundamental transformation of the entire space community," Burgess stated in the news release. "Fractionated and networked architectures could be the answer to recurring problems that debilitate the space sector, including significant cost increases, late deliveries, launch mishaps and on-orbit failures."
Burgess said each of the System F6 modules is designed to work with the others in a cluster to perform tasks once reserved for large, traditional spacecraft while providing the same overall mission capability.
"By allowing the various functions of a spacecraft to be developed and launched separately, this type of 'fractionated' system provides benefits such as reduced overall risk, budgetary and planning flexibility, faster initial deployment, and ultimately greater survivability, including selective replacement of damaged or obsolete elements of a complex spacecraft," the news release states.
Under the terms of the contract, Orbital will be responsible for detailed design and ground testing of the new technologies, architectures and programmatic concepts, including wireless data communications, cluster flight operations, distributed spacecraft computing systems, rapidly relocatable ground systems, and value-centric design methodologies. A flight demonstration is planned for 2013. Partners include Armonk, N.Y.-based IBM and NASA's Jet Propulsion Laboratory in Pasadena, Calif.

ESA Signs New Contracts Worth Over 500 Million Euros

PARIS — The European Space Agency (ESA) has reopened its payment spigot after a three-week moratorium, signing well over 500 million euros ($720 million) in new contracts in the week ending Dec. 18 for three Earth observation satellites and work on a new upper stage for the Ariane 5 rocket and a winged space-plane demonstrator, according to ESA and European industry officials.
The flurry of year-end activity followed an assessment by ESA's finance directorate that the agency's cash deficit, which had been estimated at up to 400 million euros by late 2010, is likely to be much less severe.
ESA officials have concluded that they do not need to take out a loan to cover the shortfall and that if the agency faces liquidity issues next year, they can be handled by less-drastic means as they arise.
As a result, ESA officials have reopened their checkbooks to settle a pile of already-negotiated contracts that been growing since the mid-November moratorium on any new commitments valued at more than 10 million euros.
Among the most significant contracts signed are for duplicate models of the three Sentinel Earth observation satellites being built by ESA and the 27-nation European Union as part of the Global Monitoring for Environment and Security (GMES) program. The contracts were signed with the same companies building the so-called Sentinel A-units.
The Sentinel 1B satellite, carrying C-band radar, will be built by Thales Alenia Space Italy for 128.8 million euros, compared with 229 million euros for the identical Sentinel 1A spacecraft contracted in June 2007.
Sentinel 2B, carrying a superspectral imager, will be built by Astrium Satellites under a contract valued at 98.6 million euros, compared with 195 million euros for the Sentinel 2A spacecraft, contracted in April 208.
Sentinel 3B, carrying an ocean-altimetry mission, will be built by Thales Alenia Space France under a 143.1-million-euro contract. The Sentinel 3A contract, signed in April 2008, was valued at 305 million euros.
ESA Earth Observation Director Volker Liebig said in a Dec. 18 interview that the three contracts could have been delayed until 2010 without affecting the program schedule, but that the prime contractors' price proposals included a Dec. 31 deadline. Meeting that deadline, Liebig said, will ensure that the contractors take maximum advantage of being able to build two sets of instruments rather than one.

Ocean-watching satellite facing delays in Argentina

The launch of a joint mission between NASA and Argentina to measure salt in Earth's oceans could be delayed nearly one year due to trouble at the spacecraft's factory.
The mission is a joint endeavor between NASA and Argentina's space agency, CONAE. NASA's Aquarius instrument will measure ocean salinity levels across the globe to learn new information about the water cycle, a key driver of the world's climate.
CONAE is providing a spacecraft named SAC-D to host the Aquarius payload and six other instruments from Argentina, Italy and France.
Aquarius is an L-band instrument package with a scatterometer and radiometer built by NASA's Jet Propulsion Laboratory and Goddard Space Flight Center.
The 3,100-pound satellite was scheduled to lift off in May 2010, but the official launch date is now undetermined. SAC-D will launch on a Delta 2 rocket from Vandenberg Air Force Base, Calif.
The launch may slip until early 2011, according to industry sources.
"There have been delays in the development of the spacecraft, which is being built by NASA's partner on the mission, Argentina's National Commission on Space Activities (CONAE). NASA and CONAE are reviewing the remaining observatory integration and test schedule, as well as the launch manifest at Vandenberg Air Force Base to determine a new launch readiness date," said Alan Buis, a JPL spokesman.
NASA delivered the Aquarius payload to CONAE in Buenos Aires in June. CONAE is responsible for integrating Aquarius and other instruments on the spacecraft, then shipping the satellite to the United States for launch.
If SAC-D's launch is formally postponed until 2011, there will be just one Delta 2 rocket flight slated for next year. The launcher currently has four more flights on the books, including SAC-D, an Italian radar satellite, the NPP weather observatory and NASA's GRAIL mission to the moon.
Eight Delta 2 rockets successfully launched on military, NASA and commercial missions in 2009.
The next Delta 2 mission is now expected to launch the fourth COSMO-SkyMed Earth observation satellite for Italy.

Первой жертвой новой системы станет Апофис-99942. "Мне один ученый недавно докладывал интересную вещь, что траектория его (астероида) полета все время приближается к Земле. Он гораздо больше, почти в три раза больше Тунгусского метеорита. Он рассчитал, что где-то в 2030-е годы он точно врежется в Землю", - приводит слова Перминова РИА Новости.
"Мы в ближайшее время проведем закрытое заседание нашей коллегии, научно-технического совета, и посмотрим, что можно сделать. Математические расчеты, которые он (ученый) представил, показывают, что можно сделать в установленные сроки космический аппарат со специальным предназначением, который позволит избежать этого столкновения", - добавил он.
Апофис был открыт в 2004 году и сразу привлек внимание общественности. Согласно первым расчетам, вероятность столкновения этого астероида с Землей в 2029 году составляла 27 к 1000. Позже, однако, выяснилось, что 13 апреля 2029 года Апофис пройдет на расстоянии 30-40 тысяч километров от Земли. Во время второго сближения с нашей планеты, которое состоится в 2036 году (вероятно, именно его имеет в виду Перминов), вероятность столкновения будет 1 к 250000.

Подчеркивается, что участие в столь масштабном проекте не только позволит снабжать спасателей своевременной и качественной информацией, но и повысит престиж России как космической державы. Среди прочих в Хартии принимает участие Европейское космическое агентство и некоторые американские организации, занимающиеся мониторингом состояния планеты, например, United States Geological Survey

WGS 4 To Launch on a Delta IV

The U.S. Air Force has selected a United Launch Alliance (ULA) Delta IV to boost the fourth Wideband Global Satcom (WGS) into orbit.
The likely launch date for the Boeing satellite is between December 2011 and February 2012, according to ULA. The Delta IV is a legacy Boeing design that is now managed by ULA, a joint venture of Boeing and Lockheed Martin.
Already, three WGS have been launched into orbit. The most recent, WGS 3, was launched Dec. 5, 2009, also on a Delta IV. Based on the Air Force's schedule, the armed service and Boeing are shifting WGS 3 into its operational position supporting forces in Europe and Africa after an initial on-orbit test period. The system could be ready for operations as soon as February, though the Air Force will make a final determination on when to declare the system operational.
WGS 3 was the final Block I WGS to enter orbit. The fourth satellite will be in the Block II configuration, which will allow operators to relay data from unmanned aerial systems more efficiently through the satellite while bypassing its dechannelizer.
WGS 1 is providing service for U.S. Pacific Command and WGS 2 is handling data for operations in Central Command, which includes operations in Iraq and Afghanistan.
The growing WGS fleet is adding dramatically more capacity to the wideband service provided by eight legacy Defense Satellite Communications System (DSCS) spacecraft still in orbit.

Основным субподрядчиком ОАО «ИСС» в данном проекте выступает компания Thales Alenia Space. Европейская фирма отвечает за поставку оборудования для модуля целевой аппаратуры (МЦА) космического аппарата. Сборку МЦА и его интеграцию со спутниковой платформой осуществляет ОАО «Информационные спутниковые системы» имени академика М.Ф. Решетнёва», для чего на предприятии создано специальное рабочее место.
Космический аппарат «Луч-5А» станет частью многофункциональной космической системы ретрансляции (МКСР) «Луч». В нее также войдут два других спутника: «Луч-5Б» и «Луч-4». В процессе их создания в ОАО «ИСС» будет внедрен ряд инновационных для отечественной космической отрасли технологий, касающихся как компоновки систем КА, так и применения современных материалов. Например, основу конструкций платформы и модуля полезной нагрузки составят сотопанели со встроенными тепловыми трубами. Кроме того, новые технологии будут применены и на спутниковых антеннах: при их создании будет использовано уникальное по своим свойствам золоченое радиотражающее сетеполотно, а рефлекторы будут изготовлены из специального углепластика.

Globalstar's 2nd-generation System Slated To Begin Launching This Fall

ROME — Mobile satellite services provider Globalstar expects its first six second-generation satellites to be launched aboard a Russian Soyuz rocket in September, with a second six-satellite launch to occur in December or early in 2011, officials from Globalstar and its satellite and rocket providers said here Jan. 27.
Milpitas, Calif.-based Globalstar, whose current 46-satellite constellation is suffering from suspected radiation-caused degradation to its two-way voice service, said two more six-satellite launches of Soyuz rockets from Russia's Baikonur Cosmodrome in Kazakhstan are scheduled for 2011.
These four launches will complete the set of 24 second-generation satellites for which Globalstar has secured financing. Officials said the company's banking consortium will await initial revenue results from these spacecraft before agreeing to finance construction of the remaining 24 satellites.
Globalstar and its satellite prime contractor, Thales Alenia Space of France and Italy, have negotiated contract terms for the full 48-satellite constellation.
Addressing a press briefing here, Anthony J. Navarra, president of the company's global operations, said the full suite of second-generation Globalstar features, including data-transmission speeds of up to 256 kilobits per second compared with the 9.6 kilobits available today, will await further upgrades to the network's ground infrastructure in 2012.
The second-generation satellites are taking shape at Thales Alenia Space's satellite-assembly facility here. The first batch of six satellites is scheduled to be shipped to the Baikonur launch site in July.
Once they are launched, Globalstar will take several weeks to test the spacecraft in orbit. Globalstar's insurance underwriters are insisting on proof that the spacecraft — which represent a substantial design change from the first-generation satellites — function as planned before more are launched.
Navarra and Rene Serret, Thales Alenia Space's Globalstar project manager, said the new satellites feature radiation-hardened components and a design that places sensitive gear well inside the satellite's frame to help shield it from the radiation environment in Globalstar's operating orbit of 1,414 kilometers.
"Almost all the satellites' vital functions are redundant," Serret said, meaning each satellite carries backup units of the critical components. He said that the company has designed the radiation-sensitive parts with sufficient safety margin to ensure they will function under exposure to radiation substantially higher than that expected in orbit.
These and other improvements have doubled the contracted service life of the second-generation satellites to 15 years compared with 7.5 years for the first generation. The improvements have also sharply increased the launch weight, from 550 kilograms for the first-generation satellites to 700 kilograms for the second generation.
Navarra said 20 of Globalstar's satellites currently in orbit, including eight that were launched in 2007 — the rest were launched between 1998 and 2000 —continue to make use of their two-way communications capability.
By placing the first 24 second-generation satellites in areas needed to fill gaps in voice communications, Globalstar expects to be able to return to full two-way capability well before the second batch of 24 satellites is launched sometime after 2011.
Globalstar's nominal 48-satellite constellation consists of six satellites in each of eight orbital planes.
Alex Mademba-Sy, Globalstar project manager at the Arianespace launch consortium of Evry, France — which, through its Starsem affiliate, commercializes Soyuz rockets from Baikonur — said a newly designed dispenser will carry the six second-generation Globalstar spacecraft into orbit under the payload fairing of the Soyuz-Fregat rocket.
The dispenser, built by Astrium Space Transportation of Les Mureaux, France, completed testing in December. A final flight-qualification review is scheduled for February, Mademba-Sy said. U.S.A.F. — Scintillating SBIRS Successes For GEO-2
SBIRS GEO-1 spacecraft in preparation for final factory work at the Lockheed Martin facilities.The U.S. Air Force's second geosynchronous Space Based Infrared Systems satellite successfully completed its first Baseline Integrated System Testing, February 10, at Lockheed Martin Space Systems in Sunnyvale, California. This test demonstrated the hardware integrity and full functionality of the payload and spacecraft bus.

Over the last four months, the GEO-2 space vehicle completed nearly 200 hundred scripted test events. These scripts were responsible for verifying the satellite's vital subsystems. The GEO-1 satellite recently completed Thermal Vacuum testing and the team is preparing the satellite for delivery to Cape Canaveral AFS, Florida, later this year. This first round of system testing was performed with the satellite side panels in an expanded mode for easy access to satellite components. The development team will now continue GEO-2's integration to its final, closed-panel configuration. GEO-2 is scheduled for launch in 2012.
"This marks two major milestones in the SBIRS program," said Lt. Col. Heath Collins, the commander of the SBIRS Space Squadron. "It is the first time the GEO-2 payload and spacecraft bus have been integrated and operated together, and for the first time ever, we have two fully integrated SBIRS GEO satellites powered on and in test." Lt. Col. Collins added, "initial results indicate the satellite is in good health and everything is operating nominally. We're ready to continue through our rigorous test program."

Over the last decade, NASA has launched a series of satellites to monitor the health of our planet. One such satellite - the Ice, Cloud and land Elevation Satellite (ICESat) - has provided a sustained, big-picture look at ice thickness at Earth's polar regions.
Now, after seven years in orbit and 15 laser-operation campaigns, ICESat has stopped collecting science data. The last of three lasers on the satellite's Geoscience Laser Altimeter System (GLAS) ceased emitting light on Oct. 11, 2009. Attempts to restart the lasers have ended, and NASA is pursing options for satellite decommissioning.
"ICESat's loss is disappointing and it comes at a critical time," said Tom Wagner, cryosphere program manager at NASA Headquarters in Washington.
"But we can't lose sight of the fact that ICESat and its team of talented scientists and engineers helped us see the Earth's polar ice caps in a new way. Those observations are feeding a new generation of models to help us figure out where the planet is headed.????"
As the world's first laser-altimeter satellite, ICESat has measured Earth's surface and atmosphere in "unprecedented 3-D detail," said Jay Zwally, ICESat's project scientist at NASA's Goddard Space Flight Center in Greenbelt, Md.
"ICESat has been an outstanding success, despite disappointing limitations in the laser lifetimes. Scientific advances have been made in measuring changes in the mass of the Greenland and Antarctic ice sheets, polar sea ice thickness, vegetation-canopy heights, and the heights of clouds and aerosols."
In the Arctic, for example, scientists used ICESat to map Greenland's dramatic surface elevation, rising to 4,000 meters above sea level. They watched as thin, seasonal sea ice replaced thick, older sea ice as the dominant type in the Arctic Ocean.
In Antarctica, scientists achieved a comprehensive inventory of lakes that actively drain or fill under the ice. At both poles, they have tracked glaciers along the coast of the Greenland and Antarctic ice sheets as they empty into the sea.
Despite the end of ICESat's mission, NASA's observations of Earth's polar regions continue. Operation Ice Bridge began in 2009, becoming the largest airborne survey of Earth's polar ice ever flown. For the next five years, instruments on NASA aircraft will target areas of rapid change to yield an unprecedented 3-D view of Arctic and Antarctic ice sheets, ice shelves, and sea ice. The mission will bridge the gap in satellite data until the launch of ICESat-2, planned for 2015.
"Operation Ice Bridge is allowing us to get much higher resolution data over smaller, targeted regions," said Lora Koenig of NASA Goddard, and acting project scientist for the Ice Bridge mission.
Targeted information from aircraft combined with the broad and consistent coverage from satellites contribute to a more complete understanding of Earth's response to climate change, helping scientists make better predictions of what the future might hold.

Thales Alenia Space announced to have signed with French Space Agency (CNES), the contract to build the Jason-3 satellite.
The Jason-3 operational oceanographic mission involves a quadripartite collaboration between the two meteorological organizations Eumetsat and NOAA, acting as the leaders of the program, and CNES and its American counterpart NASA.
Jason-3 will allow the continuity of high precision ocean topography measurements beyond TOPEX/Poseidon, Jason-1 and Jason-2, which are now operational in orbit. It will also provide a bridge to an operational mission to enable the continuation of multi-decadal ocean topography measurements. Jason 3 will offer the same ocean measurement accuracy as Jason 2, including near coastal zones, as well as lakes and rivers.
Based on the Proteus platform, Jason-3 features the Poseidon-3B altimeter, also developed by Thales Alenia Space in Toulouse. The Poseidon-3B dual-frequency altimeter continues to be the key instrument in this spaceborne observation programme. Included in the core mission, Jason-3 will embark the DORIS precise orbit determination system, an Advanced Microwave Radiometer (AMR), a GPS payload (GPSP), and a Laser Retro-reflector Array (LRA).
The satellite will be placed in the same orbit as Jason-2, at an altitude of 1,336 kilometres with an inclination of 66 degrees, to provide virtually blanket coverage of all ice-free ocean surfaces. Its weight at launch is 553 kilogrammes, with 550 W of power and pointing accuracy of 0.15 degrees (half-cone). Its launch is expected for mid 2013 for a mission life of 3 years.

The Soil Moisture and Ocean Salinity (SMOS) mission, built by Thales Alenia Space and launched in November 2009, will provide regular maps of sea surface salinity, showing where and when large amounts of fresh waters are introduced in the cycle, for instance through rains, about 90% of which are estimated to fall over open sea.
To complete the global understanding of the water cycle, CryoSat, will feature a unique instrument, the Siral interferometry radar altimeter - to monitor the thickness of sea ice and ice shelf's.
Through GMES and the Sentinel satellites program, Thales Alenia Space is already working on the next generation of satellites that will continue monitoring the water cycle at a global scale. HONG KONG — The Heavenly Palace, the first module in China's permanent space station, will be launched next year, a senior aerospace official confirmed Wednesday.
The official, Qi Faren, said the craft, an orbiting laboratory known in Mandarin as Tiangong-1, would initially serve as a docking station for other spacecraft. His remarks were carried by Xinhua, the official news agency.
A model of Tiangong-1 was publicly unveiled during New Year celebrations last year. The 8.5-ton laboratory is expected to be 30 feet long, with a crew of three taikonauts, the Chinese term for astronauts.
The China National Space Administration said it plans three docking missions with the lab next year.
The space agency's long-range plans include a 20-ton permanent space station that will incorporate Tiangong-1, as well as a separate lunar mission by 2022.
China successfully launched its first satellite in April 1970, a craft called Dong Fang Hong-1, or The East Is Red, which was sent into orbit by a Long March-1 rocket. China's first manned spacecraft went aloft in October 2003 and made 14 orbits of the Earth. The country's first spacewalk took place 18 months ago.
Aerospace experts and military officials say the Chinese military space program has made major advancements in recent years, notably when it tested an antisatellite system in 2007, using a ballistic missile to shoot down one of its own weather satellites 540 miles up.
Charles P. Vick, a senior analyst at GlobalSecurity.org, said in a white paper that China's "space station programs have clearly won out in government planning priorities over the lunar aspirations."
China has long insisted that its intentions in space are peaceful, although the head of the Chinese Air Force, Gen. Xu Qiliang, appeared to have gone somewhat off-message when he said in November that international "military competition has shifted towards space."
"Such a shift is a major trend now, and such expansion is a historical inevitability," he said, in remarks quoted by state-run media. "To some extent, if you control space you can also control the land and the sea, and you will be in an advantageous position."
Meanwhile, American military planners have expressed concerns and uncertainty about China's intentions.
"Where they're heading I think is one of those things that a lot of people would like to understand better, what their goals and objectives are," said Gen. Kevin P. Chilton, the head of United States Strategic Command, following General Xu's remarks. "But they certainly are on a fast track to improve their capabilities.
"Clearly, I think what we've all come to understand is that space is a contested domain. It used to be looked at like a sanctuary. And clearly that's not the case today."

Orbital Chief: Acquisition Could Bring Over $1B in New Business Within Reach

WASHINGTON — Orbital Sciences Corp. is counting on its acquisition of General Dynamics Corp.'s satellite manufacturing business to strengthen its hand in upcoming competitions to build medium-class low-orbiting satellites for U.S. government customers, in both the national security and civil arenas, senior company officials said.
The $55 million all-cash deal, announced March 4, was not aimed at any one competition in particular, David W. Thompson, chairman and chief executive of Dulles, Va.-based Orbital, said in an interview. "More generally ... over the next one to two years I think there will be several promising opportunities that this will make us much more capable of pursuing and much more competitive for winning," he said.
During a conference call with analysts March 5, Thompson said there are six to seven government opportunities over the next 18 months, representing $1.25 billion to $1.5 billion worth of business, that Orbital will be able to address as a result of the acquisition.
Orbital's national security business has been its fastest growing in the past two years, and Thompson noted that one of the attractive features of the General Dynamics operation is that 80 percent of its employees are cleared for highly classified work. But in the coming years the business mix is expected to be fairly balanced between civil and national security customers, with NASA poised to increase spending on scientific satellites, especially for Earth observation, he said.
During the conference call, Orbital officials said the acquisition, assuming it closes in early April as expected, should add $50 million to the company's revenue in 2010, and up to $100 million in 2011.
Formerly known as Spectrum Astro, General Dynamics' satellite division currently is part of GD Advanced Information Systems and is located in Gilbert, Ariz. The company builds small to medium-size satellites, primarily for U.S. government customers but also for the occasional commercial client. Some of its recent satellites include NASA's Fermi astronomy telescope, the Near Field Infrared Experiment (NFIRE) satellite for the U.S. Missile Defense Agency and the GeoEye-1 commercial imaging satellite for GeoEye of Dulles.
At the end of 2009, the backlog at the General Dynamics group was about $150 million, with the biggest program being the satellite platform for NASA's Landsat Data Continuity Mission, according to Thompson. He said the program recently passed its design phase, meaning hardware construction is ready to begin. NASA plans to launch the satellite in mid-2013.
It remained unclear at press time whether General Dynamics will build the follow-on to GeoEye's GeoEye-1 satellite. Speaking March 3 during the International Commercial Remote Sensing Conference here, GeoEye Chief Operating Officer William Schuster said the company had authorized work to begin on the GeoEye-2 satellite platform. However, he did not identify the manufacturer, and GeoEye spokesman Mark Brender declined to provide additional details. Work on GeoEye-2's main imaging camera began more than two years ago.
The General Dynamics acquisition does not require any external approvals because the price did not meet the required thresholds, Thompson said, adding that it will be financed using cash on hand. Of the purchase price, which is less than half the value of General Dynamics' $116 million fixed-price contract to build the Landsat platform, Thompson said, "We think it's a reasonable valuation of the business. We're happy with it but I don't think it's a steal."
In a press release, Orbital said General Dynamics-built satellites have ranged in mass from 500 kilograms to 4,000 kilograms and typically are designed for three years to seven years of operation in various low Earth orbits. During its history, Orbital has competed with General Dynamics for many of these same kinds of missions, but Thompson said Orbital's government satellites, particularly in recent years, typically have been toward the smaller end of the scale.
Over the last decade, most of Orbital's growth has come in building medium-class geostationary orbiting telecommunications satellites for commercial customers, Thompson said in the interview. "On the other hand, GD's growth by and large has come from developing and building what I would call medium-class low orbiting satellites, which generally we don't do," he said.
Orbital could have developed low orbiting satellites in the 2- to 4-metric-ton class on its own, but this would have cost $25 million to $30 million in research and development funding, plus additional costs for capital equipment, and taken up to two-and-a-half years, Thompson told analysts. With the General Dynamics acquisition, Orbital can offer a proven product much sooner to its government customers, he said.
"This is part of a strategic initiative for Orbital which you see reflected in a number of areas," including the Taurus 2 medium-lift rocket and a larger variant of Orbital's Star geostationary communications satellite platform, both of which are under development, Thompson said in the interview. "These are all examples of moving, not away from our traditional markets in what you might call small space but adding ... a new dimension that might be called medium space," he added.
During the conference call, Thompson said these moves together should double the size of Orbital's addressable market in the next few years.
Michael Hamel, Orbital's senior vice president for strategy and development, said the acquisition serves another element of the company's growth strategy, which is to "move up the value chain" with key customers. "They've [General Dynamics] been intimately involved over a number of years with the Missile Defense Agency, most recently on the NFIRE program, and as we look to the future that seems like an area that the Department of Defense really wants to make greater investments in –- space-based sensing and control elements for the integrated missile defense," Hamel, a retired U.S. Air Force lieutenant general, told Space News. "That's just one example."
During the conference call, Hamel identified missile warning and tracking as well as space surveillance as growth areas that the acquisition will help Orbital address.
Orbital said that as part of the deal, it will get a 12,150-square-meter manufacturing, integration and test facility in Gilbert that was completed in 2005. The state-of-the-art facility, which Orbital said has special security provisions for working on highly classified programs, is located 16 kilometers from Orbital's rocket-manufacturing plant in Chandler, Ariz.
"Upon closing of the acquisition, about 325 new employees will join Orbital, most of whom are engineers, technicians and program managers, many with security clearances for sensitive U.S. Government programs," Orbital said in its press release.
Thompson said he did not expect there to be any significant layoffs or facility closures as a result of the acquisition.
Houlihan Lokey, a financial services firm specializing in mergers and acquisitions, advised Orbital on the deal, Orbital said in its press release.

"This acquisition represents a major strategic development for Orbital," said David Thompson, Orbital chairman and CEO. "Simply put, it will allow us to substantially accelerate our already strong growth in the national security space systems market, and also broaden our involvement in such civil government space applications as Earth science, weather forecasting, climate monitoring and astronomy missions."
Orbital Sciences announced last week it was purchasing the satellite manufacturing unit of General Dynamics. Orbital is paying $55 million in cash, and officials expect to close the deal by early April, according to Garrett Pierce, Orbital vice chairman and chief financial officer.
Orbital leaders said the acquisition will add about $50 million in revenue this year, plus up to $100 million to the company's bottom line in 2011.
Thompson called the agreement a "compelling strategic fit" in a Friday conference call with investment analysts.
The addition of the General Dynamics spacecraft manufacturing unit will bolster Orbital's chances of winning up to $1.5 billion in new government satellite contracts.
"As we look out over the next 18 months, there are six or seven identified pursuits that this transaction will, I believe, significantly strengthen our competitive position in pursuing," Thompson said. "They are fairly well balanced between civil government opportunities with NASA and NOAA, and national security opportunities."
Thompson said Orbital would not have held a high chance of winning, or even pursuing, the contract opportunities made possible by the General Dynamics acquisition. The half-dozen pursuits Thompson discussed would have been "a bit of a stretch" for Orbital before the General Dynamics purchase.
Officials did not mention specific contracts that are now in Orbital's reach after last week's announcement.
General Dynamics' space business includes a collection of satellites for civil government, national security and commercial imaging customers. The division traces its roots to Spectrum Astro, an independent company purchased by General Dynamics in 2004.
Recent General Dynamics spacecraft include the Fermi gamma ray space telescope, the commercial GeoEye 1 Earth observation satellite, and the NFIRE experimental missile defense satellite.

The Landsat Data Continuity Mission, scheduled for launch in 2012, is also being developed and manufactured by General Dynamics. The company is also a contractor for several classified programs, according to Michael Hamel, Orbital's senior vice president of corporate strategy and development.
The average mass of General Dynamics satellites is about four times larger than typical Orbital spacecraft built for low Earth orbit, according to Hamel.
"As a result, the combination of Orbital's existing and acquired spacecraft platforms will give us market-leading products across a full spectrum of [the] small to medium-class range for low Earth orbiting satellites," Hamel said.
Thompson said the General Dynamics acquisition would save Orbital up to $30 million in investment and two years of work required to develop similar capabilities in-house.
"This represents an opportunity for Orbital to immediately establish a fairly strong presence in the medium segment without the time and [research and development] expense of creating such a product line on our own," Thompson said.
Orbital will also add General Dynamics' 325-person workforce and take control of a 135,000-square foot production facility in Gilbert, Ariz.
"It will address our mid- and long-term manufacturing capacity needs for larger satellites in both government and commercial markets, while also adding an experienced team of top-notch engineers and program managers with high-level security clearances to help us address both immediate and longer-term market opportunities," Thompson said.

A new satellite service named OverHorizon, based in Arlington, Va., has selected a European rocket to launch its first communications satellite into orbit, according to a press statement released by Arianespace.
OverHorizon is a new satellite operator addressing the global mobile broadband satellite communication market.
OverHorizon has chosen European satellite launch service Arianespace to launch its first communications satellite, OHO-1, into Earth orbit.
Jean-Yves Le Gall, chairman and CEO of Arianespace, and James Gerow, president of OverHorizon LLC, announced Monday the signature of the launch service contract for the OHO-1 satellite.
OHO-1 will be launched into geostationary transfer orbit in mid-2012, using an Ariane 5 launcher from the Guiana Space Center, Europe's Spaceport in French Guiana, South America. Orbital Sciences Corp. and Thales Alenia Space will build the satellite jointly.
OHO-1 will weigh about 3,200 kilograms at launch, and will carry a Ku-band payload for two-way broadband communications with small terminals. These terminals can be installed on moving vehicles, including cars, trucks, boats, aircraft, etc. The satellite's design life exceeds 15 years.

Measuring the amount of remaining fuel in a car is easy. Doing the same on a satellite in orbit, however, is more complicated. Since 2007, NanoSpace has developed a concept for this purpose. European Space Agency (ESA) now invests 2 million EUR in the continued development of the system, a project which will be managed by NanoSpace and involve partners in Germany, Norway and France.
The propellant of a telecommunication satellite in orbit is normally enough for 15 years' operation. When it runs out of propellant, the satellite is replaced.
With the uncertainty in presently used gauging systems, a six months' margin is typically needed when taking a satellite out of operation. With a more precise gauging system, the operational time could be extended.
"A working satellite in orbit could be worth a 100,000 EUR a day. A system that contributes to more reliable planning and extended satellite lifetime would be very valuable for satellite owners", says Tor-Arne Gronland, CEO of NanoSpace.
"One difficulty is the weightlessness, which causes the liquid propellant to virtually fly around in the tank", says Pelle Rangsten, head of engineering and project manager at NanoSpace. "As in all space business, the requirements for accuracy and reliability are also extremely high."
NanoSpace already has a patent for the propellant gauging system, one important aspect on which ESA based its decision. NanoSpace also has a leading position in Europe in its field, micro-electro-mechanical systems for space applications.
Among other projects, NanoSpace has delivered advanced rocket thrusters to the Swedish Prisma satellites, scheduled to be launched in April 2010.

Air Force eyes mini-thrusters for use in satellite propulsion

Mini-thrusters or miniature, electric propulsion systems are being developed, which could make it easier for the Air Force's small satellites, including the latest CubeSats, to perform space maneuvers and undertake formidable tasks like searching for planets beyond our solar system.
With Air Force Office of Scientific Research funding, researchers led by Dr. Paulo Lozano at Massachusetts Institute of Technology are considering the advantages of electric propulsion over more traditional chemical rocketry. As a result, they have discovered "ionic liquid ion sources" which are the core elements of the mini-thruster.
In addition to the benefits anticipated for small satellites, the technology may have applicability in completely different areas.
"Fast-moving ions coming out from the mini-thrusters can be used to etch semiconductors to create patterns in the nanometer scale, to fabricate computer chips or small mechanical devices," said Lozano.
The team is interested in the properties that allow advances in travel between different orbits in space and the ability for spacecraft to self-destruct upon controlled re-entry, therefore preventing the creation of additional space debris.
Lozano predicts that he will have a mini-thruster prototype developed in about four or five months and he expects the technology to become a reality in the next two years. He plans to begin measuring the velocity of the ions and their energy as soon as the prototype is ready to determine the thrust and efficiency of the engine. Later this year, the team will begin looking at how to integrate mini-thrusters to flight hardware.

Navy considers backup plans after another MUOS delay

The U.S. Navy says it will not start launching its next-generation MUOS communications satellites until September 2011.
As a result, military space officials are racing to develop several options to diminish a pending gap in critical tactical mobile communications.

The Mobile User Objective System, or MUOS, satellites will replace an aging mix of obsolete military satellites. Managers estimate narrowband communications capabilities will "degrade below the required level of availability" by January 2011. Without mitigations, the narrowband capacity would remain unacceptably low until the first MUOS satellite is ready for operations, according to the Government Accountability Office.
But U.S. troops will have to wait nearly a year longer than expected due to difficulties in MUOS satellite development.
"MUOS is in the midst of another delay," said Navy Vice Adm. David Dorsett, deputy chief of naval operations for information dominance.
"Last year, you were informed that MUOS was going to be delayed about 11 months," Dorsett told the Senate Armed Forces Committee's Subcommittee on Strategic Forces during a Wednesday hearing. "It looks like our estimate at this point is that the first MUOS satellite now is expected to be launched in September 2011, with an on-orbit capability in December 2011. That's about a 10-month delay from what you were briefed previously."
The MUOS program will consist of four operational satellites and one on-orbit spare. The spacecraft are built by Lockheed Martin Corp.
In prepared testimony, Dorsett and Gary Federici, a deputy assistant secretary of the Navy, said the military's narrowband satellite communications constellation currently includes eight UHF Follow-On, or UFO, spacecraft, two residual previous generation Fleet Satellites, the LEASAT 5 platform launched in 1990, and leased capacity on the United Kingdom's Skynet 5C satellite.
Once launched, MUOS satellites will provide "worldwide tactical narrowband netted, point-to-point, and broadcast voice and data services in challenging environments include double canopy foliage, urban environments, high sea states, and all weather conditions," according to Dorsett and Federici's testimony.
The spacecraft are also designed for mobile communications with hand-held terminals, UAVs, missiles, aircraft and remote sensors.
Navy officials are considering commercial solutions to ensure warfighters experience no communications outages.
"Looking at a commercially-hosted payload is the right approach," Dorsett said. "It reduces the risk that we otherwise would have. Last year, we made a decision that we could afford more risk. With the additional delay of MUOS, we made a decision that no longer could afford that risk."
Dorsett, also the Director of Naval Intelligence, said more MUOS delays without mitigations would place "the entire joint force at a level of risk that, frankly, would not be appropriate."
"We really want to explore that [commercial] option," Federici told the Senate panel. "It could be a hosted for a lease, or it could be a purchase."
Opening up part of the UHF spectrum reserved for government use would be beneficial to commercial operators and should be "part of the calculation," Dorsett said.
A mysteriously secretive U.S. government satellite named PAN launched in September was the source of much speculation linked to the potential gap between heritage narrowband satellites and the delayed MUOS program.
Some observers concluded PAN, which is based on a commercial Lockheed Martin satellite bus, may be designed to bridge the gap between the two systems, particularly in the Middle East region. But no military or civilian government agency claimed ownership of PAN, a rare circumstance in recent space history.
The Navy is developing and implementing other options to optimize communications capacity on existing satellites, including reconfiguring the UHF payload on the newest UFO spacecraft to increase the number of channels available for use. The military may also lease another narrowband channel on a SICRAL communications satellite owned by the Italian government.
Officials are also pursuing upgrades to ground terminals and seeking a bandwidth-sharing deal with Australia. The experimental TacSat 4 mobile communications satellite may also provide some limited narrowband capacity after its launch in late 2010.

European Officials Poised To Remove Chinese Payloads From Galileo Sats
MUNICH, Germany — The European Commission appears set to order the builders of the initial four Galileo navigation satellites, now in final assembly, to remove their Chinese-built search-and-rescue payloads as part of an evolving security and technology-independence policy, European government and industry officials said.
Similar motivations will prevent the builders of the full 30-satellite Galileo constellation from purchasing search-and-rescue terminals from Canada's Com Dev despite Canada's status as an associate member of the 18-nation European Space Agency and Com Dev's acknowledged expertise in the technology, officials said.
Galileo program managers, anticipating a commission ruling they say they still have not received, have begun designing replacement hardware that would have the same weight as the Chinese gear and would not further delay delivery of the four Galileo In-Orbit Validation spacecraft.
The four satellites are in final assembly and test by a manufacturing consortium led by Astrium Satellites and Thales Alenia Space. Their launch date has recently slipped to early 2011 for the first two, and mid-2011 for the remaining pair.
A European Union decision to offload the Chinese-built hardware could serve as a metaphor for the European Commission's relations with China in the Galileo program.
When Galileo was viewed as a private-sector development with public-sector financial participation, European Commission program managers sought Chinese participation in pursuit of Chinese cash in the short term and privileged access to China's market for positioning and timing applications in the longer term.
That business model collapsed, however, and Galileo was transformed into a 100 percent taxpayer-financed project. Galileo's managers also became aware of the security considerations implicit in the construction of a global positioning, navigation and timing satellite network.
China was, in effect, disinvited from Galileo, a decision that was reinforced by China's move to build its own global system, called Beidou/Compass.
At the Munich Satellite Navigation Summit here March 10, a Chinese government official bluntly asked the European Commission why it no longer wanted to work with China, and when China's cash investment in Galileo would be returned.
Paul Verhoef, the European Commission's satellite navigation program manager, sought to explain.
Europe's decision to invite China to invest in Galileo, Verhoef said, "was with a number of purposes in mind, and in a different context. Some nations [outside Europe] wanted to participate in the construction of the system as part of a public-private partnership. But Galileo subsequently was made into a public procurement with public-procurement rules."
Verhoef added: "China's ambitions also had changed. China originally said it was designing is own smaller, regional system for military use. Then China moved to a global civil system. It is one thing to work together in one context. It is quite another in another context. But our two systems can still cooperate."
The former Galileo partners are now embroiled in a dispute over the radio frequencies their separate navigation constellations will use for their encrypted, quasi-military service, which for Galileo is called the Public Regulated Service (PRS). Chinese officials refer to their PRS equivalent simply as the Authorized Service.
Satellite navigation system sponsors would like to be able to locate their government-only service on radio spectrum not used by any other navigation system. That way, they can jam all other navigation signals in a conflict zone or during an emergency while retaining the use of their own service.
"For the authorized service, spectral separation is beneficial," said Jiao Wenhai of the China Satellite Navigation Office in Beijing during a March 10 presentation here. "But due to the limits of the spectrum, it is difficult to achieve."
China has begun deploying its Beidou/Compass satellites. The full system is designed to include five geostationary-orbit satellites, three satellites in inclined geosynchronous orbit for northern coverage and 27 satellites operating in medium Earth orbit. An initial capacity to serve Asia is expected to be in place by 2012, with full system deployment by 2020, Jiao said.
In an interview, Jiao said that despite some two years of negotiations with Europe and the United States to find separate spectrum slices for the U.S. GPS military code, Europe's PRS and the Chinese Authorized Service, no solution has been found because of the physical limits of available radio spectrum.
Europe and the United States agreed on the locations of their encrypted services in 2004. Verhoef said Europe and Russia — whose Glonass constellation is nearing full in-orbit operational status — are "well advanced" on the issue. "We're still in discussions with China," he said.

"This reflects the Air Force's strong commitment to providing superior protected satellite communications capabilities for the war fighter." That's what Steve Tatum wrote in response to the news of the USAF's pending request for $6.5 billion to get the Advanced EHF program into space. The first one launched in September:
The Air Force said it will request four years of funds totaling $6.5 billion for a Lockheed Martin Corp. military communications program that plans to launch its first satellite in September after six years of delays.
The funding request for fiscal years 2012-2015 will follow $598 million sought for fiscal 2011, according to an e-mail from Gary Payton, the Air Force's top civilian for space programs. The six-satellite program is budgeted at a total of $9.9 billion.
The request, part of the Pentagon's current five-year budget plan, reflects the Air Force moving forward with a program endorsed by Defense Secretary Robert Gates now that delays and technical problems have been worked out.
Bethesda, Maryland-based Lockheed Martin and its top subcontractor, Los Angeles-based Northrop Grumman Corp., have been awarded contracts to build the first three satellites. They may get contracts for a fourth that the Air Force budgeted for next year and two more planned by 2014. The Air Force budget figures show that the service may buy a seventh satellite starting in fiscal 2015.
The Advanced EHF program calls for six satellites, capable of withstanding shocks from a nuclear attack, to allow secure communications between top commanders including the president. It also would provide transmission of tactical communications such as real-time video, battlefield maps and targeting data.

The B-2 is being upgraded, using fiber connections -- inside the aircraft. A single AEHF spacecraft will provide more capacity than the entire Milstar system currently on-orbit -- combined.

What the International Space Station looks like in the X-band, via The Planetary Society...
On March 13, 2008, the International Space Station (ISS) passed across the field of view of Germany's remote sensing satellite, TerraSAR-X, at a distance of 195 kilometers.
In contrast to optical cameras, radar does not "see" surfaces. Instead, it is much more sensitive to the edges and corners which bounce back the microwave signal it transmits. Unless they are directly facing the radar spacecraft, smooth surfaces such as those on the ISS solar and radiator panels, do not reflect a strong signal to the detector, so they appear dark. Yet the bright spots outlining edges and corners clearly show the shape of the ISS. The central element on the ISS, to which all the modules are docked, has a grid structure that presents a multiplicity of reflecting surfaces to the radar beam, making it readily identifiable. This image has a resolution of about one meter.

During the Satellite 2010 conference in National Harbor, Maryland, March 15-18, ILS President Frank McKenna participated as a panelist during the session on commercial launch vehicles, entitled "The Launch Vehicle Manifesto: New Options for Evolving Requirements" held on March 16. The session, hosted by Owen Kurtin, Co-Founder and Principal of The Vinland Group LLC, covered a range of topics and issues surrounding the commercial launch sector. Other participants included Jean Yves Le Gall, Arianespace, Kjell Karlsen, Sea Launch, and Yin Liming, of China Great Wall Industry Corp.
The following is a summary of ILS remarks and key discussion points made during the panel.
Performance is Key
McKenna's opening statement addressed Proton's track record of over 350 launches over 45 years since its maiden flight in 1965. With its first commercial flight in 1996 with the Astra 1F satellite, ILS Proton has been serving the commercial marketplace for 15 years with 57 launches to date. Proton's evolutionary system has been improved and enhanced over time. The consolidation of the Russian space enterprises under Khrunichev and the unified Quality Management System (QMS) has contributed to the robust launch rate of 7-8 commercial and 3-5 Federal annually. McKenna said the talented professionals of ILS and Khrunichev work together to provide the best overall value for global customers on each and every launch.
What Sets ILS Apart
Addressing the differentiators with ILS compared to other providers, McKenna cited several factors that sets ILS apart to optimally serve the dynamic commercial satellite market:
•Schedule Performance and Reliability-ILS Proton's track record for launching on-time for customers is unmatched. To date, there have been 20 consecutive Protons in 20 months; Proton is the only launch provider with this robust tempo and record of achievement.
•Proton production rate-with 12-14 systems produced and ready to launch annually, this is the highest level of production in Proton history. This translates to real value for our customers with on-time delivery.
•Flexibility-ILS has the unique ability to assist customers who need to launch within a critical timeframe with a dedicated launch produced atsuch a high throughput in the factory. For example, the W7 satellite for Eutelsat and AsiaSat 5 for AsiaSat were integrated and launched within record time. Additionally, ILS is able to accommodate both the SES and Intelsat Multi Launch Agreements flexibly and effectively, meeting customers' schedules to support their business plans.
Oversupply and Market Rationalization
Currently, the level of supply with the two main players in the market, ILS and Arianespace, can adequately support the level of demand with 20-22 commercial satellite launches per year. Periods of oversupply in the marketplace have proven to be detrimental to the commercial launch business and leads to instability and rationalization. This was demonstrated with the exiting of the Atlas and Delta vehicles from the commercial market which now exclusively serve the more profitable US Government market. The Sea Launch bankruptcy is another example of commercial launch oversupply . While Sea Launch was a technological accomplishment, it was a "train wreck" from a business, financial and management standpoint and resulted in widespread damage to the customers, shareholders, suppliers, and the commercial launch industry, said McKenna.
The credibility issues that have occurred will take years to repair and hundreds of millions of dollars of investment in what is likely to be a down business cycle. McKenna said he did not see the business rationale behind supporting the reemergence of Sea Launch into the commercial launch market given the negative effect it would have on the industry with market oversupply. "The markets will rationalize," said McKenna, "You need to capture business on the up cycle. I think we are on a very rocky road if we increase capacity at this time," he said. ILS/Proton has weathered the storms and will continue to add the strong foundation that customers can depend on for years to come.
Achieving the Right Balance in a Dynamic Marketplace
With a healthy backlog of 22 missions and a concurrent Federal program run by Khrunichev, ILS is a strong, sustainable business. The evolution of the market is based on comparative economic advantages. "It is imperative to achieve the right balance and develop a price structure that works," said McKenna. He added that is it important to expand your level of services to serve new growth opportunities, as ILS has, but that heavy lift will still be the primary offering.
McKenna said, "Our job is to support the market," and added "we are ready for both the up and down cycles and for new competition."

Космонавты во время выхода в открытый космос с Международной космической станции (МКС) в ручном режиме запустят на орбиту микроспутник Arissat-1 — аналог ранее запускавшегося «РадиоСкафа» — старого скафандра с установленной внутри научной аппаратурой, сообщили в РКК «Энергия».
«В связи с тем, что на станции не осталось старых скафандров, которые можно использовать как оболочку для радио- и научной аппаратуры, мы сделали раму размером 50х50х30 см, такую, чтобы она проходила в люк, на всех шести сторонах разместили солнечные батареи, а внутри — различное оборудование», — сообщил «Интерфаксу» главный специалист РКК «Энергия», технический руководитель проекта, праправнук Константина Циолковского Сергей Самбуров.
Космонавты, по его словам, во время выхода в космос в ноябре-декабре текущего года, осуществят «ручной старт» аппарата, то есть руками запустят спутник в свободный полет по орбите.
Радиостанция, установленная на аппарате, будет передавать телеметрию на частоте радиолюбительской связи 145 МГц, четыре видеокамеры будут транслировать вид Земли из космоса. Кроме того, в связи с тем, что в 2011 году празднуется 50-летие полета в космос Юрия Гагарина, с Arissat-1 будут транслироваться фразы о юбилее, произнесенные детьми из разных стран.
Научная составляющая микроспутника — датчик для измерения частиц, находящихся в околоземном пространстве — разработан в Курске, в Курском государственном техническом университете.
Планируется, что Arissat-1, получивший за свою форму шутливое название «РадиоШкаф», проработает на орбите от шести до девяти месяцев. Самбуров рассказал, что часть радиооборудования для спутника изготовлена в США.

Iridium puts out bulletin seeking hosted payloads

The U.S. Air Force is answering a call from Iridium to put payloads, experiments and sensors on the company's next-generation satellites, a top military official said this week.

"We've looked at a couple of different potential applications of secondary hosted payloads on Iridium," said Gary Payton, undersecretary of the Air Force for space programs.
Iridium is in talks with government and international agencies for hosted payloads that would use extra room, power and communications capacity on the company's NEXT constellation, which is scheduled to begin launching in 2014.
"We think this is a great opportunity that's only going to come around once in a decade, or even longer," said John Campbell, Iridium's executive vice president for government programs. "We're anxious to find the right payload out of the many that we've looked at."
Campbell, also a retired Air Force general, is leading Iridium's negotiations with U.S. government agencies interested in utilizing the extra satellite space.
Payton said the Air Force's best match with Iridium involves experiments from the Space Test Program, the military's acquisition service for innovative technology demonstrations in orbit.
"We've got a list of around 40 to 60 STP space experiments, and many of them are finished and just sitting in clean rooms waiting for a ride," Payton said in an interview Thursday. "The Iridium idea might be a good way to work off a lot of those secondary experiments from the Space Test Program."
Space Test Program experiments have previously flown on dedicated small satellites as secondary payloads on military launches.
"A lot of these experiments really don't care what orbit they're in," Payton said. "They just want to get into space and see if their technology can or cannot work in space.
The Iridium NEXT constellation will include 66 satellites flying 485 miles above Earth in near-polar orbits. They craft will be spread apart to provide global mobile voice and data communications continuity as the company's current fleet of satellites is retired.
Iridium is in final negotiations with Lockheed Martin and Thales Alenia Space for the prime contract to build the fleet. But Iridium will first have to acquire financing for the project.
"We are now actively engaged in securing funding for NEXT with two export credit agences. Clearly, an important component of vendor selection will be the level of ECA support, and Lockheed and Thales are fully engaged in this process," Matthew Desch, Iridium's CEO, told investment analysts in a March 16 conference call.
Desch said he hopes to award the development and construction contract this summer. Iridium expects to finalize a list of suitable hosted payloads by the fall of 2011, according to Campbell.
The Air Force funded an Iridium study last year analyzing how the NEXT constellation could accommodate space situational awareness sensors capable of tracking other objects in orbit.
Space is rapidly becoming more bottlenecked with dead satellites, disposed rocket parts and loose debris from intentional and accidental orbital collisions. Air Force officials say it is critical to know where these objects are and what they are doing.
"While there's a great volume of space there in which they can move, they're all traveling at a very high rate of speed. As space becomes more congested, it's even more important that we understand where these objects are and what they're doing," Air Force Gen. Robert Kehler told a Senate strategic forces subcommittee earlier this month.
Kehler is the commander of Air Force Space Command, the organization responsible for air traffic control in space.
Payton said the best solution for the space situational awareness mission is the continued development of a potential fleet of Space Based Space Surveillance, or SBSS, satellites. The first SBSS demo mission is scheduled to launch this summer.
"From what I've seen of the space situational awareness applications on Iridium, I don't think we honestly gain that much, assuming we get SBSS on-orbit successfully," Payton said.
According to Campbell, no final decisions have been made on space situational awareness or any other payloads on Iridium NEXT.
Other applications for the military include space weather monitoring. The National Oceanic and Atmospheric Administration, or NOAA, is also discussing placing Earth observation and science instruments on Iridium NEXT satellites.
Researchers could also use GPS radio signals between Iridium and navigation satellites in higher orbits to measure atmospheric profile data on humidity and temperatures.
"Many of those sensors wouldn't take up the whole payload size, weight and power allocation. Some of them were actually very nice fits to fly multiple missions," Campbell said. Компания Lockheed Martin объявила о заключении контракта на создание геостационарного спутника связи для Вьетнама VINASAT-2.
Аппарат будет создан на базе платформы А2100 и оснащён 24 транспондерами Ku-диапазона. Запуска аппарата намечен на 2012 год, точка стояния - 131,8 градуса восточной долготы. Расчётный срок эксплуатации аппарата - 15 лет.
Спутник VINASAT-1 для Вьетнама компания Lockheed Martin произвела в 2008 году.

Документ предусматривает применение французской продукции для создания космических аппаратов решетнёвской фирмы. Её использование позволит повысить энерговооруженность спутниковой платформы, без увеличения массы.

TEHRAN - Iran and Russia have agreed to cooperate to launch two satellites.
The agreement came during a meeting between Iranian Communications and Information Technology Minister Reza Taqipour and Russian Communications and Mass Media Minister Igor Olegovich Shchegolev in Russia last week.
According to the agreement, the launch of a remote sensing satellite and a telecommunications satellite has been placed on the Iranian communications ministry's agenda for the current Iranian calendar year (began March 21), Mohammad Hosseinpour, an advisor to the communications minister, told the Mehr News Agency on Monday.
Hosseinpour said the two countries also agreed to construct fiberoptic telecommunications systems under the Caspian Sea in order to expand the communications links between the two nations.
He pointed to the high communications traffic in the region, saying that the establishment of fiberoptic systems could make communications more economical.
However, further negotiations between Caspian Sea littoral states will be necessary before the plan can be implemented, he added.
He went on to say that Iran is ready to help reduce telecommunications traffic between Russia and Europe.
Hosseinpour said Moscow is interested in expanding ties with Tehran in the field of information technology and communications because Russian officials believe that cooperation between the two countries in this area will increase in the future and Russia should make efforts to meet its need for strong telecommunications links.
Taqipour traveled to Russia last week upon the invitation of the Russian communications minister

Спешу заметить что литий-ионные аккумуляторы существенно отличаются от прочих своими массо-габаритными и эксплуатационными характеристиками от аккумуляторов других типов. (удельная масса и объём существенно лучше, а вот срок службы заметно меньше чем у никель-водородных (http://www.niai-istochnik.ru/catalog.php?id=4))
А тем временем я наткнулся на сайт одной нашей конторы, которая делает аккумуляторы этого типа: http://www.niai-istochnik.ru/catalog.php?id=6 . Судя по характеристикам цилиндрического элемента ЛИА-0,4 стандартного типа (за бугром их обозначают "14500"), ёмкость его хуже японских/китайских в полтора раза.

Вопрос звучит идиотски, но подоплека простая: в Новосибирске на территории НЗХК создается совместное с китайцами производство аккумуляторов для электромобилей. Почему именно там, понятно. В силу специфики основной деятельности НЗКХ там скопились крупнейшие запасы сверхчистого лития и есть культура работы с ним.
Короче, можно ли по "автобусным" технологиям делать оборудование для космоса (все необходимые "ку" в сторону контроля качества и тестов подразумеваются)?

Если я правильно запомнил, первичный элемент суть
батарейка и расчитан на разовое использование, а аккумулятор - на работу в режиме значительного числа зарядов-разрядов.
Кстати, НЯЗ, первичные литий-ионные источники тока в РФ делает фирма "Орион-ХИТ".

Российские ученые помогут канадцам запустить в космос полярный спутник, третий по счету. Аппарат будет собирать информацию для метеорологов, а заодно следить за территориальными водами.
Канадское космическое агентство (CSA) просит помощи у российских коллег взапуске спутника над Северным полюсом. Об этом сообщает местная газета TheChronicle Herald.

По его словам, российские ученые разрабатывают аналогичный проект. В ближайшее время две страны намерены объединиться, чтобы делиться информацией по проектам.
По задумке канадцев два спутника -- российский и канадский -- будут вести наблюдения за полюсами Земли. Космические аппараты предназначены одновременно для сбора метеорологических данных и для осуществления передачи информации.
Зачем нужен аппарат
«Наше министерство обороны очень заинтересовано в этой миссии, которую мы сейчас разрабатываем», -- пояснил Сэчдев, добавив, что из-за малого количества собственных спутников, летающих над полюсами, связь с канадскими военными, проводящими ряд спецопераций на северных направлениях, очень плохая.
Сейчас у Канады есть два северных спутника -- Radarsat 1 и Radarsat 2, одновременно охраняющих территориальные воды севера и следящих за погодой. Вскоре в космос отправится третий аппарат.
«Это совершенно новая программа. На нее уже выделено порядка $6 млн. Она даст старт новой, долгосрочной космической программе», -- заключил Сэчдев. По его словам, запуск спутника намечен на 2016 год.

INSAT 4-B spacecraft hit by power problem

The INSAT-4B communication satellite has been hit by a "power supply anomaly" in one of its two solar panels which has led to switching off 50 per cent of the transponder capacity.
Due to a power supply anomaly in one of its two solar panels, there has been a partial non-availability of services on India's INSAT-4B communication satellite, ISRO said in a release here today.
On the night of July 7, the satellite experienced a power supply glitch which led to switching off 50 per cent of the transponder capacity (6 Ku and 6 C-Band transponders), the release said.
An expert team is studying the possibilities of partial utilisation of some of the transponders that were switched 'off 'and restoring services at the earliest, it said.
The INSAT-4B carries a total of 24 communication transponders (12 Ku-Band and 12 C-Band) and has been in operation since March 2007.

Toulouse, 2 August 2010 - Astrium has signed a contract worth O55.2 million with the Vietnam Academy of Science and Technology (VAST) for the development, manufacture and launch of an Earth observation optical satellite system. This follows on from last November's intergovernmental agreement on space co-operation between France and Vietnam, in which the French government affirmed its commitment to building a closer partnership with Vietnam in the domain of science and technology.
The contract awarded by VAST - the national institution responsible for setting up Vietnam's Earth observation space programme - relates to the Vietnam Natural Resources, Environment and Disaster Monitoring Satellite VNREDSat-1 and the corresponding ground systems. This programme is the result of an initiative by the Vietnamese government to create a space infrastructure enabling the country to better monitor and study the effects of climate change, predict and take measures to prevent natural disasters, and optimise the management of its natural resources. More generally, it will allow the country to advance its knowledge in the field of space engineering and benefit from the ensuing economic and technological growth to create new employment opportunities.
The space system comprises an optical satellite capable of capturing images with a resolution of 2.5 metres, the associated ground control, image receiving and processing stations, and a co-operation and training programme for the Vietnamese engineers. The image receiving and processing terminals will be integrated in Vietnam's existing ENRMS monitoring station, a multi-satellite ground facility operated by the Ministry of Natural Resources and Environment.
The satellite will be built in Toulouse by a team including 15 Vietnamese engineers.
Jean Dauphin, Director of Earth Observation and Science Programmes for Astrium France, said: "I am delighted that Astrium has been chosen to construct Vietnam's first Earth observation satellite. This contract is the result of long and fruitful discussions between Astrium and the space programme managers at VAST, and is indicative of the high technological standard and quality of the Earth observation space systems developed by Astrium."
