However, given the data appears to point to worst case scenarios, and that flight experience has seen such issues before, shuttle managers may decide that the risk is no greater than they've previously flown with, allowing the launch to proceed on track.

This would appear to be good rationale, as NESC are noting that once the suspect panels have been removed, a variety of tests would be required to back up their claims, and even then the results may not provide conclusive data to justify a decrease in risk - by their own admission.

Going into Discovery's launch campaign, the leading theory for the cause of the degradation was a slow process of oxidation. Using a technique known as thermography, engineers showed that the areas of concern were stable and had not worsened over the two most recent flights. Based on that, along with past experience with the panels and other test data, the orbiter project and wing leading edge subsystem engineers concluded in August that Discovery could safely be launched as is. The groups repeated that recommendation today.

One of the topics discussed before the conclusion of the program review Wednesday involved the reinforced carbon carbon, or RCC, on Discovery's wing leading edge panels. In the past, there have been post-flight indications that the edges of a couple of panels have lost small amounts of their upper-level coating. Thermography, or thermal imagery, has been used to inspect the panels in order to identify any internal defects that could lead to coating loss.
The NASA Engineering and Safety Center (NESC) has been working with shuttle engineers to better understand the potential causes of coating loss. At Wednesday's meeting, NESC recommended replacing three of Discovery's 44 panels.
Discovery has flown at least twice with these panels in the current condition, and with no indications of degradation based on thermography. At this point, the Space Shuttle Program has determined that Discovery's astronauts can safely carry out their mission without having to replace the panels.

Так он ( PDGF ) выглядит в реальности : летит отдельно, устанавливается на Node-2 в первой ВКД.

Уже усадили всех на места, пристегнули.
На видео небо, вроде, чистое. Хотя ветерок ощутимый - струйку испарений строго вбок сносит.

Имхо - вероятность полететь хорошая.

Такое чувство у меня, что полетят. Похода на вид хорошая, проблем особо не видно...

Имеет значение также разница скоростей на разных высотах.
Судя по виду с обзорных камер, погода лётная, но метеопрогноз обещает моросящий дождь и ветер с океана в течении ближайшего часа...

Какие ограничения по скорости ветра?

NE и NW 39 узла, SE и SW 23 узла. На высоте 15 узлов. Ветер в порядке, радар тоже чист от облаков, если отложат, то только из-за того кусочка льда что между баком и обитером.
