Alcatel Alenia Space announced in December 2006 it has signed a Euro 661 million contract with Globalstar, Inc., a provider of mobile satellite voice and data services to businesses, government and individuals, to provide their second-generation satellite constellation. Per this contract, Alcatel Alenia Space, as prime contractor, will design, manufacture and deliver 48 low-earth-orbit (LEO) Globalstar -satellites as well as launch support services prior to and during the launches and mission operations support.

This definitive contract occurs a few weeks after the preliminary contract (Authorization To Proceed) signature aimed at defining the program readiness review and developing program milestones.

With a launch mass of approximately 700 kg and an end-of-life power of 1.7 kW, Globalstar satellites will be fitted with 16 transponders from C- to S-band and 16 receivers from L- to C-band. Starting in 2010, Globalstar satellites will be launched by 6 to 8 at the same time and will have a lifetime of 15 years. The satellites will be deployed into a 920 km, 52° phasing orbit, from where they will raise themselves to the operational 1410 , 52° orbit.

This agreement will involve Alcatel Alenia Space's production sites in France, Italy, Spain and Belgium. Globalstar's second-generation satellites will be assembled and integrated in Alcatel Alenia Space facility in Roma (Italy). The payloads will be provided by the company's facility in Toulouse (France); the structures as well as the thermal subsystems being provided by its facility in Cannes (France).

Alcatel Alenia Space participated in the design of the complete first generation system and was responsible for the supply of satellites payloads, structures, thermal subsystems as well as the complete satellite integration. The company was also responsible for manufacturing and installing the Globalstar ground station antenna terminals.

The first batch of 24 satellites was ordered in 2006. The next 6 will be ordered in 2012.

 PARIS — Mobile satellite services provider Globalstar and launch services provider Arianespace have settled their dispute over how much Globalstar owes to cover launch-cost overruns due to satellite delays, Globalstar said Sept. 18.

 Pending payment of the now agreed-to amount by Globalstar — the statement did not disclose the figure — Arianespace is expected to proceed with the launch of the fourth and final group of six second-generation Globalstar satellites in early 2013, Globalstar said.

 Globalstar Chief Executive Jay Monroe said Sept. 11 during the World Satellite Business Week here that the dispute with Arianespace, which he said was due entirely to satellite delivery delays by Thales Alenia Space, totaled no more than "a couple of million dollars."

 Evry, France-based Arianespace and its French-Russian Starsem affiliate have conducted three Soyuz launches of second-generation Globalstar satellites, with each launch carrying six spacecraft.

 The final batch is about ready for shipment from Thales Alenia Space's Rome facility to the Starsem launch site at Russia's Baikonur Cosmodrome in Kazakhstan.

 The more quickly Globalstar launches its satellites, the more quickly it will be able to restore two-way voice service, a key source of revenue, to its customer base.

 "Due to available launch windows and the upcoming end-of-year holiday season, the fourth launch is now anticipated in early 2013," Globalstar said in its Sept. 18 statement.

  Globalstar recently concluded a contract with Cannes, France-based Thales Alenia Space specifying the cost of building six additional Globalstar satellites to bring the constellation to 30. Globalstar and Thales Alenia Space have concluded that Globalstar will be able to offer full voice and data service with 30 satellites instead of the 48 originally foreseen.

February launch agreed for Globalstar

Globalstar has announced that it has agreed an early February 2013 launch date with its launch services provider, Arianespace, for the deployment of its second-generation constellation.

The launch, from the Baikonur Cosmodrome in Kazakhstan, will be the fourth launch for this constellation, with three second-generation satellite launches already completed.

Satellite manufacturer Thales Alenia Space has confirmed that the review and shipment of the six spacecraft to be launched will be completed by the end of October, allowing pre-launch preparations to begin at the Cosmodrome for an early February launch.

Globalstar says that a launch during the first week of February would allow it to place two of the new satellites into service almost immediately after launch.

All but one of the previously launched satellites had been placed into service by the end of September. The company notes that the one remaining satellite is already in its operational plane and is awaiting the upload of a software upgrade to remedy a previously reported momentum wheel issue.

Globalstar says it expects to receive the software upgrade from Thales in mid-October, upload it into the satellite and then place it back into operation. This upgrade will also be made available for Globalstar's other second generation satellites, if necessary.

"Since Globalstar embarked on a mission to be the first MSS provider to launch a second-generation LEO constellation, nothing about this process has been quick or easy," said Jay Monroe, chairman and CEO of Globalstar.

"After six long years, we are proud to report that the finish line is within reach. Although the deployment of our new constellation with its improved design and capabilities has had its challenges, we can finally look forward to the long-term reliable service the new constellation will provide to our customers."

                        Сегодня около 11 часов мск на аэродроме «Юбилейный» космодрома Байконур совершил посадку самолет Ил-76, который доставил на космодром два космических аппарата «Глобалстар-2»  (Globalstar-2). После выгрузки контейнеры со спутниками будут загружены на транспортировочные платформы и перевезены в монтажно-испытательный корпус площадки 112 космодрома, где они будут проходить подготовку к запуску.
 
 Поставка на космодром еще четырех спутников, необходимых для кластерного пуска, будет выполнена позднее.
 
 Ракета-носитель «Союз-2.1а» и разгонный блок «Фрегат», которые должны вывести на орбиту кластер из шести спутников «Глобалстар-2» находятся на космодроме в режиме хранения. Пуск намечается выполнить в середине первого квартала 2013 года.

Preparations are underway for a medium-lift Soyuz launch to deploy the six final spacecraft in Globalstar's second-generation constellation, with the mission scheduled to lift off from Kazakhstan's Baikonur Cosmodrome next February.
This is the last of four flights contracted to Arianespace for the orbiting of Globalstar's second-generation constellation, completing a series of launches that started in October 2010, and continuing in July and December 2011.  All of these missions are performed at Baikonur Cosmodrome by Arianespace's Starsem affiliate.
Globalstar reports that with the 18 satellites orbited to date by Arianespace/Starsem launches, its current subscribers and new users are experiencing significantly improved performance and reliability with high voice quality, fast mobile satellite handset data speeds and affordable service.
Built by Thales Alenia Space, the Globalstar second-generation platforms are trapezoidal in shape to facilitate their integration on a purpose-built dispenser that fits under the Soyuz payload fairing.
The launch vehicles operated from Baikonur Cosmodrome use the same basic modernized Soyuz version that Arianespace introduced at the Spaceport in French Guiana during 2011, and are equipped with the ST-type fairing that has an external diameter of 4.1 meters and a length of 11.4 meters.
Next February's Soyuz launch is designated ST26 in Arianespace's numbering sequence to signify the 26th flight performed by its Starsem affiliate since beginning operations with a launch in 1999 that lofted four first-generation Globalstar satellites.

На космодроме Байконур продолжается подготовка к выполнению запуска ракеты «Союз-2.1А» с разгонным блоком «Фрегат» и шестью спутниками низкоорбитальной связи «Глобалстар-2».

Сегодня в 12.10 мск на аэродроме «Юбилейный» космодром Байконур приземлился самолет Ил-76, который рейсом из Шереметьево доставил на Байконур два космических аппарата Globalstar-2. Контейнеры со спутниками выгружены из самолета, ведется их перевозка в монтажно-испытательный корпус площадки 112 космодрома, где космические аппараты будут проходить подготовку к запуску.

Одним пуском ракеты «Союз-2.1А» с разгонным блоком «Фрегат» на целевую орбиту выводится шесть космических аппаратов. С прибытием двух спутников 14 ноября, их число на Байконуре достигло четырех. Еще два космических аппарата планируется доставить на Байконур в начале декабря.  

Запуск ракеты космического назначения «Союз-2.1А» с разгонным блоком «Фрегат» и шестью спутниками низкоорбитальной связи Globalstar-2 намечен на февраль 2013 года.

"В понедельник в чистовой камере монтажно-испытательного корпуса площадки 112 космодрома расчеты российских и иностранных специалистов проводят выгрузку из контейнеров и установку на рабочие места двух космических аппаратов Globalstar-2, доставленных на Байконур 8 декабря", - рассказал собеседник агентства.

Он напомнил, что спутники будут выводиться на орбиту ракетой-носителем "Союз-2" в I квартале 2013 года.

"Всего "Союзу-2" предстоит вывести в космос шесть космических аппаратов, четыре из них были доставлены на космодром ранее, три из них уже полностью прошли цикл подготовки и установлены на блок отделения (диспенсер)", - отметил источник.

Он подчеркнул, что с прибытием еще двух спутников на Байконуре теперь сосредоточены все спутники, предназначенные для проведения запуска.

Ракета-носитель "Союз-2.1а" и разгонный блок "Фрегат" находятся в монтажно-испытательном корпусе площадки 31 космодрома, где специалисты Роскосмоса проводят их подготовку к запуску.

Предстоящий пуск "Союза-2" станет четвертым в рамках развертывания второго поколения низкоорбитальных спутников связи Globalstar.

Первые шесть спутников второго поколения были выведены на орбиту 19 октября 2010 года с помощью ракеты-носителя "Союз-2" с космодрома "Байконур". В 2011-2012 годах "Союзами" на орбиту выведены еще 12 космических аппаратов " Globalstar-2".

The remaining two Globalstar satellites for next February's Arianespace/Starsem Soyuz mission fr om Baikonur Cosmodrome are now at the Kazakhstan launch site, joining four other spacecraft for checkout and the subsequent integration on their medium-lift vehicle.

Arriving this month aboard a chartered An-124 cargo jetliner at the Cosmodrome's Yubileiny Airport, these platforms – designated Globalstar FM #21 and FM #25 – were transported across the facility to Starsem's Payload Processing Facility (PPF), wh ere they entered the final preparation workflow.

February's launch will be the last of four flights contracted to Arianespace for orbiting of Globalstar's second-generation constellation – with its previous flights performed in October 2010, July 2011 and December 2011.  All of the missions are conducted by Arianespace's Starsem affiliate, carrying six satellites each.

The second-generation Globalstar platforms are trapezoidal in shape to facilitate their integration on a purpose-built dispenser that fits under the Soyuz payload fairing.  The spacecraft were built by Thales Alenia Space.

After reaching orbit next February, the final six satellites will restore full service to Globalstar's customers, positioning the company as the first mobile satellite service provider deploying a second-generation constellation of low-Earth orbit satellites.  Globalstar provides mobile satellite, voice and data services, with products that include mobile and fixed satellite telephones, simplex and duplex satellite data modems and flexible service packages.

The Starsem launch vehicles operated from Baikonur Cosmodrome for these constellation missions are the same basic modernized Soyuz version used by Arianespace at the Spaceport in French Guiana.

February's Soyuz launch will be the 26th performed by Arianespace's Starsem affiliate since it begin operations at Baikonur Cosmodrome in 1999.  That historic introductory commercial Soyuz flight also was at the service of Globalstar – lofting four of its first-generation constellation satellites.


The FM #21 and FM #25 spacecraft for Globalstar's second generation constellation arrive at Baikonur Cosmodrome's Yubileiny Airport.  


Two other satellites are shown after their integration on the two-segment dispenser system that will be installed under Soyuz' payload fairing.

 Globalstar's cluster of second-generation satellites to be orbited by Soyuz from Baikonur Cosmodrome has been installed atop the Fregat upper stage, marking another milestone in a wrap-up flight for Arianespace's Starsem affiliate.

 The six spacecraft and their conical-shaped dispenser were positioned vertically on the Fregat stage this week in the Upper Composite Integration Facility (UCIF), which is operated by Starsem at the Kazakhstan launch site.
With the mating now achieved, the spacecraft/Fregat combination is ready for rotation to a horizontal orientation, allowing its encapsulation in the payload fairing.  The completed unit will then be transferred to Baikonur Cosmodrome's MK 112 launch vehicle assembly and integration facility for mating with the basic three-stage Soyuz.
Fregat is produced by Russia's Lavochkin Research and Production Association, and is an autonomous and highly flexible orbital vehicle that can be restarted up to 20 times in flight, enabling complex mission profiles to be performed.  It is composed of six welded spherical tanks: four spheres serving as the propellant tanks, while the other two operate as sealed instrumentation bays containing the flight control system, along with radio and telemetry systems.
The upcoming mission is now set for liftoff on February 5 at 10:20 p.m. local time in Kazakhstan, and will complete a series of four launches contracted via Arianespace for Globalstar's second-generation constellation – all conducted under the coordination of Starsem.  It will be the 26th flight carried out by Starsem since the affiliate's history-making inaugural Soyuz commercial flight in 1999 that lofted four of Globalstar's first-generation constellation satellites.
 Soyuz launchers are produced in Russia by the Samara Space Center "TsSKB-Progress."  The medium-lift vehicle is used in both Starsem missions from Baikonur Cosmodrome and Arianespace's operations with this workhorse launcher from the Spaceport in French Guiana.
