На космодроме Байконур продолжаются работы по программе подготовки к запуску кластера из 6 космических аппаратов связи «Глобалстар-2».

На прошлой неделе совместные расчеты иностранных специалистов и специалистов предприятий ракетно-космической отрасли России провели работы по интеграции 5-го и 6-го космических аппаратов с диспенсером.

В настоящий момент все шесть космических аппаратов установлены на верхнем и нижнем диспенсерах и переведены в режим хранения.

Globalstar Halts Launches as More Satellite Problems Surface[/size]

    PARIS - Mobile satellite services operator Globalstar has encountered a new problem with the momentum wheels aboard the second batch of its second-generation satellites, launched in July, that is apparently different from the defect found in the wheels on the first batch of spacecraft launched in October 2010, Globalstar said.

    The company said it will not proceed with the planned December launch of a third batch of six satellites, nor the early-2012 launch of a fourth and final group, until it has received assurances from its satellite prime contractor, Thales Alenia Space, and momentum-wheel manufacturer Goodrich Aerospace that the problem will not recur.

    In a Nov. 9 filing with the U.S. Securities and Exchange Commission (SEC), Globalstar also said the eight first-generation Globalstar satellites launched in 2007 have begun to show the same radiation-caused problems that has all but shut down the ability of the 48 first-generation satellites to provide two-way voice service.

    Covington, La.-based Globalstar said it currently estimates that these eight satellites, which the company was counting on to provide full voice and data services with the 24 second-generation models, will be incapable of providing voice service beyond late 2013.

    The performance decline of these satellites has made it all the more urgent for Globalstar to contract with Cannes, France-based Thales Alenia Space for six additional satellites. But while Globalstar has tried to force its prime contractor to begin work on more spacecraft, Thales Alenia Space has said Globalstar had let expire a contract option allowing it to order more satellites at prices fixed in that contract.

    Globalstar and Thales Alenia Space have submitted their dispute to the American Arbitration Association, which has scheduled a Jan. 24 hearing.

    Globalstar and its creditors in September amended a debt facility to permit Globalstar to order more satellites, but only if the average purchase price "does not exceed 55.2 million euros," or about $77 million at current exchange rates.

    In a Nov. 8 conference call with investors, Globalstar Chief Executive Jay Monroe described the contract issue this way:

    "Our view is that we have a right to order additional satellites under our contract at known pricing. Thales's view is that the date for that had gone by, and therefore that [we] could order new satellites but the pricing is subject to an 'equitable adjustment,'" Monroe said.

    "The 'equitable adjustment' to us means price increases of one percent per quarter — double or triple the actual rate of inflation. We consider that to be reasonable. Thales has a very different view, which does not appear to us to be 'equitable adjustment' at all."

    Anthony J. Navarra, Globalstar's president of operations, said during the call that Thales and Goodrich notified Globalstar that momentum wheels on two of the satellites launched in July had developed anomalies, which he said showed up in the form of increased friction.

    Navarra said the cause remains unknown, and that it may be something different from the momentum-wheel issue that has affected the first six second-generation satellites, launched in October 2010. That issue already forced Globalstar to delay the launch of the second group of satellites to give Goodrich and Thales Alenia Space time to resolve the problem.

    "Frankly, what we've been told now is that there may be an additional or a different failure that we have to watch very carefully, and that's what we're going to do," Navarra said.

    Navarra said that it is too soon to determine whether Globalstar proceeds with the planned December launch or delays it, but that a decision would have to be made by late November.

    The company's financial health depends on returning its service to full two-way voice availability with the second-generation constellation.

    In its SEC filing, Globalstar said it is working with its contractors to design a way for the satellites to fly with only two operational momentum wheels, rather than the three needed per satellite now.

    Each Globalstar satellite carries four momentum wheels, one being a spare. Momentum wheels help maintain a satellite stably in orbit.[/size]

Сейчас идет подготовка к пуску РКН Союз-2 с Глонасс-М в Плесецке, народ уже там. 5 декабря пуск Союза-2 с Глобалстарами, туда тоже надо кого то посылать. А 17 декабря пуск Союз-2 с Куру, туда тоже народ нужен. А уже не хватает народу ...

Из выше процитированного сообщения это вроде как ясно следует - не будет ни декабрьского, ни февральского пуска до тех пор, пока от Талеса не придёт подтверждение об устраненнии проблем. Гироплатформа оказывается не только чисто российская головная боль :)

Могут бабахнуть на авось. Ведь спутники на орбите сыплются, если тянуть дальше, то капут - банкротство. А тут может продержатся хоть немного, часть денег отобъют.

INTERFAX.RU - Намеченные на декабрь и следующий февраль запуски 12-ти спутников связи компания Globalstar с помощью ракет-носителей "Союз-2.1а" с космодрома Байконур, скорее всего, будут отложены по техническим причинам, сообщил "Интерфаксу-АВН" источник в ракетно-космической отрасли.

 "В запущенных в июле этого года аппаратах Globalstar обнаружен дефект работы системы орбитальной ориентации. Нештатная работа этой системы ранее была выявлена на спутниках, выведенных на орбиту в октябре 2010 года. Но дефекты в разных группах спутников отличаются. Компания Globalstar намерена отложить предстоящие два запуска до выяснения причин произошедшего", - сказал собеседник агентства.

 Запуск первой группы из шести спутников Globalstar намечен на 5 декабря 2011 года, а второй группы из такого же количества аппаратов - на 12 февраля 2012 года.[/size]

     Сегодня в чистовом зале монтажно-испытательного корпуса площадки 31 космодрома Байконур расчёты российских специалистов приступили к работам с ракетой-носителем «Союз-2.1а», которая должна будет вывести на орбиту блок из шести космических аппаратов «Глобалстар-2».

     Ведется подготовка наземной проверочной аппаратуры для испытаний систем управления и измерений, работа с блоками первой ступени ракеты-носителя.

     Кластер из шести спутников «Глобалстар-2» находится в режиме хранения в чистовой камере монтажного корпуса площадки 112.

     Запуск ракеты космического назначения «Союз-2.1а» с разгонным блоком «Фрегат» и шестью космическими аппаратами низкоорбитальной связи «Глобалстар-2» намечен на первую половину декабря 2011 года.

Thales Alenia Developing Software Solution for Globalstar Satellite Component Problem[/size]

    PARIS — Mobile satellite services provider Globalstar Inc. has concluded an agreement with the builder of its second-generation satellite constellation that likely will permit these 24 satellites to operate for 15 years in low Earth orbit even if their momentum wheels fail, Globalstar announced Nov. 21.

    Under the agreement, satellite manufacturer Thales Alenia Space of France and Italy will develop a software patch to be sent to the orbiting Globalstar satellites to overcome momentum-wheel failures that have taken one satellite out of service and threaten others.

    Anthony J. Navarra, Globalstar's president of global operations, said in a statement that the software upload "should enable the affected satellite to return to full service" and provide mobile voice and data communications for 15 years.

    Covington, La.-based Globalstar has ordered 24 second-generation satellites from Thales Alenia Space. The first six of these were launched in October 2010. Shortly after launch, Globalstar discovered defective performance in the momentum wheels of one of these spacecraft, and indications that the same problem could affect the other five.

    Momentum wheels permit satellites to maintain themselves stably in orbit. Each Globalstar satellite is equipped with four wheels, of which three are needed. The fourth is a spare.

    The most affected satellite has lost the use of two of its wheels and has been removed from service.

    Globalstar announced in early November that an apparently different momentum-wheel issue has cropped up on the second batch of six satellites, launched in July. The company said it is working with Thales and with momentum-wheel provider Goodrich Aerospace to determine the nature and extent of this fresh anomaly and will, if necessary, delay the launch of the third batch of six satellites, planned for mid-December.

    The Nov. 21 agreement with Thales Alenia Space places the proposed software solution into the Globalstar-Thales contract.

    In a Nov. 22 statement in response to Space News inquiries, Globalstar said:

    "Thales and Goodrich have been working on identifying a proposed fix for a number of months but only recently was that proposal formalized, and an agreement signed. Thales believes they have a solution that will ... allow us to bring our satellite back into service for its 15-year mission. The signed agreement establishes the commercial terms for the development of that solution."

    Michel Fiat, chief technical officer for Thales Alenia Space, said in a Nov. 21 statement that software upload to the orbiting Globalstar second-generation satellites will be conducted "after full validation on Thales Alenia Space software and avionics test benches." Fiat said the same solution could be applied to other satellites in the constellation, as needed.[/size]
