Senate Spending Bill Directs U.S. Air Force To Develop Alternative GPS Payload
http://www.spacenews.com/article/military-space/41301senate-spending-bill-directs-us-air-force-to-develop-alternative-gps

WASHINGTON — The U.S. Senate's newly drafted defense spending bill for 2015 directs the Air Force to allocate at least $20 million for work on a space-based digital navigation instrument as a possible alternative to the payload developed for the service's new-generation GPS 3 satellites.

Companies Step into GPS III Competition as Air Force Weighs Broader Changes

Among the options being assessed, another source said was launching at least some of the GPS satellites without the nuclear detection payload — an idea that has been floated before.

"There is a very strong possibility that a new GPS III without the (Nuclear Detonation Detection System [NDS]) on it could, in fact, be built," said the expert.  What makes it possible, this expert said, was that enough satellites with the NDS payload would be on orbit after the 12th GPS III spacecraft is launched to fulfill the nuclear detection mission through 2040 — making it unnecessary to loft more.

"It's an avenue that's being explored," said the expert. They can fly some cheaper GPS IIIs without NDS for a while, they explained. "If at that point they need to put it back they can."

Pulling NDS from some of the GPS III satellites could allow dual launch of those spacecraft — at a significant cost savings. Though the Air Force announced earlier this year that it would not pursue dual launch, the GPS Program Office is keeping the capability in its plan for the spacecraft, explained the source, so that the option is available later if needed.

After 22 Years of Service, Air Force Decommissions GPS SVN-26
http://www.amerisurv.com/content/view/13382/121/

06 January 2015 was the last day of service for GPS SVN-26. SVN-26 was a Boeing/Rockwell International Block II GPS satellite launched 07 July 1992 one of the first generation of operational GPS satellites with a design life of only 7.5 years. A testament to the satellite engineers and the men and women of the Air Force, the Second Space Operations Squadron at Schriever Air Force Base has successfully managed SVN-26 in its mission for over 22 years.

On 7 Jan, SVN-26 (PRN-26) was transferred from the operational ground control system (AEP) to Launch, Anomaly and Disposal Operations (LADO). In the near-term, PRN-26 will be used for clock checkout activities on a few LADO satellites. The compatibility test for SVN-71, the next IIF satellite to launch (SVN-71/IIF-9) is scheduled for the week of 19 Jan. PRN-26 will be used by SVN-71 for the compatibility test and then be used again for LADO satellite clock tests. PRN-26 will be reassigned to SV-71 just prior to launch. SVN-71/PRN-26 is currently scheduled for launch from Cape Canaveral on 25 Mar 2015.

US fixing software glitch with Boeing GPS satellites
http://www.reuters.com/article/2015/03/22/us-usa-airforce-satellite-idUSKBN0MI0MT20150322

(Reuters) - The U.S. Air Force Sunday it is working to resolve a technical error that affected some Boeing Co Global Positioning System (GPS) satellites, although it did not hurt the accuracy of GPS signals received by users around the world.
Air Force Space Command said the glitch appeared to involve the ground-based software used to index, or sort, some messages transmitted by GPS IIF satellites built by Boeing, but officials were still investigating other possible causes.
Lockheed Martin Corp runs the GPS "ground control" segment, which enables Air Force officials to operate all GPS satellites, including the IIF satellites built by Boeing.
The Air Force said the issue came to light in recent days, but a close examination of archived data showed the problem had gone unnoticed since 2013. It gave no details of the extent of the problem, its impact on the overall system or how it had come to light.
It said the glitch appeared related to the ground software that builds and uploads messages transmitted by GPS satellites, resulting in an occasional message failing to meet U.S. technical specifications.
The Air Force said it had put in place a temporary solution and officials were working on a permanent fix.
Boeing, prime contractor for the GPS IIF satellites, had no immediate comment on the news, which comes days before the Air Force is due to launch the ninth GPS IIF satellite into space.
Lockheed officials also had no immediate comment.

http://vestnik-glonass.ru/news/tech/obnovlenie-gps-iii-pervyy-sputnik-k-testirovaniyu-gotov/

http://vestnik-glonass.ru/news/tech/pervyy-sputnik-gps-iii-gotov-k-ispytaniyam-v-neblagopriyatnoy-srede/

Dan Hart, Vice president of government satellite systems, Boeing Network & Space Systems
http://spacenews.com/qa-with-dan-hart-boeings-point-person-for-government-and-military-space/

What kind of GPS work is Boeing doing now that the 2Fs are out of production?

The 2Fs are complete. We've launched five of them in the last 13 months — the highest launch rate in 20 years. Those are operating great. Of course, over a long span, we saw the need to go to a digital payload. We've been investing in the development. We have prototypes in the lab. We've completed a lot of the early design phase.

How long might a digital payload take?

We've done some significant spacecraft developments in the last five years or so and expanded our 702 family of satellites. We developed the 702MP satellite for Intelsat with a new payload for them. We just launched the first 702SP all-electric propulsion satellites, also developed for commercial customers. Each was on the order of 32 months. We've done developments in less time in a couple cases. We have a development team that is experienced and pretty well primed.

Are you working with other companies to develop the digital payload?

I'd rather not go there.

Exelis had trouble with the navigation payload for the GPS 3 program. Boeing has worked with Exelis on payloads for previous-generation GPS craft. Did you encounter any issues there?

Yeah. We know the playbook and we see it playing out again.

Lockheed Martin is under contract for eight GPS 3 satellites and likely will be tasked to build at least two more. How do you see the Air Force's acquisition strategy for follow-on satellites evolving?

We've seen some of the shifting going on and there are two ways to handle the acquisition. Fundamentally, it can either be approached in a traditional manner, sort of what we saw last summer, in which the government would fund the nonrecurring costs and prepare for a competition. Or, if the government wants industry to invest, we would recommend structuring it like we would do commercial satellite sales. The government would buy a block of satellites and industry invests in non-recurring [technology and design] to make it happen. You're really buying the satellites so that the investment and revenue stream are tied together. If we're going to make a nonrecurring investment, there's got to be a predictable subset of that block that goes together so that we can close our business case.

Constellation Changes:  The Air Force Second Space Operations Squadron (2 SOPS) indicates that IIF-11, SVN-73/PRN-10, will replace SVN-47 in the E plane slot E2.  SVN-34/PRN-04 will be taken out of the operational constellation prior to SVN-73 payload initialization and sent to Launch, Anomaly Resolution, and Disposal Operations (LADO). PRN-04 is tentatively scheduled for assignment to IIF-12, launching in February of next year.  SVN-34, launched on 25 Oct 1993, has been in an auxiliary node in the D-plane and successfully served ~22 years, almost 15 years beyond its designed service life, due to the diligent efforts of the men and women of the U.S. Air Force.  SVN-47 will be re-phased from the E2 location to a newly defined E5 node (GLAN = 160°) once SVN-73 is set healthy."
