T+plus 18 minutes. MECO 1. Centaur's main engine has shut down following its first burn today, achieving a transfer orbit with the CLIO satellite to reach a final perch thousands of miles above Earth. The rocket will coast in this orbit for about two-and-a-half hours before the RL10 engine re-ignites to circularize the orbit and then deploys the satellite.
The CLIO satellite's final orbit has not been disclosed.

0032 GMT (8:32 p.m. EDT)
The restart of the RL10 engine is expected at approximately 10:58 p.m. EDT (0258 GMT) for a 70-second firing. Deployment of the Lockheed Martin-built CLIO satellite is scheduled for 11:02 p.m. EDT (0302 GMT).

Cape Canaveral Air Force Station, Fla., (Sept. 16, 2014) – A United Launch Alliance (ULA) Atlas V rocket carrying the CLIO mission for Lockheed Martin Space Systems Company launched at 8:10 p.m. EDT today from Space Launch Complex-41.

"It is an honor to work with Lockheed Martin Space Systems Company and all of our mission partners to launch this very important satellite," said Jim Sponnick, ULA vice president, Atlas and Delta Programs. "Today's launch marks ULA's 11th successful mission this year and the 88th successful mission since ULA was formed in December 2006, a true testament to the teams focus on mission success, one launch at a time."

This mission was launched aboard an Atlas V 401 configuration vehicle, which includes a 4-meter-diameter payload fairing.  The Atlas booster for this mission was powered by the RD AMROSS RD-180 engine, and the Centaur upper stage was powered by a single Aerojet Rocketdyne RL10A engine.

"The ULA, Lockheed Martin, supplier, and government teams seamlessly integrated to ensure accurate delivery of the CLIO mission to orbit," said Sponnick.

Мда. Патчи, конечно, ужасающие. Более скромных я как-то и не припомню. 
Анализировать первый- невозможно, что имел ввиду автор под закорючкой рядом со словом CLIO- неизвестно. 
Второй, ИМХО, не спутника. Там побогаче. пять звёздочек - Атлас V , 49- какое-нибудь крыло,или что-то в таком духе. 
Римская 2- скорее всего второй КА (после PAN'a). 
Знак бесконечности- либо земная трасса, либо овермун ( типа через бесконечность, но это маловероятно).
Что означает буква, справа от 49 я не знаю. Подозреваю, что это греческая хи, про её символизм из вики:

Покрутив в симуляторе переходную TLEшку, рассчитанную т. Cees Bassa, почти уверен, что при баллистическом проектировании выведения решалась задача минимизации возможности обнаружения наземными оптическими средствами, по крайней мере, до выхода на стационар.
