Japan Advances University-led Microsatellite Constellation

 TOKYO — A Japanese government-funded consortium of universities aiming to launch a constellation of scientific microsatellites starting in 2012 is looking for Asian partners to join the program, according to project leaders.

 The University International Formation Mission (UNIFORM) project was established in Japan this summer and formally announced in November at the 17th Session of Asia-Pacific Regional Space Agency Forum in Melbourne, Australia.

 At its core, the UNIFORM project aims to field a functional satellite constellation and ground station network that will yield usable data at a fraction of the price of commercially built satellites. More broadly, project organizers expect UNIFORM to energize Japan's capacity for building microsatellites and spread that know-how throughout Asia through international cooperation, according to Hiroaki Akiyama, a professor at Wakayama University in western Japan, which is leading the project in conjunction with six other Japanese universities.

 "UNIFORM is about microsatellite community building," Akiyama told Space News Dec. 1. "We will build a closely bonded network of microsatellite technology, microsatellite people, and microsatellite utilization. It is one of our purposes to initiate a paradigm shift in the space business model which only succeeded with stationary satellites in the past. This network has the potential to change the space industry in the near future."

 [color=yellow:43939b9f82]The UNIFORM consortium aims at initially launching groups of 50-kilogram-class satellites in pairs or clusters in 2012 and 2014 to build a constellation capable of frequent revisits for Earth observation or atmospheric monitoring missions[/color:43939b9f82], Kanenori Ishibashi, a research engineer at the University of Tokyo, said Dec. 1. The university is another leading member of the consortium. The project is still in the planning stage, and organizers are actively hunting partners around the region so that satellite and mission development can begin next summer, he said.

 UNIFORM was approved by Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT) in October with a budget of 300 million yen ($3.5 million) per year over five years as part of a government effort to bolster Japan's university-based microsatellite community, said Shigekazu Matsuura, director of the Office of Space Utilization at MEXT, in a Nov. 30 interview.

 Following the release of Japan's Basic Plan for Space Policy in June 2009, the Japanese government has continued to fund microsatellite development by universities, and UNIFORM follows on from a 4.1 billion yen investment by the Cabinet Office in university-based nanosatellite development, which ends in 2013.

 Matsuura said MEXT is engaging in a form of "space diplomacy" funding the UNIFORM program's efforts to build up microsatellite expertise in the Asia-Pacific region.

 "[Research and development] of microsatellites is very suitable for fostering young engineers and international diplomacy while increasing our earth observation frequency," said Matsuura, who takes credit for originating the program.

 Announcing the project at the Asia-Pacific space agency forum in Melbourne in November was an important step in gathering partners to define the mission and start building pan-Asian cooperation, Ishibashi said.

 "We did have very good responses from about a dozen people/organizations in the Asian-Pacific region," he said. "This means that now we have a chance to start forming a strong multinational micro/nanosatellite community [in Asia] that is focused not only on the engineering and science aspect but also the practical utilization of data and signals."

 Japan's university-based microsatellite community dates back more than a decade, with most activities coordinated under the Tokyo-based University Space Engineering Consortium, which comprises 47 laboratories from 38 universities that are steadily building increasingly functional satellites faster and cheaper, Ishibashi said.

 Asian-Pacific nations joining UNIFORM will develop their own satellites with Japanese partners on hand to provide required technologies for standardizing satellite equipment.

 Ishibashi said participating nations will share with Japan the cost of building the UNIFORM microsatellites, which are expected to cost between 50 million and 200 million yen.

Детали этого проекта, сообщили сегодня токийские СМИ, будут согласованы во время предстоящего в феврале 2011 года визита в Улан-Батор большой делегации представителей японских правительственных и деловых кругов.

Речь идет об аппарате нового поколения "АСНАРО" /ASNARO/, разработанного концерном Эн-И-Си при поддержке министерства экономики, торговли и промышленности Японии. Его стоимость, включая расходы на запуск и наземную систему приема и обработки информации, составляет 10 млрд иен /123,5 млн долларов США/. Оптика на борту спутника имеет высокую разрешающую способность и способна делать объемные снимки наземных объектов размером до 50 см. Это, считают специалисты, поможет составить более точные карты рельефа местности и повысить уровень геологоразведки. The government has decided to provide yen loans of up to 40 billion yen in official development assistance to Vietnam for its space exploration program, The Yomiuri Shimbun has learned.

It would be the first time Japan's ODA would be allocated for space development. The loans of between 35 billion yen and 40 billion yen will reportedly be spent on three projects--an Earth-based space center, two observation satellites and the training of engineers.

The final decision on the project will be made this month at a ministerial meeting on packaged assistance for overseas infrastructure projects, and an agreement should be reached with the Vietnamese government in June, according to sources.

The government wants to enhance the global reputation of Japan's space technology and also hopes the project will lead to more industrial development in Japan, observers said.

According to government officials, Japan expects to be awarded all three projects. The government aims to conclude an official contract this autumn.

The space center will be built at the currently under-construction Hoa Lac High-Tech Park, which is about 30 kilometers west of Hanoi. The center will house a testing facility for satellite assembly, a satellite operation and data-analysis facility and a large bidirectional antenna 7 meters in diameter.

One of the two Earth observation satellites will be manufactured in Japan and loaded onto an H-2A rocket to be launched from the Tanegashima Space Center in Kagoshima Prefecture in 2017. Japanese private space development firms and the Japan Aerospace Exploration Agency will train Vietnamese technicians on satellite production and operation, as well as data analysis.

The other satellite will be made by these Japan-trained engineers, with production expected to start from around 2019. Japan will send components and engineers to Vietnam for the project for a planned launch in 2020.

The Southeast Asian country is long and thin, stretching from north to south with an unstable climate and complex environment prone to typhoons and floods. Vietnam has long made use of observational data from a French satellite. However, the Vietnamese government is said to have a strong desire for its own satellites to monitor weather for potential natural disasters.

The Japan External Trade Organization has conducted research to determine the possibility of helping Vietnam obtain their own satellite. Vietnam officially asked Japan to support its space program with ODA in April 2009

A Japanese space exploration team visited Mongolia and organized a two-day workshop at the Ministry of Foreign Affairs and Trade.

The workshop was attended by representatives of both countries' governments and a number of Japanese companies, including Mitsubishi, Toshiba, Hitachi and Sumitomi.

Mongolia now uses the "Ipstar-5" broadband satellite for the delivery of TV and radio programs in rural areas. It uses the "Intelsat" satellite for telecommunications and mobile phone services, and receives digital data on weather and natural disasters from low-earth orbit satellites.

"The Mongolian government considers launching Mongolian satellites into space as an important project that can contribute significantly to the country's economic development," said Amgalanbat, an official from Mongolia's Information, Communication Technology and Post Authority.

Quake Could Disrupt Japan's Astro-H Work

 Work on the joint NASA-Japan Aerospace Exploration Agency (JAXA) Astro-H mission could be slowed as a result of the earthquake and subsequent tsunami that devastated parts of northern Japan in March, according to NASA Astrophysics Division chief Jon Morse.

 "Various facilities experienced different levels of damage, and ... there is the infrastructure that was disrupted, and of course some places were very hard hit," Morse said during an April 7 conference call with members of the NASA Advisory Council's astrophysics subcommittee.

 Astro-H is the sixth in a series of X-ray astronomy missions developed by JAXA. It was expected to launch on a Japanese H-2A launch vehicle from Japan's Tanegashima Space Center in 2013, carrying the NASA-built Soft X-Ray Spectrometer, a $44 million telescope in development at NASA's Goddard Space Flight Center in Greenbelt, Md.

 Morse said the Soft X-Ray Spectrometer team members are "racing to try to beat their delivery dates on a number of items in the near-term," including completion of engineering units that will be integrated and tested in Japan prior to launch, which Morse said is now slated for early 2014. He said the X-ray telescope is scheduled to undergo a critical design review, a programmatic milestone in which a system's design is finalized, in late June.

 Morse is expected to meet with his JAXA counterparts at the end of April to discuss the path forward on Astro-H, with additional discussions planned later this summer, he told the subcommittee.

 "At this time JAXA has asked NASA to maintain our existing schedule and interfaces, and we hope that Astro-H moves forward unabated but we have to be prepared for some possible adjustments that they may need to make," Morse said.
