SSTL - 99% дочерняя фирма ЕАДС, так что что-то  они да заработают на первых 14 спутниках .  Хотя условия контракта таковы, что SSTL не может передавать EADS никакой технической инфы о проекте.

OHB, в отличие от нем.-франц. Астриума  чисто немецкая фирма и посему поддержка со стороны нем. косм. агенства   DLR  была весьма сильна.  Куда ж тут без политики ? :)

Кроме того цена предложенная OHB была меньше.

WASHINGTON — The U.S. company that markets Russia's Proton rocket will submit a bid this spring to the European Commission to launch 18 Galileo navigation satellites on three Proton rockets in what the firm says may be the commission's only hope for staying within its Galileo budget.

Reston, Va.-based International Launch Services (ILS) is prepared to tell European authorities that three Proton launches carrying six Galileo satellites each, combined with the five Soyuz rockets already purchased to launch Galileo satellites two at a time, will allow Galileo managers to stay within their launch budget of 700 million euros ($1 billion).

The European Commission in January contracted for five Europeanized versions of Russia's Soyuz rocket for 397 million euros — far higher than what had been budgeted. The higher-than-expected launch charge is one factor that is forcing the Galileo program to slow the purchase of satellites.

Fourteen satellites have been ordered for a constellation that is supposed to be 30 satellites.

"We can help them close the business case," ILS President Frank McKenna said March 16 here during the Satellite 2010 conference. "We have taken a close look at this and a mix of the Soyuz vehicles and the Proton will come in beneath the 700 million-euro ceiling."

McKenna said the ILS bid should not be viewed as a response to a formal request for proposals from the commission. Galileo project officials have long said they would not consider from launches outside European Union territory. The European version of Russia's Soyuz will be launched from Europe's Guiana Space Center in French Guiana.

But McKenna said the commission has encouraged ILS to submit a bid, but provided no guarantees as to whether it would be accepted.

MUNICH, Germany — The European Commission appears set to order the builders of the initial four Galileo navigation satellites, now in final assembly, to remove their Chinese-built search-and-rescue payloads as part of an evolving security and technology-independence policy, European government and industry officials said.

Similar motivations will prevent the builders of the full 30-satellite Galileo constellation from purchasing search-and-rescue terminals from Canada's Com Dev despite Canada's status as an associate member of the 18-nation European Space Agency and Com Dev's acknowledged expertise in the technology, officials said.

Galileo program managers, anticipating a commission ruling they say they still have not received, have begun designing replacement hardware that would have the same weight as the Chinese gear and would not further delay delivery of the four Galileo In-Orbit Validation spacecraft.

The four satellites are in final assembly and test by a manufacturing consortium led by Astrium Satellites and Thales Alenia Space. Their launch date has recently slipped to early 2011 for the first two, and mid-2011 for the remaining pair.

A European Union decision to offload the Chinese-built hardware could serve as a metaphor for the European Commission's relations with China in the Galileo program.

When Galileo was viewed as a private-sector development with public-sector financial participation, European Commission program managers sought Chinese participation in pursuit of Chinese cash in the short term and privileged access to China's market for positioning and timing applications in the longer term.

That business model collapsed, however, and Galileo was transformed into a 100 percent taxpayer-financed project. Galileo's managers also became aware of the security considerations implicit in the construction of a global positioning, navigation and timing satellite network.

China was, in effect, disinvited from Galileo, a decision that was reinforced by China's move to build its own global system, called Beidou/Compass.

At the Munich Satellite Navigation Summit here March 10, a Chinese government official bluntly asked the European Commission why it no longer wanted to work with China, and when China's cash investment in Galileo would be returned.

Paul Verhoef, the European Commission's satellite navigation program manager, sought to explain.

Europe's decision to invite China to invest in Galileo, Verhoef said, "was with a number of purposes in mind, and in a different context. Some nations [outside Europe] wanted to participate in the construction of the system as part of a public-private partnership. But Galileo subsequently was made into a public procurement with public-procurement rules."

Verhoef added: "China's ambitions also had changed. China originally said it was designing is own smaller, regional system for military use. Then China moved to a global civil system. It is one thing to work together in one context. It is quite another in another context. But our two systems can still cooperate."

The former Galileo partners are now embroiled in a dispute over the radio frequencies their separate navigation constellations will use for their encrypted, quasi-military service, which for Galileo is called the Public Regulated Service (PRS). Chinese officials refer to their PRS equivalent simply as the Authorized Service.

Satellite navigation system sponsors would like to be able to locate their government-only service on radio spectrum not used by any other navigation system. That way, they can jam all other navigation signals in a conflict zone or during an emergency while retaining the use of their own service.

"For the authorized service, spectral separation is beneficial," said Jiao Wenhai of the China Satellite Navigation Office in Beijing during a March 10 presentation here. "But due to the limits of the spectrum, it is difficult to achieve."

China has begun deploying its Beidou/Compass satellites. The full system is designed to include five geostationary-orbit satellites, three satellites in inclined geosynchronous orbit for northern coverage and 27 satellites operating in medium Earth orbit. An initial capacity to serve Asia is expected to be in place by 2012, with full system deployment by 2020, Jiao said.

In an interview, Jiao said that despite some two years of negotiations with Europe and the United States to find separate spectrum slices for the U.S. GPS military code, Europe's PRS and the Chinese Authorized Service, no solution has been found because of the physical limits of available radio spectrum.

Europe and the United States agreed on the locations of their encrypted services in 2004. Verhoef said Europe and Russia — whose Glonass constellation is nearing full in-orbit operational status — are "well advanced" on the issue. "We're still in discussions with China," he said.

Но проблема в том что спутник Hylas ушел на ноябрьский парный пуск на Ariane 5 ECA. Остаются государственные Pleiades и пара Galileo (демонстраторов). Но наземный сегмент Pleiades не будет готов до весны. Запуск  Galileo  тоже раньше весны не состоится. Поэтому сообщается что первый пуск Союза откладывается до ранней весны, а возможно и на более поздний срок.

13 октября, AVIA.RU –  Европейская навигационная спутниковая система Galileo, которую пророчат в соперники Американской GPS и  Российской ГЛОНАСС, обойдётся Европе несколько дороже и будет убыточна значительно дольше, чем предполагалось ранее, сообщает GPS-Club.

Ожидаемые дополнительные затраты составят 1,5-1,7 млрд. евро (2,1-2,4 млрд. долларов), а проект будет готов не раньше 2017-2018 года, сообщает немецкая Financial Times Deutschland со ссылкой на доклад Европейской комиссии.

Изначально планировалось, что Galileo быстро завоюет лидерство на рынке автомобильных навигаторов, правда, запуск проекта тогда планировался 10 годами ранее ныне ожидаемого.

В прошлом году Европейский Аудиторский Совет раскритиковал Galileo как не подготовленный и плохо управляемый проект, а в январе Комиссия пообещала запустить проект к 2014 году.

Предполагается, что проект будет убыточен в течение долгого времени, неся ежегодные затраты после запуска в 750 миллионов евро.

Проект будет стоить налогоплательщикам 20 млрд. евро в течение последующих 20 лет. Эти деньги будут вложены в исследования, разработку, развитие наземной и космической инфраструктуры, а также операционные затраты.

Евросоюз, состоящий из 27 наций, и изначально планировавший затратить на проект 3,4 млрд. евро, теперь в срочном порядке изыскивает дополнительные денежные средства, забирая их из богатого сельскохозяйственного бюджета.

Galileo предполагается как навигационная система с повышенной точностью в один метр, по сравнению с 10 метрами у GPS. Среди возможностей системы планируется всемирное покрытие, шифрование и дополнительная информация, такая как погодные сводки.

Правительство Германии обратилось в субботу в Европейскую комиссию с просьбой о поиске путей сокращения стоимости европейской навигационной системы Галилео. Об этом официально заявила пресс-секретарь немецкого Министерства транспорта. "Комиссия представит эти предложения вскоре", - сказала она в интервью агентству Reuters.

Проект Галилео позиционируется Европой как альтернатива американской навигационной системе GPS и российской ГЛОНАСС. Однако Галилео сталкивался с неоднократными задержками при реализации, а 27 стран, входящих в ЕС, очень долго не могли согласовать расходы на спутниковую навигационную систему.

В свою очередь немецкая пресса сегодня пишет, что Галилео неминуемо столкнется с дальнейшими задержками при реализации, а дополнительная стоимость проекта составит примерно 1,5-1,7 млрд евро. Так, немецкий журнал Wirtschafts Woche сегодня пишет, что официальный Берлин просит снизить себестоимость программы, управляемой через Евросоюз и Европейское космическое агентство на 500-700 млн евро.

Один из путей экономии, согласно мнению экспертов, заключается в том, чтобы использовать для вывода не европейские тяжелые ракеты-носители Ariane 5, а более экономически выгодные российские "Союзы". Правда, пока это лишь мнение правительства Германии и объединенная Европа пока не ответила на эти предложения.

В Берлине говорят, что предложение еще более целесообразно с учетом того, что в будущем году Союзы будут летать с космодрома Куру в Южной Америке.

Напомним, что немецкая группа OHB уже получила контракт на производство 14 спутников Галилео ранее в этом году. Очевидно и то, что предложение об использовании "Союзов" не найдет понимания у европейской Arianspace, производящей ракеты Ariane 5.

В контрактной практике есть понятие - "Предварительное соглашение". Оно то наверно уже заключено?
Главное не наличие проблем, главное способность их решать.

Которой? Если речь об операторе Галилео, то компания уже зарегистрирована, людей набрали (их там очень мало сейчас и больше в обозримом будущем не будет). Офис в Мухине.

Могу еще добавить, что решение о том, какой носитель использовать, зависит и от того, как пройдут выведения IOV аппаратов.
ICD разработаны и согласованы уже на 3 носителя, так что с технической точки зрения на сегодня свобода полная.

Это на какие три? Парный вывод на Союзе, 6 штук можно пустить на Ариане-5, а что ещё есть у европейцев? Вега не вытянет и один спутник, эта ракета в классе Рокота.
