In an email response to questions, Musk told Spaceflight Now the qualification vehicle will send back some telemetry but not maneuver itself in its circular orbit about 155 miles high.

Officials previously refused to discuss the payload for the inaugural launch, saying only it was a demonstration mission for an unidentified customer.

Musk described the reasons for the decision to fly the inert Dragon on this year's launch.

"This gives us the best flight data in advance of our first COTS mission," Musk said. "It also removes the (payload) fairing from the schedule critical path and allows us to spend more time on making the fairing lighter and more reliable."

The company also said the first Falcon 9 rocket will be assembled at the Cape in November, and launch should occur one to three months after that milestone.

But according to an Air Force document first made public by the Orlando Sentinel, SpaceX has requested a launch date of Nov. 29 on the Air Force's Eastern Range. The range oversees launch operations and a network of required communications and tracking sites stretching from the U.S. East Coast across the Atlantic Ocean.

The range document lists a launch window on Nov. 29 between 1600 GMT and 2000 GMT (11 a.m. and 3 p.m. EST).

Musk said not to read too much into that date.

"It is possible, but unlikely that we would be able to launch on Nov 29," Musk said in an email response to questions.

"This should be thought of as a 'no earlier than" date,'" Musk said. "Everything would have to go right to make that date and that is rare in the rocket business. That did happen for the last two flights of Falcon 1 and we've learned a lot since then, but Falcon 9 is a new rocket."

Space Exploration Technologies (SpaceX) plans to attempt the maiden launch of its Falcon 9 rocket no sooner than May 8, the Hawthorne, Calif.-based company said April 2. SpaceX previously had reserved April 12 for the launch attempt.

"SpaceX is working closely with Ensign Bickford Aerospace & Defense Co., supplier of key components of the Flight Termination System (FTS) that will be used on Falcon 9, to complete testing of the FTS hardware and provide final data to SpaceX and Air Force Range safety officials for review and acceptance," SpaceX said in a statement sent to reporters. "Certification of the Falcon 9 FTS and subsequent range availability will put the first Falcon 9 test launch towards the latter half of the anticipated March-May window, with the first attempt no earlier than May 8, 2010."

Первый полет остается намеченным на июль, несмотря на перенос первого испытательного полета ракеты Falcon 9 на июнь. Второй демо-полет в рамках программы COTS ожидается не ранее марта 2011 - на пять месяцев позже чем планировало NASA.
Согласно представителям NASA задержка связана с дополнительным расходом средств и времени на первый тестовый полет Falcon 9. В SpaceX восьмимесячную "яму" объясняют повышенной сложностью второй демо-миссии.
Начиная с 2006 SpaceX получило от NASA около $350 миллионов - $248 млн. в рамках COTS и $101 в рамках $1.6-миллиардного контракта CRS по доставке грузов на МКС.
Заявляется что задержки никак не связаны с финансовыми проблемами основателя и президента компании Элона Маска.
Первый полет ракеты Falcon 9 ожидается не ранее 4 июня. Хотя на ракете и будет установлена капсула Dragon, он не является зачетным в рамках COTS.
Первый демонстрационный, пока запланирован на июль. Во время пятичасового полета планируется продемонстрировать способности капсулы по передаче телеметрии, маневрированию на орбите, атмосферному входу, приводнению и восстановлению.
Второй полет продлится пять дней и продемонстрирует возможности по сближению со станцией до 10 км, приему телеметрии и управлению кораблем экипажем станции.
Третий и последний демонстрационный полет, планируемый в мае 2011, предназначен для демонстрации стыковки с МКС.
Задержки со вторым и третьим полетами не приведут к срыву графика полетов по контракту CRS, первый из которых намечается в июне 2011.
Компания ожидает провести "обзор готовности" к первому полету в течении нескольких недель. Предстоящий обзор согласно первоначальным договорам в рамках COTS, подписанным в 2006, планировался двумя годами ранее. В 2008 срок был пересмотрен на март 2009, со слегка уменьшенными (на $5 млн) выплатами. С 2008 новые даты в рамках COTS между NASA и SpaceX не формализовались.
