Arianespace offers new shared smallsat payload opportunities on its Vega launcher; the next mission already is fully booked

Arianespace today announced that new shared payload opportunities to low Earth orbit (LEO) have been opened with its Vega launcher's Small Spacecraft Mission Service (SSMS).

For the next launch opportunity – Vega Flight VV18, targeted for the first quarter of 2021 – five companies already have signed contracts for payload slots, thereby fully booking the capacity on this mission.

The initial SSMS launch with Vega – Flight VV16 – was performed last month, fully proving the viability of Arianespace's latest capability for orbiting small satellites. This inaugural SSMS launch was supported by the European Space Agency and the European Union, deploying 50-plus satellites for 21 commercial and institutional customers.

With the SSMS' successful introduction, Arianespace is now able to offer a regular launch service for small satellites (mass under 400 kg). Customers will benefit from the highly modular payload carrying systems available on the current Vega and the enhanced Vega C version, along with the reignition capability of the launchers' AVUM upper stage, as well as the new small spacecraft preparation and integration facilities in Europe that complement existing installations at the Guiana Space Center in French Guiana.

Vega C maiden flight is schedule for mid-2021.

Upcoming launch opportunities for small satellites will be published regularly on the Arianespace.com website. Opportunities in 2021 include:

Longer-term opportunities include an SSMS mission to dawn-dusk low Earth orbit, and one to low Earth equatorial orbit.

For Vega's next SSMS launch, Flight VV18 will be a piggyback mission with a dispenser configuration based on one hexagonal module below the main payload interface. Its fully-booked capacity underscores how attractive this opportunity was to users and customers, including Spire and Nanoavionics through SAB Launch Services; Eutelsat and Myriota, through Tyvak; and the Norwegian Space Center with its Norsat-3 satellite, through SpaceFlight Laboratories.

With the goal of further benefiting the small satellite community, Arianespace today released the new SSMS User's Manual for Vega C. On Vega C, the SSMS will offer even greater performance capabilities and is to broaden the array of solutions that Arianespace provides to small satellite operators. The SSMS User's Manual is available for downloading from the Arianespace website.

Small, versatile, and efficient, the light-lift Vega is part of Arianespace's launcher family, operating from the Guiana Space Center alongside the heavyweight Ariane 5 and the medium-lift Soyuz. Vega is a European Space Agency program; Italy's Avio, based in Colleferro, is Vega's industrial prime contractor, as well as the design lead for the SSMS.

Investigation confirms improperly connected cables caused Vega launch failure
by Jeff Foust — December 18, 2020
...
An initial investigation by Arianespace, reported less than a day after the launch, concluded two cables used in a thrust vector control system in the rocket's Avum upper stage were inverted, causing the stage to tumble.

The independent investigation confirmed that technical cause for the failure. At a Dec. 18 news conference, Pierre-Yves Tissier, deputy chief technical officer of Arianespace, said ...

"The independent inquiry commission concludes that the VV17 cause of failure is not attributable to a flaw in the qualification of the design, but to the wrong routing and connection of the control lanes of electromechanical actuators of the Avum upper stage, resulting in an inversion of steering commands and causing trajectory degradation, leading finally to the loss of the vehicle," he said.

Investigators blamed the failure on both "misleading" integration procedures that caused the workers to invert the cables, and a failure to detect the problem during inspections between integration and final acceptance of the launch vehicle.

Giulio Ranzo, chief executive of Avio, the prime contractor for Vega, suggested that the problem hadn't taken place in the past because workers had experience in the procedures and were able to fill in gaps in the documentation. "Perhaps in the past we had people who, with their knowledge of the product and past experience, have covered for some lack of precision in such procedures," he said. "What we are learning today is that we need to make these procedures even more reliable, independent of who is the operator executing it."

The pandemic, and its resulting disruptions, may have also played a factor. "The last year in which we worked has been a very peculiar year," he said. "That said, we cannot justify the failure purely because of that."

Giovanni Colangelo, ESA inspector general, said the investigation's conclusions fell into two classes. One is to perform additional inspections and testing of the next two Vega rockets, which are either entirely or mostly completed, to look for any similar flaws. A second set of recommendations involves improving procedures for launch vehicle integration and testing, as well as improved training of workers and inspectors.

Ranzo said Avio accepted the recommendations. The company is setting up three groups to study issues with equipment, stage integration and overall launch vehicle integration to implement them.

...
Arianespace (the launch service provider) and the European Space Agency (ESA – the launch system development authority) immediately set up an Independent Enquiry Commission, which concluded that after the nominal functioning of the Vega-C first stage P120C and nominal ignition of the second stage (Zefiro 40), a progressive decrease in the chamber pressure was observed 151 seconds after lift-off, leading to the loss of the mission.

ЦитироватьInitial investigations, conducted right after the launch with the available flight data, confirmed that the launcher's sub-systems reacted to the events as designed, and that the cause of the failure was a gradual deterioration of the Zefiro 40's nozzle. More precisely, the Commission confirmed that the cause was an unexpected thermo-mechanical over-erosion of the carbon-carbon (C-C) throat insert of the nozzle, procured by Avio in Ukraine. Additional investigations led to the conclusion that this was likely due to a flaw in the homogeneity of the material.

The anomaly also revealed that the criteria used to accept the C-C throat insert were not sufficient to demonstrate its flightworthiness.
The Commission has therefore concluded that this specific C-C material can no longer be used for flight. No weakness in design of Zefiro 40 has been revealed. Avio is implementing an immediate alternative solution for the Zefiro 40's nozzle with another C-C material, manufactured by ArianeGroup, already in use for Vega's Zefiro 23 and Zefiro 9 nozzles.

Considering the nature of the VV22 anomaly, the Commission emphasizes that its conclusions on Zefiro 40 do not affect the Vega launcher which is relying on the Zefiro 23 and Zefiro 9 motors. In this context, Arianespace decided to adapt its launch schedule to reassign a mission to one of its two remaining Vega launchers with a targeted launch date before the end of summer 2023.

The Independent Inquiry Commission has formulated a series of recommendations aiming at restoring confidence in the Vega and Vega C launcher systems through the establishment of robust recovery plans to ensure a reliable return to flight and robust commercial exploitation.

The main strands of work based on the recommendations are:

To complement the findings of the Commission with additional testing and analysis in order to ensure the robustness of the qualification of the alternative C-C material selected for Zefiro 40;

To implement an additional qualification phase of the Zefiro 40 engine with the alternative C-C material;
To implement a set of actions, aiming at guaranteeing a long-term reliable and sustainable launcher production.

A task force steered by ESA and Arianespace has started implementing the roadmap proposed by the Commission and will thoroughly follow the implementation of the actions by Vega's prime contractor Avio, in order to ensure a reliable and robust Vega C's return to flight. The targeted launch date is end of 2023.

ESA, as launch system qualification authority, Arianespace, as launch service provider and Avio, as design authority and prime contractor of the Vega launcher, will join their efforts to achieve the common objective of a robust exploitation of the Vega launch system, for the benefit of their institutional and commercial customers.
