He added that the existing Space Technology Incubation Centre, Regional Academia Centre for Space will get a grant of Rs 200 lakh per year maximum and new proposed cells also will adopt the same guidelines.

The Minister said Government pursues collaborative projects with foreign space research organizations with the objectives of enhancing the capacity of the Indian space programme for advancing programmatic priorities, augmenting space science and earth observation database, widening ground station networks, bettering products and services through joint experiments and creating platforms for inflow of expertise.

He gave the details of the upcoming ISRO space missions planned in 2022, which include 2 Polar Satellite Launch Vehicle (PSLV) missions including 1 dedicated commercial mission and 1 mission for launching the EOS-06 earth observation satellite, 2 developmental flights of ISRO's Small Satellite Launch Vehicle (SSLV),
1 Geosynchronous Satellite Launch Vehicle (GSLV) mission for launching NVS-01 navigation satellite for NavIC, 1 communication satellite mission (GSAT-24) through procured launch for commercial customer and 1 Geosynchronous Satellite Launch Vehicle – Mark III (GSLV Mk-III) mission, which is a dedicated commercial mission.

ЦитироватьFive years after its maiden developmental flight in 2017, India's heaviest rocket GSLV Mk3 will be used for launching a commercial satellite in 2022. This is significant given how India has only been utilizing variants of its most-reliable PSLV rocket for commercial missions thus far. 
While the PSLV is capable of placing satellites weighing nearly 1,750kg into Polar orbits(where strategic satellites and imaging satellites are placed), whereas the GSLV rocket can place 4-ton class satellites into the Geosynchronous Transfer orbit(GTO). 

Satellites placed in GTO are eventually moved to the Geosynchronous orbits, which are approximately 36,000kms above the earth's equator, where communication and weather-monitoring satellites belong.

ISRO has been launching foreign satellites and those of its customers only on PSLV rockets, because of the rocket's high reliability of delivering as many as 52 successful missions out of 54 launches.

In case of the GSLV Mk 3, it has been launched four times and performed the mission objectives successfully on all four attempts, but all of these have been to fulfil India's national requirements and not those of customers.
Notably, it is the human-rated version(specially modified to carry astronauts) of the same GSLV Mk3 that will be used for India's Gaganyaan Mission to send astronauts to space. 
 
In 2022, India will be performing six rocket launch missions - two launches of PSLV, two developmental flights of the new Small Satellite Launch Vehicle(SSLV), one launch of GSLV, one launch of GSLV Mk3.
In terms of satellite missions, ISRO is looking at launching EOS-6 Earth Observation Satellite, NVS-01 Navigation satellite for NavIC, one communication satellite mission GSAT-24.

These details were revealed in India's lower house of parliament by Jitendra Singh, the Minister overseeing the Department of Space. Accomplishing these six launches in 2022 would mean that ISRO is launching all of its current operational vehicles in a single year.(SSLV is not yet operational, but will make its debut)
  
However, some big-ticket, highly-anticipated missions such as Chandrayaan-3, Aditya L-1, first unmanned flight of Gaganyaan etc. don't find a mention in this list. 
Notably, Minister Jitendra Singh himself had made an announcement earlier this year regarding Chandrayaan-3 being launched in August 2022. According to ISRO, the pandemic and resultant lockdowns had caused disruption and delay to the Indian state-run space agency's launch activity.

Руководитель Индийского космического агентства (ISRO) Шри Соманат рассказал о корректировках в планах по двум наиболее амбициозным космическим программам страны. Повторная попытка посадить научную платформу на Луну состоится скорее всего в 2023 году, а не в августе 2022-го, как это планировалось ранее.

Первая попытка посадки была предпринята миссией Chandrayaan 2. Орбитальный аппарат этой миссии успешно функционирует и сейчас, но посадочный модуль Vikram был потерян на финальной стадии спуска на лунную поверхность в сентябре 2019 года. Миссия Chandrayaan 3 будет состоять из посадочного модуля и ровера. Попытка посадки будет предпринята в приполярный регион, модуль проработает в течение лунного дня, то есть около 14 земных суток.

«Сейчас мы тестируем двигательную установку, потому что в предыдущий раз проблема была именно с ней, - сказал Соманат. – В силовую установку были внесены изменения. Инженеры тестируют интеграцию двигателя, бортового компьютера и сенсорных систем. Пока тесты обнадеживают. Но мы понимаем, что должны действовать очень осторожно, не совершая ошибок».

Индия продолжает работу и над собственной пилотируемой программой Gaganyaan. Проектирование завершено, уже поставлены первые компоненты оборудования для выполнения миссии. В августе и декабре планируется проведение тестов системы аварийного прерывания запуска. После этого ISRO проведет орбитальные испытания капсулы космического корабля, они запланированы на следующий год. А первый полет с экипажем состоится в 2024 году. В 2018 году, когда проект Gaganyaan был запланирован, ожидалось, что первый полет состоится в 2022 году, затем он сдвинулся на 2023-й из-за пандемии коронавируса. Теперь сместился еще дальше.

Forced to put off missions due to the COVID-19 pandemic, ISRO is aiming to step up the pace in 2022. Around ten missions are planned this year, including four flights of the PSLV, and the RLV-LEX. The list also includes one mission each of the GSLV Mk-III and GSLV Mk-II and the maiden flight of the Small Satellite Launch Vehicle.
The delayed Gaganyaan human space flight mission will be given top priority, Mr. Somanath said. The next GSLV Mk-II will fly with modifications to its cryogenic upper stage as recommended by the Failure Analysis Committee which studied the failed GSLV-F10/EOS-03 mission.

Сомнатх сообщил, что старт миссии запланирован на декабрь 2024 года, а выход станции на венерианскую орбиту - на следующий год, когда Земля и Венера окажутся близко друг от друга, что позволит достичь Венеры с минимальным расходом топлива. Окно для запуска довольно узкое - если не удастся запустить аппарат в 2024 году, то следующее удобное окно для запуска будет только через семь лет - в 2031 году, указал он.
Глава ISRO отметил, что у ведомства уже есть планы на то, какие исследования будет проводить индийский космический аппарат. Станция будет изучать процессы на поверхности Венеры, проводить неглубокую подповерхностную стратиграфию, анализ строения и динамики атмосферы, а также изучать взаимодействие солнечного ветра с венерианской ионосферой.

 Under this programme, the students will build these 75 student satellites and will be launched with ISRO rockets in phases between August 15, 2022, and 2023. The project has been initiated under the Indian Technology Congress Association (ITCA).
The objective is to bring together Universities, engineering colleges and schools that would design, build, integrate and test their student-built satellites. In 2021, Indian scientists had built three satellites called 'UNITYSat', which was launched as the co-passenger of ISRO's PSLV C51 on the Amazonia mission. The students had learnt significant lessons in UNITYSat and were now implementing them to build 75 satellites. Once the PSLV rocket places them in Low Earth Orbit (LEO), each satellite will remain in earth orbit for a year and will provide data to the ground stations. Meanwhile, the students would learn to operate the satellite from ground stations and track the data. Each of the 75 satellites has an individual mission: capture images, gather data and collect information. These satellites have been designed to promote the Internet of Things (IoT) in space.
India is already a well-established space power. The expansion and qualitative developments in technology or research programmes require spread of activities and a healthy competition among academic research organisations. In fact, academia and industry are the two strong pillars of ISRO. This academia element can address cutting-edge R&D capability/capacity in space, science missions and knowledge as users and research, industrial research and space education for R&D issues.
Prime Minister Narendra Modi has unleashed a set of massive reforms in the space sector. This far-reaching Space Reforms initiative, promulgated by the Government of India in May–June 2020, gave a major fillip to private sector space industry, including the start-ups.
Major objectives under the reforms include:
1. Level playing field for private companies in satellites, launches, and space.
2. A clear policy and regulatory environment to private players.
3. Access to ISRO facilities and other relevant assets for use by the private sector to improve their capacities.
4. Future projects for planetary exploration, outer space travel, etc., to open for private sector; and
5. Liberalising geospatial data policy for providing remote-sensing data to tech-entrepreneurs.
This is not all. Some of the key reforms in the regulatory and policy aspect in the recent past include:
1. NewSpace India Initiative— Commercial arm of ISRO aimed at production and marketing of space-based services, including launch services and space-based applications like transponder leasing, remote sensing, and mission support services. NewSpace India enables better collaboration with start-ups and private sector players.
2. Spacecom Policy 2020— allows for space companies to leverage the FDI norms to encourage foreign investments in India's private space sector.
3. IN SPACe— is a nodal agency that acts as a promoter and regulator of all space-related activities. Indian National Space Promotion and Authorization Centre (IN-SPACe) was created on June 24, 2020, with the objectives of hand-holding, promoting, and guiding the private industries in space activities.
4. Budget 20–21—Rs. 14,000 Crore has been allocated under the Make in India initiative for the promotion and development of the space industry in India.
That is how India, with its massive talent pool, is fast becoming home to several start up's in the space technology sector. In just two years since the space sector was opened up, over 55 start-ups have registered with the ISRO. Out of the 55 proposals, 29 pertain to satellites, 10 to space applications and products, eight to launch vehicles, and eight to ground systems and research. Nine proposals of start-ups are expected to be completed by 2022-23. Various scientific applications are being worked out since the initiative was launched for sectors such as agriculture, food, education, skills, railways, roads, water power, electricity and coal.
Back to 75 Students' Satellites Consortium: Mission 2022. Each educational institution involved in the project will be spending about Rs.80 lakh to Rs.2 Crores on satellite and ground station networks. All the educational institutions part of the project will have access to all the satellites in the constellation.
Indian Technology Congress Association has collaborated with various organisations such as TMISAT of Israel, CSPD Serbia and UNISEC of Japan to design and launch the student-built satellites. The mission has expanded with over 50 countries contributing to building strong capabilities in academic institutions for the design and development of student-built SmallSats.
As far as ISRO is concerned, three big missions are in the pipeline for this year. These include the Chandryaan-3 mission to the Moon, the Aditya L-1 mission that will study the Sun, and the most ambitious uncrewed launch of the Gaganyaan mission.

In its second successful mission within a week, ISRO launched three foreign satellites in precise orbit from the spaceport here on Thursday.
PSLV-C53 is the second dedicated commercial mission of NewSpace India Limited (NSIL), the commercial arm of ISRO. It had on June 23 launched GSAT-24 in its first "demand-driven" communication satellite mission post space sector reforms, leasing the entire capacity on board to Direct-to-Home (DTH) service provider Tata Play.
On Thursday, the four-stage, 44.4 metre tall PSLV-C53 that blasted off from the second launch pad of Satish Dhawan Space Centre and placed the three Singapore satellites--DS-EO, NeuSAR and SCOOB-1 in intended orbit.
ISRO Chairman S Somanath confirmed that the mission achieved its intended objective, saying the rocket placed the three customer satellites "in the precise orbit of 570 km with a 10 degree inclination" and congratulated NSIL for accomplishing "yet another major mission this month itself," the earlier one being the GSAT launch last week.
"With today's mission, all these three satellites are placed in the right orbit," he said.
Mission Director SR Biju described the launch as "wonderful."
Earlier, the launch vehicle lifted off at 6.02 PM at the end of the 25-hour countdown.
This is the 55th mission of PSLV, often described as ISRO's trusted workhorse and the 15th one using the PSLV-Core Alone variant. It also marks the 16th PSLV launch from the second launch pad.

The mission, which is designed to orbit DS-EO satellite along with two other co-passenger satellites from ST Electronics, Singapore, proposes to demonstrate the utilisation of the spent upper stage of the launch vehicle as a stabilised platform for scientific payloads subsequent to the separation of the satellites, the Indian Space Research Organisation (ISRO) said.
DS-EO is a 365 kg satellite while NeuSAR weighs 155 kg. Both belong to Singapore and are built by Starec Initiative of the Republic of Korea, while the third satellite is a 2.8 kg SCOOB-1 of Nanyang Technological University (NTU), Singapore.
PSLV Orbital Experimental Module (POEM) DS-EO carries an Electro-Optic, multi-spectral payload that will provide full colour images for land classification, and serving Humanitarian Assistance and Disaster Relief needs. NeuSAR is Singapore's first small commercial satellite carrying aR payload, which is capable of providing images in day and night and under all weather conditions.
SCOOB-I is the first in the Student Satellite Series (S3-I), a hands-on student training programme from the Satellite Research Centre (SaRC) at Singapore's NTU School of Electrical and Electronic Engineering.
The POEM activity performs in-orbit scientific experiments using the spent PS4 stage as an orbital platform, ISRO said. It is the first time that the PS4 stage would orbit the earth as a stabilised platform.
Attitude stabilisation is achieved using a dedicated NGC system, it said. POEM derives the power from the solar panels mounted around the PS4 tank and a Li Ion battery.
POEM carries six payloads including two from Indian Space Start-ups M/s Digantara and M/s Dhruva Space, enabled though IN-SPACe and NSIL.
