The approach is in apparent contrast to the U.S. Artemis program which involves international partners.

China's objectives would be to carry out scientific surveys and technology demonstrations, explore ways to develop lunar resources and strengthen the country's space capabilities, Zhou said.

China is currently drafting a 14th Five Year Plan for the period 2021-2025 which could approve a lunar landing program, or key infrastructure such as a lander and launch vehicle.

A new space white paper, expected to be released before the end of 2021, will more clearly lay out China's plans for the next five years and may detail the status and extent of crewed lunar plan developments.

Russia, China to sign agreement on international lunar research station

HELSINKI — Russia is preparing to sign a memorandum of understanding with China to cooperate on a vision for an international lunar research station.

"Roscosmos has completed domestic proceedings to harmonize the Memorandum of Understanding between the Government of the Russian Federation and the Government of People's Republic of China on cooperation to create the International Lunar Research Station," Roscosmos Press Office told SpaceNews in an email.

"The date to sign the above mentioned MoU has not been determined yet and is currently discussed with the Chinese partners," Roscosmos said. An Order of the Government of the Russian Federation relating to the move was published online Feb. 11.

Roscosmos press office said the official announcement of the plans to create the International Lunar Research Station is planned to coincide with one of the upcoming international events. St. Petersburg is due to host the Global Space Exploration Conference 2021 in June.

Roscosmos did not provide requested further details on the makeup of, nor contributions to the International Lunar Research Station.

The ILRS is understood to be a Chinese-developed vision for a robotic base at the lunar south pole. The first steps will be the upcoming Chang'e-,6, -7 and -8 missions and international missions such as Russia's Luna 27. In the early 2030s an expanded ILRS will involve long-term robotic and potentially short-term crewed missions. A long-term human presence at the lunar south pole is the goal for 2036-2045.

The project, at this early stage, would appear to consist of Chinese, Russian and potentially other nations contributing their own, discrete spacecraft. This would be in contrast to a more complex, integrated program such as the International Space Station.

ILRS objectives include "construction and operation of human[ity]'s first sharing platform in the lunar south pole, supporting long-term, large-scale scientific exploration, technical experiments and development and utilization of lunar resources', according to a 2020 presentation to the Scientific and Technical Subcommittee of the Committee on the Peaceful Uses of Outer Space (COPUOS) by the Lunar Exploration and Space Engineering Center under the China National Space Administration (CNSA).

From Gateway to China-Russia lunar station
The development follows Russia opting not to join eight nations, including the U.S., in signing on to the Artemis Accords last October. The Accords are a set of principles and norms for those who want to participate in the NASA-led Artemis lunar exploration program.

Bleddyn Bowen, a lecturer in international relations at the University of Leicester in the United Kingdom, told SpaceNews that the development is not such a surprise, given that Russia has always been lukewarm to the Lunar Gateway, part of the Artemis program, and this will have been factored in. However the project will still suffer from the loss of Russian expertise.

Bowen sees the move from Russia as an ISS partner to working more closely with China in lunar exploration rather than ISS partners is part of wider space-related and geopolitical shifts, particularly since the outbreak of the Ukranian conflict.

"This MoU fits the larger trend, which is Russia moving into a closer orbit with China," says Bowen, adding that this more formal agreement builds on existing cooperation in material science, data sharing, purchase agreements and lunar exploration.

Zhang Ming, a researcher on international security and space issues at the Shanghai Academy of Social Sciences, told SpaceNews both China and Russia, who have long cooperated in space, have difficulties in working with the U.S. for different reasons. Zhang notes that Russia had expressed concerns that Artemis was too "U.S.-centric" and she would expect "more and more space and lunar cooperation between Russia and China" if the "United State continues its space policies and practices without any change."

"The U.S. advances its space agenda aggressively and sometimes unilaterally in recent years despite the concerns of the rest [of the] world, which made China and Russia very worried. The mistrust and skepticism towards U.S. motives will promote China and Russia to further their space cooperation," Zhang said.

Roscosmos chief Dmitry Rogozin last year told Russian media China and Russia had agreed they will "probably" build a moon research base together, following talks with Director of the China National Space Administration Zhang Kejian.

Brian Weeden of the Secure World Foundation also believes the split has been coming for sometime, citing the Ukraine invasion and 2016 election interference. "I think we're at a much different US-Russia space relationship than we had for the past few decades."

"I don't think it's going to have a serious impact on Artemis. Russia indeed has some experience in robotic lunar landers but no human spaceflight experience and their space sector has been declining for some time," says Weeden. "The space partnership with Russia in the ISS was driven more by national security and foreign policy reasons than a need to have Russian expertise. It's useful, but not critical."

The European Space Agency has also been involved in discussions, while recently having signed an MoU with NASA on the Gateway. "At ESA we are following the Chinese lunar exploration plans very closely in order to see where our respective programmatic interest could meet, primarily the CE-6, -7 and -8 missions but also the ILRS initiative", Karl Bergquist, ESA's international relations administrator, told SpaceNews last year.

From Chang'e to ILRS
The ILRS is an evolutionary, expanded stage of Chinese lunar exploration following the approval of a first set of missions in the early 2000s. China has since launched two lunar orbiters, a pair of lander and rover missions and, in late 2020, the complex Chang'e-5 lunar sample return mission.

Chang'e-6, a polar sample return mission, and the multi-spacecraft Chang'e-7 are scheduled for around 2023-2024. The later Chang'e-8 mission will be designed for in-situ resource utilization and 3D-printing technology tests, as well as life science related to potential long-term stays on the moon. These missions will form the robotic basis of the ILRS before expansion into more long term base.

China is also developing capabilities for deep space human spaceflight. In May 2020 China tested a new generation spacecraft and is also developing a super-heavy-lift launcher for space infrastructure and lunar missions. A new, three-core launcher for potential crewed lunar missions is also in development.

BEIJING, March 14 (Xinhua) -- China has completed feasibility studies of the fourth phase of its lunar exploration program and is expected to build an international lunar research station on the moon's south pole in the future, said Wu Weiren, the chief designer of China's lunar exploration program.

In an interview with China Space News, Wu said that three missions are planned for the fourth phase of the lunar exploration program. The program includes the retrieval of lunar samples from the south pole by Chang'e-6, a detailed survey of the moon's south pole resources by Chang'e-7, and the testing of key technologies in preparation for the construction of the lunar research station by Chang'e-8.

Wu explained that there may be a polar day and night on the moon's south pole, like Earth's north and south poles. The moon's rotation period is equal to its revolution period, both of which are 28 days. Therefore, there may be more than 180 consecutive days of light on the moon's south pole, which would be highly convenient for astronauts carrying out scientific research.

On Tuesday, China and Russia signed a memorandum of understanding (MOU) to build an international scientific research station on the moon.

Wu said that within the MOU framework, China and Russia would use their experience in space science, research and development, and their space equipment and technology. The two countries will jointly formulate a roadmap for the construction of an international lunar research station, carrying out close cooperation in the planning, demonstration, design, development, implementation and operation of the project, Wu noted.

"If the lunar research station project can be successfully implemented, China will not be far away from achieving manned landing on the moon," said Wu. He added that Chinese scientists and engineers are study ing how to land on the moon.

According to Wu, China will consider landing on the south pole of the moon in the future, which is more complex but the environmental conditions are better. Once the landing is successful, construction of the lunar research station can be carried out gradually.

It will be a long-term lunar stay for Chinese astronauts, not short-term, said Wu.

He noted that in order to achieve a manned landing on the moon, it is necessary to ensure that the probe and astronauts can land safely and accurately.

In the 14th Five-Year Plan period (2021-2025), China will continue to promote the development of heavy launch vehicles and achieve breakthroughs in rocket body sizes and engine thrust to support deep space exploration, said Wu.

В интервью China Space News У Вэйжэнь отметил, что в рамках четвертой фазы программы исследования Луны запланированы три задачи: сбор зондом "Чанъэ-6" и доставка на Землю образцов реголита с Южного полюса Луны, подробное обследование ресурсов в данном районе с помощью "Чанъэ-7", а также тестирование ключевых технологий на поверхности Луны с помощью "Чанъэ-8" в целях подготовки к строительству научно-исследовательской станции.

У Вэйжэнь пояснил, что в данной местности могут быть так же, как и на северном и южном полюсах Земли, полярные день и ночь, поскольку период обращения Луны вокруг Земли совпадает с ее циклом вращения вокруг своей оси, оба из которых составляют 28 дней. Поэтому вполне вероятно, что на лунном Южном полюсе дневное время может продолжаться более 180 дней подряд, что было бы очень удобно для проведения космонавтами научных исследований.

Во вторник Китай и Россия подписали меморандум о взаимопонимании по совместному строительству международной научно-исследовательской станции на Луне.

У Вэйжэнь полагает, что в рамках данного документа Китай и Россия будут, используя свой опыт в сферах космической науки, разработки и применения космического оборудования и технологий, совместно работать над выработкой "дорожной карты" для строительства международной научной станции на Луне, а также осуществлять тесное сотрудничество в разработке, реализации и эксплуатации данного проекта.

Речь пойдет о долгосрочном пребывании китайских космонавтов на Луне, констатировал ученый.

Он подчеркнул, что для осуществления успешной пилотируемой посадки на Луну необходимо сначала обеспечить безопасность и точность прилунения зонда и космонавтов.

       Ранее Китай заявлял о планах по высадке тайконавтов на Луну и строительству на ней лунной исследовательской базы в 2030-х годах. Предварительным местом высадки назывался Южный полюс из-за достаточной освещенности этой области солнечным светом и наличия запасов льда, из которых можно добывать воду.

Один из разработчиков китайских ракет Long March Лонг Лехао уточнил планы Китая по пилотируемым полетам на Луну. Он сообщил, что первый запуск ракеты, которая будет использоваться для отправки людей на Луну, запланирован на 2026 год. А первый полет китайцев на Луну должен состояться до 2030 года.

Впервые эту ракету в виде концепта представили в 2018 году. В создании ракеты будут использоваться готовые технологии, что должно ускорить процесс. В основном она позаимствует технологии, примененные при строительстве ракеты Long March 5, самой тяжелой, которая есть сейчас в распоряжении Китая.

Новая ракета сможет отправлять на лунную переходную орбиту 27 тонн. Ракета высотой 90 метров будет иметь в своей основе три сцепленных нижних ступени по пять метров в диаметре каждая. Основными двигателями станут керосиновые YF-100K – модернизированные версии двигателей YF-100, которые используются на ракетах Long March 5, 6 и 7.

В разработке находятся и другие компоненты, необходимые для пилотируемого полета на Луну. Еще в мае 2020 года Китай испытал прототип капсулы для экипажа нового поколения для полетов за пределы низкой околоземной орбиты. Также ведутся работы над лунным посадочным модулем.

Параллельно разрабатывается ракета Long March 9, которая будет использоваться для отправки на Луну тяжелых элементов крупной инфраструктуры наподобие компонентов будущей обитаемой базы. Первый запуск Long March 9 запланирован на 2028 год.

Поэтому иногда становятся известными подробности о находящихся на ранней стадии развития проектах. Например, недавно крупная фигура в китайской аэрокосмической отрасли озвучила ожидаемые сроки первого полета сверхтяжелой ракеты для доставки тайконавтов на Луну.

Как пишет портал SpaceNews со ссылкой на китайский государственный телеканал CCTV, пока не имеющий финального публичного названия носитель должен впервые стартовать в 2026 году. Об этом журналистам рассказал Лун Лэхао (Long Lehao), один из ведущих разработчиков тяжелых ракет семейства «Великий поход» («Чанчжэн», Long March или CZ). Интервью со специалистом аэрокосмической отрасли вошло в репортаж, посвященный четырехсотому запуску носителей серии «Чанчжэн» 10 декабря (ракета CZ-4B доставила на орбиту спутники Шицзянь-06).
На первый взгляд может показаться, что известный в индустрии инженер просто озвучил некоторые соображения об ожидаемых временных рамках перспективного проекта лунной ракеты. Однако без веской причины и некоего разрешения подобные фразы китайские специалисты редко бросают — такова уж «политика партии» во всех смыслах.

Учитывая сразу несколько упоминаний этого носителя в частности и китайской лунной программы в целом за последнюю пару месяцев, можно предположить, что у космического агентства Поднебесной есть вполне оформившиеся планы на этот счет. Более того, по ним ведется активная работа и явно есть первые успехи. На пустом месте подобных разговоров бы не было — есть риск выглядеть пустословами на фоне американцев, которые часто переносят миссии.
Известно, что проработанных проектов сверхтяжелой ракеты для доставки людей и грузов на Луну в Китае существует сразу два. Первый и более мощный — CZ-9, предназначенная для вывода порядка 140 тонн на околоземную орбиту, из которых 53 тонны могут быть направлены в сторону естественного спутника Земли. Этот носитель во многом базируется на технологиях, разработанных в ходе создания CZ-5, летающей с 2016 года, но является во многом совершенно новой разработкой.

А вот второй, пока ни разу не названный в медиапространстве проект, выглядит несколько проще и представляет собой «связку» уже хорошо зарекомендовавших себя «Чанчжэн-5». Концепт такой ракеты впервые был замечен в 2018 году на аэрокосмической выставке в городе Чжухай. С тех пор подробностей про него появлялось очень мало, пока Лэхао внезапно не разговорился. В качестве первой ступени такого носителя китайские инженеры предлагают использовать три бустера из незначительно модифицированных первых ступеней CZ-5. Вторая ступень должна быть переделана сильнее, но в ее основе также будет лежать модуль ракеты «Чанчжэн-5». На траекторию отлета к Луне при подобном подходе удастся запустить уже «всего» 27 тонн. Недостаточно для доставки модулей лунной станции, но пилотируемый корабль этот носитель потянет.
По неподтвержденным официально данным, сейчас концепция лунной программы Китая выглядит примерно следующим образом. Станцию на орбите Луны или базу на ее поверхности Поднебесная планирует строить с помощью CZ-9. А доставка экипажей к этим сооружениям возлагается на перспективный космический корабль, испытанный еще весной прошлого года, и вышеописанную безымянную ракету. Причем уложиться китайские чиновники планируют в очень сжатые сроки — первая высадка ожидаетсяне позднее 2030 года. Работы по созданию посадочного модуля уже идут полным ходом.

Как ни крути, а Китай упорно нагоняет США в области космонавтики, как минимум, номинально. Без уверенности в выполнимости объявленных сроков говорящие головы из Поднебесной не озвучивают никаких дат хотя бы примерно. Если пару лет назад еще казалось, что вторая экономика мира доставит человека на Луну в XXI веке на шесть лет позже первой, то теперь разрыв сильно сокращается. Потому что NASA испытывает серьезные проблемы с реализацией программы «Артемида» в обозначенные временные рамки. Например, высадка на Луну уже почти наверняка откладывается, как минимум, на пару лет с ранее объявленного 2024 года. Причины, в основном, организационные, но от этого фанатам освоения космоса не легче.

По его словам, КНР рассчитывает успеть до 2027 года и обогнать Россию и США. Планируется построить автономный мобильный блок исследовательской станции, который позволит исследователям удаляться от него на расстояние до 1 000 километров.
Издание отмечает, что программа по постройке базы на Луне была ускорена, а ее финальная стадия была перенесена с 2035 на 2027 год. Главной целью миссии по постройке базы на Луне является создание основы для дальнейшего мирного использования ресурсов спутника Земли.

China will set up a research base on the moon by around 2027, eight years earlier than previously scheduled.

That is according to authorities, who told state media about the new completion target for the unmanned lunar station, which is being jointly built with Russia, on Monday.

China's Chang'e 8 moon landing mission originally aimed to carry out scientific experiments such as 3D printing of lunar dust, which would follow two more launches in the next few years.

But Wu Yanhua, deputy director of the China National Space Administration, said the Chang'e 8's new job was to put an unmanned research station on the surface of the moon, previously scheduled for 2035.

Wu did not give details on the reason behind the change of plan, but stressed that the purpose of the mission was to "build a solid foundation for the peaceful use of lunar resources".

For years, China's moon programme has progressed steadily and at its own pace, with Chinese space authorities saying repeatedly that they were not interested in a race like that during the US-Soviet Cold War.

But the thinking of Chinese policymakers might have changed because they felt threatened by a recent move by the United States, according to some scientists involved in the planning of the future moon project.

Shortly after the brought lunar samples back to Earth, Zhang Chongfeng, deputy chief designer of China's manned space programme, criticised the United States for pushing an "Enclosure Movement" on the moon.

The Enclosure Movement was a campaign by British aristocrats in the 18th and 19th centuries to seize land that was formerly owned in common by all members of a village.

The Chinese space authorities believed that US space agency Nasa's Artemis programme, a successor to its Apollo programme, would do something similar on the moon, according to Zhang.

The 1969 Apollo 11 mission landed the first human on the moon, and the Artemis programme planned to send US astronauts back there by 2024. However, unlike Apollo, the new programme aimed to have the astronauts remain there, along with the construction of some large-scale facilities in the moon's orbit and on its surface.

The US government and Nasa have proposed the Artemis Accords to set rules for future lunar activities. Already signed by more than a dozen US allies, the accords allow governments or private companies to protect their facilities or "heritage sites" by setting up safety zones that forbid the entry of others.

China and Russia are opposed to the accords because this challenges the existing international protocols including the UN's Moon Agreement, which states that the moon belongs to the entire human race, not a certain party, according to Zhang.

But to effectively counter the US on the moon, China would have to "take some forward-looking measures and deploy them ahead of schedule", he said in a paper published in domestic peer-reviewed journal Aerospace Shanghai in June.

The Chang'e programme, named after the Chinese lunar goddess, plans to defeat Artemis by exploiting its weaknesses, according to Zhang and his colleagues.

The Artemis programme is extremely complex. It requires building a facility similar to the International Space Station in the moon's orbit, with the programme's estimated cost at US$100 billion by 2025. Nasa's chief inspector recently warned that the first landing could be delayed by several years due to technical and other challenges.

The Chinese programme would take a simpler approach, Zhang said. Instead of building an orbiting "gateway", China would directly put a nuclear-powered research station on the moon. The unmanned facility would allow visiting Chinese astronauts to stay on the moon for as long as their American peers but only at a fraction of the cost.

To counter the US territorial claims, China would also deploy a mobile station. This moon base on wheels would be able to roam freely on the lunar surface for over 1,000km, and the use of artificial intelligence technology would mean astronauts need not be present for its operation.

And, unlike the American programme, which focuses on surface activities, China would pay a great deal of attention to the exploration of caves, which could provide a natural shelter for the construction of permanent settlements.

Analysis of the latest lunar samples by Chinese scientists suggests there had been a lot more volcanic activities on the moon than previously estimated.

Data collected by previous Chang'e missions helped researchers discover more than 10 holes on the moon that could lead to underground chambers being formed by volcanic eruptions. These sites would be the focus of China's robotic and manned lunar mission in the future, according to Zhang and his colleagues.

By 2050, China could establish a leading position on the moon with cooperation from countries such as Russia, the senior space scientist estimated.
However, the many challenges ahead include the limits of energy supply and transport capacity.

To tackle these, China is developing a 1-megawatt nuclear reactor for space missions, 10 times more powerful than similar devices planned by Nasa.
A superheavy rocket is also under development to lift 150 tonnes of payload to orbit, the same as the capacity of .

The Chinese rocket would not be reusable like the Starship, but China is developing a powered by air-breathing and rocket engines and capable of both reaching orbit and landing at an airport. This plane could be built at a lower cost than the Starship, according to scientists involved in the project.

According to the Chinese government, a prototype of this space plane conducted a test flight last summer.
