OneWeb satellite internet company is officially reborn

The next 36 satellites have already been despatched from a Florida factory to Russia's Vostochny Cosmodrome for launch on a Soyuz rocket, currently scheduled for 17 December.

It's understood the components exist for a further three batches, and the new owners have been busy in recent weeks re-establishing old supply chains to fully ramp up production to pre-bankruptcy levels.

And Friday's announcement of the sale's completion is accompanied by the appointment of a new chief executive. It will be Neil Masterson, formerly the Co-Chief Operating Officer at business information provider Thomson Reuters. OneWeb's previous CEO, the experienced telecoms executive Adrián Steckel, will continue as an adviser to the board.

Mr Masterson, who is currently based in New York, is returning to London to take up his new role.

The aim is to have coverage in the Northern Hemisphere down to about 50 degrees latitude next year (which would cover the UK), with the full constellation in place the year after. Sixteen launches have been booked with the French Arianespace rocket company to facilitate the roll-out.

To achieve its goals, the project will, however, need further cash - certainly more than $1bn.

LONDON, 20 November 2020 - OneWeb, the Low Earth Orbit (LEO) broadband satellite communications company, announces its emergence from U.S. Chapter 11 bankruptcy protection and achievement of all relevant regulatory approvals. A consortium of UK Government (through the UK Secretary of State for Business, Energy and Industrial Strategy) and Bharti Global, has invested $1bn of new equity to offer broadband connectivity services, via a constellation of 650 LEO satellites.

OneWeb will continue to be headquartered in the UK, bringing new R&D programmes, manufacturing opportunities and a global platform with priority spectrum usage rights. The company will ensure that the UK is at the forefront of a new commercial space industrial age, evolving technology and innovation, and will work with the UK commercial and academic space communities, along with other international specialists, in its research and development activities.

In connection with completion of the restructuring process, OneWeb is pleased to announce that Neil Masterson has been appointed CEO. Neil is formerly Co-Chief Operating Officer at Thomson Reuters having enjoyed a 20-year career with the global provider of news, information, and software.

He succeeds Adrian Steckel, who continues as an Adviser to the Board. Adrian joined OneWeb as CEO in September 2018 and has guided OneWeb through three successful launches, delivering 74 satellites into orbit, and securing priority spectrum use rights for OneWeb.

OneWeb also announces the target date of 17th December 2020 for its Return to Flight, with a 36-satellite payload scheduled for launch by Arianespace from the Vostochny Cosmodrome. All the satellites have been shipped from Florida to Vostochny and are now undergoing preparation for launch.

Due to investment decisions made by the new shareholders, the joint venture facility with Airbus in Florida, USA was re-activated and the dual production lines brought back into service.

Launches will continue throughout 2021 and 2022 and OneWeb is now on track to begin commercial connectivity services to the UK and the Arctic region in late 2021 and will expand to delivering global services in 2022.

С 2016 года с Восточного состоялось пять пусков ракет "Союз", в том числе один аварийный. Очередной пуск намечается на 18 декабря с 36 аппаратами OneWeb.
То есть с Восточного в 2021 году всего 3.

В заявлении от 12 января в Федеральную комиссию по связи OneWeb запросили разрешение на внесение поправок в заявку, поданную в мае для своей группировки. Теперь компания предлагает систему с 6 372 спутниками.

Обновлённая группировка, как говорится в заявлении OneWeb: "демонстрирует приверженность и видение её новых владельцев", британского правительства и индийской телекоммуникационной компании Bharti Global, в отношении "развёртывания рентабельной, высококачественной и новаторской спутниковой сети для предоставления глобального широкополосного доступа в интернет".
Первоначальное предложение, поданное в FCC, предусматривало систему с 32 плоскостями по 720 спутников в каждой и наклонением 40°, 32 плоскостями с 720 спутниками каждая с наклонением 55° и 36 плоскостями с 49 спутниками на каждой с наклонением 87,9°.
Спутники должны размещается на орбитах высотой в 1200 километров. Всё это будет в дополнение к первоначальной группировке из примерно 650 спутников, которые компания в настоящее время развёртывает, и на неё предлагаемая модификация не влияет.
Пересмотренная система сохраняет то же количество и расположение орбитальных плоскостей, но сокращает количество спутников в двух первых плоскостях с 720 до 72 единиц. Спутники в орбитальных плоскости в 87,9° остались без изменений.
"OneWeb ожидают, что этот пересмотренный план развёртывания позволят ей достичь превосходной пропускной способности и эффективности при одновременном снижении требований к финансированию и реализации концепции OneWeb.

("SoftBank") and Hughes Network Systems LLC ("Hughes"), bringing OneWeb's total funding to $1.4 billion. The capital raised to date positions the Company to be fully funded for its first-generation satellite fleet, totaling 648 satellites, by the end of 2022.

OneWeb raises $400 million

WASHINGTON — Broadband satellite company OneWeb announced Jan. 15 it has raised $400 million from SoftBank and Hughes Network Systems, allowing the company to continue deployment of its constellation.

The new round includes $350 million from SoftBank, who was the biggest shareholder in OneWeb before it filed for Chapter 11 bankruptcy in March 2020. The remainder is from Hughes Network Systems, which announced last year it would invest $50 million into the restructured company.

The companies did not disclose the new size of SoftBank's stake in the company, but OneWeb announced that the Japanese company would get a seat on its board. According to an October notice by the Federal Communications Commission, SoftBank owned 12.3% of the company at the time, after owning 37.41% before the Chapter 11 filing.

The same FCC notice said that Hughes' planned investment was still being finalized, but that the investment would not have a "meaningful impact" on OneWeb's ownership, with Hughes holding a 2.6% stake. The British government and Indian telecom company Bharti Global, which acquired OneWeb for $1 billion, each owned 42.2% of the company at that time.

Hughes, meanwhile, invests via its parent company EchoStar and inked a deal with the company way back in 2017 to build the terrestrial infrastructure that would work with OneWeb's satellites. Deals, building and rollouts in the world of satellite technology play out over a number of years, and often face delays, so being three years out — or even more — on seeing any fruits from that deal is not hugely surprising.

OneWeb acknowledged the long-time connection between the investors and confirmed that the ground network is still being built by Hughes.

SoftBank has invested a further $350m into OneWeb, the satellite internet company it forced into bankruptcy last year after refusing to take part in an urgent funding round.

The Japanese technology investor will also secure a seat on the board of the company, rescued from a Chapter 11 bankruptcy by a $1bn investment from the UK government and Indian telecoms tycoon Sunil Bharti Mittal.

The investment will give SoftBank roughly 30 per cent of OneWeb, and dilute the 42.2 per cent stakes held respectively by the UK and Mr Mittal to about the same level.

SoftBank already held a stake of about 9 per cent after converting $90m of debt into equity as part of the rescue. The UK will retain its golden share, which allows it to control access to the system.

Alongside SoftBank, billionaire Charlie Ergen's Hughes Network Systems, an original investor in OneWeb and a subsidiary of EchoStar, is also investing a further $50m as indicated last year when it took its initial $50m stake.

"The UK government, SoftBank and Bharti [Mr Mittal] will have very similar percentages in a company that is worth considerably more," OneWeb said, pointing to the increase in equity from $1bn to $1.4bn as a result of the buyout and the latest financing. "They have created value for the UK taxpayer."

OneWeb is still in need of a further $1bn — to be raised either from new investors or through debt, according to Mr Mittal — in order to complete a constellation of 648 low Earth orbit satellites that will deliver global broadband services to the most remote areas of the planet.

OneWeb is understood to be in discussions with other potential investors, including sovereign wealth funds.

— Одним из основных проектов с участием России на данный момент является проект OneWeb. Расположенное в Калининграде российское ОКБ "Факел" успешно прошло конкурсные процедуры и является поставщиком двигателей малой тяги для этой группировки.
Заказчиком выступает совместное предприятие Airbus и OneWeb (OneWeb Satellites — прим. ТАСС), находящееся в Тулузе. Это наше дочернее предприятие. Это очень интересный проект. Я бы даже сказал, он знаковый, в том числе для российской космической промышленности, так как коллегам из ОКБ "Факел" пришлось перестраивать свои подходы, связанные с необходимостью массового производства этих двигателей в больших количествах.
Чтобы помочь им реализовать эту программу, мы инвестировали в расширение испытательной базы в Калининграде. ОКБ "Факел", хотя и с некоторыми трудностями, которые присущи всем поставщикам, участвуют в этом революционном с точки зрения производства проекте. Они на очень хорошем счету, они действительно молодцы, и мы  сейчас даже разместили небольшой дополнительный заказ.
Всего на данный момент заказано около 600 двигателей. Это очень интересный проект как для Airbus, так, надеюсь, и для ОКБ "Факел". У нас с коллегами очень хорошие рабочие отношения и очень хороший контакт.

Для того чтобы перейти на следующий этап в массовом производстве серийных аппаратов, нужны новые стандарты. И в этом была сложность. Многие существующие стандарты и процессы заточены именно под конкретное или малосерийное производство. В такой ситуации всем необходимо быстро адаптироваться к изменяющемуся рынку и потребностям заказчиков, перестроиться в плане взаимодействия, подхода и стандартов работы. Возвращаясь к ОКБ "Факел", совместно с коллегами мы смогли решить целый пул вопросов, и калининградцы смогли быстро перестроиться и адаптироваться к новому графику, стандартам и ритму работ...

Two satellites from the fast-growing constellations of OneWeb and SpaceX's Starlink dodged a dangerously close approach with one another in orbit last weekend, representatives from the US Space Force and OneWeb said. It's the first known collision avoidance event for the two rival companies as they race to expand their new broadband-beaming networks in space.

On March 30th, five days after OneWeb launched its latest batch of 36 satellites from Russia, the company received several "red alerts" from the US Space Force's 18th Space Control Squadron warning of a possible collision with a Starlink satellite. Because OneWeb's constellation operates in higher orbits around Earth, the company's satellites must pass through SpaceX's mesh of Starlink satellites, which orbit at an altitude of roughly 550 km.

One Space Force alert indicated a collision probability of 1.3 percent, with the two satellites coming as close as 190 feet — a dangerously close proximity for satellites in orbit. If satellites collide in orbit, it could cause a cascading disaster that could generate hundreds of pieces of debris and send them on crash courses with other satellites nearby.

Currently, there's no national or global authority that would force satellite operators to take action on predicted collisions. Space Force's urgent alerts sent OneWeb engineers scrambling to email SpaceX's Starlink team to coordinate maneuvers that would put the two satellites at safer distances from one another.

While coordinating with OneWeb, SpaceX disabled its automated AI-powered collision avoidance system to allow OneWeb to steer its satellite out of the way, according to OneWeb's government affairs chief Chris McLaughlin. It was unclear why exactly SpaceX disabled the system. SpaceX, which rarely responds to reporters, did not return multiple requests for comment for this story, nor did David Goldman, the company's director of satellite policy.

SpaceX's automated system for avoiding satellite collisions has sparked controversy, raising concerns from other satellite operators who say they have no way of knowing which way the system will move a Starlink satellite in the event of a close approach. "Coordination is the issue," McLaughlin says. "It is not sufficient to say 'I've got an automated system,' because the other guy may not have, and won't understand what yours is trying to do."

SpaceX has roughly 1,370 Starlink satellites in orbit and is on track to launch thousands more, with ambitions to build a 12,000-satellite network of global broadband coverage. OneWeb has launched 146 satellites so far, of the roughly 650 it plans to send into orbit for a similar global network, operating in higher orbits around Earth. And Jeff Bezos' Amazon has pledged to join the same race, planning to launch over 3,000 satellites in low-Earth orbit. All companies want to beam broadband internet into Earth's most rural regions to meet increasing demand from consumers and governments alike.

"This event was a good example of how satellite operators can be responsible given the constraints of global best practices," says Diana McKissock, the head of the Space Force 18th Space Control Squadron's data sharing and spaceflight safety wing. "They shared their data with each other, they got in contact with each other, and I think in absence of any global regulation, that's... the art of the possible."

Still, the sharp increase of satellites in orbit, mainly driven by SpaceX's Starlink venture, has moved faster than any authority can regulate the industry for safety. McKissock says SpaceX has made efforts to increase its transparency in orbit; the company currently provides location data of its satellites to other operators. But its automated system for avoiding collisions is a closed book where openness and coordination are needed the most, analysts and operators say.

"What is the point of having it if you have to turn it off when there's going to be a potential collision?" Victoria Samson of the Secure World Foundation says, adding that the void of any clear international framework for managing active objects in space makes it largely unclear who would be held responsible if a collision actually occurred.

Satellite maneuvers in space are common, but worry in the industry is mounting as OneWeb, SpaceX, Amazon, and other companies race to toss more satellites into space. And this Starlink close call isn't the first. In 2019, a European Space Agency satellite had to move out of the way of a Starlink satellite to avoid a potential collision. SpaceX didn't move its satellite because of a computer bug that prevented proper communication with ESA, it said at the time.

With more OneWeb satellite launches planned on a monthly basis, and with planned constellations from Amazon and Telesat in higher orbits than Starlink, the need to establish clear rules of the road in orbit is becoming more urgent than ever. SpaceX looms especially large, not just because of the size of its constellation but because of where it's sending them. "OneWeb and others will have to transit through Starlink to reach their destinations, so SpaceX needs to ensure now that other satellite operators can do that safely," says Caleb Henry, a satellite industry analyst at Quilty Analytics.

McKissock says the 18th Space Control Squadron is fully aware of the industry concerns with SpaceX's autonomous avoidance approach. "So it's been interesting," she says. "But like I said, I'm glad they talked to each other. The scary situation is when one of the operators is not communicative, and then it's just crossing your fingers."

Контракт между компаниями Arianespace и OneWeb на 21 пуск ракет "Союз" с космодромов Байконур, Восточный и Куру был подписан в июне 2015 года. В сентябре 2020 года OneWeb объявила, что количество законтрактованных пусков "Союзов" сокращено до 19. Выполнены уже пять: два с Байконура, два с Восточного и один с Куру, на орбиту выведены 146 спутников.
OneWeb собирается начать предоставлять коммерческие услуги спутниковой связи в конце 2021 года, а к концу 2022 года развернуть группировку из 648 спутников, которая позволит обеспечить широкополосный доступ в интернет для пользователей по всему миру благодаря полному охвату поверхности Земли.

"У нас пока нет полной картины дизайна новых аппаратов от OneWeb. Мы знаем, что они будут иные, может, на другой фабрике будут делаться. Второе поколение будет более массовое, во-вторых, габариты этих аппаратов будут иными. Пока еще технической информации не получили. Но мы провели 9 апреля на Байконуре встречу с ведущими акционерами этой компании, менеджментом и договорились о том, что мы будем готовить предложения навстречу друг другу. Мы предложили свои услуги по продолжению пусковой кампании", - сказал глава госкорпорации, отвечая на вопрос по поводу новых контрактов с OneWeb.
При этом Рогозин добавил, что в понедельник, 26 апреля, состоится пуск партии космических аппаратов OneWeb с космодрома Восточный. Затем планируется еще "порядка 6-7 запусков". Также глава Роскосмоса отметил, что в прошлом году у компании были проблемы и сейчас ей "надо дать возможность отдышаться".
Первые шесть спутников OneWeb были запущены на орбиту с космодрома Куру на ракете "Союз-СТ" 28 февраля 2019 года. С Байконура 7 февраля 2020 года в космос были выведены 34 аппарата, а 21 марта - еще столько же. Впервые с космодрома Восточный спутники OneWeb были запущены в декабре 2020 года (36 аппаратов), 25 марта оттуда было выведено еще 36 спутников. Всего компания планирует развернуть на околоземной орбите порядка 600 спутников.
Обновленная договоренность OneWeb с Arianespace предполагает запуск 16 российских ракет "Союз" с космодромов Куру, Восточный и Байконур в 2020-2022 годах. Каждый пуск позволит вывести на орбиту по 34-36 аппаратов.
