Russia skeptical about participating in lunar Gateway

Dmitry Rogozin, head of Roscosmos, said the lunar Gateway is too "U.S.-centric" for Russia to participate in, even though the Gateway will use the same intergovernmental agreement as the ISS.

WASHINGTON — The head of Russia's space agency said that the lunar Gateway, part of NASA's Artemis lunar exploration program, is too "U.S.-centric" for it to participate in, even though the Gateway leverages the existing International Space Station partnership.

During a panel featuring the heads of seven space agencies at the International Astronautical Congress Oct. 12, Dmitry Rogozin, director general of Roscosmos, said it was unlikely that his agency would play a major role in the Gateway despite the planned participation of other ISS partners, including Canada, Europe and Japan.

"In our view, the lunar Gateway in its current form is too U.S.-centric, so to speak," Rogozin said through an interpreter. "Russia is likely to refrain from participating in it on a large scale."

During a later press conference, Rogozin elaborated on his issues with the Gateway. "The most important thing here would be to base this program on the principles of international cooperation which were used in order to fly the ISS program," he said, such as collective decision-making among the station's partners.

"If we could get back to considering making these principles as the foundation of the program, then Roscosmos could also consider its participation," he said of the Gateway.

Rogozin's comments about seeking to use the ISS as a model for the lunar Gateway are surprising since that is already NASA's approach for developing it. NASA previously announced it would extend the existing intergovernmental agreement, or IGA, for the space station for the Gateway, even as it seeks a new set of agreements, called the Artemis Accords, for the broader Artemis program.

"The Gateway uses the intergovernmental agreement established for the International Space Station," NASA Administrator Jim Bridenstine said in an interview after the conference session. "All of the protocols that exist on the International Space Station would also exist for the Gateway, so I don't think that that's a challenge."

NASA has been working with each ISS partner on memorandums of understanding (MOU) that would extend that ISS agreement for use on the Gateway. Bridenstine said that, in February, NASA asked Roscosmos for comments on how a potential MOU between the two agencies would work. "We're still waiting to hear back from them," he said.

Rogozin said that even if Russia does not decide to participate in the Gateway, he wanted to ensure that it used standard docking interfaces so that Russian spacecraft could dock with it. "We need to have at least two space transportation systems," he said, referring to Russian plans for a next-generation crewed spacecraft called Orel. Standards for docking would enable Orel to dock with the Gateway "even if we pursue two standalone programs."

NASA is already pursuing such standards, Bridenstine said. "We are in broad agreement with Roscosmos that we need international standards for interoperability," he said, including not just docking but other areas, from communications to life support systems. Interoperability, he noted, is one of the principles of the Artemis Accords.

He also supported development of a Russian transportation system that could deliver crews to the Gateway. "If we have dissimilar redundancy for transportation to the Gateway, and ultimately to the moon, that's very positive," he said. "We're very supportive of that."

"What the Artemis Accords are really about is coming up with those foundational principles that we all agree on so that when we go explore these worlds together, there's commonality," Bridenstine said at the press conference. "The whole purpose of it is to prevent misperceptions."

International cooperation on and around the Moon as part of the Artemis program is taking a step forward today with the signing of the Artemis Accords between NASA and several partner countries. The Artemis Accords establish a practical set of principles to guide space exploration cooperation among nations participating in the agency's 21st century lunar exploration plans.

"Artemis will be the broadest and most diverse international human space exploration program in history, and the Artemis Accords are the vehicle that will establish this singular global coalition," said NASA Administrator Jim Bridenstine. "With today's signing, we are uniting with our partners to explore the Moon and are establishing vital principles that will create a safe, peaceful, and prosperous future in space for all of humanity to enjoy."

While NASA is leading the Artemis program, which includes sending the first woman and next man to the surface of the Moon in 2024, international partnerships will play a key role in achieving a sustainable and robust presence on the Moon later this decade while preparing to conduct a historic human mission to Mars.

The founding member nations that have signed the Artemis Accords, in alphabetical order, are:

NASA announced it was establishing the Artemis Accords earlier this year to guide future cooperative activities, to be implemented through bilateral agreements that will describe responsibilities and other legal provisions. The partners will ensure their activities comply with the accords in carrying out future cooperation. International cooperation on Artemis is intended not only to bolster space exploration but to enhance peaceful relationships among nations.

"Fundamentally, the Artemis Accords will help to avoid conflict in space and on Earth by strengthening mutual understanding and reducing misperceptions. Transparency, public registration, deconflicting operations – these are the principles that will preserve peace," said Mike Gold, NASA acting associate administrator for international and interagency relations. "The Artemis journey is to the Moon, but the destination of the Accords is a peaceful and prosperous future."

The Artemis Accords reinforce and implement the 1967 Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, Including the Moon and Other Celestial Bodies, otherwise known as the Outer Space Treaty. They also reinforce the commitment by the U.S. and partner nations to the Registration Convention, the Agreement on the Rescue of Astronauts, and other norms of behavior that NASA and its partners have supported, including the public release of scientific data.

The principles of the Artemis Accords are:

Peaceful Exploration: All activities conducted under the Artemis program must be for peaceful purposes
Transparency: Artemis Accords signatories will conduct their activities in a transparent fashion to avoid confusion and conflicts
Interoperability: Nations participating in the Artemis program will strive to support interoperable systems to enhance safety and sustainability
Emergency Assistance: Artemis Accords signatories commit to rendering assistance to personnel in distress
Registration of Space Objects: Any nation participating in Artemis must be a signatory to the Registration Convention or become a signatory with alacrity
Release of Scientific Data: Artemis Accords signatories commit to the public release of scientific information, allowing the whole world to join us on the Artemis journey
Preserving Heritage: Artemis Accords signatories commit to preserving outer space heritage
Space Resources: Extracting and utilizing space resources is key to safe and sustainable exploration and the Artemis Accords signatories affirm that such activities should be conducted in compliance with the Outer Space Treaty

Thales Alenia Space in Italy will produce Europe's two major contributions to the Lunar Gateway, a US-led space station around the Moon.

TAS will build two pressurised sections: one where astronauts can live, and the other on which refuelling and telecoms equipment can be mounted.

The UK-arm of TAS will provide the refuelling hardware.

Walter Cugno, vice president of science and exploration at TAS, said the company would lean heavily on its heritage when producing iHab and Esprit.

"They are different from the space station modules in that they will not be occupied all the time. This means they will have to have much more autonomy," he told BBC News.

The company has just signed a first tranche contract with the European Space Agency (Esa) of €36m (£32m) to begin work on iHab (the eventual, full contract will be worth €327m/£295m); and has an Authorisation To Proceed for Esprit. An ATP allows work to get under way while final contractual details are still worked out.

iHab will have room for four astronauts to comfortably move around. It will require all the additional equipment needed for life support, and carry protection against micrometeorite impacts - and the increased radiation that exists when moving away from Earth.

Esprit comes in two parts. One is named HLCS (Halo Lunar Communication System) and provides the communications between the Gateway and the Moon.

This part will actually launch in 2024 with the Americans' Halo module, the first habitation and logistics element of the Gateway.

The other Esprit part is ERM (Esprit Refuelling Module). This combines the refuelling hardware of the Gateway with a small pressurised tunnel with windows. They won't be as big but these windows will be like those on the International Space Station's Cupola module.

The windows will be where astronauts go to get a good view of space, the Earth, the Moon - and, most importantly, any robotic operations in the vicinity of the Gateway.

The iHab and Esprit announcements were timed to coincide with the annual International Astronautical Congress, which this year is being held online because of the Covid-19 crisis.

Other important announcements on Wednesday included contracts from Esa to study the design of a large lunar logistics vehicle. This is a robotic freighter the agency would use to take 1.5 tonnes of cargo to the Moon's surface. It's another European contribution to the Artemis project.

TAS will examine one possible design; Airbus will put forward its own concept.

The freighter, currently known as the European Large Logistic Lander (EL3), would be launched by Ariane rockets, starting at the back end of the 2020s.

Among the contracts announced were two to Thales Alenia Space for elements of the NASA-led lunar Gateway. Thales Alenia's Italian business is the prime contractor for the I-Hab, an international habitation module, while its French business will be the prime contractor for the European System Providing Refueling, Infrastructure and Telecommunications (ESPRIT), a refueling and communications module. The I-Hab contract is worth 327 million euros ($383 million).
Work has started on ESPRIT under an authorization-to-proceed notice from ESA, with the contract to be finalized by the end of the year.

"I-Hab is one of the most important elements, if not the most important element, on the Gateway," said Massimo Claudio Comparini, senior executive vice president at Thales Alenia Space, in an interview. Besides providing living space for visiting crews, it will have additional docking ports for visiting vehicles.

ESPRIT consists of two elements, which will launch separately. Its telecommunications element will be installed on Northrop Grumman's Habitation and Logistics Outpost module, which will launch with the Power and Propulsion Element in 2023. The refueling element, which also includes a pressurized module with large windows, is scheduled to launch by 2027.

Both Airbus and Thales Alenia received contracts from ESA for initial studies of the European Large Logistic Lander (EL3), a robotic lander that will be capable of carrying up to 1.5 metric tons to the lunar surface. ESA envisions using the lander starting in the late 2020s for delivering cargo to support future human missions as well as for science missions, including lunar sample return.

He noted Germany was particularly interested in lunar robotic missions, while France and Italy had a greater interest in the lunar Gateway and Mars Sample Return.

Besides building various spacecraft, ESA's member states anticipate its investment will give it an opportunity to fly ESA astronauts on Artemis missions to the moon. "We obviously have the ambition to get European astronauts to the surface to moon," he said. Those projects as well as future contributions, like developing a satellite system to provide lunar communications and navigation, could enable ESA to assign an astronaut to a later Artemis mission.

NASA Administrator Jim Bridenstine, who appeared at the IAC session with Woerner, acknowledged that NASA was relying on ESA for carrying out the Artemis program. "That mission, on day one, is going to be international and it will include the European Space Agency as not just a critical partner but a critical enabler," he said.

Это не Рогозин предложил, а само НАСА изначально предложило России сделать стыковочный отсек в качестве долевого взноса в Старгейт.

о каком отсеке речь?
Еще до Рогозина было - возможность стыковки Ориона и Российского корабля и единый стыковочный узел. Про единый для разных стран говорят очень давно.

Вот только позднее появлялись сообщения о том, что в ПТК НП не вмещается АПАС-подобный стыковочный узел по диаметру. Хотя не удивлюсь, что перепроектирование носового отсека в последние два года проводилось именно для решения этой проблемы. Но это просто догадка.

Если проблема не решена, то ПТК НП не сможет пристыковаться к Gateway, если там не будет российского стыковочного модуля.

Куда вы предлагаете подцепить пеерходник? К кораблю не получится, потому что у него сверху крепится САС. А чтобы прицепить что-то к станции, нужно договариваться с американцами о полноценном участии в программе Gateway.

Если бы на ПТК НП стоял совместимый адаптер, то на нем можно было бы просто прилететь "в гости" в рамках отдельного визита. Но у ПТК НП люк своего диаметра, штык-конус (точнее, только штык) и Курс-НА. А у Gateway стыковочный порт IDA и своя система датчиков автоматической стыковки. Т. е американцы должны сделать дополнительный порт под российские корабли. А чего ради им это делать?

Если бы на ПТК НП стоял совместимый адаптер, то на нем можно было бы просто прилететь "в гости" в рамках отдельного визита. Я выше упоминал этот вариант: непонятно, как к Орлу тогда этот адаптер прицепить. Потому что корабль выводится в потоке без внешнего обтекателя, и сверху к нему цепляется башня САС.

Чтобы пристыковаться тоже нужно соглашения и прочее.
