a:During Starlink Beta, service will be intermittent as teams work to optimize the network. When connected, your service quality will be high, but your connection will not be consistent. This means it may support streaming video with some buffering, but likely is not suitable for gaming or work purposes.

q:How does Starlink internet work?
a:Starlink will deliver high-speed broadband internet across the globe with a large, low-Earth constellation of relatively small but advanced satellites. Satellite internet works by sending information through the vacuum of space, where it travels nearly 50% faster than in fiber-optic cable.
q:Most satellite internet services today come from single geostationary satellites that orbit the planet at about 35,000km, covering a fixed region of the Earth. Starlink, on the other hand, is a constellation of multiple satellites that orbit the planet much lower at about 550km, and cover the entire globe.

Beta Tester Customer Agreement / Terms of Service:
Thank you for volunteering to participate in SpaceX's Starlink Beta Program ("Beta Program"). Below you will find important rules for your participation. SpaceX will provide you with a "Starlink Kit" (the Starlink dish, wifi router, power supply and mounts) and internet services. By accepting Starlink internet services and the Starlink Kit ("Starlink Services"), you agree to be bound by and comply with these terms and conditions under the Beta Program.
Confidentiality and No Social Media
You are being provided early access to the Starlink Services. The Starlink Services and details like internet speeds, uptime, coverage, and other performance specifications are confidential and proprietary to SpaceX. You may NOT discuss your participation in the Beta Program online or with those outside of your household, unless they are SpaceX employees.
You must not share anything on social media about the Starlink Services or the Beta Program. This applies not only to public forums, but also to private accounts and restricted groups. Do not provide access or information about Starlink Services to the media or allow third-parties to take pictures of any part of the Starlink Kit.
Your Responsibility as a Beta Tester
You agree to dedicate an average of 30 minutes to 1 hour per day testing the Starlink Services and providing feedback on a periodic basis. Nominal Fee to Test Online Ordering Process

For example, at the initial sign-up you will be charged approximately $3.00 total and thereafter, a reoccurring charge of approximately $2.00 per month during the duration of the Beta Program.
This nominal charge is NOT a fee for the Starlink Kit or internet services, but is exclusively being requested to allow SpaceX to test its ordering and billing systems. SpaceX is temporarily loaning you the Starlink Kit and providing the internet services free of charge.
If you do not want to provide your credit or debit card information, please do not participate in the Beta Program.
Starlink Kit
The Starlink Kit has not been authorized as required by the rules of the Federal Communications Commission and may not be offered for sale or lease, or sold or leased, until authorization is obtained. The Starlink Kit is being provided to you for the purposes of evaluating performance and determining customer acceptability during the Kit's pre-production state.
Title to, and ownership of the equipment in the Starlink Kit remains with SpaceX. You may not loan, transfer, sell, give away, tamper with, or alter the Starlink Kit unless you obtain approval from SpaceX. Software copies installed on the Starlink Kit are made available for use as installed and never sold. SpaceX reserves all rights and interests to Starlink Services and its intellectual property provided to you.

Installation
You are responsible for installing the Starlink Kit. Do not allow third-parties, or those not associated with SpaceX, to access or install the Starlink Kit unless you obtain approval form SpaceX. Do not install the Starlink Kit at your home if you do not have the authority to do so. It is your responsibility to ensure compliance with all applicable zoning, ordinances, covenants, conditions, restrictions, lease obligations and landlord/owner approvals related to the installation location. For example, if your apartment building or condo prohibits installs on its roof, or in common spaces, or only allows installs on private balconies, or does not allow penetrative installs (drilling holes through a roof or walls), you are responsible for understanding and following such rules. If you cannot install the Starlink Kit without breaking the rules, do not install it.
Use good judgment in installing the Starlink Services, and do not take unnecessary risks. If you cannot safely install the Starlink Kit, do not install it.
Except as arises from intentional misconduct or gross negligence, SpaceX shall not have any liability for any losses resulting from the Starlink Services, Starlink Kit or any installation, repair, or other associated services including, without limitation, damage to your property, or loss of software, data, or other information from your devices. Should use of the Starlink Services require any construction or alteration to your property, SpaceX is not obliged to restore your property to the same physical state as prior to delivery of Services. If you require a roof mount installation, you acknowledge the potential risks associated with this type of installation, including, without limitation, with respect to any warranty that applies to your roof or roof membrane.
Privacy
Please review SpaceX's Privacy Policy to understand how we treat personal information we collect from you. In addition to the information listed in our Privacy Policy, we will be collecting information through our survey questions, and certain data for the purpose of measuring performance, including the following:
  • A record of time when the dish is active and transmitting
  • Amount of data the dish uses per moment of time
  • Equipment link performance and network health
  • Equipment unit telemetry
  • Dish GPS orientation and obstruction telemetry
Usage and Network Monitoring
Do not conduct any illegal activities using the Starlink Services. This includes, downloading or storing any material that infringes on the intellectual property or copyrights of third-parties, such as downloading movies or music without paying for it. SpaceX may suspend or terminate your participation in the Beta Program if we believe you are participating in illegal behavior using Starlink Services. SpaceX may also suspend or terminate your participation in order to protect the network from security threats or to minimize congestion caused by the excessive use.
Termination of Beta Program and Starlink Kit Returns
At the end of Beta Program, or whenever SpaceX determines, your participation in the Beta Program will be terminated, Starlink Services will be shut off and you will be required to return the Starlink Kit to SpaceX, at SpaceX's shipping cost, following return instructions that will be provided to you.
To terminate your participation in the Beta Program at any time, please contact Customer Support by signing into your Starlink Account. SpaceX will provide you with instructions for returning the Starlink Kit, at SpaceX's cost.

насчет стоимости установки. Надо понимать, что и Виасата точнее Exede и Хьюзнет устанавливают свои терминалы за счет профессиональных инсталяторов , которые и получают эти 300 Долларов. Они приезжают привозят терминал и устанавливают под ключ.

Для СтарЛинка похоже (моя версия) надо будет оплатить шиппинг кост для доставки терминала абоненту и самому заниматься установкой его на крыше или саду (и если руки не очень рукастые вызывать мастера строителя, что выльется в те же 200..300 Долларов). Поэтому у меня есть сомнения насчет того, что СтарЛинку удастся взять уан тайм пеймент  с абонента .

Все же интересно с чем это связано. Недостаточное количество спутников? Неготовность ПО? Или антенна в принципе не может переключаться между спутниками так, чтобы это было незаметно для пользователя?

Вряд ли дело в переключении антенны, ибо это фатальный дефект, и его не могли пропустить при разработке. Остаются недостаточное количество спутников и неготовность ПО.
Не все у нас еще хорошо, кое-что - просто замечательно!

Representatives from Telesat and SpaceX dug into their companies' plans for constellations in Low-Earth Orbit (LEO) and how they can provide backhaul in Via Satellite's Cell Backhaul Digital Week session  "The Low-Latency Constellation Battle to Connect Rural North America" on Thursday. 
The two systems differ in the markets they plan to tackle first, and their approaches to vertical integration. But both Manik Vinnakota, Telesat's global director of Product and Commercial, and Jonathan Hofeller, SpaceX's vice president of Starlink and Commercial Sales agreed that LEO constellations won't cause the demise of the tower. Here are eight takeaways from their conversation: 
1. Telesat is targeting 2022 launches; SpaceX has friends and family trials underway
Telesat LEO has plans for 300 satellites, and aims to place 78 in orbit in 2022, and 220 more in 2023. The operator has performed 20 tests with different operators and service providers including Telefonica. In addition, Telesat has filed for an extension to build a constellation of up to 1,600 satellites to cater to future demand.
SpaceX is awaiting its 10th Starlink launch, at which point it will have 538 satellites deployed. Its goal is to reach 1,440 to start commercial service. Hofeller said friends and family trials are underway, and SpaceX looks to begin commercial service in the next couple of months in the northern part of the United States, expanding across the world after. "By this time next year we'll do this broadcast over the Starlink network," Hofeller predicted. He also shared a target latency of 20 ms, which SpaceX hopes to drive down to 10 ms. 
2. SpaceX shares anticipated update on ground segment 
Hofeller shared a photo of SpaceX's user terminal, which is built in-house (above). It's about a 19-inch diameter phased array antenna. He also revealed he has one set up at his own home, and it's as easy to use as SpaceX Founder Elon Musk says, no need to call an installation technician. 
"I have deployed one on my house, it's very exciting to get one," he said. "The instructions are uber-easy. You plug it in, and you point it at the sky, and a few seconds later you have internet. It's truly remarkable."
3. Operators stress their different target markets
SpaceX is primarily targeting the direct-to-consumer market but is also speaking with various vertical markets including telcos. Hofeller said the service compliments what telcos are doing in 5G, and will be most effective in rural areas where it is too expensive to deploy fiber. "That's where our constellation shines, so we are looking forward to being a partner with these telcos," he said. 
Telesat, on the other hand, is targeting enterprise markets like mobility and government, in addition to backhaul. Vinnakota sees backhaul use cases with cell sites and community sites. Telsat plans to hit all enterprise markets from the start, even those with varying requirements. "We want to build a backhaul product that works for everyone," Vinnakota said.
4. They have different views on vertical integration
Vinnakota said Telesat LEO will not be vertically integrated, and working with partners is key to its strategy, both on the ground segment and on the service side. Telesat is working with vendors on its ground segment terminal, with a particular focus on Size Weight and Power (SWAP), and also working with service providers to target different enterprise markets. 
"We work with service providers and we believe service providers in the other markets add a lot of value. Customized backhaul for aviation, maritime, cruise. They add the additional customization that is needed," he said. 
SpaceX, on the other hand, is building its own terminal and gateways. "The beauty of being vertically integrated both on the user terminal, the gateways and the satellite piece of it is that we are constantly updating and improving the connection between those pieces of infrastructure," Hofeller said. 
5. Telesat won't share a price point — yet 
Vinnakota was reticent to give a price point for Telesat LEO's Mbps per month, saying that it will be highly competitive with the best satellite networks, and the price will vary by vertical.
6. SpaceX is 'aggressively' targeting inter-satellite links
"As soon as we can get inter-satellite links, I know that is something that we want to do," Hofeller said. "We have to make sure it's cost effective in order to provide it and implement into the constellation. That's something we are attacking internally and aggressively and it's something that we know will greatly enhance the system, both for consumers and enterprise customers, and our government customers as well."   
7. Neither see LEO constellations as a replacement for cell towers 
"Telesat LEO will not replace cell towers,"  Vinnakota said. "We will compliment them. Going back to our backhaul focus, a lot of these small cells may be [cut] off from fiber coverage and need a backhaul solution." 
Hofeller agreed, and said Starlink will compliment Mobile Network Operators (MNOs) and could factor into how MNOs look at regional deployment in the future:  "As we get more and more dense into connectivity, that is not our sweet spot. While we can provide backhaul in remote regions .. our focus is on rural low-density populations as a compliment to the MNOs. I don't see this as an end to the big towers." 
8. Both Telesat and SpaceX see regulatory access as their issue to tackle
Hofeller said SpaceX is working to make it as easy on telcos as possible, and has made progress toward regulatory access in multiple countries. 
Telesat has market access in the U.S. and Canada, and will get regulatory authorization to serve a telco in its country, wherever that is:  "From a backhaul perspective, we are aware that traffic needs to land locally for data privacy or for other security reasons, for mobile operators especially. Our network is designed to be able to do that — local handoff, and local landing of traffic. Telcos don't have to do anything, it's on us," Vinnakota said.

Подали запрос в FCC на 5 миллионов терминалов вместо изначального миллиона. Пишут что на бету получили 700,000 заявок только в 50 штатах. Кто тут распинался что Старлинк в цивилизованных странах никому не нужен?

Если все таки точнее перевести, в письме Спейсов нет указания , что все 700000 из США,(например  там есть и моя заявка на тестированиее СтарЛинка  на Чистых Прудах :) .. В целом, это скорее не иллюстрация желания купить этот сервис (ибо цена не известна, объем включенного трафика не известен , как впрочем и скорости, да и думаю 80% не понимает, что не смогут сами смонтировать терминал у себя на доме), а магия имени и саксесс стори Маска..
Я бы подождал  начала продаж..
Что касается заявке на 5 млн это  должно подстегнуть потенциальных инвесторов Маск сейчас собирает очередные 500..1000 миллионов на СтарЛинк
