На спутниках системы Galileo сломались атомные часы

У нескольких спутников навигационной системы Galileo вышли из строя бортовые атомные часы, необходимые для определения положения спутника. Это произошло спустя всего несколько месяцев после запуска последних спутников, сообщает «Би-би-си».

Система навигации Galileo была официально введена в эксплуатацию в декабре 2016 года, к тому моменту на орбите находилось 18 спутников, один из которых не функционировал, а еще несколько работали в тестовом режиме. Последние из них были запущены 17 ноября 2016 года. На борту каждого спутника находится двое рубидиевых и двое водородных атомных часов. Из 72 активных часов отказали девять.

Пока что эксперты задаются вопросом, следует ли откладывать следующие запуски до решения проблемы. Если перестанут работать часы и на других спутниках, то производительность системы, которая сейчас работает при поддержке GPS, снизится еще сильнее. Однако если продолжать запускать спутники (всего их планируется вывести на орбиту 30), то проблемы могут возникнуть и с ними.

Не думаю, что они как-то значимо отличаются. Насколько помню, первый лишь чуть тяжелее и потребляет электричества больше. Человека 2-3 в команде разработчиков одни и те же, насколько знаю.

Высокая точность синхронизации бортовых часов является основой спутниковой навигации. Каждый космический аппарат ГАЛИЛЕО имеет четыре атомных стандарта частоты, чтобы обеспечить четырёхкратную надежность подсистемы синхронизации: два рубидиевых стандарта частоты (RAFS) и два водородных стандарта частоты (PHM).
В настоящее время орбитальная группировка ГАЛИЛЕО состоит из 18 спутников на орбите, то есть в общей сложности это 36 RAFS-часов и 36 часов PHM-часов.

Рубидиевый стандарт частоты
В последние месяцы произошли сбои на трёх рубидиевых стандартах частоты, размещенных на космических аппаратах серии FOC. На борту космических аппаратов серии IOV сбоев рубидиевых стандартов частоты не произошло. Кроме того, RAFS-часы на первом тестовом навигационном спутнике GIOVE-A, запущенном в 2005 году, работали успешно. Продолжающиеся исследования выявили потенциальные слабые места в конструкции RAFS-часов, но первопричины до сих пор не установлены.

Водородный стандарт частоты
За последние два года было пять сбоев в работе водородных стандартов частоты на спутниках ГАЛИЛЕО серии IOV и один сбой на спутнике серии FOC.
Причины сбоев установлены. Одной причиной является низкий уровень конкретного параметра, что приводит, в некоторых узлах к сбою. Вторая причина связана с тем, что, когда некоторые здоровые водородные стандарты частоты выключены в течение длительного времени, они не запускаются из-за изменения некоторых характеристик часов на орбите. На сегодняшний день два водородных стандарта частоты имеют неисправность из-за первой проблемы, и четыре из-за второй.
Как полагают специалисты ЕКА, для оставшихся 33 рубидиевых стандартов частоты риск выхода из строя будет снижен из-за проведенных на земле исследований и принятых оперативных мер. Возможно, некоторый ремонт потребуется для рубидиевых часов на восьми космических аппаратах ГАЛИЛЕО, которые готовятся к запуску.
С 30 водородными стандартами частоты, работающими на орбите, проводятся оперативные работы.
В целом, произошли сбои бортовых часов на четырёх спутниках ГАЛИЛЕО серии IOV и двух спутниках серии FOC...

PARIS — Satellite and rocket-component builder OHB SE of Germany on May 10 said the decline in its backlog reported in the first quarter of this year is about to reverse sharply with some $600 million in new orders in the coming weeks.
OHB and its payload-building partner, Surrey Satellite Technology Ltd. (SSTL) of Britain, have been notified they have won a European Commission order for eight more Galileo positioning, navigation and timing satellites.
The notification came April 27. Attached to it was a "standstill" requirement of 10 days to give the losing bidders, Airbus Defence and Space and Thales Alenia Space, time to mount a protest.
No protest is expected. The OHB-SSTL team has already won two Galileo satellite manufacturing awards for a total of 22 satellites. As the incumbent bidder, they had a presumed cost advantage given that the most recent order was for spacecraft that are nearly identical to the ones already built.
In a conference call with investors, OHB Chief Executive Marco R. Fuchs and Finance Director Kurt Melching said the firm Galileo contract likely would take several weeks before it was signed.

Galileo award resembles previous one, plus 20% downpayment

They declined to provide contract details but said the economics and profitability of the latest order would be similar to the previous award, also of eight Galileo satellites, that was signed in early 2012.
That contract was valued at 255 million euros, or $278 million at today's exchange rates.
The principal difference in the latest win is that OHB will receive a 20 percent downpayment once the contract is signed.
The eight-satellite contract was originally scheduled to be concluded in December. But European Commission and European Space Agency officials spent months debating the merits of a single-source contract versus a contract that awarded at least satellites to a second prime contractor. Thales Alenia Space was the finalist for the work after Airbus had been eliminated, industry officials said.

Dual sourcing not really dual in Europe

The U.S. Air Force has made a habit of alternating its GPS contract awards between Boeing and Lockheed Martin as a way of maintaining a competitive tension with each new GPS generation.
ESA and the European Commission wanted to do that as well. But ultimately they concluded that since the vast majority of the work would be performed by the same subcontractor supply chain no matter which company won the prime contract, a dual-source policy would have no real effect other than slowing down the satellites' delivery.
"If the supply chain is working on behalf of two contractors asking for the same work at the same time, it could introduce delays in the delivery of the hardware in addition to possibly increasing costs," one European government official involved in the decision said.
As it is, the Galileo order is arriving too late to take maximum recurring-production benefit from the OHB-SSTL production lines. These lines have been shut down for several months now.
Fuchs said the need to restart the production facility in mid-2017 will carry a cost, but not much of one. He said the company's Galileo veterans have been temporarily assigned to other work at OHB and could be easily returned to the Galileo project.
European Commission officials have stressed they want full Galileo service to start in 2020. Initial services were inaugurated last December.
The commission had considered ordering 12 satellites, with a possible four-satellite order going to Thales Alenia Space, but in the end decided to lim it the award to eight spacecraft.

Corrective measures for atomic clocks

Fuchs said that while the Galileo satellites at OHB under the previous order were yet to be delivered, they are undergoing "corrective measures" to prevent a recurrence of the failures of several atomic clocks on the satellites in orbit.
Part of the remedial measures to be taken includes operating the clocks in orbit in a slightly different way, European government officials said. But there is also remedial work being done to assure that the clocks can function in a wider operating regime.

A long wait for Heinrich Hertz

OHB's second contract expected sometime in June is for the long-anticipated Heinrich Hertz telecommunications satellite, to be financed by the German Aerospace Agency, DLR, which will mount telecommunications research payloads; and by the German Defense Ministry.
The project, whose satellite prime contract carries an estimated value of 300 million euros, has been approved by the two agencies and now must clear a final review by the German Bundestag, or parliament.
"We have been talking about Heinrich Hertz for three years or so," Fuchs said. "I can report that negotiations have been completed. We are confident that a contract of roughly 300 million euros will be signed in the coming weeks — within this quarter."
For the three months ending March 31, OHB reported total revenue of 165.3 million euros, up 5 percent from the same period a year ago. Earnings before interest and taxes was 5.7% of revenue, compared to a 5% margin a year ago.
OHB, whose fast growth in recent years has been blamed for delivery-schedule hiccups, notably on Galileo, has now stabilized its work force, which stood at 2,309 as of March 31, compared to 2,298 as of Dec. 31.

Пройдя все начальные испытания, два спутника в настоящее время официально введены в эксплуатацию по целевому назначению и могут использоваться для предоставления навигационных услуг.
Космические аппараты были запущены 17 ноября 2016 года вместе с двумя другими GSAT0212 (SV 03) и GSAT0213 (SV 04) с космодрома Куру, расположенного во Французской Гвиане в северо-восточной части Южной Америки. Тогда ракета-носитель «Ариан-5» впервые вывела на орбиту сразу четыре спутника.

Eight more satellites for Europe's Galileo navigation fleet will be built by Germany's OHB System AG and Britain's Surrey Satellite Technology Ltd. under a contract worth more than $350 million.

The European Space Agency and the European Commission sel ected the same German-British industrial team that is manufacturing the first 22 fully operational Galileo satellites.

Final assembly of the eight new Galileo spacecraft will be based at OHB's satellite factory in Bremen, Germany. The satellites' navigation payloads will be provided by SSTL in Guildford, England.

The order of eight more satellites will bring the total number of Galileo spacecraft to 34, including four In-Orbit Validation, or IOV, platforms built by Airbus Defense and Space launched in 2011 and 2012. The test satellites were designed to be incorporated into the operational Galileo fleet.

Managed by the European Commission, the executive branch of the European Union, the Galileo network is an analog to the U.S. military's Global Positioning System. European officials say the Galileo program will offer more accurate navigation services than current GPS satellites, and it is civilian-managed, eliminating worries by some users that the GPS services could be switched off in wartime.

ESA acts as technical contractor and procurement agency for the Galileo program on behalf of the European Commission.

Before the latest Galileo satellite order, announced June 22, the OHB/SSTL team was under contract to provide 22 operational navigation spacecraft. Fourteen of those satellites have been launched, and another four spacecraft are due for launch on an Ariane 5 rocket later this year.

"This procurement from OHB will enable to complete the Galileo constellation and have reserves both in-orbit and on-ground," said Paul Verhoef, ESA's director of satellite navigation, in a press release. "The 30 satellites added to the 4 IOV satellites now bring the necessary infrastructure robustness that is essential for the provision of Galileo services worldwide. We are looking forward to work once more with OHB in the next phase."

OHB said the contract for eight more satellites is worth 324 million euros, or $368 million at current exchange rates.

The network needs 24 active satellites to provide global positioning and timing services. Once fully deployed, officials plan to keep 30 Galileo spacecraft in orbit at a time, including spares, spread in three orbital planes around 14,429 miles (23,222 kilometers) above Earth.

"I am very pleased that after delivering 22 satellites under the first two contracts OHB has now also retained the confidence of ESA and the European Commission in the third bid," said Marco Fuchs, CEO of OHB System AG. "We are proud of being able to make such a crucial contribution to this major European project that will be providing so many people around the world with valuable services."

OHB said the new satellites would have no major design changes fr om the company's first batch of 22 Galileo craft, which each weigh around 1,575 pounds (715 kilograms) fully fueled at launch.

The satellites can launch two at a time on Russian Soyuz rockets, or in groups of four on the European Ariane 5 launcher.

The first launch of the new set of satellites is expected in 2020, according to Wolfgang Paetsch, director of navigation programs at OHB.

"SSTL is delighted to have been selected to build the third batch of navigation payloads needed to complete the initial Galileo constellation," said Paul Lay, SSTL's director of navigation. "I am confident that the OHB-SSTL solution offered the lowest risk and best value for money, and I believe that our selection as payload providers for the third time in succession demonstrates a high regard for our work."

SSTL said the navigation payload on the new Galileo satellites, which includes European-sourced atomic clocks, L-band navigation signal generators, high-power traveling wave tube amplifiers and antennas, is largely a "recurrent build" of the payload on the current series of spacecraft.

One exception is the atomic clocks, which will incorporate several upgrades and advances, according to SSTL, which said its share of the follow-on Galileo contract for navigation payloads is valued at 140 million euros, or $159 million.

До нее еще надо добраться. На сегодня концепция такова (к слову, то же у OneWeb), что на целевую орбиту "своим ходом" с куда более низкой.

The GSA is pleased to announce the completion of in-orbit testing (IOT) of two new Galileo satellites, GSAT0212-SV ID 03- and GSAT0213-SV ID 04 -. Having passed all initial tests, the two satellites are now officially commissioned for operational use and are usable for the Galileo service provision (see NAGU 2017029 and NAGU 2017033).
The satellites join GSAT0207-SV ID 07- and GSAT02014-SV ID -5 -, which were previously commissioned on 30 May 2017, increasing the total number of satellites available for use with the Galileo service provision to 18. All four satellites were launched on 17 November 2016 from Kourou, French Guiana – the first launch using an Ariane-5 rocket.
Four additional satellites are expected to be launched in the coming months, further enlarging the Galileo constellation and improving its global performance. Launches will continue until the system reaches Full Operational Capability in 2020. The complete constellation will consist of 30 satellites in orbit (24 operational and six spares).
