По данным ведомства, одобренный правительством ранее на этой неделе проект бюджета на 2014 финансовый год предусматривает выделение около 67 миллионов долларов на разработку и начало строительства ракеты-носителя H-3. Общая стоимость проекта H-3 оценивается примерно в 2 миллиарда долларов.

Разработка новой ракеты-носителя должна быть поручена корпорации Mitsubishi Heavy Industries Ltd. Эксперты надеются, что введение в эксплуатацию Н-3 позволит вдвое снизить стоимость ракетных запусков. В настоящее время Япония тратит около 98 миллионов долларов на запуск одной ракеты-носителя.

В госбюджете Японии на 2014 ф.г. на разработку ракеты выделено 7 млрд иен (67,3 млн долл.). Работы по созданию новой РН будет вести корпорация «Мицубиси хэви индастриз Лимитед». Японские власти рассчитывают, что ее новая версия по надежности не будет уступать своей предшественнице. Также конструкторы ракеты надеются, что она позволит почти вдвое сократить расходы на ракетные пуски, за счет чего повысится конкурентоспособность Токио на международном рынке коммерческих спутниковых запусков.

В настоящее время один запуск H-2A обходится Японии в 10 млрд иен (96 млн долл.). Предполагается, что запуск ракеты нового поколения будет стоить уже 5 - 6,5 млрд иен (48-62 млн долл.).

Общая стоимость разработки H-3 оценивается в 190 млрд иен (1,83 млрд долл.). Как ожидается, первое испытание новой ракеты состоится в 2020 г.

С 2001 г. Токио осуществил уже 22 запуска H-2A, предназначенной для вывода на околоземную орбиту космических аппаратов массой до 8 т. При этом неудачей завершился только один из пусков. В минувшем году японская РН впервые вывела на орбиту зарубежный космический аппарат - южнокорейский спутник «Ариран-3». Это означало фактическое присоединение Японии к группе стран, осуществляющих коммерческие космические запуски. В настоящее время около 80% таких пусков осуществляют Россия и ЕС.

Armed with an initial tranche of government funding for a next-generation rocket, the Japan Aerospace Exploration Agency plans to partner with a private company to lead development of a launcher to replace Japan's H-2A rocket by the early 2020s.

 Mitsubishi Heavy Industries Ltd., the prime contractor for Japan's current H-2A and H-2B rockets, is almost certain to lead the industrial consortium to develop, manufacture and operate Japan's new H-3 rocket.
JAXA invited bids from Japanese industry Feb. 27 for an industrial partner on the H-3 rocket program. Selections are expected by the end of March.
"The Committee on the National Space Policy of the Cabinet Office recommended that the private sector be involved to play an important role throughout the new flagship launch vehicle project to make it an internationally competitive launch vehicle," JAXA said in its Feb. 27 announcement. "By including a private company, the committee said that the ability and power of the private sector should be fully leveraged in the development and ... that company shall also be able to provide launch services autonomously."
The preliminary schedule calls for the new flagship H-3 rocket to make its first launch in 2020.
"The new flagship launch vehicle will be freshly developed with a goal of securing Japan's autonomous launch capability of satellites and other payloads while acquiring international competitiveness in the space transportation field and maintaining and developing technical and industrial bases," JAXA said in a statement posted on its website.
Japanese officials say the two-stage H-3 rocket should be less expensive and flexible in launching often with different types of satellites for government and commercial customers.
A new hydrogen-fueled LE-X engine is in development for the H-3 rocket's first stage. Two of the engines, each generating about 300,000 pounds of thrust, will power the H-3 rocket's first stage.
The LE-X engine features an open expander cycle, in which hydrogen from the engine turbopump is diverted to the main combustion chamber's cooling channels and then used to drive the turbines before being injected into the combustion flow at the nozzle extension, according to a technical document produced by JAXA engineers.
Engineers say the open expander cycle, only used on upper stage engines up to now, allows the rocket engine to have a simpler design, reduces pressures and temperatures inside the engine, decreases heat on the turbines of the turbopump, and makes the engine more robust to failures.
The tradeoff is the LE-X engine is heavier than its predecessor engine on the H-2A rocket.

 The H-3 rocket could be configured with zero, two, four or six strap-on solid rocket boosters to lift heavier payloads into orbit, according to JAXA's current design concepts.
The basic configuration with no solid-fueled boosters could put up to 3 metric tons, or about 6,600 pounds, into a sun-synchronous orbit, a type of orbit often used by Earth imaging satellites.
The launcher's most powerful version, with six boosters, could put a 6.5 metric ton payload into geostationary transfer orbit, the drop-off point for communications satellites heading for operating positions 22,300 miles over the equator.
The Japanese government's 2014 budget includes about $70 million, or 7 billion yen, to start development of the H-3 rocket and conduct a systems definition review, followed by a basic design phase, according to documents published by Japan's Cabinet Office.
The budget still needs approval from Japan's parliament, the Diet.
Development of the H-3 rocket is predicted to cost about $1.9 billion, or 190 billion yen, over the next eight years.
Once the H-3 rocket is operational, JAXA hopes it will cut the H-2A rocket's $100 million launch cost to between $50 million and $65 million. JAXA says such savings could be achieved by exploiting commonalities in avionics and solid rocket motors with Japan's Epsilon rocket, which debuted last year and is tailored for launches of small satellites.
Mitsubishi's H-2A rocket has found little success in luring commercial contracts despite a solid track record with 22 flawless launches in 23 attempts since its debut flight in August 2001.
The scaled-up H-2B rocket, featuring a wider first stage with two main engines, has a 100 percent success record on its four flights to launch Japan's HTV cargo freighters to the International Space Station.
Officials blame high labor costs and a strong yen for the H-2A's inability to court many international customers.
Mitsubishi launched a Korean Earth observation satellite in 2012 under a commercial contract, and the firm announced a deal in September to launch the Canadian Telstar 12 Vantage broadband communications satellite on an H-2A rocket in late 2015.
The Telstar contract was signed after the yen's value dropped against the dollar in 2013.

Why do we need to develop a new flagship launch vehicle now?
As utilization of space is now imperative in various areas, such as using satellite data for our daily lives, it is important to secure the independent space transportation capability without relying on other countries to launch a satellite. Accordingly, the Japanese government also stipulates an autonomous space launch capacity as a basic space policy.

The current flagship launch vehicle, H-IIA, is based on the conventional design concept of its predecessor, H-II, thus the H-IIA launch system applied many of the facilities built for the H-II. In other words, they are aging at over 30 years old since the H-II days, and they became so old that their maintenance costs are increasing year on year. In addition, no new launch vehicle development project has been conducted for about 15 years after the H-IIA development, hence skilled engineers who were involved in the actual development are graying. If we left this situation unattended, Japan will face difficulty to maintain our development and launch capability of launch vehicles in the future. Although our flagship launch vehicle technology is highly regarded, we need to lower the launch costs in order to procure commercial satellite launch demand fr om overseas in addition to our country's government satellites.. We have to renovate the overall launch system and develop a new flagship launch vehicle with high competitiveness for overcoming the above challenges and making it sustainable.

What kind of launch vehicle will that be?
We will apply a more sophisticated high-performance liquid hydrogen rocket engine that has been our specialty field to the first and second-stage engines while cutting its costs and improving its reliability. We will then attach solid rocket boosters that are based on our technology that has been fostered through the development of the Epsilon Launch Vehicle and so on. We can cope with a wide variety of launch needs by varying the number of solid rocket boosters to be attached. The basic structure of the new launch vehicle is similar to that of the H-IIA, but we will achieve two goals, low cost and high reliability, at the same time by introducing cutting-edge technologies in every area.

     «Военный Паритет». Японское космическое агентство Jaxa выбрала компанию Mitsubishi Heavy Industries (MHI) разработчиком новой ракеты-носителя, которая придет на замену H-2A и H-2B и станет конкурентом французской РН Ariane-6, сообщает сегодня air-cosmos.com.
 
     Новая ракета-носитель полностью японской разработки для вывода аппаратов на геостационарную орбиту еще не получила официального обозначения, однако в исследованиях представляется как HX или H-3.
 
     Собственно разработка начнется с наступлением японского финансового года 1 апреля, первый пуск намечен на 2020 ф/г.
 
     Конструктивно РН будет представлять собой двухступенчатую ракету с криогенными ЖРД и диаметром с 4,5 до 5 метров, модульность достигается путем добавления до шести твердотопливных ускорителей.
 
     Цель разработки состоит в том, чтобы РН могла вывести с космодрома Танэгасима на солнечно-синхронную орбиту аппарат весом 3 тонны и от 2 до 6,5 т на геостационарную орбиту. Стоимость запуска аппарата, по сравнению с Н-2А, должна быть в 2 раза меньше – от 4,5 до 6 млрд иен (от 32 до 42,5 млн евро), чтобы обеспечить конкуренцию на международном коммерческом рынке.
 
     Если рассчитывать курс в 100 иен к 1 евро, то эта цена очень конкурентоспособна, по сравнению с 70 млрд евро на запуски аппаратов на геостационарную орбиту массой от 6 до 6,5 тонн ракетой-носителем Ariane-6.
 
     Несмотря на сильное внешнее сходство с РН Н-2, новая ракета-носитель Н-3 будет иметь существенно улучшенное оборудование и конструкцию. Серьезные изменения произойдут в двигательной установке, благодаря перспективной программе LE-X, по которой создается преемник ЖРД L-7A первой ступени ракеты-носителя Н-2А. Новый двигатель, который будет развивать тягу 1450 кН, будет разработан на основе «расширительного» («expander bleed») цикла - аналогично европейскому Vinci – вместо дожигания генераторного газа.
 
     Правительство Японии объявило о разработке новой модели ракеты-носителя в мае 2013 года, тендер объявлен 27 февраля 2014 года, 25 марта выбрана MHI.
 
     На 2014 ф/г на разработку РН будет выделено 7 млрд иен (50 млн евро). Вся программа разработки оценивается в 190 млрд иен (1,35 млрд евро).
 
     27 февраля MHI и Jaxa провели первый пуск улучшенной версии Н-2А с несколько увеличенной грузоподъемностью и способной выполнять более сложный вывод. Модернизированная РН Н-2А получила в сентябре свой первый коммерческий контракт на вывод на орбиту спутника Telstar 12 Vantage компании Telesat в конце 2015 года.
