LUXEMBOURG, 15 March 2017 -- SES (Euronext Paris and Luxembourg Stock Exchange: SESG) announced today that the SES-15 satellite has arrived at the European space Center in Kourou, French Guiana, in preparation for its launch by a Soyuz vehicle in April 2017.

Designed and manufactured by Boeing, SES-15 will carry a hybrid payload, with additional Ku-band wide beams and Ku- as well as Ka-band High Throughput Satellite (HTS) capability. The satellite will be equipped with an electric propulsion system for orbit-raising and in-orbit maneuvers. The satellite will also carry the Wide Area Augmentation Systems (WAAS), a US government-funded hosted payload to augment the Global Positioning Systems (GPS).

SES-15 is the first SES hybrid satellite to be launched and is equipped with 16 Ku-band transponders (36MHz equivalent) as well as a 10 GHz high throughput payload. The all-electric satellite will operate at the new orbital position of 129 degrees West and will serve North America, Mexico, Central America and the Caribbean.

SES-15 is the first of three hybrid wide beam and HTS satellites, delivering optimized and flexible global coverage for major global IFC/IFE providers who have made significant, long-term pre-commitments. The satellite will also enable other traffic intensive data applications such as government, VSAT networks and maritime.

French Guiana has welcomed another payload for Arianespace's fast-paced mission schedule in 2017 with yesterday's arrival of SES-15 – the first hybrid satellite for SES, which will be launched in April by a medium-lift Soyuz.                           
                           
SES-15 was delivered by a cargo jetliner that landed at Félix Eboué Airport near Cayenne. After unloading in its protective shipping container, the satellite was readied for transfer by road to the Spaceport.

Designed and manufactured by Boeing, SES-15 is equipped with an electric propulsion system for orbit-raising and in-orbit maneuvers.  Its relay payload has been configured with Ku-band wide beams, along with Ku- and Ka-band High Throughput Satellite (HTS) capability.  The satellite also carries a Wide Area Augmentation System (WAAS) hosted payload to further enhance civil aviation navigation with the Global Positioning System (GPS).

 

A new Soyuz mission to geostationary transfer orbit

After its deployment into geostationary transfer orbit by Soyuz on Arianespace Flight VS17, SES-15 will operate at the new SES orbital position of 129 deg. West for coverage of North America, Mexico, Central America and the Caribbean.

Flight VS17 will be the 17th mission performed from French Guiana with Soyuz since the medium-lift launcher's operational debut in 2011 at the Spaceport. It marks the second Soyuz mission for Arianespace in 2017, following Flight VS16 in January – which was the launch vehicle's initial trajectory to geostationary transfer orbit from the Spaceport, delivering the Hispasat 36W-1 telecommunications satellite.

15 марта 2017 года в Гвианский космический центр доставлен блок III ступени (блок «И») ракеты-носителя «Союз-СТ-А».
13 марта 2017 г. блок III ступени был отправлен из АО «РКЦ «Прогресс» рейсом воздушного судна ИЛ-76 по маршруту аэродром «Безымянка» - аэропорт «Ульяновск» - аэропорт «Вила до Порто» (Португалия) - аэропорт «Рошамбо» (Французская Гвиана).
В соответствии с графиком, 15 марта 2017 г. блок III ступени доставлен в Гвианский космический центр.
16 марта специалисты РКЦ «Прогресс» приступили к работам с блоком в составе РН «Союз-СТ-А», запуск которой запланирован на 4 апреля 2017 года.

Le centre spatial, vitrine économique du territoire, est considéré par le collectif comme le symbole des inégalités persistantes dans ce territoire d'outre-mer.

Les blocages en cours "ont interrompu trois campagnes de lancement pour cinq clients différents: le gouvernement brésilien et les opérateurs commerciaux ktsat (Corée), SES (Luxembourg), Viasat (Etats-Unis), Eutelsat (France)", a fait valoir Stéphane Israël, dans sa lettre adressée le 12 avril notamment aux quatre parlementaires de Guyane.
 
 "Deux lanceurs différents - Ariane et Soyouz - sont impliqués dans ces campagnes, ainsi que trois constructeurs de satellites : Thales Alenia Space, Airbus, Boeing", a-t-il aussi observé. Les blocages ont "d'ores et déjà repoussé de plus d'un mois le lancement prévu le 21 mars dernier pour le Brésil et la Corée. Ce mois perdu peut se chiffrer à plusieurs millions d'euros de surcoûts pour Arianespace et les industriels du CSG", a poursuivi Stéphane Israël. Selon lui, "l'image d'Arianespace et la disponibilité de ses services de lancement peuvent souffrir de cette situation". "Si le blocage devait persister, la réalisation de 12 lancements en 2017 serait menacée, ce qui aurait des conséquences financières lourdes", a mis en garde le PDG d'Arianespace, dans son courrier également adressé à Rodolphe Alexandre, président de la Collectivité Territoriale de Guyane. "La situation actuelle fragilise Arianespace, dans un contexte où la compétition est plus vive que jamais", a-t-il encore fait valoir.
 
 Stéphane Israël a mis en avant que "1.700 salariés" travaillent sur la base pour Arianespace, le Cnes, et 36 entreprises regroupées au sein de l'Union des Employeurs de la Base Spatiale (UEBS). Soulignant que "notre activité génère 9.000 emplois au total" et "représente 40% de la masse salariale du secteur privé en Guyane", il a estimé que "ce qui est en jeu, c'est tout simplement la pérennité de ces emplois en Guyane".
 
 "Comme toute activité (...) le lien entre la base spatiale et les territoires qui l'accueillent peut être renforcé, mais il ne fait aucun doute que le spatial constitue un poumon économique pour la Guyane", a-t-il insisté.

PARIS — The continued shutdown of Europe's spaceport threatens to scuttle launch-service provider Arianespace's plans for 2017 — a year when it hoped to distinguish itself fr om its competitors.

It is also a problem for those commercial customers whose planned launch dates in March and April are now scrapped, including Eutelsat and its 172B satellite customers, Panasonic Avionics; ViaSat Inc.'s business-crucial ViaSat-2; and SES's SES-15.

As of April 17, it was unclear whether the protest movement's decision to allow shopping over the long Easter weekend by opening roadblocks that have choked economic activity in French Guiana signaled an end to the protests, or whether circulation would be paralyzed again on April 18.

Roadblocks lifted for Easter — except for spaceport

In an indication of how the Guiana Space Center has come to symbolize the French state, the protesters maintained a roadblock of the spaceport access road while opening the others to traffic for the weekend.

The grounding of Europe's launch vehicles compounds an already stressed global commercial launch sector. Launches of Russia's Proton rocket have been suspended since June for technical defects, and a late-May return to flight has not been confirmed.

SpaceX's Falcon 9, recovering fr om a September failure, is juggling a crowded manifest. Whether it can ramp operations to its long-promised twice-per-month cadence is uncertain. China's Long March rocket family, in robust health, remains a minor player on the market because of a U.S. ban on launching U.S.-built satellite parts from China.

The Guiana Space Center, on the northeast coast of South America, has seen brief labor-related shutdowns before. Local law enforcement typically does not intervene, out of concern for creating martyrs and enflaming situations that end quietly after negotiations. This has worked in the past.

A broad-based protest, but is support eroding?

But not this time. A work stoppage March 20 at the spaceport, which prevented the Ariane 5 rocket from being rolled out to its launch pad for a planned March 21 launch, was followed by a broad movement in French Guiana protesting high crime rates, illegal immigration and the general degradation of conditions in the French overseas department.

The protest has been led not by a labor union but by a diverse collective that sometimes appears to speak with several voices. Local politicians, surprised by the movement's power, have struggled to keep up with it.

After initial days of tacit support for the movement, businesses that have been unable to function for weeks have begun to call for the movement to end. Whether local law-enforcement authorities will use these signs of strike fatigue to forcibly remove the trucks blocking the roadways was unclear.

A visit by French government ministers to negotiate an end to the crisis proved fruitless. The ministers represent a government that will leave office in May after elections and could not meet the protesters' demand of a 3-billion-euro ($3.2-billion) economic aid package.

French President Francois Hollande, who is not running for re-election and whose relevance to French politics is declining by the day, offered to meet a delegation from French Guiana in Paris. The offer was refused as too vague.

The protesters received support from the president of the European Commission, Jean-Claude Juncker, who said in a speech that "all my sympathy is on their side, because in Guiana, as elsewh ere, we have committed the error of inattention. And Guiana is not the only territory beyond continental Europe that finds itself in this situation. Many others, by the way, don't understand that these regions are fully part of Europe."

One French space industry official with long experience in French Guiana, while expressing irritation at Juncker's statement — the European Commission's negligible support for the spaceport is a sore point between Brussels and Paris — said it nonetheless illustrated the problem.

"There has been this idea that being in a French overseas department, the Guianese can hope for a lifestyle identical to that of metropolitan France. But that's impossible. This is South America — Brazil on one side, Suriname on the other, and an uncontrollable border.

"What's needed now is a political solution that accepts this reality while doing what we can to improve the life of the local population," this official said.

A modern spaceport in the Third World: What could go wrong?

A flourishing space-launch facility in a Third World setting has become a rallying cry for some of the activists, who have used the spaceport's strategic importance to the French government as a means of pressure.

Protesters conducted an all-night sit-in in a space center conference room after its director, Didier Faivre, admitted he could do nothing more than promise he would convey their message to CNES headquarters.

Protestors apparently hoped the power of the Guiana Space Center Director was such that he could pressure the French government to meet the demands for increased aid.

During this period, Arianespace and CNES have had zero leverage, admitting privately that they have no idea how long the paralysis will last.

CNES President Jean-Yves Le Gall, a former chief executive of Arianespace, told an April 4 session at the National Space Symposium in Colorado that he was "very confident that we will resume with the launches in the coming days."

Industry officials said that it would take CNES and Arianespace 10 days to prepare for a launch once the roadblock have been cleared and transit to and from the spaceport, and to French Guiana's airport, returns to normal.

Arianespace had planned six launch campaigns between January and April, and a record 12 launches for the full year: seven heavy-lift Ariane 5 rockets, three medium-lift Europeanized Russian Soyuz vehicles and two Vega small-satellite launch campaigns.

That schedule assumed a launch-free month of May. But with late-March and April launches of two Ariane 5 rockets and a Soyuz — all carrying commercial telecommunications satellites — now out of reach, May will be a catch-up month.

Even this scenario assumes the demonstrators accept the loss of face that would follow any decision to end their movement without a further government concessions beyond the 1 billion euros already promised.

Arianespace's appeal to French Guiana parliamentarians

Arianespace Chief Executive Stephane Israel on April 12 wrote the four French parliament members from French Guiana, reminding them that Arianespace's financial health is good for the territory.

"The loss of a month of activity is estimated to cost millions of euros in additional charges for Arianespace and the industry working at [the Guiana Space Center], and the customers are exposed [to costs] as well," Israel said.

"If the roadblocks continue, plans to conduct 12 launches in 2017 will be threatened, which would have heavy financial consequences for Arianespace and for the thousands of employees working at or for the spaceport.

Israel said 9,000 jobs in French Guiana are directly or indirectly supported by the space-launch activity, representing 40 percent of French Guiana's entire private-sector work force.

Arianespace did not immediately respond to requests for clarification about the "millions of euros" in additional charges — whether the revenue in question was lost or just deferred, and whether Arianespace and its contractors have insurance policies in place to cover events of this nature.

Given the state of the global launch market, Arianespace's customers for the most part are unable to take their business elsewh ere. They're just as stuck as the Ariane 5 rocket blocked in its final assembly building since March 20.

After having successfully carried out three launches during the first quarter of 2017 with its family of launch vehicles, Ariane, Soyuz and Vega, and scheduled the VA236 Ariane 5 launch on May 4, Arianespace has now announced the dates for the next two missions:

SES-15 is readied for its May 18 liftoff on Arianespace's workhorse Soyuz launcher

Payload preparations are advancing for Arianespace's upcoming launch: a Soyuz mission to orbit the SES-15 telecommunications spacecraft from the Spaceport in French Guiana next week.

SES-15 is installed on its payload adapter in the Spaceport's S1B clean room facility.
 
The satellite has been installed on its payload adapter, which will serve as the integration interface with the Soyuz launch vehicle. This mating activity occurred in the Spaceport's S1B clean room facility.

SES-15 will be the 40th satellite launched by Arianespace for the European-based SES satellite operator, and it marks this long-time customer's first use of the Soyuz from French Guiana.

The satellite has an estimated liftoff mass of 2,302 kg., with the workhorse Soyuz launcher's total lift performance set at 2,447 kg. – taking into account the payload integration equipment and other hardware.

Next week's mission is set for a May 18 liftoff in the morning hours from the Spaceport's Soyuz Launch Complex (ELS) in Sinnamary, French Guiana, delivering SES-15 into a sub-geostationary transfer orbit. The mission is designated Flight VS17 in Arianespace's launcher family numbering system, signifying the 17th Soyuz liftoff from the Spaceport.

Flight VS17: second mission to geostationary transfer orbit for Soyuz from the Guiana Space Center at the service of SES

For its fifth launch of the year, Arianespace will use a Soyuz launcher to orbit SES-15 – the first all-electric geostationary satellite for the European operator SES.

This will mark the second mission in 2017 to geostationary transfer orbit performed by Soyuz from the Guiana Space Center in French Guiana.

The launch will be from the Soyuz Launch Complex (ELS) in Sinnamary, French Guiana.

The Launch Readiness Review (LRR) will take place on Wednesday, May 17, 2017 in Kourou, to authorize the start of operations for the final countdown.

SES-15 is the 40th satellite to be launched by Arianespace for the European satellite operator SES, following ASTRA 5B – orbited by an Ariane 5 in March 22, 2014.

As the first hybrid satellite in SES' fleet, SES-15 will offer a mix of wide beam coverage and high throughput (HTS) capacity. The satellite will provide additional Ku-band wide beams and Ku-band HTS capability, with connectivity to gateways in Ka-band.

SES-15 will serve the thriving aeronautical sector and will enable other traffic-intensive data applications such as government, VSAT networks and maritime.

Positioned at the new orbital location of 129 degrees West, SES-15 will offer extensive coverage over North America, Mexico and Central America, stretching from Arctic Alaska to the South of Panama and from Hawaii to the Caribbean.

SES-15 was built by Boeing in El Segundo, California using the all-electric 702SP platform, and it is the 53rd Boeing-built satellite to be launched by Arianespace.

Российские ракета-носитель и разгонный блок «Фрегат-М» выведут на геостационарную орбиту телекоммуникационный космический аппарат SES-15.   
В соответствии с графиком подготовки ракеты-носителя и космической головной части (КГЧ) на техническом и стартовом комплексах до 12 мая планируется завершить сборку КГЧ. По итогам работы 13 мая комиссия рассмотрит вопрос готовности ракеты-носителя, разгонного блока, космического аппарата, головного обтекателя и наземного технологического оборудования и примет решение о вывозе 15 мая ракеты-носителя на стартовый комплекс и её установке в пусковую систему. В течение трех дней после вывоза РН на стартовый комплекс будут проводиться работы по подготовке ракеты-носителя к пуску.   
Подготовка РН «Союз-СТ-А» и работа поставленного российской стороной наземного технологического оборудования обеспечивается специалистами предприятий РОСКОСМОСА. Запуск космических аппаратов с Гвианского космического центра будут проводить совместные российские-европейские пусковые расчеты.   
Заказчиком пуска является европейская компания SES, один из мировых лидеров в сфере спутниковой телекоммуникации. Космический аппарат SES-15, производства Boeing Satellite Systems, предназначен для предоставления телекоммуникационных услуг на территории Северной Америки и Центральной Америки.

15 мая 2017 года в Гвианском космическом центре (ГКЦ) завершены операции по вывозу и установке ракеты-носителя (РН) «Союз-СТ-А» в стартовую систему. Начались работы по подготовке РН к пуску по графику первого стартового дня.

Сегодня будут проведены операции по стыковке пневмо- и заправочных коммуникаций «пакета» РН «Союз-СТ-А» и сборке схем системы управления, системы измерений и термостатирования РН. Также сегодня будут начаты работы по стыковке ракеты-носителя с космической головной частью в составе разгонного блока «Фрегат-М» и телекоммуникационного космического аппарата (КА) SES-15. Особенностью подготовки пуска в Гвиане является раздельная транспортировка трех ступеней РН и космической головной части с последующей их сборкой на пусковой установке с использованием мобильной башни обслуживания.

Во второй стартовый день будут продолжены плановые операции по электрической и пневматической стыковке космической головной части с ракетой-носителем. Также запланированы автономные проверки и испытания систем разгонного блока и ракеты-носителя. День завершится генеральными испытаниями. 17 мая будет проведен контрольный набор стартовой готовности разгонного блока «Фрегат-М» и проанализирована полученная телеметрическая информация. 18 мая, в стартовый день, состоится заседание комиссии, которая рассмотрит вопросы готовности ракетной техники и наземной инфраструктуры к запуску космического аппарата.

Пуск РН «Союз-СТ-А» с космической головной частью в составе разгонного блока «Фрегат-М» и космического аппарата SES-15 запланирован 18 мая 2017 года в 14:54:53 мск с космодрома ГКЦ.

Заказчиком пуска является европейская компания SES, один из мировых лидеров в сфере спутниковой телекоммуникации. Космический аппарат SES-15, производства Boeing Satellite Systems, предназначен для предоставления телекоммуникационных услуг на территории Северной Америки и Центральной Америки

Гвианский космический центр - европейский космодром, расположенный вблизи города Куру во Французской Гвиане (департамент Франции в Южной Америки). Его расположение около экватора обеспечивает 15% преимущество по полезной нагрузке по сравнению с запусками в восточном направлении с американского космодрома на мысе Канаверал и 40% - при запусках с космодрома БАЙКОНУР. С начала 70-х годов прошлого века ГКЦ используется для запусков КА ракетами-носителями семейства «Ариан». Космодром используется в интересах совместных европейских космических программ.

Soyuz' "upper composite" with SES-15 is readied for Arianespace's next launch fr om the Spaceport

Payload build-up is underway in French Guiana for Arianespace's medium-lift Soyuz mission this week, which is to orbit the SES-15 telecommunications satellite for European-based operator SES.

SES-15 is lowered into position atop the Soyuz Fregat upper stage during payload build-up activity in the Spaceport's S3B clean room facility.

These preparations – performed inside the Spaceport's S3B clean room facility – involved the installation of SES-15 atop Soyuz' Fregat upper stage, enabling its encapsulation in the two-piece protective payload fairing.

The completed unit, called the "upper composite," will be mated atop Soyuz after the vehicle's rollout from the MIK integration building – wh ere launcher assembly is handled – to the ELS launch zone.

Another milestone flight for Soyuz

Scheduled for liftoff on May 18 at precisely 8:54:53 a.m. local time in French Guiana, Soyuz will carry out a 5-hr., 18-min. mission from launch to SES-15's separation into a sub-geostationary transfer orbit. Fregat – which is responsible for the final orbital maneuvers – will perform two burns separated by a four-hour-plus ballistic phase to reach the targeted deployment point.

SES-15 will be the 40th spacecraft orbited by Arianespace for SES, and its launch marks this long-time customer's first use of Soyuz from French Guiana. The Boeing-built satellite has an estimated liftoff mass of 2,302 kg., with the mission's total lift performance set at 2,447 kg. – taking into account the payload integration equipment and other hardware.

Arianespace's May 18 mission, designated Flight VS17 in the company's numbering system, will be the second-ever launch to geostationary transfer orbit performed by Soyuz from Europe's Spaceport in French Guiana. The first was conducted earlier this year, with the Hispasat 36W-1 satellite successfully deployed on January 27.

Arianespace (http://www.arianespace.com/)'s Europeanized variant of the workhorse Russian Soyuz rocket stands ready to launch the SES-15 telecommunications satellite. The medium-class launch vehicle, known for decades of reliable launches to low Earth orbit, is being tapped for its second mission to geosynchronous transfer orbit (GTO) from the Guiana Space Center.

Liftoff is currently targeted for 7:54 a.m. EDT (11:54 GMT) May 18, 2017, from Arianespace's South American launch complex (http://www.arianespace.com/spaceport-facility/) in French Guiana.

Hybrid Satellite

Riding atop the Soyuz is the SES-15 communications satellite.

The satellite marks the first hybrid spacecraft in SES' as it will provide both widebeam and high throughput coverage, for the Luxembourg-based operator.

SES-15 is built upon the Boeing (http://www.boeing.com/space/boeing-satellite-family/) 702SP (http://www.boeing.com/assets/pdf/defense-space/space/bss/factsheets/702/bkgd_702sp.pdf) satellite bus, which is capable of supplying up to 18 kilowatts of solar-generated power to the spacecraft and its commercial hardware.

The spacecraft, SES' (https://www.ses.com/) first all-electric satellite, is equipped with four electric propulsion engines capable of both raising the spacecraft's orbit and maintaining its orbital slot at 129 degrees West. From that position, the satellite will provide Ka- and Ku-band coverage to North and Central American markets.

"Thanks to its extensive coverage, SES-15 will be the first satellite to enable airline passengers to access full, seamless HTS coverage from New York all the way to Hawaii – or from Alaska to Mexico," noted SES, in a release (https://www.ses.com/newsroom/launch-ses-15) issued by the company. "SES-15 is also equipped with a dedicated wide beam that will allow IFEC providers to provide live broadcast of TV content on all flight routes across the entire region. This unique combination of beams enables IFEC providers to optimally utilise HTS capacity for internet traffic and wide beam coverage for broadcasting content."

Beyond supplying digital communications services, the satellite is also outfitted with a Wide Area Augmentation System (WAAS (https://www.faa.gov/about/office_org/headquarters_offices/ato/service_units/techops/navservices/gnss/waas/howitworks/)) payload. WAAS is designed to supplement traditional GPS-based navigation, greatly enhancing the accuracy of the system.

SES-15 tips the scales at 5,075 pounds (2,302 kilograms), and has an on-orbit design life of 15 years.

Reliable Rocket

SES-15 will launch atop a Europeanized Soyuz ST-A launch vehicle, which is an upgraded version of the venerable family of Soviet and Russian launchers that has seen decades of successful use.

The Soyuz, in its various incarnations, has tallied up more than 1,800 launches over 60 years and is capable of sending more than 6,190 pounds (2,810 kilograms) to GTO in the ST-A variant used on this mission.

The rocket's first stage is composed of a core, surrounded by four liquid-fueled strap-on boosters – an iconic design that is immediately recognizable by the distinctive look of the four boosters as they taper to meet the core stage.

The core stage and side boosters make use of slightly different versions of the same family of the Russian-manufactured engine – the RD-107A on the boosters and the RD-108A on the core. Both engine models are powered by a single turbopump assembly feeding liquid oxygen (LOX) and highly refined kerosene (RG-1) into four independent combustion chambers.

While the side boosters don't need to provide a large amount of control over the vehicle, the core stage needs a full range of attitude adjustment. This variation of control requirements is reflected in the number of vernier engines per propulsion module, and is the reason for a different model designation per engine even though they are otherwise largely similar. The core stage's RD-108A is outfitted with four verniers, while the RD-107A in the boosters have two.

The difference in verniers isn't the only thing setting the two engines apart. While they both burn the same mixture of fuel and oxidizer, their output is slightly different.

The RD-107A in the boosters each provide 188,500 pounds (838.5 kilonewtons) of sea-level thrust during their two-minute burn time, while the RD-108A in the core clocks in a slightly lower 178,100 pounds (792.5 kilonewtons).

Powering the second stage is the Russian-made RD-0110. Like its larger RD-107A/180A cousins, the RD-0110 has four combustion chambers, into which is fed LOX and RG-1 from a single turbopump system. The smaller RD-0110 provides 67,000 pounds (298 kilonewtons) of vacuum thrust.

The Russian-made Fregat-MT is the upper stage for the SES-15 mission. Although the Fregat-MT has had a less-than-perfect (http://www.spaceflightinsider.com/organizations/arianespace/arianespace-announces-cause-galileo-launch-anomaly/) record, it has seen several successful missions since its redesign and was most recently responsible for placing the Hispasat 36W-1 satellite into its proper transfer orbit.

Arianespace's Soyuz is approved for liftoff with SES-15

Authorization has been given for tomorrow's Arianespace Soyuz launch from French Guiana, providing the "all clear" for this medium-lift mission that will orbit a telecommunications satellite for European-based operator SES.

Preparations for Flight VS17 included the placement of decals for satellite operator SES on the Soyuz launcher's protective payload fairing.
 
The approval was granted today after the regular pre-launch review for Arianespace flights – which confirmed the readiness of Soyuz and its SES-15 satellite passenger, the launch site and associated infrastructure at the Spaceport, as well as the network of downrange tracking stations.

The May 18 mission – designated VS17 in Arianespace's numbering system – will be performed from the purpose-built ELS launch facility for Soyuz. Liftoff is scheduled at precisely 8:54:53 a.m. local time in French Guiana, with SES-15 to be deployed during a flight lasting approximately 5 hrs., 18 min.

The basic three-stage Soyuz launcher for Flight VS17 is raised into position in the ELS launch zone, where it was fitted with the SES-15 payload and Fregat upper stage.
 
For the company's next liftoff, a medium-lift Soyuz is now in the Spaceport's ELS launch zone, fitted with its SES-15 telecommunications satellite payload. Preparing for the next two Ariane 5 flights

Elsewhere at the Spaceport, the next Ariane 5 has moved fr om the Launcher Integration Building to the Final Assembly Building, wh ere a dual payload of the Viasat-2 and Eutelsat E172B telecommunications satellites will be integrated. This mission is designated Flight VA237, denoting the 237th flight with an Ariane launcher since the family of European-built vehicles began Spaceport operations in 1979.
Activity also has begun for the subsequent Ariane 5 launch, VA238, which will loft the Hellas-Sat 3/Inmarsat S relay satellite and the GSAT-17 telecommunications spacecraft for the Indian Space Research Organisation.

GSAT-17 arrived in French Guiana this week aboard a chartered cargo jetliner that landed at Cayenne's Félix Eboué Airport. Separately, elements for Flight VA238's Ariane 5 launch vehicle were delivered to Kourou's Pariacabo port by the MN Toucan roll-on/roll-off transport ship, completing a trans-Atlantic sea voyage that also carried launcher components for Arianespace's next Vega mission.

В 2005 году началось строительство стартового комплекса для РН «Союз-СТ», в мае 2011 года состоялась официальная церемония передачи стартового комплекса Европейскому космическому агентству и эксплуатанту космодрома – компании Arianespace. Первый пуск РН «Союз-СТ» состоялся в октябре 2011 года. Ежегодно осуществляется 2-3 пуска как в интересах ESA, так и в интересах коммерческих компаний.

A commercial communications satellite will blast off Thursday fr om French Guiana on top of a Soyuz rocket, on the way to a station over the Americas to supply bandwidth to airline travelers and broadcasters in the United States, Canada and Mexico.

The SES 15 communications craft, built by Boeing, is fastened top the top of a Russian-made Soyuz ST-A rocket inside a gantry on a launch pad at the Guiana Space Center, a French-operated spaceport on the northeastern coastline of South America.

Fitted with xenon-ion thrusters, the 5,075-pound (2,302-kilogram) satellite is heading for a circular geostationary orbit thousands of miles over the equator, wh ere it will slot into position at 129 degrees west longitude, keeping station there for a planned 15-year mission beaming Internet and television services over North America.

Liftoff is timed for exactly 1154:53 GMT (7:54:53 a.m. EDT; 8:54:53 a.m. French Guiana time) Thursday. If a technical problem or weather prevents launch at that time, another liftoff opportunity is available 33 minutes later.

All systems are go for blastoff Thursday, according to Martin Halliwell, chief technology officer at SES, the Luxembourg-based company which owns the SES 15 spacecraft.

"Everything is going fine," Halliwell said in a telephone interview from French Guiana. "No issues with the spacecraft, no issues with the launch vehicle at the moment. We're on target for a launch Thursday morning, local (time)."

Halliwell said the mission holds several firsts for SES, operator of one of the largest fleets of geostationary telecom satellites.

"It's a small Boeing 702SP, around 2.3 tonnes," Halliwell said. "It's fully electrical propulsion, so that's a first for us. The other first is it's the first Soyuz GTO (geostationary transfer orbit) launch that we've done in the group."

Russian technicians rolled out the Soyuz rocket to its jungle launch pad Monday, and crews mounted the SES 15 satellite on top of the launcher Monday evening. The telecom platform was enclosed inside the rocket's nose fairing May 12 in a nearby clean room.

After final electrical checks and a mission dress rehearsal this week, the countdown will begin before dawn Thursday.

Managers from the Russian space agency and Arianespace, which is in charge of Soyuz operations in French Guiana, will authorize fueling of the launcher with kerosene and liquid oxygen shortly before 0700 GMT (3 a.m. EDT; 4 a.m. French Guiana time).

Filling of the Soyuz rocket's three main stages with propellants should begin at T-minus 4 hours, 30 minutes.

A mobile tower protecting the Soyuz rocket from the humid, rainy jungle climate at the spaceport will withdraw to launch position around 1044 GMT (6:44 a.m. EDT; 7:44 a.m. French Guiana time).

An automatic countdown sequencer will take control of the final launch preparations, overseeing pressurization of the Soyuz fuel tanks, the retraction of umbilicals, a power transfer to the rocket's internal batteries, and ignition of the launcher's four strap-on boosters and core stage.

Petal-like hold-down clamps will release the 151-foot-tall (46-meter) Soyuz launcher from a purpose-built launch pad at the space center, and the rocket's digital flight computer will steer it east over the Atlantic Ocean.

The four strap-on engines will shut down and fall away at T+plus 1 minute, 58 seconds, followed by the release of the two-part clamshell-like payload fairing at T+plus 3 minutes, 39 seconds, once the Soyuz is out of the densest layers of the atmosphere.

The Soyuz third stage's RD-0110 engine will ignite at T+plus 4 minutes, 47 seconds for a four-minute firing, before giving way to a hydrazine-fueled Fregat upper stage for a pair of burns to guide the SES 15 satellite into an "optimized" elliptical geostationary transfer orbit.

The first Fregat engine firing, scheduled to last nearly 14 minutes, will propel SES 15 into a preliminary egg-shaped orbit. The Russian-built upper stage will coast for more than four-and-a-half hours before reigniting at 1652 GMT (12:52 p.m. EDT; 1:52 p.m. French Guiana time).

The second maneuver will last approximately 52 seconds, long enough to reshape SES 15's path around Earth and raise the low point, or perigee, of its orbit.

Deployment of SES 15 from the Fregat upper stage is scheduled for 1713 GMT (1:13 p.m. EDT; 2:13 p.m. French Guiana time) in an orbit tilted 6 degrees to the equator — roughly the latitude of the Guiana Space Center — with a high point of 19,449 miles (31,300 kilometers) and a low point of 1,367 miles (2,200 kilometers).

SES 15's xenon-ion thrusters will then kick off around six months of orbit-raising maneuvers to steer the satellite into its final circular geostationary orbit over the equator.

Halliwell said the orbit targeted by Thursday's launch, with a higher perigee than a typical geostationary transfer orbit, "gives us a little bit of a head start" on the orbit-raising.

"We're closer to the equator here than in Florida, so that's good and is helping us out a little," Halliwell told Spaceflight Now. "We've only got 6 degrees to take out."

The low-thrust electrical jets, powered by xenon gas and electricity, will take longer to adjust SES 15's orbit than conventional chemical rocket engines. Until the last few years, communications satellites carried large liquid propellant tanks for the firings needed to move payloads from their initial drop-off orbits to their final locations.

Boeing pioneered the all-electric communications satellite design, building and launching four of the new-generation spacecraft aboard SpaceX Falcon 9 rockets from Cape Canaveral in 2015 and 2016.
"The big saving is in mass and complexity on the spacecraft," Halliwell said of the all-electric design. "In the propulsion system, we're only carrying a xenon tank, and that will give us all our station-keeping maneuvers for the entire lifetime."

The cut in mass available with the all-electric design allows payload owners to book rides on smaller, less expensive rockets without giving up capacity on the satellite.

"SES 15 is really a marvel of innovation," said Mark Spiwak, president of Boeing Satellite Systems International, the spacecraft's manufacturer. "We are still the only satellite contractor in the world that has launched and has on-orbit an all-electric propulsion satellite. There are some other folks who are using portions of the mission with all-electric (propulsion), but even now ... We're still the only ones that launch a satellite with only xenon gas on-board."

Airbus Defense and Space is preparing a Eutelsat communications satellite with all-electric thrusters for launch on an Ariane 5 rocket next month, marking that contractor's first in-space demonstration of the technology.

SES 15 was originally supposed to fly on a dual-payload mission on Arianespace's heavy-lift Ariane 5 rocket, but the launch firm and SES agreed last year to switch to a medium-class Soyuz booster to keep the satellite on schedule due a jam-packed Ariane 5 manifest.

"The downside (of all-electric propulsion) is the orbit-raising," Halliwell said. "We're looking for very good performance on the Soyuz and the Fregat, but even so, we're probably looking at 190-odd days of orbit-raising. But we're going to push this as hard as we can, and we're looking to try to get into orbit and to get into operation before the end of the year."

SES and Boeing announced the agreement to build the SES 15 satellite in February 2015.

The spacecraft hosts hardware for multiple Ku-band communications missions, including a high-throughput payload designed to provide in-flight connectivity to airline passengers traveling across North America, Central America and the Caribbean.

The aeronautical mobility payload "covers the whole of the United States, going right the way up to Alaska, and with a corridor going out to Hawaii, all in Ku," Halliwell said.

A Ku-band beam for video broadcasts overlays the high-throughput footprint over the United States, according to Halliwell.

SES 15 also carries a hosted payload built by Raytheon to improve GPS navigation data over the United States. The navigation aid is part of the Federal Aviation Administration's Wide-Area Augmentation System, used by pilots and air traffic controllers to improve aircraft spacing and positioning near busy airports and in inclement weather.

In an interview with Spaceflight Now, Spiwak said more than 50 structural components on SES 15 were 3D-printed.

"We're now using a lot of these technologies, whether it be all-electric (propulsion) or printed parts, across all of our product line," Spiwak said.

It took three years and cost European governments $800 million to build the Soyuz launch facility, which is known by its French acronym ELS. Other than the 17-story mobile servicing tower and four lightning masts, the launch pad is modeled after the Soyuz launch pad at the Baikonur Cosmodrome in Kazakhstan.

This morning's launch is the 17th Soyuz to fly fr om ELS.

The Soyuz pad includes blue and yellow umbilical arms and hold-down petals at the base of the rocket. On the back side of the pad is a deep flame trench dug out of granite bedrock. The facility also houses living quarters for Russian workers and a launch control center.

The Soyuz site lies closer to the town of Sinnamary than Kourou, which is more typically associated with the spaceport.

Soyuz departed the Spaceport at the planned precise liftoff time of 08:54:53 a.m., local time in French Guiana.

During today's mission, the Soyuz launcher's Fregat upper stage will perform two engine burns, separated by a 4-hour-plus ballistic phase.

В 2005 году началось строительство стартового комплекса для РН «Союз-СТ», в мае 2011 года состоялась официальная церемония передачи стартового комплекса Европейскому космическому агентству и эксплуатанту космодрома – компании Arianespace. Первый пуск РН «Союз-СТ» состоялся в октябре 2011 года. Ежегодно осуществляется 2-3 пуска как в интересах ESA, так и в интересах коммерческих компаний.

SES 15 separation. Springs have deployed the Boeing-built communications satellite in orbit after an apparently successful flight into orbit this morning.

The 5,075-pound (2,302-kilogram) spacecraft is on the way to a service location in geostationary orbit over the Americas, providing in-flight connectivity and video broadcast capacity over the United States, Canada, Mexico and the Caribbean.

Lifting off under sunny skies, the Soyuz launcher for Arianespace Flight VS17 begins its mission to deploy SES-15 at the service of European-based SES.

With a picture-perfect liftoff fr om the Spaceport in French Guiana this morning, Arianespace's workhorse Soyuz launch vehicle successfully delivered SES-15 – a telecommunications satellite for operation by European-based SES – to a sub-geostationary transfer orbit.

Arianespace's medium-lift workhorse vehicle climbs away from French Guiana on its 17th Spaceport mission, carrying the Boeing-built SES-15 satellite for SES.

The flight, designated VS17 in Arianespace's launcher family numbering system, lasted 5 hrs., 18 min. fr om the precise liftoff at 08:54:53 a.m. (local time in French Guiana) to payload separation. It carried SES' first satellite lofted by the medium-lift Soyuz launcher and the 40th overall for the operator launched by Arianespace.

Departing from the Spaceport's ELS launch complex adjacent to the commune of Sinnamary, Flight VS17 delivered a total payload lift performance set at 2,447 kg; it was Arianespace's fifth mission of 2017 and the Russian-built Soyuz' 17th liftoff from French Guiana since this vehicle's 2011 introduction at the Spaceport.

The orbital parameters for SES-15's delivery by Soyuz were the following, based on telemetry measurements provided just before spacecraft separation:
– Apogee: 31,348.9 km. for a target of 31,299.6 km.
– Perigee: 2,207 km. for a target of 2,198.8 km.
– Inclination: 5.99 deg. for a target of 6.00 deg.

Arianespace's long-term relationship with SES

Luce Fabreguettes, Arianespace's Executive Vice President Missions, Operations & Purchasing, underscored Arianespace's relationship with SES stretching back to 1984. She noted that more than 40 percent of the SES geostationary satellites currently in operation have been orbited by the launch services company – a number that does not include the O3b Networks satellites launched by Arianespace into medium Earth orbit.

Fabreguettes pointed out that Arianespace has five more SES satellites in the company's launch services backlog – including another electric satellite, SES-12 –– along with four additional O3b spacecraft.

Delivered into a sub-geostationary transfer orbit by Soyuz, the telecom satellite will achieve the final position under the power of its all-electrical propulsion system –SES's first satellite to use such technology.

Martin Halliwell, the Chief Technical Officer at SES, described today's mission as a "fantastic launch," and confirmed that initial telemetry was received from SES-15 shortly after its separation from Soyuz.

"After this 40th satellite with Arianespace, we're going to be back for more," he said in comments from the Spaceport. "We're looking forward to a lot more satellites to launch with Arianespace."

 

The first hybrid satellite for SES

Once located at 129 deg. West, SES-15 will serve as SES' first hybrid satellite, offering extensive coverage over North America, Mexico and Central America, stretching from Arctic Alaska to the South of Panama and from Hawaii to the Caribbean.

Arianespace Flight VS17 marked the first time a Soyuz was utilized to orbit an SES satellite, as well as a spacecraft built by Boeing. The Russian-built medium-lift workhorse vehicle is shown on the Spaceport's ELS launch pad during final countdown.

It is to provide Ku‐band wide beam and Ku‐band High Throughput Satellite (HTS) capability, with connectivity to gateways in Ka‐ and L-bands. Its relay payload covers the thriving aeronautical sector and will enable other traffic‐intensive data applications such as government, VSAT networks and maritime.

SES-15 also carries a Wide Area Augmentation System‐hosted (WAAS) payload, enabling the U.S. Federal Aviation Administration to augment the Global Positioning System (GPS), providing improving accuracy, integrity and availability for the aviation industry.

Built by Boeing at its El Segundo, California facility, SES‐15 is based on the company's all‐electric 702SP platform and is the 53rd Boeing‐built satellite to be launched by Arianespace.

Speaking at the Spaceport, Mark Spiwak, the President of Boeing Satellite Systems International, described his company's relationship with Arianespace as a "very deep, rich and valued" history. "Today was our first launch with Soyuz, and we are looking forward to developing an equally long relationship with Soyuz as we go forward," he added.

 

Preparing for the upcoming Ariane 5 flights

Elsewh ere at the Spaceport, preparations are being made for Arianespace's next two heavy-lift missions: Flights VA237 and VA238, the 237th and 238th flight of an Ariane launcher since the family of European-built vehicles began Spaceport operations in 1979.

Flight VA237's Ariane 5 launcher has moved from the Launcher Integration Building to the Final Assembly Building, wh ere a dual payload of the Viasat-2 and Eutelsat E172B telecommunications satellites will be integrated. Liftoff of VA237 is set for June 1.

The subsequent Ariane 5 launch, Flight VA238, also will deliver two satellites: the Hellas-Sat 3/Inmarsat S relay satellite; and the GSAT-17 telecommunications spacecraft for the Indian Space Research Organisation.

Today's launch was the fifth of the year for Arianespace, and the second by Soyuz from CSG to geostationary transfer orbit (GTO), as well as the first Arianespace launch carrying a satellite with all-electric propulsion.

Through this latest mission, Arianespace once again demonstrates its launcher family's availability and versatility for the benefit of all customers.

 

A launch for the European operator SES

SES-15 is the 40th satellite launched by Arianespace for SES since 1984. One of the world's leading satellite operators, SES is also the first company to offer a scalable and differentiated slate of services from geostationary and medium Earth orbit (GEO/MEO). It currently deploys an operational fleet with more than 50 GEO satellites and 12 MEO satellites – the latter having all been orbited by Arianespace.

SES-15, the first all-electric satellite in the SES fleet, will offer wide beam coverage and the capacity of a high-throughput satellite (HTS). It will provide additional Ku-band wide beams, HTS capacity in Ku-band, along with Ka-band connectivity with gateways.

The satellite will offer services to the booming aeronautical sector, and will also support other traffic-intensive data applications, including governmental services, VSAT networks and maritime communications. SES-15 also carries a wide area augmentation system (WAAS) payload, which will enable the United States Federal Aviation Administration (FAA) to improve the performance of global positioning systems (GPS), by enhancing precision, integrity and availability for the aviation sector.

The satellite is equipped with an all-electric propulsion system, which will handle orbital maneuvers and orbit raising.

Arianespace has five more SES satellites in its order book: the all-electric SES-12 satellite and four more satellites for the O3b Networks constellation.

All-electric satellites now account for 15% of Arianespace's order book

Flight VS17 is the first by Arianespace from the Guiana Space Center to orbit an all-electric satellite. Electric propulsion for satellites is one of the most promising technologies in space and could represent 50% of the world market in the 2020s.

This type of propulsion system uses electrical energy generated by the satellite's solar panels, and enables the satellite's weight to be reduced by half for a given level of performance, compared with a satellite using conventional chemical propulsion. These satellites are fitted with small electric thrusters that will propel them after separation from the launcher to their final geostationary orbital position.

With 15% of its launch order book for all-electric satellites, Arianespace accompanies the technological evolution of the satellite industry by putting its Ariane 5 and Soyuz launchers at the service of this new range of satellites.

 

Soyuz: a versatile launcher for Arianespace's customers

When the mass of the satellites allows, Soyuz can carry out missions to geostationary transfer orbit as a complement to Ariane 5. Flight VS17 is the second launch to this orbit by Soyuz in 2017, following the VS16 launch for Hispasat in January 2017.

Today's 17th Soyuz launch from CSG was different from previous missions in terms of its duration (5h18m28s) and the targeted elliptical orbit (2,200 km. perigee and 31,300 km. altitude during first apogee).

Using the Fregat upper stage, this launch placed SES-15 into a specific geostationary transfer orbit designed to significantly reduce the time needed for the satellite to move itself into its definitive position using electric propulsion. The reduction in deployment time therefore is approximately one month from the estimate of seven to eight months.

With this successful launch, the Soyuz rocket – already the benchmark for telecom and navigation constellations (Globalstar, 03b, Galileo, OneWeb) –  clearly shows its versatility and ability to perfectly address the market for electric satellites. It also confirms the availability and versatility of Arianespace's family of launchers, at the service of all customers.

SES-15 was built by Boeing using the all-electric 702SP platform. The payload includes wide beams in Ku-band, high-throughput capacity in Ku-band, and gateway connectivity in Ka and L-bands. SES-15 will provide aeronautical and maritime communications services, along with services for VSAT networks and governments. Positioned at 129° West, the satellite will cover all of North America, Mexico, and Central America – from Alaska to southern Panama, and from Hawaii to the Caribbean. It weighed 2,302 kg at launch and offers a design life exceeding 15 years.

Arianespace and Boeing  SES-15 is the 53rd Boeing satellite to be launched by Arianespace, and the first satellite using the company's 702SP platform to be orbited by one of the company's launchers. The European launch services operator has four more Boeing satellites in its order book.

Overview

On 18 May 2017, SES-15 was successfully launched - its first hybrid satellite offering a mix of widebeam coverage and high throughput (HTS) capacity. Positioned at the new orbital location of 129 degrees West, SES-15 will offer extensive coverage over North America, Mexico and Central America, stretching fr om Arctic Alaska to the South of Panama and from Hawaii to the Caribbean.

The satellite will provide additional Ku-band wide beams and Ku-band High Throughput Satellite (HTS) capability, with connectivity to gateways in Ka-band. SES-15 will serve the thriving aeronautical sector and will enable other traffic intensive data applications such as government, VSAT networks and maritime.

Services and coverage

SES-15 will serve major global inflight connectivity and entertainment providers who have made significant, long-term pre-commitments.

Thanks to its extensive coverage, SES-15 will be the first satellite to enable airline passengers to access full, seamless HTS coverage from New York all the way to Hawaii - or from Alaska to Mexico. SES-15 is also equipped with a dedicated wide beam that will allow IFEC providers to provide live broadcast of TV content on all flight routes across the entire region. This unique combination of beams enables IFEC providers to optimally utilise HTS capacity for internet traffic and wide beam coverage for broadcasting content.

The satellite will carry a Wide Area Augmentation System- (WAAS) hosted payload, that will enable the Federal Aviation Administration (FAA) to augment the Global Positioning Systems (GPS) with the goal of improving accuracy, integrity and availability for the aviation industry.

In addition, the HTS capacity of SES-15 will help meet the increasing demand for maritime connectivity as the number of connected ships is expected to grow from over 50,000 in 2015 to around 109,000 by 2025 in North America. The satellite will also provide ideal coverage over the Caribbean, wh ere cruise tourism is thriving, accounting for 40% of the total cruise ships sailing worldwide.

SES-15 will offer high-speed broadband services for other traffic-intensive data applications such as government and enterprise networks. For example, its HTS capacity will offer optimal coverage to the growing number of enterprise VSAT sites in Central America and the Caribbean, which is expected to increase to 148,000 by 2024 and will namely enable rural connectivity, corporate broadband, and banking.

Satellite manufacturer and launcher

SES-15 was built by Boeing Satellite Systems International and is designed to operate for 15 years in geostationary orbit. This is an all-electric 702SP satellite, and it will be the 12th satellite in more than 25 years that SES has ordered from Boeing. It includes up to an 8 kW payload, and weighs 2.3 tons. The satellite is equipped with an electric propulsion system for orbit raising and in-orbit manoeuvres. SES-15 is SES's first satellite to launch on a Soyuz rocket in April 2017. It was launched by Arianespace from Guiana Space Center in Kourou, French Guiana.

Российская ракета-носитель "Союз" со спутником SES-15 стартовала с космодрома в Куру во Французской Гвиане в 13:56 по парижскому времени (14:56 мск). Запуск с этого космодрома планировался в этом году несколько раз, но был отложен из-за протестов, охвативших Французскую Гвиану.
SES-15 предназначен для предоставления телекоммуникационных услуг жителям Северной Америки, а также для VSAT-сетей, морского и авиатранспорта в Тихоокеанском регионе. 
Электроснабжение обеспечивают два крыла солнечных батарей и аккумуляторные батареи. Платформа использует полностью электрическую двигательную установку XIPS, все орбитальные маневры и корректировки положения спутника осуществляются с помощью этой установки без использования химического ракетного топлива. Ожидаемый срок службы спутника - 15 лет.

EL SEGUNDO, Calif., May 18, 2017 – The Boeing [NYSE: BA] SES-15 satellite, launched today, will bolster connectivity for Wi-Fi and entertainment services on flights over North America, Mexico and Central America. It will also serve the government, enterprise and maritime sectors.

This 702-model satellite also demonstrates that using 3-D printed parts can improve affordability and production. More than 50 such metallic parts are on the vehicle in the primary structure.

"With its all-electric propulsion, and inclusion of 3-D printed hardware, SES-15 is a great example of how we can create efficient and cost-effective products rapidly for customers," said Mark Spiwak, president, Boeing Satellite Systems International. "In fact, SES-15 was designed, built, tested and delivered to the launch site ahead of schedule."

This is the fifth Boeing satellite to be deployed with a highly efficient all-electric propulsion system.

SES-15 has a hybrid payload, including additional Ku-band wide beams and Ku-band High Throughput Satellite (HTS) capability, with connectivity to gateways in Ka-band.

The U.S. Federal Aviation Administration's (FAA's) safety efforts will also benefit from the satellite as SES-15 carries a Wide-Area Augmentation System (WAAS) hosted payload for the FAA.

SES has ordered 12 Boeing satellites since 1990, including SES-15. SES-15 is the operator's first 702 all-electric satellite in its fleet.

Luxembourg, 15 January 2018 – SES announced today that the new SES-15 spacecraft has been operational at the 129 degrees West orbital position since 1 January. As planned, the all-electric satellite took six months to reach its orbital position and to successfully complete its testing.

SES-15 carries a hybrid payload, comprising Ku-band wide beams and Ku-band High Throughput Satellite (HTS) capability, with connectivity to gateways in Ka-band. SES's first hybrid satellite is equipped with 16 Ku-band transponders (36 MHz equivalent) as well as HTS capabilities to serve North America, Mexico, Central America and the Caribbean.

SES-15's high throughput payload will deliver optimised and flexible coverage for major global inflight connectivity and entertainment (IFC/IFE) service providers, such as Global Eagle, Gogo and Panasonic Avionics. In addition, SES-15 has a dedicated wide beam that is designed to enable IFC/IFE providers to deliver live TV content on all flight routes across the US, including Hawaii and Alaska, as well as Canada, the Caribbean and Mexico. This unique combination of beams allows IFC/IFE providers to optimise HTS capacity use for internet traffic and wide beam coverage for broadcast content.

SES-15 also carries a Wide Area Augmentation System (WAAS) hosted payload, which will enable the US Federal Aviation Administration (FAA) to augment existing Global Positioning Systems (GPS) with the goal of improving accuracy, integrity and availability of the system for the aviation industry.

SES-15 was successfully launched onboard a Soyuz rocket from the Guiana Space Centre in Kourou, French Guiana on 18 May 2017.

Martin Halliwell, Chief Technology Officer at SES, said, "An operational SES-15 has been much anticipated by our customers. The hybrid satellite, which has both wide beams and high throughput capability, empowers our aeronautical customers to offer even faster connectivity speeds to airlines. In addition, the WAAS hosted payload will enable the US FAA to improve GPS. The Boeing, Arianespace and SES teams have done an excellent job in making this possible."
         
The beginning of contracted services on SES-15's HTS payload represents an important milestone in supporting SES's future growth trajectory and its strategy to develop innovative and high-power capabilities for specific and dynamic markets. SES-15 will be followed by the launches of two more hybrid geostationary (GEO) satellites with widebeam / HTS capabilities, SES-14 and SES-12, as well as another four O3b medium earth orbit (MEO) satellites in the near future. SES-14 will serve the Americas and the Atlantic region, and SES-12 will cover Asia-Pacific, and the Middle East. Together with SES-17, another HTS which will be launched in 2021, they will offer a global, multi-frequency system for aeronautical, maritime, government and enterprise customers.

В мае 2017 года на геостационарную орбиту был запущен КА SES-15, принадлежащий компании SES, на борту которого была установлена полезная нагрузка GEO-6, разработанная компанией Raytheon для широкозонной системы функционального дополнения WAAS. Данная система была создана Министерством транспорта США совместно с Федеральной авиационной администрацией (FAA) с целью повышения точности, доступности и обеспечения целостности GPS. В июле 2019 года была успешно завершена интеграция полезной нагрузки GEO-6 в систему WAAS.
В ноябре 2019 года компания Raytheon объявила об официальной передачи GEO-6 Федеральному управлению гражданской авиации США. С этого момента спутник считается введенным в эксплуатацию.
Предполагается, что КА SES-15 заменит КА Galaxy 15, принадлежащий компании PanAmSat и чей срок службы в скором времени подойдет к концу.
В настоящее время реализуется четвертый этап развития системы WAAS, предполагающий переход на двухчастотный режим L1/L5. Этот этап состоит из двух сегментов.
В рамках первого сегмента осуществляется замена навигационных приемников в 38 станциях сбора измерений и замена двух геостационарных спутников, один из которых уже заменен. Контракт на поставку второго космического аппарата был заключен в 2018 году с компанией Leidos. Контракт предполагает, что фаза изготовления займет 4 года, а срок эксплуатации аппарата составит 10 лет.
Второй сегмент, который планируется на 2020–2024 годы, предполагает полномасштабное внедрение двухчастотного режима обслуживания.
