A Soyuz takes shape in French Guiana for the next dual Galileo satellite launch
May 8, 2012 – Soyuz Flight VS03
The launcher for Arianespace's next Soyuz mission from the Spaceport in French Guiana is completing its initial checkout for a flight in the second half of 2012, which will carry another two spacecraft for Europe's Galileo satellite navigation constellation.
During activity at the Spaceport's Soyuz Launcher Integration Building – known by its Russian "MIK" designation – the vehicle's four first-stage strap-on boosters have been mated with the Block A core second stage, followed by integration of the Block I third stage.
With its initial build-up concluded, the Soyuz is now undergoing regular maintenance checks that are standard for the Russian-built vehicles that have been in storage prior to their mission. Such verifications include testing of the launcher's pneumatic and electrical systems.
This Soyuz will carry Europe's next two Galileo In-Orbit Validation (IOV) satellites, joining the first pair of spacecraft lofted on Arianespace's historic maiden flight of the Russian-built launcher from French Guiana in October 2011.
Once the four IOV satellites are in orbit, they will provide the minimum information needed for space-based navigation: latitude, longitude and altitude data, along with ranging accuracy; enabling assessment of the Galileo system's performance, while also allowing suppliers to realistically check their receivers and services against actual signals.
Arianespace has been chosen to deploy the entire Galileo constellation of 30 satellites. This began with the launch of the first two experimental satellites, Giove-A and Giove-B, orbited by Arianespace's Starsem affiliate on Soyuz launchers from Baikonur Cosmodrome in 2005 and 2007. Subsequently, Arianespace lofted the initial pair of In-Orbit Validation spacecraft on Soyuz' October 2011 inaugural mission from the Spaceport.
The remaining 24 Galileo constellation satellites will be orbited through 2015, using six additional Soyuz vehicles carrying two spacecraft each, along with three Ariane 5s configured with four per launch.
Initial phases of the Galileo program were carried out by the European Space Agency (ESA) in activity co-funded with the European Commission. Galileo's Full Operational Capability phase is being managed and funded by the European Commission, with ESA and the Commission having signed a delegation agreement by which the space agency acts as design and procurement agent.
The upcoming Galileo mission is designated VS03 in the numbering system for Arianespace's launcher family – which is composed of the medium-lift Soyuz, heavy-lift Ariane 5 and light-lift Vega – all operated at the Spaceport. The "V" represents the French word for "flight" (Vol), while "S" signifies the use of a Soyuz launch vehicle. Its "3" denotes the third Arianespace mission of Soyuz from French Guiana.

Trial by vacuum brings next Galileo satellites closer to launch 14 June 2012
The next two Galileo navigation satellites have now endured the harsh vacuum and temperature extremes of space on the way to their scheduled 28 September launch.
The fourth satellite completed 20 days of thermal vacuum testing at Thales Alenia Space Italy's plant in Rome at the start of June. The third satellite completed the same tests the previous month.
(https://img.novosti-kosmonavtiki.ru/25364.jpg) (http://www.esa.int/images/Galileo_IOV_FM4_TVAC,0.jpg)
"These two satellites are almost identical to the first two Galileo satellites that were launched last 21 October," explained ESA's Nigel Watts.
"So we don't need to carry out full-scale qualification tests because we already know from our in-orbit test campaign that the design performs to our expectations.
"Instead, what we are carrying out is acceptance testing: checking the workmanship, performance and readiness to launch of these new satellites."
Thermal vacuum testing involves placing each satellite into a vacuum chamber and pumping out all the air. Its external surfaces are then variously heated and cooled while the satellite is operated.
With no air in orbit to moderate temperatures, any part of a satellite in sunlight can become extremely hot, while those parts in shadow or facing deep space grow extremely cold. Critical systems must be kept within a set temperature range, however.
"To give an idea, Galileo's laser retroreflector on its exterior reached –110°C during the cold phase of testing," said Guido Barbagallo, Galileo thermal engineer.
"Meanwhile, the navigation high-power amplifiers could be driven to more than +40°C during the hot phase."
Like most satellites, Galileo's uses a variety of methods to maintain its temperature range, including multi-layer insulation, heaters, heat pipes relying on evaporating ammonia to shift heat, and radiators to dump waste heat out to space.
Galileo's passive hydrogen maser atomic clock at the heart of its navigation services is precise to a second in three million years.
But it requires extremely stable thermal conditions to achieve this. Its operating temperature needs to be regulated within a single degree, though in practice a tenth of that can be achieved.
"The passive hydrogen maser is mounted on a 3 mm-thick aluminium plate to help hold a uniform temperature, with waste heat finally radiated to space from the external satellite surface," added Guido.
The atomic clock and the mounting plate are wrapped in multi-layer insulation and attached to the top panel of the satellite, which is itself kept permanently out of the Sun.

The next Galileo navigation satellite has touched down at Europe's Spaceport in French Guiana, to begin preparations for its launch in October.
Cocooned within its protective, air-conditioned container, the satellite left the Thales Alenia Space Italy plant in Rome on Monday evening for nearby Fiumicino Airport.
At 23:15 CEST it boarded an Antonov 124-100 aircraft for its overnight flight across the Atlantic, stopping in Tenerife at 03:50 CEST for refuelling.
The satellite touched down on Tuesday 7 August in French Guiana's Cayenne Airport at 07:55 local time (12:55 CEST).
It was accompanied by a four-person team from Thales, plus one representative each from Astrium and ESA, as well as all the specialised test and support equipment that will be needed during the launch preparations.
The satellite was then moved onto a lorry for transport to the Guiana Space Centre, for subsequent removal from its container.
These third and fourth Galileo 'In-Orbit Validation' (IOV) satellites are due to be launched aboard a Soyuz ST-B vehicle in October. These new satellites will join the first two Galileo satellites – launched last year – in medium-Earth orbit at 23 222 km.
his will mark a significant step in Europe's programme because it will complete the deployment of infrastructure required for the IOV phase and will allow for the first time a computation of on-ground position based solely on Galileo satellites.
The IOV phase is being followed by the deployment of additional satellites and ground segment as required to achieve the 'Full Operational Capability', leading to provision of services.
The first 22 of these 'Final Operational Capability' satellites are currently being built by OHB in Germany, responsible for the platforms and final satellite integration, and UK-based Surrey Satellite Technology Ltd, producing the payloads.

The Spaceport moves into action for Arianespace's next Soyuz mission to orbit two Galileo satellites
August 8, 2012 – Soyuz Flight VS03
The first of two Galileo In-Orbit Validation (IOV) navigation satellites for Arianespace's next Soyuz mission from the Spaceport has arrived in French Guiana, stepping up the activity involving this mission – which is scheduled in the second half of 2012.
Delivered by a chartered Antonov An-124 cargo jetliner, the Galileo FM3 (Flight Model #3) spacecraft arrived this week at Félix Eboué International Airport near the capital city of Cayenne and was transferred by road to the Spaceport's S1B payload preparation building.
The two Galileo satellites to be orbited on the next Soyuz mission will join another pair lofted by Arianespace on this medium-lift launcher's maiden flight from French Guiana in October 2011. Together, the four spacecraft are to form the minimum coverage required for satellite-based navigation – providing latitude, longitude and altitude data, while also checking ranging accuracy.
As a result, these In-Orbit Validation Galileo satellites will enable European industry to validate prototype Galileo-based receivers and services against actual satellite signals, while also allowing performance assessments of Galileo's ground system that serves to maintain the Galileo system's precision. The IOV spacecraft are produced in a European industry consortium led by the Astrium division of EADS and Thales Alenia Space.
In addition to the Galileo FM3 spacecraft's arrival this week, team members from Astrium, Thales Alenia Space and the European Space Agency also have converged on the Spaceport, moving into the offices they will use during the pre-launch preparations of this satellite, along with its "sister" passenger – Galileo FM4, scheduled to arrive in French Guiana during the next few days. The team's initial activities included attending safety and operational briefings, along with the kickoff of regular planning and progress meetings.
Long-lead preparations also are underway at the Spaceport's ELS launch site for the upcoming Soyuz mission, which is designated VS03 in Arianespace's numbering system. The "V" represents "flight" (Vol) in French, while "S" signifies the use of a Soyuz launch vehicle, and its "3" denotes the third Arianespace mission of Soyuz from French Guiana.
Galileo is a program initiative of the European Commission and European Space Agency (ESA) for an independent global satellite navigation system. The complete Galileo system will consist of 30 satellites in orbit. Each platform combines an optimized atomic clock for navigation – accurate to one second in three million years – with a powerful transmitter to broadcast precise navigation data worldwide.
Arianespace has been chosen by the European Commission and ESA to deploy the entire Galileo constellation. This activity began in 2005 and 2008 with the launch of the first two experimental satellites, Giove-A and Giove-B, orbited from Baikonur Cosmodrome in Kazakhstan by Arianespace's Starsem affiliate; and then continued last October with the maiden Soyuz launch from French Guiana that carried the constellation's first two operational satellites.
Arianespace's deployment of the remaining spacecraft will continue through 2015, using a mix of both Soyuz and Ariane 5 launch vehicles – underscoring the company's flexibility in orbiting satellite constellations.
The medium-lift Soyuz and heavy-lift Ariane 5 are part of Arianespace's launcher family that operates side-by-side from the Spaceport, which also includes the light-lift Vega vehicle.

The Fregat upper stage for Arianespace's upcoming Soyuz launch from French Guiana has been moved to the Spaceport's S3B facility, where it will be fueled and integrated with the mission's two Galileo navigation satellites.
Fregat is an autonomous, highly flexible orbital vehicle that can be restarted up to 20 times in flight – enabling it to carry out a wide variety of complex mission profiles. Built by Russia's Lavochkin Research and Production Association, the Fregat upper stage incorporates an array of six welded spherical tanks – with four spheres serving as the propellant tanks, while the other two operate as sealed instrumentation bays containing the flight control system, along with radio and telemetry systems.
The Fregat to be used on Arianespace's next Soyuz mission from the Spaceport underwent its initial checkout at the launch site's dedicated MIK vehicle assembly building for the Russian-built launcher, and was transferred by road this week to the S3B facility.
To support Arianespace's Soyuz launch activity in French Guiana, the S3B site has been configured for final preparation of Fregat upper stages, along with the mating of their payloads. This is the fueling location for Fregat, and it contains the integration stand where satellite passengers are installed atop the upper stage, along with the payload fairing.
The upcoming Soyuz mission is set for the second half of 2012, carrying two more In-Orbit Validation (IOV) spacecraft for Europe's Galileo navigation satellite system. These two spacecraft are to join another pair of Galileo IOV satellites that were launched by Arianespace in October 2011 on Soyuz' maiden flight from French Guiana.
Having all four IOV spacecraft in orbit will enable the first computation of on-ground positioning based solely on Galileo satellites, marking a significant step in the European program. This will be followed by deployment of additional satellites and ground segment elements to achieve the Full Operational Capability status, allowing Galileo navigation and positioning services to be provided for users.
The Galileo IOV spacecraft are produced in a European industry consortium led by the Astrium division of EADS and Thales Alenia Space.
Galileo is an initiative of the European Commission and European Space Agency, and is designed to create an independent global satellite navigation system for Europe – while also being interoperable with the U.S. GPS and Russian Glonass networks for enhanced combined performance.
Arianespace is responsible for deploying the entire Galileo constellation of 30 satellites, using a mix of both its medium-lift Soyuz and Ariane 5 heavy-lift launchers.

Galileo satellites in preparation
This week will see the third Galileo satellite having its propellant tank filled with hydrazine fuel. The fourth recently had its final multilayer thermal insulation added, with its own propellant tank due to be filled next week.
The twin satellites will be mated to a dispenser for a shared ride aboard the Soyuz ST-B on 10 October, joining the first two Galileos that have been orbiting since October 2011.
The quartet of navigation satellites will operate from medium orbit 23 222 km above Earth. This is a significant milestone for Europe's Galileo programme because four is the minimum number required for navigational fixes, enabling full system testing whenever they are all visible in the sky.
This In-Orbit Validation phase will be followed by the deployment of more satellites and ground segment to achieve 'Full Operational Capability'. After that, users on the ground can exploit the services.

Fueling underway with the Galileo satellites for Arianespace's next Soyuz launch from French Guiana
September 20, 2012 – Soyuz Flight VS03
Both passengers for Arianespace's third Soyuz flight from French Guiana are entering their final processing phase, which includes fueling of the two Galileo navigation satellites prior to their integration on the launcher for liftoff in October.
As part of the activity, Galileo Flight Model #3 (FM3) was fueled this week in the Spaceport's S5 payload preparation facility.
Galileo FM3 and its "sister" FM4 co-passenger subsequently will be integrated side-by-side on a dispenser for their shared ride aboard the Soyuz ST launcher, joining another pair of similar European navigation satellites lofted by Arianespace on the Soyuz launcher's maiden Spaceport flight in October 2011.
These initial four Galileo platforms were built by a consortium led by the Astrium division of EADS, which produced the platforms and has responsibility for the payloads, while Thales Alenia Space handled the assembly and testing tasks.
Once all four of these spacecraft are operating from medium Earth orbit, it will mark an important milestone for the Galileo program – as this is the minimum number required to provide navigational fixes, enabling full system testing for the In-Orbit Validation (IOV) phase. When complete, the Galileo constellation will consist of 30 satellites.
Arianespace has responsibility for deploying the entire Galileo constellation, utilizing a mix of its medium-lift Soyuz and heavy-lift Ariane 5, underscoring the company's flexibility in orbiting satellite constellations. The Arianespace launch services for Galileo began with the 2005 and 2008 orbiting of two experimental satellites – Giove-A and Giove-B – from Baikonur Cosmodrome in Kazakhstan by Arianespace's Starsem affiliate. This was followed last October by Arianespace's maiden Soyuz launch from French Guiana that carried the constellation's first two operational satellites.
Galileo is a program initiative of the European Commission and European Space Agency (ESA), with each spacecraft carrying an optimized atomic clock for navigation and a powerful transmitter to broadcast precise navigation data worldwide.

Full Operation Capability.

Galileo IOV

Final payload integration is underway at the Spaceport for Arianespace's upcoming Soyuz mission with Galileo satellites
October 3, 2012 – Soyuz Flight VS03
The two Galileo navigation satellites to be launched on Arianespace's October 12 Soyuz flight from French Guiana have been integrated on their payload dispenser, marking another key step in the preparations for this medium-lift mission.
Galileo FM3 and its FM4 co-passenger were installed on the dispenser system, which then will be encapsulated in the Soyuz payload fairing. The two-piece fairing was transferred yesterday from a storage area for Soyuz components at the Spaceport, readying it for the encapsulation operation.
The dual-payload dispenser for Galileo was developed by RUAG Space Sweden for Arianespace, and carries the satellites in a side-by-side arrangement. It will deploy the spacecraft by firing a pyrotechnic separation system to release them in opposite directions at the orbital insertion point.
After being lofted by Arianespace's upcoming third Soyuz mission from French Guiana – which is designated VS03 in the company's numbering system – these two Galileo spacecraft will join another pair of similar of European navigation satellites orbited on the Soyuz launcher's historic maiden Spaceport flight, performed on October 21, 2011.

Galileo satellites moved to pad for Friday launch 9 October 2012
The two Galileo satellites and their upper stage have been enclosed within their protective fairing, and moved to join the Soyuz rocket on the launch pad.
The halves of the fairing were sealed together around the satellites, their supporting dispenser and Fregat-MT upper stage on Friday, within the Upper Composite Integration Stand of building S3B of Europe's Spaceport in French Guiana.
Yesterday, the Upper Composite was moved to the launch site, for vertical mating to its three-stage Soyuz ST-B rocket.
(https://img.novosti-kosmonavtiki.ru/27466.jpg) (http://www.esa.int/images/_SCO5068.jpg)
The 4.1 m-diameter fairing protects the satellites from the stresses of launch and flight through the bulk of the atmosphere. It will be ejected about three and a half minutes into the flight, when the upper stage reaches the top of the atmosphere.
Fregat, modified to carry extra propellants, will fire for the first time about 10.5 minutes after launch, raising the satellites up to orbital velocity and their operating altitude of 23 222 km.
As it climbs, Fregat will spin slowly in 'barbecue mode', to keep the temperatures of the satellites even.
From launch to final deployment, when the dispenser releases the satellites sideways in opposite directions, will take three hours and 44 minutes.
The launch is scheduled for 18:15:00 GMT (20:15:00 CEST) on 12 October.
Galileo taking shape
This follow-up launch marks a major step for Europe's own satellite navigation system.
Four is the minimum number of satellites needed to achieve a navigational fix on the ground, with one satellite each to measure latitude, longitude, altitude and provide a time reference.
So once this second pair of satellites has been commissioned and tested, the quartet will form a completely operational mini-constellation that will be used to validate the Galileo system.
The performance of the satellites in space together with the worldwide ground infrastructure serving to maintain Galileo's service accuracy will be assessed in depth, to prepare the way for the launch of further satellites and then deliver initial services by mid-decade and finally build up to full operational capability.
These two new satellites are also the first to carry search and rescue antennas to pinpoint aircraft and ships in distress as part of the international Cospas–Sarsat system.

Assembled and poised for launch: Soyuz is ready with its two Galileo navigation satellites
October 9, 2012 – Soyuz Flight VS03
Arianespace's next medium-lift Soyuz is now fully assembled in the launch zone for its upcoming Spaceport mission, ready for the final steps leading to a Friday afternoon liftoff fr om French Guiana with two Galileo navigation satellites.
This flight is designated VS03 in Arianespace's mission numbering system, and it will be the Spaceport's third launch since Soyuz was introduced at this near-equatorial facility one year ago.
The VS03 Soyuz carries a second pair of Galileo In-Orbit Validation (IOV) satellites, which are to join the first two spacecraft orbited by Arianespace's historic VS01 flight on October 21, 2011, marking Soyuz' introduction at the Spaceport. Once all four are operational in space, they will provide the minimum number of satellites required for navigational fixes – enabling system validation testing when all are visible in the sky.
For this latest Arianespace mission, the basic three-stage Soyuz vehicle was transferred yesterday from its MIK assembly facility to the ELS launch zone. This process used the traditional horizontal rollout procedures employed in some 1,790 flights of the Russian-produced Soyuz family from Baikonur Cosmodrome in Kazakhstan and Plesetsk Cosmodrome in Russia.
In procedures that are specific to the Spaceport's processing flow, Soyuz was transferred without its payload. After the vehicle was raised vertically over the launch pad, a purpose-built 52-meter-tall mobile gantry moved into position around the Soyuz – providing a protected working environment for yesterday evening's integration of the launcher's payload fairing, which contains the two Galileo satellites as well as the Fregat upper stage. This vertical procedure enables payloads to be installed as traditionally performed with Western launch systems – including the heavy-lift Ariane 5 and light-lift Vega members of Arianespace's launcher family.
The VS03 launch is scheduled exactly at 3:15:01 p.m. local time in French Guiana on October 12, with the mission lasting just under 3 hours, 45 minutes. During this period, the Fregat upper stage is to perform two propulsive burns – positioning the Galileo satellites for their deployment into a circular medium-Earth orbit of 23,222 km., inclined 55.345 deg.
As a European initiative, the Galileo satellite navigation system is being developed in a collaborative effort of the European Union and the European Space Agency. The In-Orbit Validation (IOV) satellites weigh 700 kg. each and were built by a consortium led by the Astrium division of EADS – which produced the platforms and has responsibility for the payloads; while Thales Alenia Space handled the assembly and testing tasks.
Total payload lift performance for the VS03 flight is 1,580 kg., which includes the two spacecraft, their dual-payload dispenser and other integration hardware.
The VS03 mission continues a busy year of activity for Arianespace, during which it already has performed five heavy-lift Ariane 5 flights from the Spaceport (orbiting eight telecommunications relay platforms and one Automated Transfer Vehicle for International Space Station servicing); along with a Soyuz mission from Baikonur Cosmodrome, conducted by the company's Starsem division to loft a European weather satellite.
This photo series highlights the VS03 Soyuz' rollout and final integration at the Spaceport.

https://beta.space-track.org/basicspacedata/query/class/satcat/CURRENT/Y/NORAD_CAT_ID/%3E38854/predicates/all/limit/10,0/metadata/true
https://beta.space-track.org/basicspacedata/query/class/tle/NORAD_CAT_ID/38856/format/tle/orderby/FILE%20desc/limit/1

Keeping up the Arianespace launcher family pace: Soyuz orbits two Galileo satellites
October 12, 2012 – Soyuz Flight VS03
Arianespace's third Soyuz mission from French Guiana – and the company's seventh flight so far in 2012 with its Ariane 5 and Soyuz launchers – successfully orbited two satellites today for the European Galileo navigation network.
Lifting off at 3:15:01 p.m. local time, which was the planned precise moment of launch, the Russian-built Soyuz ST vehicle was put through its paces to deploy the pair of Galileo In-Orbit Validation spacecraft during a flight of just under 3 hrs. 45 min.
Noting that today's mission occurred almost exactly one year after Soyuz' historic first flight from the Spaceport, Arianespace Chairman & CEO Jean-Yves Le Gall said this new success underscored the "exemplary character" of his company's cooperation with Russia.
"In less than one year, three perfect launch successes from the Guiana Space Center have enabled us to demonstrate the operational effectiveness of this new launch system, and to confirm the relevance of our launcher family strategy," he added.
Good weather offered picture-perfect conditions for the Soyuz liftoff and climb-out from French Guiana, with tracking cameras following the vehicle through its jettison of the four first-stage boosters at almost two minutes into the flight.
After the propulsive phases of Soyuz' second and third stages, the Fregat upper stage took over to perform two burns – separated by a 3-plus-hour ballistic phase – enabling the two 700-kg. Galileo satellites to be released in a circular medium-Earth orbit, with an altitude targeted at 23,222 km.
Today's mission is designated VS03 in Arianespace's launcher family numbering system, and was performed from the purpose-built ELS launch facility for its medium-lift Soyuz, located in the Spaceport's northern sector near the city of Sinnamary.
The pair of Galileo satellites was carried side-by-side on a dual-payload dispenser system, with their release performed in opposite directions by a pyrotechnic separation system that released them at the proper orbital insertion point.
These spacecraft joined the initial two Galileo spacecraft orbited on Arianespace's milestone VS01 flight on October 21, 2011 – which marked Soyuz' introduction at the Spaceport. Together, the four satellites launched by Arianespace will form an operational mini-constellation – creating the minimum number required to allow navigational fixes for validations of the Galileo system.
An Astrium-led consortium produced the satellites, with assembly and testing performed by Thales Alenia Space. Galileo is a European initiative, with the constellation of navigation spacecraft being developed in a collaborative effort of the European Union and the European Space Agency.
"With our launch last year and the mission today, we have launched these initial four Galileo spacecraft, and beginning next year we will undertake the orbiting of the following 22 – using five more Soyuz, along with three Ariane 5 launches," Le Gall said in post-launch comments at the Spaceport's mission control center. "This makes Galileo our largest customer."
Arianespace is keeping up the mission pace in 2012, with today's VS03 flight added to five Ariane 5 launches already performed from the Spaceport so far this year – which orbited eight telecommunications satellites, along with an Automated Transfer Vehicle for servicing of the International Space Station.
In addition, the Starsem affiliate of Arianespace used a Soyuz ST vehicle from Baikonur Cosmodrome in Kazakhstan to orbit a European weather satellite last month. Complementing this activity was the qualification flight of Arianespace's lightweight Vega launcher in February, performed under responsibility of the European Space Agency with support from Arianespace.
Arianespace's next flight is set for November 9 from the Spaceport, employing an Ariane 5 to orbit the EUTELSAT 21B and Star One C3 telecom satellites. While preparations for this mission – designated VA210 – are underway, the Ariane 5 for the subsequent VA211 heavy-lift mission was delivered to French Guiana yesterday by the MN Toucan sea-going transport ship.
Also at the Spaceport are launcher components for Arianespace's three upcoming medium-lift Soyuz missions – beginning with a November 30 flight to orbit the French Pléiades 1B very high resolution optical observation satellite.

Arianespace flight VS03: Soyuz ST-B orbits two Galileo IOV-2 satellites
Kourou, October 12, 2012
On Friday, October 12, at 3:15 pm local time, Arianespace successfully carried out the third launch of the Soyuz rocket from the Guiana Space Center (CSG) in French Guiana, orbiting two more satellites in the Galileo constellation.
Europe and Russia: a successful partnership
The "Soyuz at CSG" program carries on the long partnership in space programs between Europe and Russia. It gives Europe access to a proven medium launch vehicle that is a perfect fit with the other two launchers in the Arianespace family, Ariane 5 and Vega.
With these three launchers, Arianespace is the only launch services company in the world capable of carrying all types of payloads to all orbits, including communications, scientific and Earth observation satellites, constellations, cargo missions to the International Space Station and more.
Arianespace, the benchmark launch provider for Galileo
Ariane launched the first two satellites in the Galileo constellation on October 21, 2011, with the first Soyuz launch from the Guiana Space Center. Previously, the company's subsidiary Starsem had launched the first two testbed satellites, Giove-1 and Giove-2 (Galileo In-Orbit Validation Element), which secured the frequencies allocated to the constellation.
The European Commission and the European Space Agency (ESA) have placed orders with Arianespace to launch the 22 other satellites in the Galileo constellation. They will be launched from the Guiana Space Center starting next year, using five Soyuz and three Ariane 5 rockets.
Galileo gives Europe its own satellite positioning and navigation system, supporting a large number of applications. Once the system is fully operational, it will generate significant economic benefits, and greatly improve the quality of life for European citizens.
VS03/Soyuz ST-B/Galileo IOV-2 mission at a glance
The Soyuz launcher lifted off from the Soyuz Launch Complex (ELS) at the Guiana Space Center (CSG) in French Guiana. Liftoff was on Friday, October 12 at 3:15:01 pm local time in Kourou (18:15:01 UT, 8:15:01 pm in Paris, 2:15:01 pm in Washington, D.C., and 10:15:01 pm in Moscow).
The mission, from liftoff to satellite separation, lasted 3 hours, 44 minutes and 57 seconds.
The Galileo IOV-1 satellites were built for ESA by a consortium led by Astrium. They were injected into an intermediate circular orbit at an inclination of 55.345 degrees.
About Soyuz at CSG
The European Space Agency developed the Soyuz at CSG (Guiana Space Center) program to bolster collaboration with Russia on launch vehicles. Program responsibilities are distributed as follows:
ESA is the program manager, and provides the Soyuz launch complex (ELS) to Arianespace.
Russian space agency Roscosmos is in charge of the Russian segment of the program, and coordinates the work of all Russian companies involved.
French space agency CNES is system architect for the Soyuz at CSG program, and the design authority for all facilities at the space center.
Arianespace manages the supply of Russian systems and coordinates and supports the work of Russian companies during the development phase. It is in charge of Soyuz launch operations at CSG.
About Galileo
Galileo is a European program designed to develop a new global satellite navigation system under civilian control, offering a high-precision, guaranteed positioning service. The design, development and in-orbit validation (IOV) phases of the Galileo program were carried out by ESA, with joint funding by ESA and the European Commission. The Full Operational Capacity (FOC) phase is managed and wholly financed by the European Commission. The Commission and ESA have signed a delegation agreement under the terms of which ESA acts as design and procurement agent on behalf of the Commission.

Global Positioning System (GPS).

Trouble Aboard Galileo Satellite
http://gpsworld.com/trouble-aboard-galileo-satellite/
"Speculation by unofficial sources is mounting that something is wrong with the satellite, in particular with its passive hydrogen maser, used for timing the signal for synchronous transmission with other Galileo satellites. The hydrogen maser has "a known problem" according to one source. This is why the web site shows GSAT0104, also known as FM04 and E2, as currently using a rubidium atomic frequency standard"
"According to reports, the root cause of the outage is under investigation. Some unofficial sources have gone so far as to speculate that GSAT0104′s useful transmission life may be over"
Peter B. de Selding @pbdes
1 of 4 Euro Galileo In-Orbit Validation sats was shut down by grnd teams May 27 after sudden loss of transmission power on 2 of 3 channels. Galileo managers to restart defective sat wk of July 7 to test reaction, try to determine cause of sudden power drop.
http://www.insidegnss.com/node/4081
Sources in Brussels say the recently reported "power loss" that threatens to end the brief transmission life of Galileo GSAT0104, the fourth Galileo in-orbit validation (IOV) satellite, has nothing to do with the onboard atomic clocks, but could be caused by a failure in the components linked to the solid-state power amplifier (SSPA), including the output multiplexer, cables and/or antenna.
An investigation to determine the cause of the problem is still ongoing, but sources who wish to remain anonymous say that all of these SSPA-related components are non-redundant, meaning they could be responsible for a so-called "single-point failure." Should the investigation identify any of these as the cause of the problem, there will be little or nothing that can be done to fix it. So the risk of a total loss of one IOV satellite, although not yet confirmed, is real, they say.
Galileo's Troubled E20 Satellite Is Alive
http://gpsworld.com/galileos-troubled-e20-satellite-is-alive/
The troubled Galileo E20 satellite restarted E1 signal transmission Wednesday evening, August 6.
Galileo E20, also known as GSAT0104, the fourth in-orbit validation (IOV) satellite, has been set "unavailable until further notice" according to the European GNSS Service Centre because of a sudden, unexpected loss of power on May 27.
Based on a sel ected set of IGS MGEX stations and all CONGO stations, the first signals were tracked at AREG, AUT0, LLAG, and UNB3 at 23:13:00. No E5 signals and no navigation messages are currently transmitted. However, some JAVAD GNSS receivers report fr om time to time false E5a locks with zero or extremely small C/N0.

Javier Benedicto, ESA's Galileo program manager.
