NVS-02 (IRNSS-1K)
The NVS, previously IRNSS, constellation is not a global positioning constellation, like GPS, GLONASS, Galileo, or Beidou-3, but a regional one, similar to the Chinese Beidou-1 and 2, or the Japanese QZSS, serving only the Indian sub-continent. IRNSS satellites have two payloads: a navigation payload and CDMA ranging payload in addition to a laser retro-reflector. The payload generates navigation signals at L5 and S-band. The design of the payload makes the IRNSS system interoperable and compatible with Global Positioning System (GPS) and Galileo systems. The satellite is powered by two solar arrays, which generate up to 1,660 watts, and has a lifetime of ten years.

Перебор по высоте апогея более 1000 км. В пределах допуска или нет, сказать трудно, но это точно не фатально.

Проблемы?
Обычно, спутники, выведенные на ГПО, на следующий день "теряются" и потом через десяток дней обнаруживаются вблизи ГСО.
Сабж - устойчиво наблюдается и продолжает
падать снижаться, не обнаруживая различий с динамикой собственной ступени.

GSLV-F15 / NVS-02 Update: The solar panels onboard the NVS-02 satellite were successfully deployed, power generation was nominal & communication with ground station was established, after it was placed in Geosynchronous Transfer Orbit (GTO).
But, the orbit raising manoeuvres intended for placing it on the designated orbital slot was not carried out as valves that control the flow of oxidizer to thrusters failed to open.
This leaves the otherwise healthy satellite in an elliptical orbit. Alternate mission strategies for utilising the satellite for navigation in an elliptical orbit is being worked out.

Зависит от того, куда возмущения потянут эксцентриситет. Если на снижение, то может прожить довольно долго.

Москва. 3 февраля. INTERFAX.RU - Индийский навигационный спутник NVS-02, запущенный 29 января, не смог выйти на заданную орбиту из-за проблемы с двигательной установкой. Об этом сообщило издание India Today со ссылкой на Индийскую организацию космических исследований (ISRO).
На аппарате возникла неполадка с открытием клапана подачи окислителя в двигательную установку. Спутник "застрял" на переходной орбите, с которой он после отделения от носителя должен был выйти с помощью своего двигателя на запланированную.
Аппарат NVS-02 весом 2250 кг предназначен для предоставления пользователям точного местоположения, скорости объектов и времени. Он должен был войти в состав индийской региональной навигационной спутниковой системы NavIC, которая является альтернативой GPS и используется в военных и гражданских целях.
Запуск спутника был осуществлен со стартовой площадки Космического центра имени Сатиша Дхавана на острове Шрихарикота с помощью ракеты-носитель GSLV F15.
