France and Russia on Tuesday signed a five-year, 200-million-euro (260-million-dollar) deal for joint research into a next-generation rocket launcher, the French National Centre for Space Studies (CNES) said.
The deal on the so-called Orel project was signed in Paris by CNES and the Russian space agency Roskosmos, the agency said in a press release.
Scientists from the two countries will build and test prototype engines fuelled by hydrogen, oxygen and methane as well as a first-stage rocket booster that would glide back to Earth after launch so that it can be refuelled for another mission.

Russia Wants To Build A New Extra-Heavy Launcher
Moscow (UPI) Mar 08, 2005
Russian space engineers are designing a next-generation, super-heavy booster rocket, local media reported Tuesday.
Anatoly Kuzin, deputy general director of the Khrunichev State Research and Production Space Center, was reported by the ITAR-TASS news agency as saying the center is working on a three-stage rocket capable of lifting 110 tons of payload into low-Earth orbit and providing materials for assembling future space stations there.
All manned spaceflights currently are limited to low-Earth orbit, between 210 miles and 840 miles in altitude.
The rocket's four-chambered RD-170 engine will be used in the first stage, Kuzin said, followed by the RD-180, a two-thrust-chamber derivative of the RD-170, for the second stage. The third stage will have the one-chamber RD-0122 engine.

CNES and the Russian Space Agency Roskosmos have signed an agreement March 15, 2005 to cooperate on future launchers design, through a 5-year program called OURAL. French contribution to this program is worth 200 million euros. First, OURAL aims at studying different concepts architecture and structure- for post-Ariane5 launchers, using in particular the wide technological expertise of Russia. Second, the program aims at preparing the development of some elements of these future launchers, such as a new rocket engine using liquid oxygen and methane, and a cryogenic-stage tank with innovative material, which could further be integrated on reusable vehicles. Third, CNES and Roskosmos plan to develop demonstrators to test new technologies. The re-entry gliding vehicle Pre-X will be for example further developed and a design of launcher first stage will allow testing avionics, structures and propulsion systems.
