A Brief History of Radio Astronomy in the USSR (http://books.google.ru/books?id=3DqOARyWib4C&dq=russian+radio+astronomy) provides some information on the above-mentioned Earth-Moon interferometer.

Oops, after more than 10 years, I have again stumbled upon "Start-M". According to recently published archival documents (https://rgantd.ru/arh-docs/cosmos/marsianskaya-eskadra/), "Start-M" is a scientific instrument of the M-73 expedition.

Although, what kind of scientific instrument could it be? As far as I remember, the "Start-M" designation does not appear in publicly available descriptions of the M-73 scientific complex.
