The cost of placing satellites in orbit with current EELV launchers is high. Vertical takeoff space launch vehicles such as this will use a reusable rocket first stage with a reusable rocket-based combined-cycle airbreathing scramjet second-stage. Advanced materials, automation, and on-board diagnostic and prognostic systems will allow rapid turn-around for reuse as well as life cycle cost savings as compared to conventional rockets.
