Arianespace To Launch Astra 2E for SES in 2013[/size]

    COLORADO SPRINGS, Colo. — Satellite fleet operator SES will launch its mixed Ku- and Ka-band Astra 2E satellite aboard a European Ariane 5 rocket in mid-2013, Luxembourg-based SES and the Evry, France-based Arianespace launch consortium announced April 13.

    Astra 2E is one of four satellites contracted in a single order from SES to manufacturer Astrium Satellites in November 2009 as part of SES's broad fleet-replacement program. The contract with Arianespace is part of a previously signed multi-launch agreement, similar to an agreement SES signed with International Launch Services of McLean, Va., which operates the Russian Proton rocket.

    The 6,000-kilogram Astra 2E will be located at SES's core 28.2 degrees east orbital slot to provide television broadcasts in Europe and Africa. Its Ka-band payload will be used for broadband links in Europe as part of SES's Astra2Connect consumer-broadband service, which is currently using SES satellites in Ku-band.

Satellite operator SES has selected Arianespace for the launch of ASTRA 2E.

In the frame of the "Multi Launch Agreement" with Arianespace, the Luxemburg operator of satellites SES has confirmed today to Arianespace the launch of the ASTRA 2E satellite slated for the second semester of 2013.

Weighing more than 6,000 kg. at launch, ASTRA 2E will be placed into geostationary transfer orbit by an Ariane 5 launcher from the Guiana Space Center, Europe's Spaceport in French Guiana.

ASTRA 2E will be built by Astrium using a Eurostar E3000 platform. Fitted with active Ku-band and Ka-band transponders, ASTRA 2E will be positioned at 28.2 degrees East. It will deliver high-power broadcast services across all of Europe and Africa, and will offer a design life of about 15 years.

In 2011, Arianespace is to orbit the ASTRA 1N and SES 2 satellites for SES.

Over the last two decades, Arianespace and SES have developed an exceptional relationship. SES, with its ASTRA satellite platform, operates the leading direct-to-home (DTH) TV broadcast system in Europe, serving more than 135 million households via DTH and cable networks.

NASA further delays Webb telescope launch[/size]

NASA Administrator Charlie Bolden has declared the James Webb Space Telescope [JWST] will not launch until at least 2018.

Bolden made those remarks on 11 April before a Congressional panel in Washington, DC.

The revised launch date is the latest in a series of blows to the troubled telescope programme, which is at least $1.5 billion over budget and four years behind the initially projected launch date.

In his Congressional testimony, Bolden said he would not ask for additional funds for the programme for fiscal year 2011. The agency does not believe it needs funding in the current fiscal year to allow it to continue to carry the JWST programme for "what we think now is a reasonable launch date of 2018", Bolden says.

NASA's FY2011 budget is contained within the continuing resolution authorising governmental expenditures, which the US Congress is due to vote on later today. It is widely anticipated that NASA will be authorised to spend slightly less than its FY2010 budget.

NASA's FY2012 budget requested $373 million for JWST, but Bolden notes that figure was preliminary. He aims to firm up NASA's request for FY2012 by May of this year.

The Casani Report, an independent review of the JWST programme's budget and management released in November, suggested the launch would be delayed to recover from serious budgetary and management problems. The report stated that an additional $500 million would be required to launch at the earliest possible moment, anticipated to be September 2015. The rationale behind the 2018 date was not explained before Congressional committee.

JWST is designed to measure infrared light, and is widely considered the successor to the iconic Hubble Space Telescope.

Arianespace confirmed today the launch date for the ABS-2 satellite for Asia Broadcast Satellite (ABS), one of the leading satellite operators in the Asia Pacific. ABS-2 will be launched by an Ariane 5 rocket from the Guiana Space Center, Europe's Spaceport in French Guiana, in 2013.

The ABS-2 satellite, manufactured by Space Systems/Loral using an LS-1300 platform, will weigh more than 6,000 kg. at launch. It will be positioned in geostationary orbit at 75 degrees East where ABS-1, ABS-1A and ABS-1B are currently located. Fitted with C, Ku, and Ka-band transponders, it will provide optimized direct TV broadcast, multimedia applications, telecommunications and data transmission services for Asia, Russia/CIS, Africa and the Middle East.

Arianespace continues to confirm its leadership in the Asian market, as the benchmark supplier of launch Services & Solutions. With this latest announcement and 58 satellites launched to date for Asian operators, Arianespace also confirms its excellent long-standing relations in this key market.

SES-2 and Air Force Payload Complete Dynamics Test – on Track for August 2011 Launch[/size]

MCLEAN, VA - (June 1, 2011) - SES WORLD SKIES U.S. Government Solutions today announced that the Commercially Hosted Infrared Payload (CHIRP) and its host spacecraft, SES-2, has completed Dynamics Testing and is on schedule for launch in August of this year.

 The wide field-of-view sensor designed by Science Applications International Corporation (SAIC) and the SES-2 satellite, built by Orbital Sciences Corporation, successfully completed the required acoustics and vibration testing.  These tests were conducted with the sensor fully integrated onto the spacecraft.  Several functional tests were performed following the dynamics testing, including actuation of various release mechanisms, electrical testing of the sensor, and a successful software code update that was executed from SAIC's Seal Beach, CA facility.

 The satellite and integrated government payload will complete a final environmental test in late June, and is on schedule for launch in August 2011.

France-Azerbaijan Accord Emphasizes Space Cooperation[/size]

    PARIS — The governments of France and Azerbaijan on June 7 signed a cooperation agreement on "telecommunications and the digital economy" that stresses space-based collaboration.

    The partnership agreement comes after Azerbaijan, for its first national telecommunications satellite, selected Orbital Sciences Corp. of Dulles, Va., as the manufacturer, backed by a $116.6 million loan organized by the U.S. Export-Import Bank. Honeywell International of Glendale, Ariz., and Moog Inc. of Chatsworth, Calif., are the principal subcontractors to Orbital for the satellite's construction.

    The Azersat/Africasat-1A will be launched in mid-2012 by Europe's Arianespace launch consortium under a separate contract valued at $93 million. Azerbaijan and its bank consortium, led by BNP Paribas, is negotiating with France's Coface export-credit agency to back the launch-services contract.

    Azersat/Africasat-1A is a joint venture between Azerbaijan and satellite fleet operator Measat of Malaysia, which will be using about 40 percent of the satellite's total capacity. Azerbaijan will use 20 percent, with the remaining capacity to be available for other customers.

    The satellite will operate at 46 degrees east and will carry 24 C-band and 12 Ku-band transponders. It is expected to weigh about 3,000 kilograms at launch, meaning it could be lofted as a secondary passenger aboard Europe's Ariane 5 heavy-lift rocket, or as the sole passenger aboard the European version of Russia's Soyuz rocket, set to begin operations from Europe's Guiana Space Center spaceport this fall.

    French Industry Minister Eric Besson and Azeri Telecommunications and Information Technology Minister Ali Abassov signed the cooperation agreement during a June 7 meeting in Paris at which several European companies interested in providing space-based services or goods were in attendance.

    The companies included Thales, a builder of satellites and telecommunications ground networks; Arianespace; and satellite fleet operator Eutelsat, whose new Ka-Sat broadband satellite includes coverage of Azerbaijan, according to a statement issued by Besson's office.

 At the same time, Arianespace provides a considerable workload for the European space industry, as the launch services company favoured by international commercial operators. Since the beginning of the year, Arianespace has announced the signature of four new launch contracts for the ABS 2, Arsat-2, Astra 2E and Astra 5B satellites.

 Arianespace now has a backlog including 26 geostationary satellites and five missions to the International Space Station, accounting for 18 Ariane 5 launches, plus 18 dedicated Soyuz launches, worth a total of more than €4 billion.
