So apparently SpaceX is trying to schedule a New Years Eve launch again (after a famous early example way back in.2013)....
SFN shows this launch as on December 30, 11:40 pm EST = December 31, 04:40 UTC.

Target launch time set

Friday's precise liftoff time has been established for the Atlas V rocket to send Boeing's Starliner capsule on its journey to the International Space Station.
Based upon the latest tracking of the station's orbit, launch is targeted to occur at 6:36:43 a.m. EST (1136:43 UTC) from Space Launch Complex-41 at the Cape Canaveral Air Force Station, Florida.
The launch opportunity is instantaneous, meaning there is only a moment in time available each day for liftoff to occur when the orbital plane of the space station passes over the pad.
