МОСКВА, 19 мар - РИА Новости. Евросоюз подписал соглашение с США, которое позволит ему осуществлять запуск своих спутников Galileo с помощью ракет американской компании SpaceX предпринимателя Илона Маска, сообщает американское издание Politico со ссылкой на заявление двух неназванных дипломатов.
"Европейский союз во вторник подписал соглашение с Соединенными Штатами, которое позволит ему платить SpaceX Илона Маска за запуск своих спутников", - пишет издание.
Согласно изданию, соглашение необходимо ЕС из-за длительных задержек с выпуском следующего поколения собственной европейской ракетной системы Ariane 6. Отмена двух запусков "Союза" с космодрома Гвианы в апреле и сентябре 2022 года, а также задержка выпуска Ariane 6 вынуждают ЕС искать альтернативы для срочного возобновления запусков спутников Galileo.
В соответствии с соглашением, сотрудники, назначенные ЕС или Европейским космическим агентством (ЕКА), должны получить доступ к "секретному оборудованию и документации", связанным с Galileo, а также ЕС имеет право размещать охрану для защиты своего оборудования. В случае неудачного запуска ЕКА будет иметь разрешение на извлечение, хранение и отправку обломков обратно в Европу.
Как отмечается, соглашение о безопасности должно быть официально подписано с США на следующей неделе. Спутники Galileo, каждый весом около 700 килограммов, планируется отправить в США 27 марта.

Then moved to Ariane 6, which was also scrapped due to delays. Europe contracted SpaceX to launch the two pairs aboard Falcon 9 for approximately €180 million ($192 million).

Galileo FOC FM25 & FM27
Galileo is a global navigation satellite system that went live in 2016, created by the European Union through the European Space Agency (ESA) and operated by the European GNSS Agency (GSA). The €10 billion project is named after the Italian astronomer Galileo Galilei. One of the aims of Galileo is to provide an independent high-precision positioning system so European nations do not have to rely on the US GPS, or the Russian GLONASS systems, which could be disabled or degraded by their operators at any time.
The use of basic (lower-precision) Galileo services is free and open to everyone. The higher-precision capabilities are available for paying commercial users. Galileo is intended to provide horizontal and vertical position measurements within 1-metre precision, and better positioning services at higher latitudes than other positioning systems. Galileo is also to provide a new global search and rescue (SAR) function as part of the MEOSAR system.
The first Galileo test satellite, the GIOVE-A, was launched on 28 December 2005, while the first satellite to be part of the operational system was launched on 21 October 2011. By July 2018, 26 of the planned 30 active satellites (including spares) were in orbit. Galileo started offering Early Operational Capability (EOC) on 15 December 2016, providing initial services with a weak signal and reached Full Operational Capability (FOC) in 2019. The full Galileo constellation will consist of 24 active satellites, which is expected by 2021. It is expected that the next generation of satellites will begin to become operational after 2025 to replace older equipment, which can then be used for backup capabilities.

I wonder if the secrecy is related to the security deal that the EU had to specifically sign with the USA regarding these Galileo launches

At the request of their customer, the European Commission, SpaceX won't be providing coverage or live views from the second stage. Up next for the second stage should be another 2 burns, which will place the payload in a circular, ~23,000km Medium Earth Orbit.

The European Union is in the final stages of completing a deal with SpaceX to launch four Galileo navigation satellites in 2024.

The launch contract itself was completed in July, Breton noted, and that the European Commission had approved a European Space Agency proposal to use the Falcon 9 for launching those satellites. He said the European Commission would spend 180 million euros ($192 million) on the Falcon 9 launches.

Как интересно соотносится цена F9 в расходном варианте и Союз-2/Фрегат

где-то мне попадались цифири (скольки-то летней давности) типа 62-67 млн и 48-50 млн (именно цены, которые платит заказчик на рынке), но для фалькона в данном случае - непонятно "расходуемый" это был вариант или "последний из многоразовых", ступень-то уже 20-й раз слетала, на такую ценообразование может быть и другим. Но пусков Союза с Фрегатом в данном случае (для вывода двух аппаратов Галилео)  потребовалось бы два вместо одного Фалькона.
